EXECUTIVE SUMMARY

Green Mountain Power (formerly Central Vermont Public Service Corporation) performed self- implementing cleanup of residual polychlorinated biphenyl (PCB) impacts to soil and concrete at the Randolph Substation to attain the requirements for a high occupancy cleanup consistent with Toxic Substances Control Act (TSCA) regulations in Title 40 of the Code of Federal Regulations at Part 761 (40 CFR 761) Subpart G.

Remediation consisted of excavation and off-site disposal of PCB-impacted soils and concrete. The cleanup was performed in accordance with the US Environmental Protection Agency (USEPA) approval and conditions letter dated 27 May 2012 and the Project Work Plan dated December 2012. Soil and concrete excavation and off-site disposal were completed between January 7, 2013 and January 30, 2013.

Cleanup consisted of excavation of PCB-impacted soil and PCB-impacted concrete from the substation footprint and excavation of underlying PCB-impacted soil as necessary to attain the remedial goal. Materials and wastes generated during the remediation were disposed of off-site. A total of approximately 239 tons (216,683 kilograms (kg)) of soil and concrete was removed from the Site and disposed of at Waste Management’s TSCA-approved landfill in Model City, New York. Absorbents, personal protective gear, and sampling supplies generated during remedial activities were placed in the trucks departing for the Model City landfill for disposal.

Confirmatory soil sampling and analysis in accordance with 40 CFR 761 Subpart O and the conditions of the USEPA approval were conducted at the limits of the excavation. Excavation and materials removal, followed by confirmatory sampling and analysis, were conducted sequentially until the remedial goal of total PCB concentrations less than 1 part per million (ppm) (mg/kg) were attained in confirmatory samples, consistent with the TSCA high occupancy standard.

1. INTRODUCTION

1.1 Purpose Green Mountain Power Corporation (GMP) has prepared this PCB Remediation Completion Report to summarize the remediation activities performed under the PCB self-implementing cleanup and disposal option at 40 CFR §761.61(a) at the Randolph Substation (Site) located on South in Randolph, Vermont for removal of soil and concrete impacted by polychlorinated biphenyls (PCBs). This report provides information required in Condition 20 in Attachment 1 of the March 27, 2012 United States Environmental Protection Agency (USEPA) letter regarding PCB Cleanup and Disposal Approval under §761.61(a). 1.2 Site Description and History The Site is located in a primarily commercial area in Randolph, Vermont (Figures 1). The Site is occupied by a substation, which is over 50 years old and scheduled for modernization. Substation modernization included the removal of all equipment, soil and concrete slabs and foundations from within the existing substation and construction of a larger substation in the same location. 1.3 Remediation Approach The overall remediation approach for PCB-impacted soils and concrete was described by Central Vermont Public Service Corporation (now GMP) in the EPA notification letter dated March 15, 2012 and the Project Work Plan dated December 2012. Substation equipment utilized at this site historically contained PCB oils having a concentration greater than 50 parts per million (ppm). Identified PCB impacts within the substation were likely the result of historic, pre-TSCA releases. Given that the source or sources of the PCB impacts inside the substation are not known, GMP considered PCB concentrations in excess of 1 part per million (ppm) regulated under 40 CFR 761.

The overall project objective was to remove soil and concrete with total PCBs concentrations greater than 1 ppm,, dispose of the PCB-impacted materials at a Toxic Substances Control Act (TSCA)-approved disposal facility or a RCRA hazardous waste landfill, and to perform confirmation sampling for PCBs in support of the remedial goal in accordance with 40 CFR 761 Subpart O. 1.4 Remediation Action Implementation In January 2013 GMP completed the self-implementing cleanup of residual PCB impacts to soil and concrete at the Site. The goal of the remediation program was to attain the requirements for a high-occupancy cleanup consistent with TSCA regulations in Title 40 of the Code of Federal Regulations at Part 761 (40 CFR 761) Subpart G.

Maxymillian Technologies, Inc. of Pittsfield, Massachusetts was hired by GMP to complete the remediation construction in accordance with the Project Work Plan dated December 2012.

GMP environmental staff was on-site part-time to observe the contractor’s work during critical events and to collect confirmatory samples for PCB analysis at the limits of excavation in accordance with 40 CFR 761 Subpart O and with the conditions of the March 27, 2012 USEPA approval letter. Eastern Analytical, Inc. of Concord, performed laboratory analyses for this project.

Confirmatory composite soil sampling and analysis for PCBs demonstrated that the remedial goal of less than 1 ppm total PCBs was attained.

2. REMEDIATION CONSTRUCTION

2.1 Permits and Approvals A USEPA PCB Self-Implementing Cleanup approval was required prior to remedial activities. USEPA issued a PCB Cleanup and Disposal Approval letter on March 27, 2012 in response to a letter notifying USEPA of the self-implementing plan for PCB cleanup submitted to USEPA on March 15, 2012.

Approval from the Vermont Agency of Natural Resources was also received. No other permits or approvals were necessary for this project. The contractor work plan was approved by EPA on December 12, 2012. 2.2 Site Preparation Maxymillian Technologies, Inc. (MTI) mobilized to the Site on January 7, 2013 and completed the following Site preparation activities per the December 2012 Project Work Plan and the provisions of the USEPA Cleanup and Disposal Approval:  The limits of disturbance were demarcated using barrier tape and construction fencing;  Erosion control measures were installed prior to all subsurface activity; 2.3 Soil Excavation and Concrete Removal GMP identified PCB impacted soil and concrete in the substation. All substation equipment and surrounding fencing was removed by GMP prior to the start of remediation activities. The existing substation footprint had dimensions of approximately 50’ by 25’. The initial limits of areal excavation were estimated to be approximately one (1) to two (2) feet beyond the fence. These limits were demarcated by erecting construction fence or barrier tape approximately five (5) feet beyond those dimensions. Vertical excavation limits were initially estimated to be one (1) to two (2) feet below the ground surface. A 1.5 meter by 1.5 meter grid oriented generally north to south was established in the field to facilitate collection of confirmatory soil samples within the excavation limits, and to identify locations of varying depths of excavation and the presence of debris or buried structures encountered in excavations. The composite samples were collected with up to nine grab samples within their location on the grid. Letters were assigned to the columns and numbers were assigned to the rows allowing each 1.5 meter by 1.5 meter cell to

The unique cell designations were used to establish identification numbers for the composite samples. The confirmatory sampling program was completed in accordance with the Code of Federal Regulations (40 CFR 761 Subpart O, Appendix A). Analyses were conducted in accordance with Condition 12(c) of the March 27, 2012 USEPA approval.

Soil and concrete excavation commenced on January 7, 2013. The design depth for the substation excavation was approximately two feet below existing grade. Concrete slabs were broken in place with a hoe ram and mixed with soil for disposal. Concrete footings extending to depths greater than two feet were left in place and subject to verification sample to determine if the remedial goal had been met.

Results of initial and follow-on verification sampling performed at varying depths show that the concentration of total PCBs in the confirmatory composite soil and concrete samples was less than 1 ppm and that the cleanup goal had been attained.

Numerous steel pipes and metal conduit were encountered during excavation. These materials were stockpiled on polyethylene plastic and wipe-sampled. PCBs were not detected above method detection limits in the wipe samples.

The lateral extent and depths of excavations are shown on Figure 2 and analytical data for confirmatory composite samples demonstrating attainment of the less than 1 ppm total PCBs remedial goal are summarized in Table 1. 2.4 Confirmatory Sampling

Following excavation in each area, a confirmatory sampling program was completed in accordance with 40 CFR 761 Subpart O, Appendix A. Regulations require the collection of samples from a 1.5 meter by 1.5 meter sampling grid and with PCBs analysis completed by an USEPA-approved laboratory. Results from the confirmatory sampling program were used to determine if further actions were required to achieve high occupancy cleanup for the Site.

2.4.1 Laboratory Analysis Chemical analyses were conducted by analytical laboratories under contract to GMP. Eastern Analytical, Inc. of Concord, NH provided analytical services as needed to maintain schedule. The laboratory certified that they read and understood the sample extraction, analytical and quality assurance requirements specified in the Notification and the USEPA Approval for the project.

Per USEPA’s March 27, 2012 approval letter, chemical extraction for PCBs was conducted using Methods 3500B/3540C of SW-846 for solid matrices and Method 3500B/3510C of SW-846 for aqueous matrices; and chemical analysis for PCBs was conducted using Method 8082 of SW-846.

2.4.2 Excavation Bottom and Sidewall Soil Sampling A sampling grid was established as shown on Figure 3 prior to the start of remedial construction to facilitate locating composite sample points during construction. In conformance with the Regulations, a 1.5 meter by 1.5 meter sampling grid was established in the field to facilitate the collection of confirmatory soil and concrete samples, and to identify locations of varying depth. The grid was oriented generally north to south. Letters were assigned to the generally north-south columns and numbers assigned to the generally east-west rows. Composite samples were collected with up to nine (9) grab samples from each major grid block. Each major grid block had a unique designation based on the letters and numbers.

Following soil excavation, the sampling grid was field measured and marked from the pre-established grid points. Up to nine discrete grab samples were collected within each 1.5 meter by 1.5 meter grid and blended into one composite soil sample for laboratory analysis for PCBs. The grab samples were collected with dedicated disposable sampling tools (tongue depressors or similar). Sampling supplies were dedicated and disposed of after each composite sample was collected.

The excavation bottom samples were identified using the grid shown in Figure 2. For example, the nine point composite sample collected from grid column A to C, grid row 1 to 3 would be identified as Area A1-C3 and depth noted. For excavation sidewall samples along the side of the excavations, the column, row, and sample depth (in approximate feet below original surface grade) were added to the grid sample location name.

Excavation bottom and sidewall soil sample results are summarized in Table 1. Laboratory data reports and associated chains-of-custody are included in Appendix A.

2.4.3 Concrete Sampling Concrete footings and foundations were encountered in the excavation area. The top 2- feet of these footings were resized and combined with PCB-impacted soil for disposal at Model City. The remaining portions of the concrete foundations were sampled utilizing the same grid identification method as described above.

Concrete sample results are summarized in Table 1. Laboratory data reports and associated chains-of-custody are included in Appendix A.

2.4.4 Debris Wipe Samples Wipe samples were collected on non-porous debris (i.e. steel pipes and metal conduits) likely related to former substation operations that were encountered in the excavation area. These materials were removed from the excavation and temporarily stockpiled on polyethylene plastic. Materials were wipe-sampled prior to disposal.

Wipe sample results are summarized in Table 1. Laboratory data reports and associated chains-of-custody are included in Appendix A. PCB’s were not detected above method detection limits, and metal debris was containerized for recycling.

2.4.5 Field Quality Control Samples Field quality assurance and quality control (QA/QC) with field duplicate samples were collected to monitor sampling and laboratory analytical performance with respect to soil and concrete samples. Field duplicate and equipment wipe sample results are summarized with the soil and concrete results on Table 1.

2.4.6 Laboratory Quality Control Samples The following QC information was included in the laboratory reports of analysis:  Method Blanks – report measured concentrations for all analytes  Surrogates  Laboratory Control Samples (as applicable to method) – report expected and measured concentrations and percent recovery.

2.4.7 Data Deliverables The laboratory data reports for excavation limit samples are included in Appendix A. Eastern Analytical, Inc. has attested that the calibration for the analysis of PCBs was completed in compliance with the laboratory standard operating procedures and EPA Method 8082 requirements. 2.5 Waste Disposal GMP managed waste disposal throughout the remediation activities. A waste stream of PCB- impacted material was pre-approved at Waste Management’s hazardous waste landfill in Model City, New York.

2.5.1 PCB Impacted Soil and Concrete Approximately 238.9 tons (216,683 kg) of PCB-impacted soil and concrete were disposed of at the TSCA-approved Model City landfill. A summary of waste manifests a,nd disposal quantities is provided in Table 2. Hazardous waste manifests and certificates of disposal are included in Appendix B.

2.5.2 Decontamination and Solid Waste Solid wastes generated during remediation construction included spent personal protective equipment (PPE), sampling materials, and decontamination materials. These wastes were added to loaded trucks prior to departure to Model City landfill.

2.5.3 Miscellaneous Construction Debris Steel pipe and metal conduit removed from excavations were stockpiled on-site and wipe tested. The results of the steel wipe samples are included in Table I and did not indicate the presence of PCBs above laboratory detection limits. These materials were containerized for metal recycling.

3. PERIMETER AIR MONITORING

3.1 Purpose The contaminants of potential concern (COPC) for risk to human health at the Site consisted of PCBs associated with respirable and inhalable particulate matter equal to or less than 10 microns (PM10). The purpose of the perimeter air monitoring was to monitor and, if necessary, respond to and control emissions of particulates to the ambient air during remedial construction. All air monitoring was conducted by Maxymillian Technologies. 3.2 Air Monitoring Equipment One portable air monitoring (PAM) unit was operated during active excavation and concrete demolition activities. This unit was variably located outside the limits of disturbance downwind of the prevailing wind direction.

3.3 Action Levels The following action levels were established prior to beginning remedial construction:  Visible dust in the work zone;  The 8-hour time-weighted Action Level for PM10 was 0.15 mg/m3. 3.4 Results Air monitoring logs are included in Appendix C. The real time dust monitor readings indicate that the 8-hour time-weighted average was below the action level.

4. SITE RESTORATION Because a new substation was scheduled for construction in the remediated area, site restoration focused on fencing off the excavated area for safety purposes until reconstruction contractors mobilize to the site later in the Spring of 2013.

5. SUMMARY AND CONCLUSIONS

Based on the information contained in this report, GMP provides the following summary and conclusions:

 PCB remediation activities were performed at the Site between January 7 and January 30, 2013 in accordance with the USEPA approval, and the Project Work Plan.  The remediation goal of removing soil and concrete containing PCBs at concentrations greater than 1 ppm in order to achieve the TSCA high occupancy cleanup goal for the Site was attained.

Remediation of the PCB-impacted materials was completed as follows:

 The excavated area measured approximately 65 feet by 35 feet and had an area of approximately 2,275 sq. ft.  The depth of excavation ranged from two to four feet below initial grade.  Approximately 239 tons (216,683 kg) of PCB-impacted soil and concrete were removed from the Site and disposed of at Waste Management’s hazardous waste landfill in Model City, New York. .
