Knowledge of the Borough of Berlin

Environmental Resolutions Inc. (ERI) is very familiar with the Borough of Berlin. Our firm has served as Special Projects Engineer 2016-Present, Municipal Engineer 1997-2004 and 2008-2009, Water & Sewer Engineer 1997 to 2010, Planning Board Engineer 2001-2008, and Planning Board Planner 2007-2008.

In addition to numerous road improvement projects that ERI has worked on in neighboring communities, some for the County, our firm has also provided engineering services directly for Berlin Borough. Some of these services include: • ERI performed engineering review services and construction inspection of water and sewer installation for Nexus Properties, a developer who is proposing construction of 472 apartments, a one-story clubhouse, a one-story maintenance building/garage, and a pool. • ERI performed investigations for three (3) Borough playgrounds to determine if the play equipment is compliant with park safety standards. In addition, ERI also developed concepts and cost estimates for playground improvements. • In 2018, ERI provided Berlin Borough with a long range road program evaluation report so that the Borough could effectively select roads for their annual road improvement program. ERI evaluated all thirty (30) plus miles of Borough owned roads based on condition, traffic and road type. ERI also provided the Borough cost estimates for each roadway so that the Borough could effectively budget for the annual road program. • ERI’s Senior Planner Edward E. Fox, III, AICP, PP is extremely familiar with the Borough of Berlin, having performed development reviews for four (4) years while serving as Planning Board and Zoning Board Planner while employed with another firm.

LAND PLANNING & REDEVELOPMENT

Environmental Resolutions, Inc. (ERI) and its personnel have extensive experience in a variety of standard and specialized planning projects. One of our most unique studies was the preparation of an Economic Development Feasibility Study for a portion of Pennsauken Township and Camden City. Originally proposed as a Redevelopment Plan, the client and study team revised the scope of work during the planning process to develop an Economic Development Feasibility Study.

Members of the firm have been involved in Burlington City’s Master Plan and Updates for over thirty (30) years. Other planning services provided to municipalities include Community Development Block Grant applications for public facilities and housing projects, Green Acres Acquisition and Development Grant applications, Council on Affordable Housing Compliance Plans, and Master Plans and Reexaminations. Members of the company have also been involved in the City’s streetscape and downtown development and urban renewal parcels. The work resulted in the award for “Outstanding Master Plan” for Burlington City, awarded by the New Jersey Chapter of the American Planning Association in 2010.

ERI personnel have prepared a variety of recreation and park plans including the unique ten-community Delaware Riverfront Park Plan. Personnel learned of planning grants available from the NJDEP and contacted and assembled the Mayors and Council from ten communities between the Rancocas Creek and Crosswicks Creek to apply for a $50,000 planning grant to provide the design of at least one park plan in each community with a bicycle/walkway connection along the riverfront. The successful coordinated project received newspaper and television coverage. That study lead to work on two other waterfront park grant planning projects in Millville City and Port Republic.

Personnel of ERI have also been involved in other unique projects, including the Mount Holly Urban Environmental Inventory, Smart Growth Studies in Burlington City and Lindenwold Borough, developing a Master Plan for nearly 200 acres of land on behalf of the Camden County Department of Parks, the Eastampton Township Redevelopment Plan, and the Economic Development District Alternate Wastewater Treatment Facility Study for four southern New Jersey counties.

DEVELOPMENT AND REDEVELOPMENT SERVICES

Environmental Resolutions, Inc. (ERI) personnel have extensive experience in assisting municipalities and public entities in economic development and redevelopment studies. ERI is also experienced at working with private developers to insure that Redevelopment Plans that are prepared meet the needs of the public and private partners involved in successful development and redevelopment projects.

Meetings are held with our client, stakeholders, developers and officials to discuss specific needs and opportunities. Redevelopment and development plans, preliminary investigations, grant applications, and monitoring plans are then developed based on the needs established.

One of our most unique studies was the preparation of an Economic Development Feasibility Study for a portion of Pennsauken Township and Camden City. Originally proposed as a Redevelopment Plan, the client and study team, which included four sub-consultants, revised the scope of work during the planning process to develop an Economic Development Feasibility Study for the study area located adjacent to the Admiral Wilson Boulevard.

ERI has conducted or assisted with a number of Preliminary Investigations for the Determination of Area in Need of Redevelopment for Mount Holly Township, Lindenwold Borough, Burlington City, Beverly City, Cinnaminson Township and Florence Township. ERI has also prepared Redevelopment Plans for many of these communities to implement the redevelopment. We are most proud of our work with Florence Township where redevelopment success is most prominent, with the opening or announcement of new facilities for which ERI prepared the Preliminary Investigation for the Determination of Area in Need of Redevelopment and the Redevelopment Plan for the projects listed below. MUNICIPAL MASTER PLANS AND MASTER PLAN REEXAMINATIONS

Master Plans 40:55D-28. Preparation; Contents; Modifications The Master Plan comprises a report or statement and land use and development proposals, with maps, diagrams and text, presenting, at least the following elements (1) and (2) and, where appropriate, the following elements (3) through (16).

Master Plan Reexamination 40:55D-89. Periodic Examination The purpose of a Master Plan Reexamination is for municipalities to have regular, periodic reviews of current information and changing conditions within the municipality in the interest of keeping long-range planning as up-to-date as possible.

A Master Plan Reexamination differs from a Master Plan in that a Reexamination report shall state: A. The major problems and objectives relating to land development in the municipality at the time of the adoption of the last reexamination report. B. The extent to which such problems and objectives have been reduced or have increased subsequent to such date. C. The extent to which there have been significant changes in the assumptions, policies and objectives forming the basis for the master plan or development regulations as last revised, with particular regard to the density and distribution of population and land uses, housing conditions, circulation, conservation of natural resources, energy conservation, collection, disposition and recycling of designated recyclable materials, and changes in State, county and municipal policies and objectives. D. The specific changes recommended for the master plan or development regulations, if any, including underlying objectives, policies and standards, or whether a new plan or regulations should be prepared. E. The recommendations of the planning board concerning the incorporation of redevelopment plans adopted pursuant to the “Local Redevelopment and Housing Law,” into the land use plan element of the municipal master plan and recommended changes, if any, in the local development regulations necessary to effectuate the redevelopment plans of the municipality.

At the same time, ERI meshes the required elements of a Master Plan--(1) Statement of Objectives, Principles, Assumptions, Policies and Standards upon which the constituent proposals for the physical, economic, and social development of the municipal are based; and (2) Land Use Element-- with the Master Plan Reexamination Report. ERI works to provide a Master Plan Reexamination Report compliant with the Municipal Land Use Law while staying within the budget allocated by the municipality.

NEW JERSEY COUNCIL ON AFFORDABLE HOUSING (COAH) PLANNING SERVICES

On December 3, 2014, the Township Land Development Board adopted its most recent Housing Element and Fair Share Plan. That Plan amended previous Plans dated February 1, 2012, December 2, 2009, December 3, 2008, November 15, 2006, and December 7, 2005. Prior Plans provided U. S. Census data on housing, population, income and economic conditions in the Township and addressed applicable Council on Affordable Housing (COAH) Rounds 1, 2 and/or 3 fair share obligations for affordable housing in the Township.

On September 26, 2013, the Supreme Court invalidated the Round 3 regulations adopted in 2008 by the New Jersey Council on Affordable Housing (COAH). On March 14, 2014, the Supreme Court issued an order directing COAH to propose new Round 3 regulations on or before May 1, 2014 and to adopt them by October 22, 2014. The Supreme Court further provided that, if COAH failed to meet the deadlines, the Court would entertain a Motion in Aid of Litigant’s Rights which could include an application for the right, on a case-by-case basis, to file a builder’s remedy suit against a municipality under COAH’s jurisdiction.

On October 20, 2014, the COAH Board met to consider adopting the proposed regulations but reached a 3-3 voting deadlock and therefore did not adopt the proposed regulations. COAH’s failure to adopt the proposed regulations left New Jersey municipalities in a continuing state of limbo despite voluntary constitutional compliance.

On October 31, 2014, Fair Share Housing Center (FSHC) filed a Motion In Aid of Litigant’s Rights urging the Supreme Court, among other things, to direct trial judges, instead of COAH, to establish standards with which municipalities must comply. FSHC’s motion included an alternative fair share calculation for each municipality prepared by its expert David N. Kinsey, FAICP, who updated his initial report on April 16, 2015. The existence of a second set of fair share numbers from FSHC further highlighted the uncertainty of the framework with which municipalities must ultimately comply because there are no standards with which to comply.

The New Jersey Supreme Court held that COAH’s administration process had become futile so that parties concerned about municipal compliance with constitutional affordable housing obligations, as well as municipalities that believe they are currently compliant or are ready and willing to demonstrate such compliance, would process exclusionary zoning and/or affordable housing matters in the courts commencing on June 8, 2015. The Decision provided that municipalities which had received Third Round substantive certification from COAH would be permitted within a period of thirty days, beginning on June 8, 2015, and ending on July 8, 2015, within which to file a declaratory judgment action in the Superior Court in order to obtain the judicial equivalent of the substantive certifications that they had either received or that they had applied for but had not yet received.

The Decision also recognized that Approved Municipalities would have five months from either the effective date of the 2015 Decision (June 8, 2015) or from the date in which the municipality filed a Declaratory Judgment action, but no later than July 8, 2015, to submit an amended or supplemental Housing Element and Fair Share Plan. The amended or supplemental Housing Plan Element and Fair Share Plan would revise the municipal fair share number which had been based on COAH’s “growth share” methodology and would revise the plans to show how the municipality proposed to comply with its Mount Laurel affordable housing obligations based on a “fair share” methodology. The amended or supplemental Housing Element and Fair Share Plan would have to be submitted to the court by either November 8, 2015 or December 8, 2015. Trial courts must now calculate the “fair share” obligations for Round 3 and establish the standards with which municipalities must satisfy these obligations, and, they must process declaratory judgment actions filed by municipalities seeking approval of an affordable housing plan based upon new judicially established standards which have not yet been determined.

The New Jersey Planner, March/April 2015 Issue, published by The New Jersey Planning Officials, contained an article entitled “Courts Back in Affordable Housing Business, COAH Municipalities Insulated from Builder’s Remedy,” that was prepared by Edward Buzak, Esq., Associate Counsel, NJPO. The article discussed the Methodology and Standards of Compliance that should be used in this Round. It stated that, “Although the Supreme Court declined to establish a methodology or formula for the third-round calculations, they did offer guidance and some insight as to the manner in which trial court judges were to evaluate plans to determine constitutional compliance.” The Court reiterated its endorsement of utilizing the previous methodologies employed in the First and Second Round Rules as the template to establish present and prospective third round statewide and regional need. The article continues with a number of points of guidance to trial judges. That guidance includes the following, per the article:

• All municipalities must satisfy their prior unfulfilled First and Second Round obligations. • The methodology utilized to determine the numeric obligation can eliminate the reallocation of excess present need, i.e. the redistribution of existing substandard housing to other communities in the region because of the inability of the municipality itself to realistically address its rehabilitation component. • Bonus credit for each affordable unit made available to the very poor, i.e. earning 30% or less of the median income can be utilized. • Credits for existing units whose expiring affordability controls are extended in accordance with the regulatory requirements can be claimed. • Bonus credits for affordable housing provided in smart growth areas and areas of redevelopment and rehabilitation can be claimed. • The housing needs of cost burdened families can be ignored in determining a municipalities affordable housing obligations.

Environmental Resolutions, Inc. prepares Housing Element and Fair Share Plan updates and amends prior plans to include the most recently available U. S. Census information to update the status and information on prior round affordable housing, and presents proposed plans to meet the municipality’s affordable housing obligations.

These services include review of minor subdivisions and minor site plans to major subdivisions and major site plans. One of the largest projects we have reviewed consists of 570 residential units and 600,000 square feet of commercial space located on a State highway. The project includes sewer pump stations, water recycling systems, major road and intersection improvements, pedestrian pathways, stormwater detention and retention facilities and major potable water improvements including a water storage tank. ERI has been instrumental in identifying and calculating the pro- rata share obligations of the applicant for off-site improvements.

ERI is aware of the sensitivity of smaller applications such as minor subdivisions consisting of a simple lot line adjustment or that of a local business proposing to expand or improve its business. Reviews of these types of applications must be done logically and strive to be "user friendly", in that the applicants are not normally familiar with the seemingly complex review and approval procedures required by the governmental entity.

Fegley, AICP, PP review and revise their Zoning Ordinance to be consistent with their new Master Edward Fox, AICP, PP Plan. The Municipal Clerk and Township Manager Master Plan was not revised in a comprehensive manner since 1976. Environmental Resolutions, Inc. was retained by the City of Burlington to prepare its Master Plan, the first one since 1961 and to conduct four Visioning Sessions in various City neighborhoods. The Master Plan included a Comprehensive Land Use Plan based on transects and Form-Based Zoning, Circulation Plan, Design Standards and Guidelines and Opportunity Areas for future redevelopment. REDEVELOPMENT PLANS BORDENTOWN CITY, EASTAMPTON TOWNSHIP, AND MAPLE SHADE TOWNSHIP, NJ

Ocean Spray Redevelopment Plan (2016), Bordentown City, NJ Mr. Fox worked with the contract purchaser of the former owner of the former Key Personnel: Ocean Spray plant, Bordentown City residents and officials, and other economic Edward E. Fox III, AICP, PP development professionals to produce a mixed-use redevelopment plan for the roughly 54-acre, abandoned industrial property, which was the City’s largest Client Contact: employer and property tax payer when it closed several years earlier. The Honorable James E. Lynch, Jr. redevelopment plan allowed for the 39 acres on the east side of the former Mayor Camden and Amboy Railroad to be re-used as a beverage company warehouse City of Bordentown distribution facility after a portion of the site was subdivided for a City park. Mr. 609-847-6051 Fox worked with contract purchaser Modern Recycled Spaces to create land use and bulk standards for 296 apartments, commercial recreation and artist spaces, Mr. Daniel Popkin and a brewpub on the 15 acres west of the railroad tracks, while retaining part President, Modern Recycled Spaces of of the former cranberry sauce and juice plant. Ms. Kim Marie White, RMC/CMC/MMC Township Clerk Eastampton Town Center: Phase Two Redevelopment Plan (2011), Eastampton, Eastampton Township NJ 609-267-5723 Mr. Fox worked with local officials and property owners to prepare a mixed-use redevelopment plan for 20.6 acres on 12 parcels in the northeast quadrant of Mr. Stephen R. Jaffe, President Eastampton Town Center at the intersection of Monmouth Road (CR 537) and Fieldstone Associates, LP of Woodlane Road (CR 630). The existing (1999) zone plan included some Bridgewater, NJ peripheral commercial zoning, but the bulk of the property area was zoned for 609-744-7933 single-family detached housing at 6 units per acre. The redevelopment plan contained land use and bulk standards, as well as a conceptual land use and ______circulation plan, which transformed the abandoned 11-acre Gregory’s Department Store property into Eastampton Place West, a 240 market-rate Mr. Kevin Rijs multi-family unit project, which will spur future redevelopment of the Director of Community Development remainder of the northwest quadrant. The redevelopment plan incorporated the Maple Shade Township recommendations of the 2009 Delaware Valley Regional Planning Commission 856-779-9610 ext. 151 (DVRPC) pedestrian and bicycle safety study for Woodlane Road, which Mr. Fox also helped facilitate.

Routes 38 and 73 and Lenola Road Redevelopment Area Plan (2012), Maple Summary of Services: Shade, NJ • Redevelopment Planning Mr. Fox prepared a redevelopment plan for the roughly 91-acre commercial area in the triangle between NJ Routes 38 and 73 and Lenola Road (CR 608). At that time, the redevelopment area contained a big-box, home improvement store and several blighted businesses just west of the Moorestown Mall, such as the former abandoned Classic Chevrolet automobile dealership; an abandoned burned-out diner on NJ Route 38; an abandoned, burned-out fast-food restaurant on NJ Route 73; and a few dilapidated motels. The redevelopment plan provided updated land use and bulk standards for future automobile-oriented and general highway commercial uses in this business triangle, as well as site planning, building, landscape, lighting, and other design guidelines, which have been codified in the Township Zoning Ordinance (Section 205-34). Since then, there has been significant redevelopment activity along NJ Route 38.

REVEL HOUSE CONSERVATION REPORT COLONIAL BURLINGTON FOUNDATION BURLINGTON, NJ

Environmental Resolutions, Inc. (ERI) was retained by the Colonial Burlington Foundation, a non-profit organization dedicated to the preservation of the historic Revel House, to provide a conservation report for its more than 300 year old Burlington City landmark.

The Foundation purchased the 1.5-story brick Revel House, which was built fronting the Delaware River in 1685, and relocated it to Wood Street in 1966 to save it from an urban renewal project. Since then, the Revel House has experienced continuing wood rot and brick spalling on its northwest exterior corner and crystalline salty deposits (efflorescence) on the interior west fireplace surround. Key Personnel: Edward Fox, AICP, PP The project consisted of three phases. First, ERI staff conducted research on the historic building’s original construction and changes over time, as well as the Client Contact: changes made to the building orientation, roofing, and chimneys during and Mr. Matthew Pennisi after the 1966 relocation. Second, a thorough inspection was made of the Revel President House’s problem areas and a comparison done to similar features on the opposite Colonial Burlington Foundation side of the building where deterioration was not as evident. 609-386-6686 ERI staff identified that the source of the wood and brick deterioration at the Date Completed: northwest corner of the building was probably a result of faulty roof and February 2019 chimney flashing performed when the Foundation rebuilt the chimneys above the roofline after the 1966 relocation, as well as subsequent replacement of the wooden shingle roof and flashing. These construction errors were more pronounced on the Revel House’s southwest corner because the 1966 relocation turned the building 90º to be perpendicular to the Delaware River and the prevailing wind and rain pattern.

Summary of Services: The third phase of the project was the production of a building conservation report that provided building conservation guidelines to repair the roof, flashing, • Historic research and brickwork. The report included a short list of contractors and brick masons • Building inspection recognized as experienced professionals by the New Jersey Historic Trust, as well • Building conservation as copies of technical briefs and educational materials on historic preservation guidelines and building conservation.

Status: Foundation is issuing Requests for Proposal to complete conservation recommendations.

MANSFIELD TOWNSHIP ENVIROMENTAL REVIEW ORDINANCES MANSFIELD TOWNSHIP, BURLINGTON COUNTY, NJ

Environmental Resolutions, Inc. (ERI) was retained by Mansfield Township to Key Personnel: recommend improvements to its development regulations that would ensure Edward Fox, AICP, PP that its Planning Board and Zoning Board of Adjustment would receive comments from its Environmental Commission for all major applications in a Client Contact: timely fashion. Like many municipalities, Mansfield Township established an Mr. Michael Fitzpatrick Environmental Commission in the 1980s to, among other things, advise the Mansfield Township Administrator Planning Board about protecting, developing, and using the municipality’s 609-298-0542 ext. 1033 natural resources.

Date Completed: The Township’s Environmental Commission Ordinance required the April 2019 Township Planning Board to refer all site plan and subdivision applications of a certain size to the Commission for its opinion on the effects of the proposed development on surrounding environment. (It did not provide the same referral responsibility to the Zoning Board of Adjustment.)

Despite this ordinance requirement, Planning Board members were concerned that they were not always getting opinions from the Environmental Commission, while Environmental Commission members were confused that they were not getting all the required development applications from the Planning Board. Some of this issue related to Mansfield Township having separate development ordinances for the Environmental Commission, land use boards and board procedures, site plan review, subdivision review, zoning, right-to-farm protection, etc.

Summary of Services: ERI staff identified that the Township ordinance establishing land use boards • Municipal Land Use Law and board procedures had not been amended to include a 1977 amendment Consistency to the Municipal Land Use Law (MLUL), which required Planning Boards and • Environmental Review Zoning Boards of Adjustment to refer all development applications, Ordinances regardless of type or size, to the Environmental Commission whenever the • Site Plan Ordinances Commission completed a municipal environmental resource inventory. The • Subdivision Ordinances Commission completed its inventory in 2007.

ERI staff recommended amendments to that ordinance to be consistent with the MLUL, as well as removal of a line in the ordinance’s application checklist that permitted the Planning Board and Zoning Board of Adjustment to grant waivers to applicants that did not want to submit their applications to the Environmental Commission. They also recommended amendments to the site plan review and subdivision review ordinances to incorporate the protection of natural and biological resources into the criteria the Boards would use to evaluate those types of applications.

DETERMINATION OF AN AREA IN NEED OF REDEVELOPMENT OR REHABILITATION VARIOUS SITES, CINNAMINSON TOWNSHIP, NJ

Key Personnel: Cinnaminson Township is continuing its efforts to improve sites along the Route Barbara Fegley, A.I.C.P., P.P. 130 Corridor and in its Industrial District and is actively pursuing the benefits of the Local Redevelopment and Housing Law as evidenced by a number of Date Completed: Preliminary Investigations for the Determination of An Area in Need of 2013 and 2014 Redevelopment or Rehabilitation that have been conducted during 2013. Following are the Investigations prepared by ERI during this period. Client Contact: William “Ben” Young, Committeeman Children’s Home Cinnaminson Township The Children’s Home includes an original farm house constructed in the early to 856-829-6000 mid 1800’s that was expanded for use as a home for children as well as a home for unwed mothers into the early 1900s. The last use, for many years, was a home for the less economically fortunate elderly. The building has been closed for four to five years and has fallen into a state of disrepair since it became and remained vacant. The Preliminary Investigation determined that the site qualified for an Area in Need of Redevelopment or Rehabilitation. Key Personnel: Florence Township is actively pursuing the benefits of the Local Redevelopment and Housing Barbara Fegley, A.I.C.P., P.P. Law as evidenced by a number of Redevelopment Plans and an expansive Preliminary investigation for the Determination of An Area in Need of Redevelopment that have been Date Completed: conducted during 2012 and 2013. Following are the Investigations and Plans prepared by 2012 and 2013 ERI during this period:

NFI Redevelopment Plan Client Contact: The NFI site, located on Route 130, was declared an Area in Need of Redevelopment in 2009. Richard Brook, Administrator ERI prepared a Redevelopment Plan in 2012 for the site located on Route 130 to include Florence Township 1,648,800 square feet of space in three warehouse distribution buildings. The first building, 609-499-2525 Building A, has been completed and is the home of Subaru of America’s parts distribution center and training facility. The Subaru site contains 526,050 square feet of distribution area and 17,000 square feet of office and training area. Building C has received final Site Plan approval and will consist of approximately 220,989 square feet, and will function as office, non-retail pharmacy, research laboratory and call center. A future 49,200 square foot addition will be added to Building C as part of a second phase.

Summary Burlington Coat Factory Redevelopment Plans • Redevelopment Plan The 49.58 acre Burlington Coat Factory site located on Route 130 is divided into three • Preliminary Investigation parcels, designated as Parcels A, B and C. Individual Redevelopment Plans will guide for the Determination of development on the parcels after the overall site was determined to be an Area in need of An Area in Need of Redevelopment in 2009. Parcel A is 34.54 acres in size and the Redevelopment Plan prepared and approved included 180,000 square feet of Corporate Headquarters office and related Redevelopment amenities with the potential for 500,000 square feet of floor area at full build-out. • Warehouse Distribution Construction is underway and completion is scheduled for Fall, 2014. Building B’s • Corporate Headquarters Redevelopment Plan includes a minimum 100 room mid-rise business class hotel and • Affordable Senior restaurant on a 7.23 acre parcel. The Redevelopment Plan for Parcel C, a 7.81 acre site, will be prepared in the future. Housing • Route 130 Corridor Duffy School Amended Preliminary Investigation and Redevelopment Plan Redevelopment Analysis In 2011, a Preliminary Investigation and Redevelopment Plan was prepared for the Duffy to Identify Additional School, a former elementary school that was no longer needed by the Board of Education and Parcels which subsequently fell into an advanced state of disrepair. The Redevelopment Plan proposed demolition of the entire structure. In 2012, ERI amended the Preliminary Investigation to include an adjacent single family structure and reaffirmed the Area in Need of Redevelopment status. An Amended Redevelopment Plan was prepared to restore the structure and use it for affordable senior housing. In order to provide on-site amenities and parking, an adjacent single family residence was included in the Redevelopment Plan.

Route 130 and Vicinity Preliminary Investigation In 2009, a Preliminary Investigation for the Determination of Area in Need of Redevelopment, U. S. Route 130 Corridor was prepared. A number of parcels located along the corridor were declared Areas in Need of Redevelopment. In 2012-2013, the Township decided to take another look at the Corridor to see if additional parcels should be included. ERI conducted an investigation of the Route 130 corridor and adjacent areas which ultimately included 105 parcels. The General Boundary for the 2013 Preliminary Investigation included properties fronting on U. S. Route 130 between the Florence/Burlington Township line to the west, and to the Florence/Mansfield Township line to the east. Adjacent properties within the Route 130 corridor that are situated within the Highway Commercial, Neighborhood Commercial, Office Park, or General or Special Manufacturing Zoning Districts are also included. These adjacent areas encompass properties north of the Route 130 corridor, such as the Haines Center property on the western side of the Township and properties on the eastern side of the Environmental Resolutions, Inc. Extension of the New Jersey Turnpike in the General Manufacturing and Special 815 East Gate Drive Manufacturing Districts. Parcels on the eastern side of Florence Columbus Road in the Office Suite 103 Park District are also included in the study area. TRANSIT ORIENTED DEVELOPMENT STUDY BEVERLY CITY, NJ

Environmental Resolutions, Inc. was retained by the City of Beverly to perform a Transportation and Community Development Initiative (TCDI) project that was intended to support efforts of development and redevelopment in municipality.

The purpose of the TCDI study is to prepare a Preliminary Design for Beverly’s Waterfront Park and to conduct a Transit Oriented Development Study and Land Use Inventory.

The proposed plan included several key concepts: improve access to the waterfront for public use, create gateways to give people a sense of arrival, create focal points, screen incompatible land uses, acquire additional adjacent parcels of land, reorient the park toward the pedestrian, create new boating and fishing opportunities on the river, and improve the waterfront park. Features to be included are Heritage Trail, riverfront stabilization, buffering of the sewage treatment plant and parking lot, fishing pier and floating dock, automobile parking lot, and vacation of streets.

Key Personnel: The Transit Oriented Development Study examined the connection of the rail Barbara J. ZONING BUILD-OUT GROWTH PROJECTIONS OLD BRIDGE TOWNSHIP, MIDDLESEX COUNTY, NJ

(ERI) was retained by the Township of Old Edward Fox, AICP, PP Bridge to revise the methodology it had used since 1980 that required developers to pay, as a condition of approval, their “pro-rata share” costs to Client Contact: provide reasonable and necessary “off-tract” public road improvements Ms. Nicole Shapiro, PE caused by their developments’ traffic impacts. Date Completed: January 2019 The Township’s pro-rate share assessment methodology was based on its 1980 projections, which estimated a 2000 population of 89,000 and a full build-out of 136,000 residents given the 1980 Zoning Ordinance and other regulations. The NJ Supreme Court’s affordable housing decisions, most commonly referred to as the Mt. Laurel Decisions, and the subsequent Fair Housing Act of 1985, which created the Council on Affordable Housing (COAH), have imposed complex affordable housing requirements on municipalities. Careful planning is required to successfully navigate the complex regulations required to comply with COAH requirements while safeguarding the overall goals and objectives of a community’s Master Plan.
