Objective

1. – To do a diagnostic of the problematic recognized as “the inadequate exploitation of the water and air effluents of the public and private sector within the framework of the Metropolitan Area of Guadalajara (MAG)”.

2. - Identify and understand the relevant actors or “stakeholders” and their interactions around the problematic addressed.

3. - Observe the viability framework and the relevance of the proposal solution for the RubisCO project in the Metropolitan Area of Guadalajara.

Introduction

The analysis about the problematic of the inadequate exploitation of the water and air effluents of the public and private sector in the MAG share a cumulus of causes, like the population increase, the incapacity of control and territorial ordering, the insufficiency of economic, technical and human resources, with those that public sector actors count, the null interest of the public sector for the sustainability, a lax normative framework, among others.

Under a scheme full of causes of the problem, it is seen that the situation day by day impacts the population ahead off new risks and challenges for its integral development and the accomplishment of human rights.

The challenges presented on this document are clear examples of the complexity of the rapid acceleration of the global warming; therefore, from a central problem RubisCO pretends to contribute to the correct management of the wastewater and polluted air, taking advantage of its possibilities to generate high-added value chemical intermediaries, looking for an economically attractive market.

Jalisco Generalities

The present section offers a brief introduction of the population and economic generalities of Jalisco state, to point out the content for the social, political and economic context of the MAG, space of which the discussion will focus on this text.

Jalisco state had in 2018 a total population of 8´238,991 inhabitants; being the fourth Mexican federal entity in population size, according to data presented by the Institute of Statistical and Geographic Information of Jalisco (by its Spanish acronym IIEG).

As shown in chart 1, for the 2030 it is expected a population growth of 0.62 per cent annually and for 2050 it will be reduced to 0.06 per cent annually, reaching 9´740,860 inhabitants. Furthermore, it is expected that the population younger than 15 years represents 22.4% of the total on 2030 and for 2050 only the 17%. On the other side, the population group of 65 years and older will increase respect the 6.7% of 2015, passing to 9.9% and 16.6% in 2030 and 2050 respectively.
