Mr. Speaker gave his reserved decision on the matter of privilege raised by Mr. Gbn on February 27, 1975, as follows: nrbl Mbr,—h Honourable Member for North Vancouver- Capilano raised as a matter of privilege last Thursday a complaint relating to the disclosure of settlement figures between Public Service Union bargaining units and the Government. He cites the Hon. Provincial Secretary as stating on February 25 to the House in question period: "I intend to adhere to the agreement I have with the union involved not to release the details of settlements until all negotiations are complete." He considers news of disclosure to the public and not to the House to be a breach of privilege of the members and a contempt. There is no evidence from the honourable member that press releases or public statements to the newspapers and media have been made by the Hon. Provincial Secretary. Therefore the fact that the public has become aware before some honourable members of this House does not preclude the information having been received by the Employers' Council of British Columbia by some other simple means. For example, the public may be astute enough to examine existing Orders in Council. Had they done so, certainly the information sought in question period would have been easily discovered. That means, of course, that the Honourable Member for North Vancouver-Capilano could have satisfied his curiosity without the assistance of question period. I have secured most if not all of these Orders in Council for the honourable member.

    PFRA ANNUAL 1986 1 CANADIAN ALL-STARS, 1932-50 Bob Braunwart and Bob Carroll In Canadian football the Schenley Awards sometimes overshadow the annual league all-star selections. The Schenleys have been awarded to the most outstanding player, Canadian player, lineman and rookie of each season, beginning in 1953. These are not the only talent awards in Canadian football, however. At least since 1932, sportswriters or coaches or combinations of the two have chosen eastern and western all-star teams. Some of the earlier listings have been seldom reprinted. Here is the complete list of official teams from 1932 to 1950. Presumably there were unofficial listings before 1932, but that is a topic for further research. Most of the early eastern teams were chosen by the press.     THE COFFIN CORNER: Vol. 10, No. 4 (1988) THE “KING” – JOE KROL By Bob Sproule (official statistician Toronto Argonaut Football Club) From Argo News Statistical Edition In the ancient days of Canadian football, the halfback had to be a jack-of-all trades and not a specialist as he is today. Those leather-clad warriors had to be able to run with the ball, pass and catch it and of course, kick it. Following the Second World War, the multi- talented halfback became a dying breed if not all together non-existent as the Canadian Rugby Union clubs imported the more talented American running backs in their quest for the Grey Cup. At this time an unknown player appeared on the scene, and in the years to come, he would take his team to five Grey Cup victories including three consecutive titles. His name was Joe Krol and he was a Canadian born player in the early days of the imports. During the years that he wore an Argonaut uniform, he became one of the greatest players of the game and perhaps the best halfback ever to play in the Canadian championship. Because of his natural ability, there was little he couldn’t do on the gridiron. His plays brought many a fan to their feet as his last-minute feats turned on defeat into a victory. He was remembered as the triple threat – a running, passing, catching and kicking wizard that at times appeared to be the entire football team. His passes were thrown with uncanny accuracy, and his best punts were with a wet ball into the wind or even under a tremendous rush by the opposition’s defenders.
