1 INTRODUCTION
1.1 Background 1.1.1 In April 2009, Basingstoke & Deane Borough Council commissioned DCA to carry out a Rural Housing Study. 1.1.2 The purpose of the study was to undertake an assessment of the current and future housing demand and need in the rural area of the Borough. 1.1.3 The study consisted of a postal survey of 12,154 households in 48 rural parishes across the Borough. The survey was conducted in June 2009. The Final Report is available at:‐ www.basingstoke.gov.uk/planning/ldf/evidencebase/rural+housing+study 1.1.4 In March 2010, DCA were commissioned to undertake further detailed analysis of the survey data at Parish level.
1.2 Sample and Response Rates 1.2.1 The response rates by Parish are outlined in the table below. 1.2.2 In undertaking the Parish level analysis, it was decided that the Parishes with fewer than 30 household responses would be combined with the larger Parishes to ensure a statistically significant result for each area. 1.2.3 The combined Parishes are outlined below: ¾ Preston/Preston Candover & Nutley/Candovers; ¾ Farleigh Wallop/Ellisfield ¾ Hartley Wespall/Stratfield Turgis/Stratfield Saye ¾ Popham/Dummer ¾ Steventon/North Waltham ¾ Tunworth/Winslade/Herriard ¾ Western Corbett/Western Patrick/Upton Grey ¾ Asmansworth/Litchfield ¾ Hannington & Kingsclere 1.2.4 The Parishes with 30 household responses or more were profiled individually.
1.3 Weighting the data 1.3.1 The data has been weighted to reflect the resident population in each Parish. 1.3.2 The data file obtained from the 2009 Basingstoke and Deane postal survey was weighted to ensure it is was representative at Borough level. Basingstoke and Deane Borough Council provided DCA with their most up‐to‐date resident household numbers obtained from the council tax register, and the most recent social stock figures. These data sets were provided with a parish indicator, allowing for separation at parish level. 1.3.3 DCA compared the provided totals with the data available from the most recent Housing Strategy Statistical Appendix (HSSA). As the data was comparable, the response information from the 2009 survey was weighted (each response was given a multiplying factor) towards the 2009 ward and social stock totals. 1.3.4 The new weighted tenure balance across the entire borough (i.e. private rented 7.2%) was compared to that at census to ensure it was comparable. 1.3.5 It should be noted that the “numbers implied” column inserted in some of the tables is the assessment of the total numbers to be derived after applying the appropriate weighting factor based on parish location and tenure responses to that parish’s household numbers.

1.3.6 In a single choice question this will generally equate to the household population of the rural area as a whole, but some individual questions may not be answered by all respondents, giving a marginally lower total. 1.3.7 Where multiple choice questions are involved, two percentage columns are shown. The first percentage column relates each heading to the total number of actual responses. 1.3.8 The second percentage column relates to the number of households, but because of multiple choices is likely to give a total in excess of 100%, depending on the number of choices made.
1.4 Methodological Issues 1.4.1 It should be noted that the response rate by question may vary as some respondents may have chosen not to answer some questions or may not have needed to answer all questions. 1.4.2 Where responses are low, it is difficult to interpret trends or make comparisons and the data should be treated with caution 1.4.3 Throughout each parish profile, comparisons have been made with the results for the whole of the rural area of Basingstoke and Deane Borough, that is the combined 48 rural parishes.
