The meeting started at: 7.30pm, CCllr D Brown in the Chair. Agenda Item Narrative 2. Declaration of None interest 3. Approval Of The minute of the meeting held in Ollaberry Primary School on Previous Minute Monday 11th November 2019 approved: CCllr K Scollay, seconded: CCllr K Williamson. 4. Police report Police in , as elsewhere in Scotland, have been focussing on a Winter Safety Campaign aimed at ensuring drivers are as prepared as they can be for winter weather and poorer driving conditions. The emphasis has been on education and advice with information via media outlets, as well as traditional Policing methods of roadside checks. The annual festive drink/drug driving campaign runs from 1 December into the New Year. It runs naturally in tandem with the winter safety campaign and there will be broadcasts through media outlets, intelligence led patrols and roadside checks.

There were 4 incidents recorded for in November, including Theft. 5. Matters arising Previous visit from Capt Maitland – SIC Ports & Harbours. Nothing further. It was agreed that members will continue to monitor infrastructure at the pier.

NCDC NCDC had a planning day on 1st December. The Shetland Partnership plan was discussed, and how it related to Northmavine.

Bruckland has continued to be a success.

Tom Morton has informed NCDC of his plans to leave the post in the beginning of 2020. NCDC will be looking to recruit in the near future.

Broadband Mr D Lamont from BT visited Shetland, and met with SIC and one of the local lawyers who has been dealing with most of the sites, including . Mr Lamont made him aware of the status of the site. Mr Lamont is ready to complete the agreement, but subject to the access scenario being agreed with Mr Martin Johnson. Mr Lamont is still working internally with EE on the document. Ideally they would look to have it tied up for Christmas.

Collafirth Hill Road Mr Hutcheson, SIC Roads has issued a works order to their contractor for the provision of a warning sign at the junction of the Collafirth Hill road to inform drivers that the roads are suitable for “off road” vehicles only.

MOD stated Arqiva would look at the disrepair aspect with a view to carrying out remedial work next year – probably around Easter. In the mean time, they decided speed limit warning signs (10mph) would be put in place along the bottom stretch, also to warn of the poor road surface.

Parking at – West Ayre/Fire station area Mr C Gair, SIC Roads, informed NCC he could make arrangements to have new/additional signs provided at the layby area. Mr C Gair suggested the signs should be mounted high enough to be visible all year round and sent through a plan and diagram of how he proposed they should look. Members agreed to go ahead with proposed signage plans.

Mr C Gair advised NCC that things were a bit more complicated with yellow lines, as while yellow lines provided a clear message they required a Traffic Regulation Order before being marked. Mr C Gair stated that by con
