Development Plan of Port of Bogo Polambato 11.4.6 Balud, Calumpang, Masbate Port Balud (Calumpang) Port was constructed by DOTC in 2000. The port facilities were subsequently expanded by LGU-Province in 2001 utilizing funds from DOTC under a Memorandum of Agreement with the said agency. The port is currently operational. However, the collection system of port fees and charges has not been established yet by the LGU. At present, the existing port conditions and requirements are shown in Table 11.4.4 and Figure 11.4.1S. Based on the identified problems and issues of Balud, Calumpang Port, the Development plan is proposed as illustrated in Figure 11.4.13. Table 11.4.4. The methodology employed in the project combined the 2000 Family Income and Expenditure Survey (FIES), 2000 Labor Force Survey (LFS) and 2000 Census of Population and Housing (CPH) to estimate poverty incidence, poverty gap, and poverty severity for the provincial and municipal levels. We acknowledge with thanks the valuable assistance provided by the Project Consultants, Dr. Stephen Haslett and Dr. Geoffrey Jones of the Statistics Research and Consulting Centre, Massey University, New Zealand. Ms. Caridad Araujo, for the assistance in the preliminary preparations for the project; and Dr. Peter Lanjouw of the World Bank for the continued support. The Project Consultants prepared Chapters 1 to 8 of the report with Mr. Joseph M. Addawe, Rey Angelo Millendez, and Amando Patio, Jr. of the NSCB Poverty Team, assisting in the data preparation and modeling. Chapters 9 to 11 were prepared mainly by the NSCB Project Staff after conducting validation workshops in selected provinces of the country and the project’s national dissemination forum. It is hoped that the results of this project will help local communities and policy makers in the formulation of appropriate programs and improvements in the targeting schemes aimed at reducing poverty.

    MALACAÑANG MANILA PROCLAMATION NO. 1250 EXCLUSION OF MINERAL RESOURCE-RICH AREAS OF CAGRARAY ISLAND, ALBAY FROM THE BICOL REGION TOURISM MASTER PLAN WHEREAS, the Bicol Region Tourism Master Plan (BRTMP) serves as the blueprint for the development and promotion of tourism in the Bicol Region, the implementation of which will generate livelihood and employment opportunities therein; WHEREAS, the BRTMP embraces mineral resource-rich areas found in the Island of Cagraray, Albay Province; WHEREAS, the inclusion of these mineral resource-rich areas in the BRTMP precludes the utilization and development of the island's mineral resources and caused the cessation of exploratory mining and related activities, thereby depriving investors of the return on their investments and the local residents of employment opportunities; WHEREAS, the sustainable development and utilization of natural resources, which includes mineral resources, is being promoted and encouraged by the government in accordance with the Philippine Mining Act (RA No. 7942, s. 1995); NOW THEREFORE, I, FIDEL V. RAMOS, President of Philippines, by virtue of the powers vested in me by law do hereby declare and order: SECTION 1. LAGUERTA** [Received 23 October, 2011; Accepted 19 June, 2014] Abstract The methods, results, and prospects of image recording of volcanic clouds are discussed by considering two volcanoes in the Philippines, Mayon and Bulusan. At Mayon volcano, video and network cameras are utilized for automatic time-interval long-term recordings. Near-infrared and night-shot modes in addition to the conventional visible mode are adopted there. Since the inception of recording in June 2003, the daily activity of the volcano was the almost continuous ejection of white vaporous plumes. Explosive eruptions with lava ejections that occurred in July–August 2006 and December 2009 were recorded during both daytime and nighttime. Near-infrared and night-shot modes were very effective for observing flows and falls of hot lava and also the foreboding indication of hot lava glow at the summit crater some months earlier at nighttime. At Bulusan volcano, video recording using a digital high-vision video camera with smooth interval mode began in November 2010. Records of explosive eruptions in late 2010 were obtained during daytime at a fixed point located 23 km from the crater.
