THE MINUTES OF THE PROCEEDINGS OF THE MEETING OF LEESWOOD COMMUNITY COUNCIL HELD AT THE COMMUNITY CENTRE ON TUESDAY 2nd JUNE 2015.

PRESENT

Councillor R. Williams, Chairman of the Council (in the Chair) Councillor G. Sherwood, Vice-Chairman Councillors J. Atkinson, D.K. Crowther, R. Hughes, Terry Hughes, T. Hughes, K. McCallum JP, D. Rule and J.E. Saul.

Also in attendance Marie Reynolds – Clerk to the Council.

APOLOGIES FOR ABSENCE

These were received from Councillors J. Caruana and C.E. Jones JP.

DECLARATION OF INTEREST – MEMBERS CODE OF CONDUCT

There were no declarations of interest.

NEW COUNCILLOR

The Chairman, Councillor R. Williams, welcomed the newly co-opted member, Councillor D.K. Crowther to the meeting.

47. MINUTES

The minutes of all meetings held during the month of May had been circulated to all Councillors.

Cemetery Committee – 5th May – it was proposed by Councillor T. Hughes and seconded by Councillor Terry Hughes that these be accepted as a true record of proceedings – all in agreement.

Annual Meeting – 5th May – it was proposed by Councillor G. Sherwood, Vice- Chairman and seconded by Councillor R. Hughes that these be accepted as a true record of proceedings – all in agreement.

Monthly Meeting – 5th May – it was proposed by Councillor K. McCallum JP and seconded by Councillor D. Rule that these be accepted as a true record of proceedings – all in agreement.

Finance Committee – 19th May – it was proposed by Councillor G. Sherwood, Vice- Chairman and seconded by Councillor K. McCallum JP that these be accepted as a true record of proceedings – all in agreement.

13 48. POLICE LIAISON

PCSO Poppy Hadfield-Jones was not present at the meeting.

49. By full agreement of the Council this minute is excluded.

50. VACANCY FOR A COMMUNITY COUNCILLOR

Due to the resignation of Councillor C. Bie, there is now another vacant seat to advertise. As Councillor C. Bie was member for the Ward, the vacancy would be put on the notice board in that village.

51. ACQUISITION OF LAND – CEMETERY REQUIREMENTS

Councillor R. Hughes confirmed that this matter is now in progress.

52. INSURANCE 2015/2016

An e-mail had been received from Louise Boulton, Customer Account Manager, Zurich Town and Parish, advising that the headstones/memorials in the Cemetery are not covered for damage or replacement as they are the responsibility of the families who own them. However, if they were to fall over and cause injury to another person then the Community Council would be covered under the public liability.

It was suggested that the County Council be asked if they would be able to make an inspection of the headstones/memorials in the Cemetery on this Council’s behalf.

53. FLINTSHIRE COUNTY COUNCIL STREETSCENE – HOPE HRC SITE

Mr Steve Jones of Streetscene and Councillor Kevin Jones, Cabinet Member for Waste Strategy, Public Protection and Leisure attended the meeting. Mr Jones advised that he was present to discuss the reasons behind the decision to recommend the closure of the Hope HRC site. It was a decision driven by finance or rather the lack of it. Education and Social Services budgets are protected but more savings are needed to be made and it was becoming more difficult to do this. Currently the level of County Council HRC provision exceeds those provided by other Welsh Councils. A full review of the HRC provision across the County has taken place and some of the sites did not meet the required standard as set out by the Welsh Assembly Government. This is particularly the case at the Hope HRC site. A saving of £200k per annum if Hope HRC site was to close has been identified.

It was pointed out that there were limitations to what materials could be disposed at the Hope HRC site and there were more options at the bigger HRC sites in the County such as and Buckley. Councillors pointed out that they were more inclined to use the services provided at Nercwys HRC site.

Mr Steve Jones and Flintshire County Councillor Kevin Jones are meeting with six Community Councils that may be effected by the closure of the Hope HRC site.

14 There is an opportunity for Community Councils to submit an Expression of Interest either individually or possibly jointly to take over the running of the Hope HRC site.

The Chairman, Councillor R. Williams, thanked Mr Steve Jones and Councillor Kevin Jones for attending the meeting.

Following a short discussion it was unanimously agreed that Leeswood Community Council would not be submitting an Expression of Interest regarding Hope HRC site. The Clerk was to inform Mr Steve Jones of this decision.

54. MR JOHN GRIFFITHS, STREETSCENE

Mr John Griffiths, Area Co-Ordinator from Streetscene attended the meeting.

Issues brought up to Mr Griffiths were: - a) the pot holes on the Hall Hill, Leeswood – Mr J Griffiths advised that these were on the list to be done. b) the dead trees at the bottom of the Hall Hill, Leeswood which overhang onto the road. c) moving of 30mph signs on Stryt Cae Rhedyn as they cannot be seen where they are currently located. d) the recycling bins at the rear of the Community Centre are full and people are now dumping rubbish by them.

55. INTERNAL AUDIT 2014/2015

The Clerk presented the report on the findings of the internal audit for 2014/2015. It was proposed by Councillor G. Sherwood, Vice-Chairman and seconded by Councillor K. McCallum JP that this be accepted. All Councillors in agreement.

56. PLANNING APPLICATIONS

Application Number 053621 Demolition of existing garage and erection of two storey, single storey and first floor extensions. Station House, Alyn Lane, Llong, Mold, CH7 4JR. No observations.

Application Number 053717 Erection of ancillary building, extension to dwelling and erection of entrance gate. The Old Barn, Padeswood Lake Road, Padeswood, Mold, CH7 4HZ. No observations.

57. PLANNING NOTIFICATIONS

No planning notifications had been received.

58. PLANNING DECISIONS

No planning decisions had been received.

59. A541 PONTBLYDDYN – CAMERA

15 Councillor R. Hughes advised that the Flintshire County Council had received funding for the erection of a speed camera in Pontblyddyn and this will now be put in place.

60. GRASS CUTTING ON FIELD – SKATE PARK/MUGA ON PHOENIX PARK

The Clerk and Councillor R. Hughes met with Mr Aled Davies on site. Mr Davies quoted a price of £14 per hour + VAT with a maximum charge of four hours. All Councillors agreed that this was acceptable.

61. SUSTAINABLE DEVELOPMENT

There was no information to report.

62. HANSON HEIDELBERG LIAISON COMMITTEE

There was no information to report.

63. NOXIOUS ODOUR IN THE COMMUNITY

No reports of a noxious odour in the Community had been made since the last meeting of this Council.

64. LEESWOOD COMMUNITY CENTRE

Councillor G. Sherwood reported that the Committee was holding a Carvery Night on Saturday 13th June. This was to consist of a main meal and a sweet at a cost of £8 per ticket.

A further £1,000 of the budgeted £3,000 Community Council funding to the Community Centre was given on 8th May. £2,000 in total has been donated so far this year.

65. BIG BUDGET CONVERSATION/COMMUNITY ASSET TRANSFER/S

No further information had been received.

66. ACCESS TO FURTHER INFORMATION ON TOWN/COMMUNITY COUNCILS

Mr Peter Evans, Democracy and Governance Manager, Flintshire County Council, has provided Statutory Guidance. It was agreed that this be accepted.
