To say so, to put it in writing is one thing. To realise the full implications thereof and to take action is another. Calling ourselves into question, raising those fundamental issues that affect our very existence, asking questions about our foundations, our habits and hence about our future exis- tence requires courage - a lot of courage. Each one of the countries in our Association has its own history. The largest, the most important among us built their strength up from monopolies and thanks to considerable vo- lunteer efforts and remarkable work. For most of us, it was the passion, the keen desire to exist and the dedication of our members that enabled us to find a path, albeit a vulnerable and uncertain one, but one that carried our hopes high. Globalisation and the opening of borders, together with the enormous development of modern technologies have pro- duced a shock wave that no one can escape. These deve- lopments compel us to devise new visions, new balances of power and new models. The situation today requires a new governance. The document builds on a joint research investment by McKinsey and Company and EPMA members on the horse racing sector in Europe, to describe the economic flows in the industry and compare the funding of horse racing across countries, as well as to that of other sports. Building a comprehensive and rigorous fact base on the horse racing sector at the European level will be a progressive and long term effort that will be repeated by EPMA on a yearly basis in order to support their ongoing dialogue with policy decision makers in Europe.
