    WATER SUPPLY & SANITATION 149 WATER SUPPLY & SANITATION VISION To improve quality of life of the people of Punjab through provision of safe drinking water and sanitation coverage to the entire community. POLICY This important social sector assumes the policy of provision of safe and potable drinking water, sanitation and coverage of the entire community particularly in barani and brackish areas. Emphasis has been laid on encouraging Participatory Management - Community mobilization in project. Coverage will be provided to the rural areas through encouragement of integrated rural water supply and sanitation schemes. Waste water treatment plants will be provided for improving environmental pollution and protecting Water Bodies. STRATEGIC INITIATIVES / NEW INTERVENTIONS ¾ 993 water supply and sanitation schemes have been conceived for the year 2008-09 with a total financial outlay of Rs.8000 million. Execution of these interventions will result into substantial improvement in the population coverage. ¾ A special package has been reflected in the MTDF 2008-09 under “Community based Sanitation Program”. By implementation of this project there will be visible improvement in the sanitation, particularly in Rural Areas and Small Towns. ¾ MTDF 2008-09 provides “Block Allocation” for various components of the Sector. The schemes against these blocks will be identified through participation of the local communities. ¾ In order to ensure equitable distribution of supplies and for water conservation, water metering concept is being introduced in the rural areas. This intervention will control wastage of water and will lead to the sustainability of the schemes. ¾ Presently there is a huge disparity amongst districts regarding the resource provisions. This imbalance is being minimized by providing more funds to the deprived/low profile districts as defined in MICS.

    The Pakistan Journal of Forestry Vol.59(2), 2009 SOCIOLOGICAL STUDIES ON WATERSHED MANAGEMENT IN PAKISTAN - A REVIEW Tariq Mahmood1 and Zulfiqar Ali2 ABSTRACT Pakistan is a sub-tropical country lying between 24º 37º Northern Latitudes and 61º 75º Eastern Longitude. Out of total land area of Pakistan, 26.6 million hectares comprised of the uplands where the critical watersheds of the various zones are located, however it is highly regretted to state that due to anthropogenic pressure about 60−70% of these watersheds are in depleted condition (Ashraf, 1991). It means that the community’s needs are to be met through optimal utilization of these valuable resources using technological advancements, avoiding every kind of deterioration and degradation under improper use. The ever increasing human and livestock population has been exerting strong pressures on these natural resources in a watershed to fulfill the requirements of water, land, food, fiber, fuel, timber and other resulting in the disappearance of forests, expansion of desertification, soil erosion and flooding of rivers, thus threatening the life on the planet earth. The importance of soil conservation/watershed management was first realized in the sub- continent at the start of the 19th century but the systematic work on this started in 1954 under “Erosion control and soil conservation project” in NWFP. United Nations Conference on Environment and Development (UNCED) held at Rio-de-Janerio, Brazil in June, 1992 approved a new kind of development that is human-sustainable and shared, emphasizing the involvement of the local community at all levels of planning and implementation. Review of the most of the sociological studies conducted so far in Pakistan under this approach revealed that this approach not only made these projects successful but also helped in prolonging their vitality for the welfare of the population.

    Ian Salisbury (England 1992 to 2001) Ian Salisbury was a prolific wicket-taker in county cricket but struggled in his day job in Tests, taking only 20 wickets at large expense. Wisden claimed the leg-spinner’s googly could be picked because of a higher arm action, which negated the threat he posed. Keith Medlycott, his Surrey coach, felt Salisbury was under-bowled and had his confidence diminished by frequent criticism from people who had little understanding of a leggie’s travails. Yet Ian was a willing performer and an excellent tourist. Salisbury’s Test career was a stop-start affair. Over more than eight years, he played in only 15 Tests. Despite these disappointments Salisbury’s determination was never in doubt. Several times as well, he showed more backbone than his supposedly superior English spin colleagues; most notably in India in early 1993. Ian Salisbury also proved to be an excellent nightwatchman, invariably making useful contributions. His Test innings as nightwatchman are shown below. It identifies the right to marital freedom as a constitu- tional right in Pakistan and demonstrates that in a country in which women’s rights are notoriously and brutally violated, female di- vorce rights stand as a ray of light amidst the “darkness” of the general legal status of Pakistani women. Contrary to the conven- tional wisdom construing Islamic law as opposed to women’s rights, the constitutionalization of Islam in Pakistan has proven to be a potent tool in the service of women’s interests.
