1. Call to Order: Vice Chairperson Sherman Warner called the meeting to order at 10:00 a.m.

2. Approval of the Agenda: A motion to approve the agenda was made by Susan Browne and seconded by Karen Tiller Polivka. The motion to approve the agenda was approved unanimously.

3. Statement from the Public: No written or oral public testimony was submitted or offered.

4. Approval of Minutes of the Board Meeting Held on September 16, 2020: A motion to approve the minutes of the Board meeting held on September 16, 2020 was made by Karen Tiller Polivka and seconded by Clyde Sakamoto. The motion to approve the minutes was approved unanimously.

5. New/Continuing Business for Discussion and/or Action:

5.a Gift/Purchase Recommendations for the Arts in Public Places Collection: Elizabeth Baxter presented three recommendations to the Board from the , First Hawaiian Center – “Hiroki Morinoue: Evolving Language” – curated, exhibition (January 30 – June 26, 2020). Elizabeth Baxter noted the price for the “Brazilian Rainforest” is $3,000 and not the amount in the attachment $4,200.

A motion to approve the purchase recommendations for the three works of art by Hiroki Morninoue was made by Karen Tiller Polivka and seconded by Nalani Brun. The motion was approved unanimously.

Ms. Baxter presented two recommendations from the Kukui Grove Center, Lihue, Kauai`i - "Art Kauai`i" - annual, juried (September 19 - October 30, 2020).

A motion to approve the purchase recommendations from the Kauai`i Exhibition for the Art in Public Places Collection was made by Susana Browne and seconded by Karen Tiller Polivka. The motion was approved unanimously.

5.b. Recommendation of Visual Arts Consultants: Elizabeth Baxter presented the application by Drew Broderick to serve as a Visual Arts Consultant. Ms. Baxter shared with the board that Drew Broderick recently curated an exhibition at HISAM and highly qualified to serve as an VAC. Jonathan Johnson noted, he believes having Native Hawaiians as Visual Arts Consultants, is a strategy that may increase representation of Native Hawaiian artists in the collection. Drew Broderick has a great resume and is doing good work with the community. Ronald Michioka stated he is working with Drew on the Kapiolani Community College Art Advisory Committee and Drew has valuable comments. A motion to approve Recommendation of Visual Arts Consultant Drew Broderick was made by Ronald Michioka and seconded by Susana Browne. The motion was approved unanimously.

5.c. Haiku Elementary School Art Advisory Committee Member Recommendations: Project Manager Alexandra Skees shared that the need for Haiku Elementary School to appoint new committee members is because of personnel changes at the school including a new principal and new teachers to be on the Committee. A motion to approve the recommendation of the submitted names: Linda Marrs, Vice Principal, Molly Schettewi, teacher, Loralee Mauri, teacher, Alicia Jacobson, teacher, Daria Boone, teacher, Renee Hammer, and Maile Davis for the Haiku Elementary Art Advisory Committee was made by Susana Browne and seconded by Nalani Brun. The motion was approved unanimously.

5.d. DKI/HNL Mauka Terminal work of art project: Contract Amendment, Doug Young: Karen Ewald presented artist Doug Young’s request for an additional $115K. Ms. Ewald explained the project was begun 7 years ago but there was a construction delay of the new terminal. She explained Doug Young’s Design Phase was approved in January, and the additional cost would go to support the approved design. Commissioner Sakamoto questioned how would the art be introduced to the public and is there a protocol for the Airport? Jonathan Johnson explained the works of art explanatory text will be part of the wayfinding and explanatory text for the terminal. A motion to approve additional funds for the artist contract was made by Susana Browne and seconded by Nalani Brun. The motion was approved unanimously.

6. Discussion and/or action regarding 2021 Legislative Session: Jonathan Johnson announced there were no approvals on this agenda item, those will come in January. Mr. Johnson explained that Representative Cedric Gates was appointed Chair to the House Culture, Arts & International Affairs (CAI) and Senator Brian Taniguchi will chair Senate Labor, Culture and the Arts (LCA). Johnson explained we are expecting at least 20% reduction if not more in the B&F Program Review with Comptroller. There is no additional funding ask this year per October 2, 2020 Finance Memorandum (Memo No. 20-15) from the Director of Finance. Collaborations are key to the future, integrating the arts with other sectors, i.e. corrections, human services, Public-Private Partnerships. etc.

Executive Director Johnson reviewed the SFCA narrative for the coming session: As Hawaii faces the effects of the public health crisis surrounding the novel coronavirus (COVID-19), we recognize the culture and arts field is particularly vulnerable to the economic impact of the emergency. We also know it is one of the most innovative sectors and will find creative ways to adapt to change during this time. Recognizing that the arts and culture sector demonstrates how “creativity” spurs “innovation.”

Grow understanding that: • Arts creativity, and culture are a necessity to a healthy, thriving economy and society. • Government investment in the arts are critical to ensure an Arts benefit each and every community. • Every public dollar invested in the arts leverages $9 in private funds.

Advocacy Narrative: Arts and creativity make us stronger—as individuals, families, communities, states and as a country. They are a backbone of innovation, prosperity, and thriving people and places. Public funding for arts and creativity is a high-return investment that benefits every American in every city, town and rural community nationwide.

Discussion:

The exhibit brings together three Hawai‘i-based artists whose recent bodies of work address issues informing abstraction in the 21st century. Abstraction has left an indelible imprint on the trajectory of modern art over the past century, seeking to move beyond precedent by questioning whether what is seen is what is real. Abstraction at its core is inquisitive, whether a search for purity of form, an attempt to reveal the unseen, or even a fascination with the workings of the natural world. This exhibit will primarily focus on painting, ranging in scale from expansive wall-mounted canvases to intimate mixed media works on paper. The artists in the exhibition are Don Bernshouse (Maui), Debra Drexler (O ‘ahu) and Tom Lieber (Kaua‘i).

This exhibit is organized in collaboration with the Honolulu Museum of Art and curated by E. Tory Laitila, Curator of Textiles and Fashion.The exhibition features 24 newly created works by two esteemed Native Hawaiian artists, Sean Kekamakupa‘aikapono Ka‘onohiokalani Lee Loy Browne and Imaikalani Kalahele.

Known for his large public works of art, Sean Browne portrays historic and legendary figures such as Mary Kawena Pukui, Joseph Nāwahī, and Samuel Kamakau using cast bronze. Imaikalani Kalahele uses an interdisciplinary approach to draw inspiration from the past to connect to contemporary narratives.

Artists receive 70% of sales.

BUDGET IMPLICATIONS: Variable amount per acquisition recommendation. FY2021 Budget per Quarter is approximately $54,000.

REQUEST: Approve the Art Advisory Committee (AAC) artist recommendation for the Women’s Community Correctional Center (WCCC) Hookipa Cottage Transitional Housing Unit work of art project.

FACTS: After reviewing applications and interviewing applicants, the AAC for the project has recommended artist Gareth Curtiss as their first choice for the commission. Artist Jane DeDecker was selected as the first alternate for the commission and artist Kazu Kauinana was selected as the second alternate.

Although he is not a Hawaiʻi-based artist, he has applied to Hawaiʻi projects in the past, most notably the Kamehameha III statue for Thomas Square Park commissioned by the City of Honolulu. Gareth applied to the SFCA open call for artist applications for the Women’s Community Correctional Center commission and was selected as the art advisory committee’s first choice for the contract on November 23, 2020.

Curtis was chosen from among other Hawai‘i-based applicants including Solomon Enos, Lynn Liverton, Timothy Garcia, and Kazu Kauinana. After interviewing Curtis, the art advisory committee members noted his passion for history and his extensive experience with working with indigenous communities across the country when creating works of art depicting Native Americans. Curtis also has access to his own studio and full-size bronze foundry, a significant logistical advantage for the project given the current pandemic. GARETH CURTISS : SCULPTOR

Working in the tradition of the old masters, sculptor Gareth Curtiss creates monuments and memorials for our time. His career has spanned over thirty years and he is an expert in his field. Figurative sculpture is his specialty.

Gareth Curtiss was born in Whitefish, Montana in 1959. Independent Study of art and sculpture under Richard Sprang began in 1979. His first sculpture was produced in bronze in 1982 and his first commission was created for Anheuser Busch in 1986. Apprenticed at Valley Bronze Art Foundry, Joseph, OR from1987 to1989, he built his own foundry in 1990. His first heroic size sculpture was completed and cast in 1991.

One or more life size or larger commissions have been completed every year since 1996, over 50 commissions completed to date, most of those being life size or larger, many with multiple human figures. He has created bronze statues throughout the United States and Canada.

His master level skills include; ability to work in multiple sculpture mediums, sculpture enlargement, bas-relief, alto- relief, mezzo-relief, figure drawing, and all aspects of large scale bronze casting and fabrication, including welding, patina, and mold making. All of Gareth’s monuments have been created, designed, and sculptured by him and all of his large scale work has been cast at his own foundry. Gareth prides himself on his work ethic and is recognized by his contemporaries as a master sculptor and foundry-man.
