The first two days involved Arc Blue, a service provider affiliated with Local Government Procurement (NSW), delivering training on Procurement Principles and Advanced Contract Management. The final day's forum involved presentations from: Department of Housing and Community Development on legislative and compliance aspects of procurement, Department of Trade, Business and Innovation on the NT Government's "Buy Local" initiative, Peak Services and Western Australian Local Government Association on National Procurement Network and Local Buy services that are available to councils, Contractor Accreditation Ltd (CAT) on available services Jardine Lloyd Thompson (JLT) on managing risk; and TenderLINK on the online tendering service available to councils Feedback from the participants has been positive, with several requesting LGANT to facilitate further training in: Advanced Contract Management Negotiation Skills Local Government Environment Project Officer Vacancy The Local Government Association of the Northern Territory (LGANT) is seeking a highly motivated Local Government Environment Project Officer. Position outcomes include: working collaboratively with councils and stakeholders to improve waste management practices, develop waste and litter management plans, deliver and report on the activities and outputs identified in the funding agreement with government agency, assist councils to ensure compliance with Waste Management and Pollution Control Act, convene and coordinate waste management symposium, attend and provide advice to the two regional waste working groups in Katherine and Alice Springs, provide papers and submissions on environment and waste issues on behalf of local government. If you are keen to support the growth of NT regions and make a difference to public health in regional and remote communities this job may be for you. A 24 month position with a salary circa $90,000 pa is offered with a possible extension subject to performance. ROADS TO RECOVERY – ROBINSON RIVER Part of LGANT's Strategic Plan and annual priorities include the servicing of its local road network as identified by the Northern Territory Grants Commission. Using Federal Assistance Grants and Roads to Recovery funds LGANT is able to manage 2122 km of local roads within NT local government areas. In 2015 LGANT developed, with the Mungoorbada Aboriginal Incorporation, a five year plan for capital works on the Robinson River Road to improve safety and access for road users. Projects delivered to date on Robinson River Road have been 4 mile Creek causeway access to airport completed in 2015 Telstra Tower 'jump up' alignment and gravel sheeting completed in 2016 Hobblestrap Creek Causeway and approaches completed in June 2018. The Hobblestrap Creek Crossing and gravel sheeting contract was delivered by a Borroloola Company, Cairns Industry. Cairns Industry has also employed three local workers from the Robinson River community on these projects and also operates a concrete batching plant on leased land through Mungoorbada Aboriginal Corporation at the Robinson River community. This part of the project has now been completed. It’s almost time to lodge - Taxable payments annual report The information reported to the ATO will be used in the ATO’s pre-filling service, to make it easier for individual businesses to lodge their tax returns. It will also allow the ATO to identify businesses that haven’t lodged or included all of their income in their tax return, as well as check compliance with GST obligations. The Taxable payments annual report is due by 28 August 2018 for the 2017-18 financial year. Who needs to report? From 1 July 2017, you need to report if you’re a government related entity. These include: Federal government departments Executive or statutory agencies or authorities State or territory government departments and agencies Local governing bodies established by or under state or territory law There are some classes of government related entities that have been exempt from reporting. A full list of these can be found at ato.gov.au/tparGov What you need to report From 1 July 2017, government entities at the federal, state, territory and local levels need to report total payments they make to entities for providing services each year. Federal, state and territory government entities will also need to report grants they pay to people or organisations with an Australian business number (ABN). Local government entities do not need to report grants. If you make any of these payments you need to report them in the Taxable payments annual report and lodge the report to the ATO by 28 August. How to lodge your report You can lodge the report online by creating your report using business software that can generate the Taxable payments annual report. You can then lodge it through the ATO’s Portal’s by selecting ‘File transfer facility’. You will need an AUSkey to login to the ATO’s Portal You can find more information about the ATO’s online services on their website Some government entities don’t need to lodge a Taxable payments annual report if they are exempt from reporting. To find out more visit their website. If you did not make any payments for services or pay grants to recipients that have an ABN, there is no need to lodge an annual report. If you don’t need to lodge an annual report, you do need to let the ATO know by writing to them at [email protected]

Background provides an overview of legislative requirements of Regional Management Plans. Section A sets out the opportunities and challenges for local government service delivery in the region. Section B provides an overview of the regulatory and planning framework for local government in the region. Section C sets out existing and potential cooperative arrangements between local governments within the region and between local governments and other organisations and agencies with interests in the region. Section D defines core local government services and specifies the locations within each shire where core services are to be delivered.
