The following is the address delivered by His Eminence, Francis Cardinal Spellman at the dedication of the Cornelius J. Drew Houses on Thursday, July llth, at 10:30 AtM.

The dedication of the Cornelius J.Drew Houses is an extremely happy and gratifying occasion for me. Naturally I am always pleased when a priest of this Archdiocese is honored, but I

am especially pleased today, because Msgr. Drew was one of our

truly great priests. Selfless and dedicated, the last thing

he ever wanted during his lifetime was honor for himself. But

the memory of such a man deserves to be enshrined, and I can

think of no more fitting way to perpetuate the memory of Msgr.

Drew than by giving his name to this magnificent housing projec built for the people he so loved, and whom he served with such

devotion.

Drew's strength began to fail l went to him and offered him an assignment which would beless demanding an his physical energies. His answer was characteristic -- Allow me," he said, -"lo die as I have lived -- among mylfriends and neighbors in Harlem." l lcnow that Monsignor Drew would not want his name to be used on these buildings today unless it were clearly understood that it stands as a symbolfor the devoted and dedicated priests, brothers, sisters and laity who for more than .50 years have cherished the privilege to live, to work and to die among their friends and neighbors in Harlem.

Happily there is a growing awareness in our country of these basic needs of people. This housing proiect is one evidence at that awareness. The Cornelius J. Drew Houses is a tribute to the public housing programs of our City and State. Public housing under the

Federal, State and City programs, helps fill the need For decent dwellings for many of our fellow Americans of all races, creeds and colors, and, therefore, deserves the approval and the encouragement of all our citizens.

New legislation embodying a creative approach to the problems of public

When wespealc ofall races, creeds andcolors we touch upon something whichis an everyone'smind today, and aboutwhich it is impossibleto remain silent onsuch an occasionas this- and that is the crying need For ustice and equaiii-yFor our Feiiaw American citizens who are Negroes. On my trips over many yearsto visit our soldier-sonsall over the world, I have seenWhite and Negro nldiers serving ourcountry, suffering the same hardshipsand confrontingthe samehazards ofwar. Yet contrary to every Christian principle md in downright defiance of the glorious American ideal of equal iustice for all, some ofthose someAmericans whotidied the'r lives for America - for you and for me - are denied the right to vote, the

and their means enable them to live and to receive the normal courtesies

befitting their dignity as human beings. They aredenied theserights only onereason - the color of

today, will not eattogether, will not traveltogether, will not live togetherl

This is an outragewhich America cannot tolerate. Doorscannot continue

training. Surely the spiritof iusticeand equalitywhich lives in the very

heart of our great nation will not permit these inequitiesto continue.

People todayare restlessand impatientwith the painfully slow

progress thathas beenmade in solving this problem of . The tradition of Americais toget thingsdone promptlyand efficiently. Her tradition

is also to get them donepeacefully. In other lands, and unfortunately

also in our own, violence hasoften been the companionof change. That is

not the right way in America. That is not the American way. We must

accomplish whathas tobe doneworking together,as onepeople witha common

in this immediate neighborhood stands the Lieutenant Joseph

P. Kennedy, .lr., Memorial Community Center. Established in May,

l954, this Community Center serves over 2,000 individuals in thirty-four

different activities. There everyone who desires or needs its services is vvelcome. Such has been the consistent policy of our Archdiocesan

Institutions in the one hundred fifty six years of the history of the

Archdiocese of New York, For this is Catholic Faith - Catholicism and

Americanism in action.

In the field of education, we seek schools thot are honestly

integrated. I am proud that our parochial schools, high schools, colleges

and universities are open and have been open through the years to boys and

girls of every color. Our own new sixteen classroom parochial school of

The Catholic people gladly make thiscontribution to the communityand to our beloved oountry.Better educationis necessary, and weare everseeking to irnprove theminds andhearts ofall ourchilien, and Cotholic people make tremendoussacrifices to build our schools andto maintain them. This we couldnot possiblydo if it werenot forthe heroicallygenerous oontribution of their very livesby the Sisters andBrothers whoteach inour Catholic schools. And when this new St. Charles ParochialSchool opensits doors, 92 it is my intentionthat it bear thehonored nameof Monsignor Cornelius Drew.

The AmericanCatholic Bishopsdeclared in I958 that "the heart of the race questionis moraland religious. It concernsthe rightsof manand our attitude toward our fellowman." Only last week when PresidentKennedy visited our new Holy Father, Paul Vi, His Holinesssaid, "We are ever mindfulin our prayers ofyour effortsto insureall your citizens theequal benefits of citizenship which have astheir foundation the equality of all men because oftheir dignity as personsand childrenof God."

I had the opportunityin l949 of sendingmy congratulationsand good wishesto the National Associationfor the Advancement Colored of People e :1, }

92 on its 4-Oth Anniversary, of which I have the honor of being a life merrber.

I said then, and now I repeat: "The repudiates as

abhorrent to her very nature the pernicious doctrine that men are born with the stamp upon than of essential racial superiority or inferiority. She

recognizes no master race, but proclaims the God-given equality before

God of all souls, for whose salvation our Blessed Redeemer suffered and

sacrificed."

our own Catholic Interracial Council has done much to tum

the attention of people to the problems of racial iniustice. Many of our

parishes have conducted workshops and study programs in an effort to

further integrated living and equal educational opportunity for all and to

end discrimination in employment and in union membership. _

But much - ever so much - remains to be done. The great

Christian and American principle of equality must be reduced to action

in local circumstances and in specific ways. We need civil rights

measures enacted into low; but we also need the attitudes of justice and

charity to be applied by every person in our society to the concrete

problerns housing,of employmentand education. This isthe challenge '92 which I963 has setsquarely beforeus andit mustat all costs be faced and

solved. -

Our Negro brother wantsmore thana housein America. He wants a homein America. He wishesto feel at_l-tome here.He belongs fully to America and hewants to feel fully acceptedhere. Until his

desires arefulfilled none of us canbe assuredof the blessings ofliberty

for ourselvesand our posterity.

America hasmet her problemsin the past, and has metthem

successfully andwithout turmoil. We mustbelieve thatshe will meet this

problem andthat it too will be successfullyresolved.

May we, through our cooperative effortsand our hurrble prayers,

beseech AlmightyGod, the Creator andthe loving Father ofall peoples

and all races, tohasten the daywhen in our beloved landliberty and iustice willprevail allfor men.

ADDRESS OF HIS EMINENCE, FRANCIS CARDlNAl. SPELLMAN, AT THE GRAND AERIE CONVENTION BANQUET OF THE FRATERNAL ORDER OF EAGLES, DENVER HILTON HOTEL, AUGUST6, l96_4.

Twice previousiy, in Toronto and in Pittsburgh, you have given me the privilege of adciessing your Annual Convention. A third invitation I" came as a surprise. Seldom enough does a third invitation come to any 7*

speaker - certainly not to this speaker - and frankly it was tar too

attering to decline. l am delighted to be with you and I thank you

for inviting me again.

I want to express my deep appreciation for your singular

generosity to charitable causes close to my heart, and I assure you -

that you have also the appreciation of mmy grateful people who have

benefited from your gifts.

Your Order has always been concerned with worthy causes and

you have been outstanding in your commitment to foster them.

l have come here tonight to ask you with all my heart to accept,

on behalf of the children at our great, free and wonrkous nation a serious challenge that will recéirzihe prgreajaall 6 992 As loyal, God-loving Q-rws witl-la sh-Brr Svlnrisiiof xsonal CLOSURE e -. _ J l A. l

-2- l '92 responsibilityto your country andyour families, you areundoubtedly as deeply concernedas I arn aboutthe current savage attacksupon oursense at moral decency directed frommany quarters, supportedby numerous self- seeking individuals~ u and organizationsand sustainedby much False reasoning. The unfortunatevictims of this all-out assault ofpaganism with its accompanyingeffects of violence, crime and immorality are the young boys and girls of our nation whoseinnocent hearts, minds andsouls are being deliberately corrupted and diabolically diverted from the noble purposes forwhich they were createdby God.

Unless welaunch a vigorous counterattack, how will these little ones be able to withstand the brutal and devastatingbiows levelled at them by this powerhouse ofperversion which, like a wolf in sheep: clothing appeals to their innocent emotions, entersinto the householdoi their immature thoughts anddevours themfrom within?

Paganism ofthis sort is nothing new. Obscenity, pornography, salacious literature - whatever you may oall it is a two billion dollar a yearracket in the United States.it is promoted andpeopled byunscrupulous profit seekers. it is shocking whenwe realize that 75% - 90% of the materials t ' ;..." l!

Q tat peddled bythese pervertedprofiteers fallsinto the hands ofunwary young people.

Pornography encouragesbrutality, violence, iniustice, irreverence, disrespectfor authori cit pleasureseeking, abnormality, degeneracy andother signsof mentalmaladjustment. Specifically, I would like to call to yourattention a tragedy which occurred in New Jersey lastmonth. According to newspaper accounts, a ten-year-old girl wasbludgeoned, strangledand murdered by twoyoung boysiust a little older thanherself. instinctively, she tried to defend herself asthese youngboys attemptedto make an attack upon her. They mether naturalresistance witha savage attack of the fists, thenwrapped a sash cord aroundher neck andchoked heruntil she was dead . _ The Police sayone ofthese youngboys wasa regular reader of a national weeklypublication, circulatedopenly, whichfeatures gory andindecent storieswith accompanyingsordid graphicevidences of these some accounts.

It makes one shudderto think of it, but this is iust one instance 92 5 . ;; 1 11

-4- at hunckedsof casesinvolving youthwhich could be describedin detail.

A panel of iuveniie iues in that sam - recently linked the i- availability ot indecent publicationswith the rise in iuvenile crime.

They saidthe upswingin anti-socialbehaviour isreflected inthe number of youths involved in sex Offenses. J. Edgar Hoover, the Directorof the Federal Bureau of Investigation stated recently:-

"Sex and magazines arecreating criminals

fasterthan iails can bebuilt to house them."

The vastmaiority ofAmericans arehard working, God-

fearing decent people whoare conscientiouslyendeavoring toguide

their youngalong thetrue pathways of responsible living.Daily they

make tremendoussacrifices in order that their childen may grow strorg

and straight. They encouragetheir childrenin the development ofgood

habits and sound moral values.

Guiding youngstersis not an easytask - and, it is a sacred responsibility.Yet, thereare thosewho wouldmake iteven more

Fathers, mothers, brothers, sisters, teachers andclergyman of all faithsare dismayedto find the youngbeirg exposedto a torrential floodof pornography with itsall corruptinginuences. know that They salocious literaturecorrupts bothyoung andold. However, it is especially cruel to the young in destroying moral valuesand inducing perversion.

Experts onjuvenile delinquencyhave toldus it is impossible to inculcate soundmoral valuesand toproduce goodcitizens amongyoung people who are immersed inthe cesspoolof pornography and immorality.

I knowyou will agree thatwe have on ourhands a problemof serious proportionswhich demands our immediateattention andaction. It is a problemwhich in Americas past, civil authoritiesordinaily would have dealt with swiftly and surely. However, today low enforcement agencies have beenfrustrated intheir workby court decisions rendered bya few misguided high rankingiudicial officials. it seemsthat in this ageof drift, minds we ciiven by every windof doctrine and theory, lacking all standards bywhich to

The regrettable, but obviousconclusion thatis thecommunity standards prevailingamong theSupreme Courtiudges whovoted insuch a way, aresubstantially belowthe standardsat the communities overwhich

declared Section484 H of the New York State Penal Law, a portion dealing

with pornography,unconstitutional .

Section 484H clearly stated: Thata personwho wilfully or knowingly sells, lends, givesaway. . .to anyperson underl8 years of age.. . any book, pocketbook, pamphletor magazine, the coveror contentsof which exploits, isdevoted to,or isprincipally madeup ofdescriptions illicitof

Despite theobvious clarityand definitedelineation ofthis section, four judgesof the state's highestcourt were swayed bythe absurdargument of an American CivilLiberties Unionattorney, assertingits unconstitutionality on thegrounds thatit abridges freedom ofthe press, violates theFirst

I amalso heartenedby the intelligent andsound observationsof

Judge Charles S. Desmond, who in a vigorous and well-reasoneddissent in the Fanny Hill case stated: "l retuse to believe that all this can continue to be the law. I predict that thewheel will turn andthe pendulumswing back

Sometime and somehowwe will return to the historical meaning at Freedom of the Press. On that awaited day, the courts will find it possible inat least someextreme cases, not only to announce but to apply their oft-repeated holding that obscenity is an exception to the First Amendment'sprotections.

in New York City, Mayor WagnerI-ias accededto our request for the formation of a Citizens Commission comprisedof parents, educators, business leaders, labor leaders, members ofbusiness andpolitical associations, lawyers andmembers ofreligious bodies. This CitizensCommission is charged toassume the civic and moral responsibility for taking the necessary, appropriate andlegal means of protectingour youth and the familylife of our city from thedehumanizing influencesof salacious literature. It will," of course, be a long uphill battle, but we shall struggle unceasinglyin this cause ofdecency untilthe victoryhas beenwon.

l love the freedomsof America as muchas any man and I would risk my life to defend them. But, in my opinion, freedom of the presswas never intended to afford protection to the shameless, profiteering degradedmerchants of filth.

that will deal a mortalblow to this powerhouse ot pornography, reaffirm

the ideals of the family and our young people and preserve the strong traditions of a free America. We must return to that righteous standard

oi thinking and personal Conduci which our parents and iorches were

careful to instill in their chilcken as they prepared them for life in a

grown-up-world. We must preserve a genuine respect for modesty and a

profound reverence for the power which God has placed in every human

In terms of direct action, I urge all to refuse to support dealers

who traffic in pornography. This is not o welcome method these days, but

When weproceed in this way we are fulfilling our sacred obligation

to our chilrien and to our country, for our boysand girls of today are the -

fathers andmothers ofAmerica's tomorrow- and the hopeand salvation of thewhole world. ll

l would ask youto ioin with me in a plea to thosefew iudgeswho

have wealcenedAmerica's effortsto protect its youth to reconsidertheir

responsibilities to Almighty God and to our country.

Let thosealso in responsible positions in the masscommunications

media of radio , television, motion pictures, newspapersand magazines

think always of America andher chilrien and placedecency before

sensationalism and profit.

We now renew our pledge of dedication to encouraging, guiding

and helping America: youth to becomehonorable anduseful membersof their

communities andloyal, God-loving citizens of thei r country.

We will strive continuously to direct and train boys and girls to

recognize and follow the pathways ofgood living that will make them prayerful, grateful, outstandingAmericans seekinglo befriend and helpa neighborin need,

ready and willing to live, and if need be to die, to defend ourgreat free and
