PRAYER Moderator Ammons offered an Opening Prayer .

OPENING WORSHIP A contemplative service of the Word was presented, and Rev. Martha Greene, Transitional Pastor at Westminster, Olympia & Rev. Stuart Dugan, Pastor at Lacey presided at the Lord’s Table.

WELCOME Moderator Ammons offered a welcome from the Hosting Congregation. Privilege of the floor was granted to Rev. Mark Frey, Rev. Jinsuk Kim and Rev. Terry McGonigal. First-time attendees were welcomed, including one first-time elder, Julie Giltner, First Pres, Puyallup.

QUORUM The Stated Clerk confirmed there was a quorum.

DOCKET The docket was approved with five additions: 1) Insert a short video from Trinity, Tacoma at 11:30am. 2) 1:45pm Fircrest, the NOTE at the bottom has Terms of Call. The Salary stated as $36,720 should be divided into Salary: $21,720; Housing: $15,000. 3) Move the 2:20pm “Transition to the Sanctuary” to 1:45pm, and move the 2:00pm COM item to 2:05pm. 4) Insert a motion to adopt the 2018 Sound View Budget under the 2:25pm Sound View Board: Camp Update. 5) Approve Packet B as additional docket items with 4 changes: a. Delete 1:45pm Ocean Beach Installation Commission (but note the information in 1) and 2) ) b. At the 3:20pm, on B2, under the Commission members, add “7. RE Marv Ryser (Westminster, Olympia)” c. COM/CPM: ROD NASH ORDINATION EXAMINATION COM Moderator, Nancy Lundquist, noted that COM has walked alongside the Trinity team for the entire process to this point, and that was a joy.

CPM Moderator, Rev. Robyn Hogue, briefly introduced the Candidate, Rod Nash. After reading his Statement of Faith (below), Rod was examined by the Presbytery. When the exam was arrested, Rod and his family were excused from the room so that the Presbytery might deliberate regarding his call to ordered ministry as a Minister of Word and Sacrament.

Several presbyters affirmed the deep sense of call that they have witnessed in Rod’s journey, personal and professional.

The Presbytery unanimously approved Rod Nash for Ordination as a Teaching Elder (Minister of Word & Sacrament).

Rod and Mindy Nash were invited back into the room to a standing applause from the gathered body.

INSTALLATION COMMISSION: TRINITY, TACOMA The Presbytery approved the Commission for Ordination & Installation of Rod Nash on December 10, 2017, at 5:00PM at Trinity Presbyterian Church, Tacoma with the following members: 1. RE David Ammons (Moderator) 2. RE Edwina Dorsey (Trinity, Tacoma) 3. Rev. Ken Sikes (Manitou Park, Tacoma) 4. Rev. Tad Monroe (Member at Large) 5. RE Susan Clark (University Place) 6. Rev. Matt Robbins-Ghormley (Trinity, Tacoma) 7. Rev. Harlan Shoop (Honorably Retired).

NOTE: At its November 9, 2017 Meeting, COM approved the following terms of call (pending the approval of Rod Nash’s ordination examination on November 18, 2017) for Candidate Roderic Nash as the Designated Associate Pastor (2 yr) at Trinity, Tacoma (full-time): Salary: $22,000; Housing: $40,000; SECA: $4,743; Board of Pensions: $24,695; Prof Exp/Mileage: $1,000; Cont Ed: $1,000; Cell Phone: $468; Vacation: 4 weeks; Study Leave: 2 weeks; Eligible for Sabbatical after 3.5 years in recognition of service already provided.

Then, Moderator Ammons invited up those who have walked with Rod through this process, and Rev. Matt Robbins-Ghormley led the presbytery in a prayer for Rod and his wife, Mindy.

TRINITY, TACOMA VIDEO Rev. Robbins-Ghormley then briefly introduced a short video “Here for Good” that presents the capital campaign that Trinity, Tacoma is undertaking to renovate their historic building in the Hilltop (Bryant) neighborhood of Tacoma. This will include a Bryant Neighborhood Community Center.

LEADERSHIP COUNCIL The Stated Clerk, on behalf of the Leadership Council, presented for approval of the 2018 Financial Plan with a $.025 increase in per capita.

After answering one question, the presbytery approved the Plan unanimously.

BOARD OF PENSIONS Regional Representative, Rev. Mark Frey, spoke to the presbytery about some of the new things happening at the Board. He lifted up the blessing of being a connectional

community that is held together by so many relationships, and offered to answer any questions during the lunch hour.

RECESS FOR LUNCH At 12noon, the body moved to the Fellowship Hall in order to have lunch.

TRAINING: REV. IRVIN PORTER Rev. Irvin Porter, pastor at the Church of the Indian Fellowship and a “deployed” staff member of the Presbyterian Mission Agency presented two recent actions of the General Assembly (2016): 1) The General Assembly issued an apology to Native Americans, Native Alaskan and Hawaiians for the PC(USA)’s role in the boarding school era, especially for the abuses and historical trauma that resulted from forced removal of children from their families. 2) PC(USA) Renunciation of the “Doctrine of Discovery”

Rev. Porter invited the presbytery to consider ways each congregation could begin to develop relationships with a native congregation or support the ministries of native members of the PC(USA).

SEED GRANT UPDATE ErrolLynne Marsh, elder at First Presbyterian, Puyallup, reported on the process of how FPC used its SEED Grant to actively engage the needs of their neighborhood. Their effort is called Neighborhood Spirit. This involved inviting Rev. Taeler Morgan to lead some trainings regarding The Art of Neighboring.

ROUND TABLE DISCUSSION Attendees were invited to discuss at their tables questions of welcome they have experienced or are witnessing in their communities of faith.

COM: FIRCREST SESSION REQUEST The Commission on Ministry recommends to the Presbytery to approve the following request from Fircrest Session:

To allow for its current Temporary Pastor, Rev. Julie Scheer Johnson, to be eligible to serve as its Designated Pastor after having met COM-benchmarks.

“A presbytery may determine that its mission strategy permits … a teaching elder employed in a temporary pastoral relationship to be eligible to serve as the next installed pastor, co-pastor, or associate pastor. Presbyteries that permit this eligibility shall establish such relationships only by a three-fourths vote of the members of presbytery present and voting.”— G-2.0504c

This was approved unanimously by voice vote.

FIRCREST INSTALLATION COMMISSION Pending a positive congregational vote to call Rev. Julie Scheer Johnson, the Presbytery of Olympia approves the Commission of Installation of the Rev. Julie Scheer Johnson as the Designated Pastor of Fircrest Presbyterian Church (Fircrest, WA) on Sunday, January 28, 2018, at 3:00PM with the following Commission: RE Abbie Watters (Moderator) RE Irene Van Arnam (Fircrest) RE Jim Wick (Westminster, Olympia) Rev. Julie Scheer Johnson as the Designated Pastor (2 yr) at Fircrest (80%): Salary: $21,720; Housing: $15,000; Pension/ Medical: $15,186; Pastor Discretionary/Study Leave: $400; Vacation: 4 weeks; Study leave: 2 weeks; Additional weeks off to compensate for 80% time: 4 weeks.

COM: FRUITLAND, PUYALLUP TRANSFER REQUEST Nancy Lundquist, COM Moderator, noted the work done by COM to support this request.

To recommend to the Presbytery to transfer the Fruitland Presbyterian Church (Puyallup, WA) to the Presbytery of Northwest Coast.

This motion was approved unanimously without any discussion.

BOARD OF TRUSTEES RECOMMENDATION If the transfer of Fruitland, Puyallup is approved by the Presbytery, the Board of Trustees recommends approval of this Memorandum of Understanding (below) between the Presbytery of Olympia and the Presbytery of Northwest Coast.

This motion was approved unanimously by voice vote.

SOUND VIEW: Kurt Sample updated the Presbytery briefly about the year in review at Sound View—an emphasis on renovating structures, and creating a welcoming environment.

Board President, Pam Anderson, shared more details about the past year: 1. Hiring good staff 2. Finished a Master Plan with the consultant. 3. Enhanced the profile and mission of Sound View within the non-profit community that would potentially rent the Camp.

President Anderson made the following three requests from the Presbytery: 1. Prayers for and promotion of Sound View 2. Financial support as individuals and congregations 3. Serve on the Sound View Board.

The Sound View Board recommended the 2018 Sound View Budget to the Presbytery for approval.

Unanimously approved by voice vote.

LEADERSHIP COUNCIL: REVISED EP JOB DESCRIPTION Moderator Ammons invited Rev. Tammy Stampfli, a member of the Personnel Committee, to offer a little background to revisions of the EP job description.

Unanimously approved by voice vote.

COM: FIRST PRES OF HOQUIAM & SARON LUTHERAN JOINT CONGREGATIONAL WITNESS Moderator Ammons invited COM Moderator, Nancy Lundquist back up to speak ask if the Presbytery had questions regarding the information provided for them by COM.

Then, Moderator Lundquist invited Pastor Jeani Shofner to speak to her journey as a pastoral leader in Hoquiam. Pastor Shofner spoke about her desire to not be the last pastor of First Pres, Hoquiam, and how the experience of working alongside the new pastor at the ELCA church provided a renewed vision. Both pastors began to talk with

their respective congregations and eventually both congregations entered a formal time of discernment about “merging” (i.e. sharing worship and mission). Finally, both congregations held votes and approved their “joint congregational witness.”

At its November 14, 2017 Conference Call: COM recommends the Plan of Agreement for approval to the presbytery pending clarification of the paragraphs “e” and “p”. At its November 15, 2017 Conference Call: The Board of Trustees concurred with COM, and recommends the Revised Plan of Agreement for approval by the presbytery. Therefore, COM recommends the Revised Plan of Agreement for approval by the Presbytery.

There was some discussion, but mostly comments in affirmation for the motion. The motion was unanimously approved voice vote.

The following members to commission Jeani Shofner as a Ruling Elder Commissioned to serve as the Associate Pastor of First Presbyterian and Saron Lutheran Church in Hoquiam on Sunday, December 3, 2017 at 10:00am: 1. Rev. Christine Long (Executive Presbyter, Moderator) 2. RE Ed Shofner (First Pres, Hoquiam) 3. RE Nancy Lundquist (Longview) 4. Rev. Melody Young (HR) 5. Rev. Anne-Cecile Porter (Member at Large) 6. Rev. Jim Tweedie (HR) 7. RE Marv Ryser (Westminster, Olympia) This motion was also approved by voice vote.

CPM: MARK MCHUGH FOR CANDIDACY CPM Moderator, Rev. Robyn Hogue presented Inquirer Mark McHugh (Harrison Square, Centralia) to the presbytery so that presbyters might inquire to his call to ministry and his experiences of life and faith. First, Mark shared about his faith journey, and how it led to him standing before them. Presbyters asked several questions, and then Mark and his family were excused from the room while the presbytery considered his candidacy.

Several presbyters spoke in support of Mark moving to candidacy and expressed an excitement about seeing where God might lead him as he continues in pastoral ministry.

The motion from CPM to recommend Mark McHugh (Harrison Square, Centralia) to be enrolled as a Candidate for ministry was approved unanimously by voice vote.

Mark and his family were invited to return with a standing round of applause. Moderator Ammons asked Mark the constitutional questions for moving to Candidacy, and then people connected to Mark’s life and ministry were invited to surround Mark and pray along with Rev. Ralph Carr for this next phase of preparation.

LEADERSHIP COUNCIL NOMINATION The Leadership Council recommends the following Teaching Elder to Presbytery for service on the Nominating Committee: Rev. Harlan Shoop (HR, 1st term (2 yrs), 2019) Moderator Ammons asked for nominations from the floor, and hearing none, the presbytery approved by voice vote this nomination.

INSTALLATION OF MODERATOR & VICE-MODERATOR The Stated Clerk and Executive Presbyter presented the liturgy of installation for the incoming Moderator, RE Abbie Watters (Bethany, Tacoma) and Vice-Moderator, Rev. Ed Wegele (Westminster, Chehalis). The outgoing Moderator, David Ammons shared some parting reflections on his time of service, and incoming Moderator Watters shared some of her hopes for the coming year.

A gift of appreciation was presented to Moderator Ammons, and he also passed the moderatorial cross to incoming Moderator Watters.

ADJOURNMENT At 3:40pm, at the conclusion of the liturgy, Moderator Ammons adjourned the meeting.

Northwest Coast Presbytery will assume all jurisdiction, including the Trust Clause oversight (as per the Book of Order). 4. Authorized the Stated Clerk to draft a Memorandum of Understanding that reflects the 10% step down of net proceeds from a sale (should the congregation dissolve) over 10 years—to be reviewed by legal counsel and sent for initial review by Northwest Coast Presbytery.

The Leadership Council reports to the Presbytery the following actions for its approval: At its October 5, 2017 meeting: 1. Received a timeline and update on the request from Fruitland, Puyallup to transfer to the Presbytery of Northwest Coast. 2. 1 I believe in the mystery of the one Triune God as Father, Son, and Holy Spirit. I believe in God 2 the Father as the creator of all life. I believe that in the beginning, God created the heavens and 3 the earth. God then created humanity as male and female who were created to live as equals to 4 one another. Humans were given the opportunity to love and care for Creation. Humans soon 5 turned from God in their desire to find their own way, and the story of redemption and 6 reconciliation began. Humanity would both follow and turn away from God while God would 7 remain an ever-present companion, full of grace, mercy, and truth, ever-intent on the 8 reconciliation of a broken world. 9 10 I believe in Jesus Christ who remained fully divine while becoming fully human and living 11 among us. Jesus came to demonstrate the true nature of God. In doing so, he preached good news 12 to the poor, loved the unloved, and touched the outcasts. Jesus challenged assumptions, and gave 13 immense hope and understanding. In the end, Jesus gave his life on the cross, and through that 14 sacrificial act, Jesus gave humanity the gifts of salvation, redemption and hope. Through Jesus 15 Christ’s resurrection, we are shown that God has the final word, and it is a word of life. Through 16 Christ we are given the promise of life that is abundant and eternal. 17 18 I believe that God’s nature is continually revealed to us through the ongoing presence of the 19 Holy Spirit. The Spirit leads us into truth, calls us out of our comfort zones, renews and sustains 20 us, and gives us peace. I believe the people of God are called to wrestle with God’s word to us in 21 the Holy Scriptures. As we do, the Spirit teaches and guides us. I affirm with the Church that the 22 words of the Bible are authoritative and inspired by the Holy Spirit, and I believe them to be the 23 unique witness to Jesus Christ, the Word of God, incarnate. 24 25 I believe that through the Church, the broken people of God are called together to bear witness to 26 the truth and the life-changing power of Jesus Christ. Out of hearts of gratitude to God, the 27 Church gathers to worship, live lives of authentic faith together, and move into the world, led by 28 the Holy Spirit. This Memorandum of Understanding is made on ______, and between the Presbytery of Olympia, of PO Box 7008, Tacoma, WA 98417, hereafter referred to as “Presbytery of Olympia” and the Presbytery of Northwest Coast of 1010 E. Casino Road, Everett, WA 98203, hereafter referred to as “Presbytery of Northwest Coast” for the purpose of outlining the division of assets should the congregation of Fruitland Presbyterian Church (aka Korean United Presbyterian Church of Puyallup) dissolve before December 31, 2026.

WHEREAS the Fruitland Presbyterian Church property is located within the bounds of the Olympia Presbytery,

WHEREAS the Presbytery of Olympia has exercised fiduciary responsibility and oversight of the Trust Clause of Fruitland Presbyterian Church from its beginning until the date of transfer,

WHEREAS the Presbytery of Northwest Coast will assume fiduciary responsibility and oversight of the Trust Clause of Fruitland Presbyterian Church beginning on the date of transfer, both presbyteries desire a Memorandum of Understanding to state clearly the division of assets in the undesirable event of the dissolution of Fruitland Presbyterian Church.

Purpose: This Memorandum of Understanding states the division of any net proceeds related to the sale of the church property should the congregation be dissolved before December 31, 2026. Both presbyteries hope and pray they will never have cause to act upon this agreement.

Obligations: The presbyteries acknowledge that no legally binding contract exists between them, but agree to honor the historical investment of the Presbytery of Olympia, and the future investment of the Presbytery of Northwest Coast, in the mission and ministry of the Fruitland Presbyterian Church; and to honor the relationship between presbyteries as co-participants in mission and ministry for the larger Presbyterian Church (USA), and Church universal.

In the event that the congregation of Fruitland Presbyterian Church is dissolved, its assets will be sold, and the net proceeds from such sale(s) will be distributed in the following manner according to the year of dissolution: 2018: 90% (Olympia); 10% (Northwest Coast) 2023: 40% (Olympia); 60% (Northwest Coast) 2019: 80% (Olympia); 20% (Northwest Coast) 2024: 30% (Olympia); 70% (Northwest Coast) 2020: 70% (Olympia); 30% (Northwest Coast) 2025: 20% (Olympia); 80% (Northwest Coast) 2021: 60% (Olympia); 40% (Northwest Coast) 2026: 10% (Olympia); 90% (Northwest Coast) 2022: 50% (Olympia); 50% (Northwest Coast)

PURPOSE: The Executive Presbyter provides executive and pastoral leadership for Olympia Presbytery, Presbyterian Church (U.S.A.) as it continues to undergo as it adapts to rapid and dramatic change.

ACCOUNTABILITY: The Executive Presbyter is accountable to Olympia Presbytery through the Leadership Council and the Personnel Committee. The Leadership Council partners with the incumbent in leading and managing ministry in the midst of change. The Personnel Committee provides ongoing support, performance review, and evaluation of this position.

TERMS OF EMPLOYMENT: The Executive Presbyter shall be elected by the Presbytery on the recommendation of the Search committee appointed by the Leadership Council. This shall be a half time full time salaried position, with the terms of call to be determined by the Presbytery upon the recommendation of the Leadership Council. Compensation shall be reviewed annually by the Presbytery Personnel Committee. The initial term of employment is for three years (through 2020) and is renewable.

ESSENTIAL FUNCTIONS:

Assists the Leadership Council in implementing the Presbytery’s mission.

1 Support the Commission on Ministry by

1. Attending the monthly meetings. 2. Providing background checks on Pastoral candidates. 3. Assisting in finding pastors for churches in transition. 4. Supporting churches in transition. 5. Serving as a resource to the team.

Administrative functions:

1. Encourages interaction of The Presbytery of Olympia with other councils of PCUSA with emphasis on local and regional committees by:

1. Attending denominational meetings and trainings. 2. Staying abreast of denominational resources. 3. Providing denominational information to the local church. 4. Encourage leadership to invite denominational leadership to presbytery meetings.

2. As the Head of Staff of the Presbytery, the Executive Presbyter supervises the work of the Stated Clerk and Presbytery staff such as Sound View Camp Executive Director and New Worshipping Community Pastors as needed.

3. Serves as a resource for the Moderators of commissions and boards.

4. As a self-starter, maintains a home office, providing all their own administrative support.

Has a clear understanding of the adaptive challenges facing the PCUSA and of the culture and polity which shape those challenges.

Can think theologically about ministry from a Reformed perspective and can articulate that perspective within the current context of the church.

Can facilitate large and small groups, developing healthy interpersonal relationships and promoting organizational development with an emphasis on helping struggling congregations become sustainable.

Is a good listener, speaker and writer. Is a collaborative team player and team builder. Is

2 able to mentor healthy leadership in others. Is proficient with technology and social media. Experience in church revitalization preferred.

Ability and willingness to drive long distances.

3 PLAN OF AGREEMENT FOR First Presbyterian Church and Saron Lutheran Church of Hoquiam A FEDERATED CONGREGATION OF THE PRESBYTERY OF OLYMPIA (PCUSA) and SOUTHWESTERN WASHINGTON SYNOD (ELCA)

First Presbyterian Church and Saron Lutheran Church of Hoquiam, a federated congregation (“joint congregational witness”) formed with the approval of the Southwestern Washington Synod of the Evangelical Lutheran Church in America (the “Synod”) and the Presbytery of Olympia, a presbytery of the Presbyterian Church (U.S.A.) (the “Presbytery”). The “Presbytery” and together with the” Synod” (the “related church bodies”) establishes and accepts the following Plan of Agreement:

a. This federated church of the ELCA and the PCUSA shall be subject to the constitutions of each church involved, as set forth in sub-paragraphs f., m., n., o., and p. below.

b. This federated congregation shall confess and teach the faith of the Church as declared and embraced by the related church bodies, including confession of:

1. The Triune God – Father, Son, and Holy Spirit; 2. Jesus Christ as Lord and Savior and as the Word of God incarnate; 3. The Gospel as the power of God for the salvation of all who believe; 4. The canonical Scriptures of the Old and New Testaments as the inspired written Word of God and the authoritative norm of the Church’s proclamation, faith, and life; and 5. The ecumenical creeds as true declarations of the faith of the Church.

c. This federated congregation shall fulfill the primary purposes of the related church bodies for ministry and mission in this congregation. In so doing, the federated congregation shall provide for the worship of God, nurture and instruction in the Christian faith, and participation in God’s mission in the world through the Church.

d. This federated congregation shall cause a corporation to be formed, when legally possible. That corporation shall include in its articles or charter the substance of sub-paragraph a. above.

e. The Presbytery shall transfer all property of the congregation known as First Presbyterian Church of Hoquiam, real and personal, to the corporation formed in sub-paragraph d. Such property shall be held in trust for the Presbytery and the Presbyterian Church (U.S.A.). The outstanding liabilities, if any, of the congregation known as First Presbyterian Church of Hoquiam shall be transferred to the new corporation. Likewise, all property of the congregation known as Saron Lutheran Church of Hoquiam, real and personal, shall be transferred to the corporation formed in sub-paragraph d. The outstanding liabilities, if any, of the congregation known as Saron Lutheran Church of Hoquiam shall be transferred to the new corporation.

f. An ordained minister serving under call or contract (or commissioned lay pastor) in this federated congregation shall be responsible for the pastoral oversight of this congregation and

1 shall be subject to the discipline of the church to which such ordained minister is accountable, as prescribed in the constitution and bylaws of the church body in which the ordained minister is rostered or enrolled as a member.

g. This federated congregation shall elect a congregation council as the board of directors from among its members. The congregation council shall have the powers delegated to it by this congregation and by the Constitutions of the Evangelical Lutheran Church in America and the Presbyterian Church (U.S.A.). The Council shall have the same powers and limitations that a Session has as defined in and in accordance with the Constitution the Presbyterian Church (U.S.A.). The number of members of the council and designation of officers shall be as prescribed in this congregation’s governing document.

h. The membership of the congregation’s council shall serve as the trustees or directors of the corporation and shall be elected in harmony with civil law according to constitutional provisions outlined in sub-paragraph a. above as interpreted by subparagraph p. below.

i. While recognizing the basic right of any giver to designate the cause or causes to which a personal gift shall go, the governing body of this federated congregation shall annually propose to the congregation a general mission support or benevolence program (congregational budget) for the synod and presbytery (or equivalent jurisdiction) and church wide efforts of each related church body. The proportions shall be as this congregation’s governing body shall decide in response to the requests of the appropriate ecclesiastical entities or jurisdictions.

j. In order to participate in the ministry and mission of both the Presbyterian and Lutheran regional and national entities, the council will divide equally its annual designation of benevolences.

k. Each congregation shall maintain its rolls of memberships, and new members shall choose individually to which membership roll they wish to be added. These membership rolls will be reported to the related denominational entity.

l. All members of this federated congregation shall be under the discipline of this congregation’s governing document according to the rules agreed upon in harmony with the constitutions of each related church body where they coincide, and in harmony with the mandatory provisions of the constitution of each related church body where the provisions of the other church body are permissive, and in accordance with the decision reached by the Bishop of the Synod and the Commission on Ministry of the Presbytery of Olympia where provisions of the related church bodies may be contradictory.

m. The congregation shall alternate between being led by an ordained minister on the roster of the ELCA who recognizes the Formula of Agreement between the ELCA and the PC(U.S.A.) and a minister ordained within the PC(U.S.A.). Interim clergy may be ordained in either denomination without respect to the requirement of alternating. The ordained minister shall participate in her or his church body’s pension and benefits plan. Both the Synod (Office of the Bishop) and

2 Presbytery (Commission on Ministry) will actively consult with each other and the congregation during any pastoral transition so as to facilitate clear communication as best as possible.

n. Subject to paragraph o. below, substantive complaints against the actions of the federated congregation’s council may be taken under the constitutional provisions for appeal only in one church body, according to the choice of the complainant, and once being complained to one church body, no other church body shall accept jurisdiction in the same matter. Decisions finally made in the appeal by the entity to which the appeal was made shall be final and binding on the congregation council and the congregation’s members.

o. Wherever the constitutions of the church bodies differ, the mandatory provisions of one shall apply in all cases when the other is permissive. Wherever there are conflicting mandatory provisions (except as provided in sub-paragraph l. above), this federated congregation shall petition the appropriate ecclesiastical entity of immediate oversight to seek, in the prescribed manner, an authoritative interpretation, or constitutional amendment to resolve the conflict.

p. This federated congregation may be dissolved by a two-thirds vote of two congregational meetings, held not less than 90 days apart, subject to consultation with and the concurrence of the ecclesiastical entity of the immediately related jurisdictions involved. In case of dissolution of this federated congregation, all property of this federated congregation, real and personal shall be divided between the Synod and the Presbytery as follows: (1) the property, real and personal, contributed by the congregation known as First Presbyterian Church of Hoquiam transferred to this federated congregation pursuant to subparagraph e above shall be transferred to the Presbytery; (2) the property, real and personal, contributed by the congregation known as Saron Lutheran Church of Hoquiam transferred to this federated congregation pursuant to subparagraph e above shall be revert back to Saron Lutheran Church or the Synod of Southwest Washington; (3) grant funding received from the ELCA Churchwide Organization will be repaid in full to the ELCA Churchwide Organization; 3) any remaining property shall be divided equally between the Presbytery and the Synod.

q. No provision in the items above shall be construed as modifying or amending the constitutions of the related church bodies in application to any but the federated congregations organized under the appropriate provisions of the related church bodies.
