SUMMARY NOTE

DELEGATION TO THE 18TH SESSION OF THE CONFERENCE OF THE PARTIES TO THE UNITED NATIONS FRAMEWORK CONVENTION ON CLIMATE CHANGE

DOHA, QATAR, 3 - 8 DECEMBER 2012

I. COMPOSITION OF THE DELEGATION

The European Parliament was authorised to send fifteen Members to attend, as participants within the European Union Delegation, the High Level Segment of the 18th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC COP 18) and the 8th session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP 8), held in Doha, Qatar, from 3 to 8 December 2012.

The participants were: Mr Matthias GROOTE (Chairman of the EP-delegation), Mr Karl-Heinz FLORENZ (Vice-Chairman of the EP-Delegation), Ms Maria Da Graça CARVALHO, Ms Elisabetta GARDINI, Ms Jolanta HIBNER and Ms Romana JORDAN for the EPP Group; Mr Kriton ARSENIS, Mr Dan JØRGENSEN, Ms Marita ULVSKOG for the S&D Group; Ms Corinne LEPAGE for the ALDE Group, Ms Satu HASSI for the Greens/EFA Group; Mr Konrad SZYMANSKI for the ECR Group; Ms Sabine WILS for the GUE/NGL Group; Mr Oreste ROSSI for the EFD Group and Mr Nicholas GRIFFIN as a non-attached Member.

The following Members participated in the work of the delegation as associated members: Ms Sandrine BELIER (Greens/EFA) and Mr Bas EICKHOUT (Greens/EFA).

Members were accompanied by Ms Isobel FINDLAY and Mr Jozef DUCH from the Environment (ENVI) Committee secretariat, Mr Rinse van ARUM from the secretariat of the Committee on Industry, Research and Energy (ITRE) and Mr Baptiste CHATAIN and Ms Amelia NEACSU from the Directorate-General for Communication. - 1 - II. ACTIVITIES OF THE EP MEMBERS IN THE DELEGATION

1. Preparation

In the constituent meeting of the delegation on 9 October 2012, Mr GROOTE was elected Chairman and Mr FLORENZ Vice-Chairman of the European Parliament delegation to Doha. At the second Delegation meeting of 6 November Members agreed on the topics of the working groups and the side event. On 20 November the delegation had a meeting with EP President Martin SCHULZ and Commissioner HEDEGAARD. In its plenary session on 22 November 2012 the European Parliament adopted a resolution on the climate change conference in Doha by 485 votes in favour, 109 against and 45 abstentions: http://www.europarl.europa.eu/sides/getDoc.do?type=TA&reference=P7-TA-2012- 0452&language=EN&ring=B7-2012-0496

2. Briefings on the negotiations in Doha

In order to ensure that the European Parliament delegation was well informed, several briefings were organised both during and prior to the Conference:

Briefings by the Council of the European Union In the continued absence of authorisation for Members to attend the daily EU co-ordination meetings, the Cyprus Presidency was asked to brief the European Parliament delegation immediately after the meetings to ensure that the delegation had access to the most up-to-date information on progress in the negotiations. The Cyprus Minister of Agriculture, Natural Resources and Environment Mr ALETRARIS met this request by briefing the delegation in the morning of 5 and 6 December and in the afternoon of 7 December on the progress in the negotiations.

Briefings by the European Commission In the afternoon of 3 and 4 December the European Parliament delegation was briefed by Mr RUNGE-METZGER, Director of International and Climate Strategy, DG Climate Action. Ms HEDEGAARD, Commissioner for Climate Action gave the briefing on the evening of 5 and 6 December where she provided the delegation with her assessment of the latest developments.

Briefing by the Öko-Institut Before travelling to Doha the delegation received a briefing report by the Öko-Institut, which was commissioned by Policy Department A of DG Internal Policies, following a request by the Environment (ENVI) Committee. The report provides an overview of the development of the negotiations within the UNFCCC since COP17 in Durban and explains the positions of the main Parties and negotiation groups. In the afternoon of 4 December, Ms HEROLD and Mr CAMES from the Öko-Institut briefed the delegation on the latest developments in the first week of the negotiations.

3. Bilateral meetings

In the morning of 4 December the delegation held a meeting with Parliamentarians from Brazil in which inter alia climate diplomacy and issues surrounding sustainability and biofuels were discussed. In the afternoon the delegation met the representatives of NGOs (including the Climate Action Network (CAN)-Europe, Oxfam and Carbon Market Watch) on developments

- 2 - in the negotiations in the first week and their priorities for the second week. The delegation also held a bilateral meeting with Parliamentarians from to discuss the implementation of climate change legislation in Mexico and best practice and future developments in EU climate policy.

On Wednesday 5 December the Chair and Vice-Chair of EP Delegation met with Mr Saqr AL- MERAIKHI, Chair of the Services and Public Utilities Committee of the Qatari Shura Council, and Mr Fahad bin Mubarak AL-KHAYAREEN, Secretary General of the Shura Council. They discussed the position of Qatar in relation to the climate negotiations and its climate policy. Members also met Mr Adam KULACH, Ambassador and Head of Delegation of the EU to Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates and discussed the role of Qatar as the President of COP 18 and more widely on the political and economic situation in the country.

On Thursday, 6 December, the delegation met with Chinese Minister XIE Zhenhua, Vice Chairman of the National Development and Reform Commission and leader of the Chinese delegation to the COP. Topics discussed included the historic responsibility of developed countries, Chinese achievements in combating CO2-emissions, nuclear energy in China after the accident in Fukushima, the Chinese position in the COP-negotiations, ETS in the aviation sector etc. Mr XIE was open to meet the Chair or the Committee in Brussels, in order to hold further discussions on a worldwide ETS in the field of aviation.

Later the same day, the EP Delegation held a meeting with Parliamentarians from Bangladesh on issues related to the suffering of the population from climate change (flooding, drought, increased heat, thunderstorms) and on measures necessary to adapt to the already clear effects from climate change. The delegation from Bangladesh made it clear that the country will need help to finance measures to adapt to climate change.

On Friday, 7 December the delegation met with representatives of the YOUthinkgreen Movement. YOUthinkgreen is a youth environmental movement based in a number of countries around the world, which trains young people to become Climate Ambassadors.

The delegation also had a meeting with Mr Ryutaro YATSU, vice-Minister for Global Environmental Affairs from . Key subjects in the discussion were the security of energy supply in Japan after the accident in the Fukushima reactors leading to lower electricity production, the intention of Japan to introduce a carbon tax and the climate finance to be made available for other countries.

The delegation also met with Irish Environment Minister Mr Phil HOGAN to hear about the ongoing negotiations from the representative of the one of the Member State governments participating in the negotiations and to discuss the priorities of the forthcoming Irish Presidency of the EU. The meeting was followed by a further discussion with representatives of the NGOs on the development of the negotiations in the final stages.

4. Side Event

This year the European Parliament also organised its own side event. The event, entitled "The road to 2°C: best practice to limit warming", took place on Wednesday 5 December. The event focussed on concrete measures to meet the objective of holding global warming below 2°C compared to pre-industrial levels as well as on the best practice which the EU and others can

- 3 - offer to bridge the emissions gap. The programme included the following presentations, after which discussions with the audience took place:

5. Working Groups

As in previous years it was decided to organise the delegation's activities around a programme common to the whole delegation and specific programmes for working groups according to the following themes:

 Working Group 1 on LULUCF and REDD+, co-chaired by Mr ARSENIS and Ms LEPAGE  Working Group 2 on Emissions Trading and EU ETS, co-chaired by Ms GARDINI and Ms HASSI  Working Group 3 on Climate-friendly technologies, co-chaired by Ms JORDAN and Ms ULVSKOG

Working Group 1 Working Group 1 had its first meeting on Wednesday 5 December, with Mr Andrew MITCHELL, the Director of the Global Canopy Programme. The discussion focused on REDD+ and the developments in the negotiations, and the need for environmental and social safeguards in its implementation.

On Thursday 6 December the members of the Working Group met Mr. Marcel SILVIUS, Head of Programme on Wetlands and Climate and Ms Vera COELHO, Communications and Advocacy Officer from Wetlands International, and Mr John LANCHBERY from Birdlife International. The meeting centred on LULUCF issues and topics discussed included peatlands and indirect land use change.

The final meeting of the Working Group focused on the issue of REDD+ and also took place on Thursday 6 December. The Working Group met with Mr Roman CZEBINIAK, Senior Political Advisor on Climate Change & Forests, Greenpeace International, Dr Rosalind REEVE, REDD+ Safeguards Working Group, and Mr Kevin CONRAD, Rainforest Coalition. The discussion concerned the challenges faced in the implementation of REDD+ and ongoing developments in the negotiations.

Working Group 2 On Wednesday 5 December, Working Group 2 met with Mr Dirk FORRISTER, President and CEO of the International Emissions Trading Association (IETA) and Mr Tomas WYNS, Director of the Center for Clean Air Policy to discuss the current state of the EU ETS and emissions trading in general.

The group's work on Thursday 6 December focussed on the state of play in the negotiations as regards maritime emissions. Members of the Working Group discussed the topic with three representatives of the International Maritime Organisation (IMO): Mr Andreas CHRYSOSTOMOU, Chairman of the Marine Environment Protection Committee, Mr Stefan MICALLEF, Director of the Marine Environment Division and Mr Edmund HUGHES, Technical Officer at the Marine Environment Division.

Finally on Friday 7 December, the Working Group met with Ms Anja KOLLMUSS from Carbon Market Watch to discuss the Clean Development Mechanism (CDM), Joint implementation (JI) and their environmental integrity.

Working Group 3 Working Group 3 had its first meeting on Tuesday 4 December with Mr Kosei SHINDO, (Vice president of Nippon Steel and Sumitomo Metal Corporation) Chairman of the Subcommittee on Global Environment of Keidanren - Japan Business Federation, Mr Hiroyuki TEZUKA, Chairman of the Working Group on Global Environment (General Manager on Climate Change at JFE Steel), Ms Masayo HASEGAWA, General Manager on Environment at Toyota Motors, Mr Toshihiro TABUCHI, General Manager on Environment at Komatsu, Dr Teruo OKAZAKI, General Manager of Nippon Steel and Sumitomo Metal Corporation and Mr Kohei KUBO, Environment Policy Bureau of Keidanren. The meeting focused on questions concerning the voluntary action plan, energy savings, energy efficiency and modernisation, sectoral problems, worldwide competition and the achievements of industry in Japan.

The same day the Working Group also met Mr Hideo SUZUKI Director-General from the Japanese Ministry of Economy, Trade and Industry (METI) to discuss industrial policy and climate change aspects in Japan.

On Thursday 6 December, the Working Group met with industry representatives - Climate friendly technology in Europe and the world and with international experts in the field of protection of property rights including Mr BURNS (General Electric) and Mr SHERMAN (Siemens). The discussion focused on the creation of the Technology Institute, intellectual property protection, the difference between the protection in the pharmaceutical industry and in the green power industry which was considered weak.

In the afternoon of the same day the group met a team led by Mr Simon BROOKS, Vice President of the Management Committee of the European Investment Bank (EIB), responsible for environment and climate change. Topics in the lively discussion included the financing programs of the EIB, their role in the EU and in the world in order to lower emissions by financing innovation, low carbon projects, modernisation etc.

On Friday 7 December the Working Group had a short meeting with representatives of the Global CCS Institute (Mr SCOWCROFT) and the industry (Alstom, Eurlectric). In the discussion, it became clear that as there are several mature carbon capture and storage (CCS) projects functioning, the hesitations from investors in the EU do not concern the technical

- 5 - feasibility. The discussion on this issue resulted in the wish to know more about the differences in the specific circumstances and the necessity to intervene in order to make production in the EU (almost) carbon-free. In a further meeting Members met the President and Director of Bellona to discuss the pilot plans and innovations concerning CCS on biofuels, leading to negative emission figures.

6. Communication activities in Doha

Media

Pre-Doha media work included a press alert on 3 December 2012 (composition, some agenda elements and press contacts) and a press release when the delegation arrived in Qatar the following day, detailing the expectations of delegation leader Matthias GROOTE.

The main media event was the joint press conference with the European Commission (GROOTE and HEDEGAARD) on 5 December. Around 50 journalists were present. An EP press release was distributed on site and by email. Several journalists interviewed Mr GROOTE immediately afterwards and quotes and clips were used in many global media outlets.

Other press releases highlighted the participation of the delegation, comment from the Chair on another carbon-related issue following a meeting with the Chinese delegation, and comments by the Chair and Vice-Chair on the final results. Separate interviews were arranged where possible (e.g. Reuters, Bloomberg, ZDF, ARD, Deutschlandfunk and Euronews with the Chair).

Media coverage - the overall media take-up of quotes included:

Media support for the delegation included facilitating radio interviews for several delegation Members, in one case using a teleconference room provided by the UN's services.

Audiovisual

Audiovisual material was prepared with the support of contracted staff. A selection of more than 100 photos and videos was uploaded to the EP audiovisual website (http://audiovisual.europarl.europa.eu), searchable by "Doha" and other tags. Icons for 'video' 'picture' or 'sound' help to select media type.

7 EbS videos were published and EuroparlTV also made 3 stories on their daily news using our material.

- 6 - Audiovisual support included help with media issues, notably arranging the Euronews interview with the Chair.

Web and social media

A Facebook item was published ahead of Doha (the EP has over 608,000 followers) - an interactive chat with delegation Vice-Chair Karl-Heinz FLORENZ (27 November 2012) - and another item on 4 December 2012. Altogether 33 comments and 522 'likes' came in response. Press unit Twitter accounts highlighted the delegation's participation and helped to promote the press conference.

The Webmaster unit also provided graphic design support to help create a poster to promote the EP side event.

III. THE COP-18 NEGOTIATIONS AND OUTCOME

After a long night and extended negotiations, which were closely followed by Members of the EP Delegation, the Parties adopted the "Doha Climate Gateway" early in the evening of Saturday 8 December 2012. 26 COP and 13 CMP Decisions were adopted together with the approval of a number of conclusions of the subsidiary bodies.

Key elements of the Doha Gateway agreement include:

Ad-hoc Working Group on Durban Platform for Enhanced Action (AWG-ADP) The conference agreed a workplan for 2013 and beyond which sets out a schedule of events and suggests themes to be addressed under both workstreams - to draw up and adopt by 2015 a new global climate agreement with all countries; and to identify ways to achieve more ambitious global emission reductions for 2020. The adopted text also welcomes the announcement of the UN Secretary-General to convene a summit of world leaders on climate change in 2014.

Ad Hoc Working Group on Long-term Cooperative Action (AWG-LCA) The negotiations process was streamlined through the successful closure of the Ad Hoc Working group on Long-term Cooperative Action. As regards financing, several EU Member States and other developed countries announced specific finance pledges for 2013 and in some cases up to 2015. A package of decisions on finance encourages developed countries to keep climate finance in 2013-15 to at least the average level of their fast start finance. The decisions also extend a work programme on long-term finance for a year, with the aim of helping developed countries identify pathways for scaling up climate finance to US $100 billion per year by 2020 from public, private and alternative sources.

Ad Hoc Working Group on the Kyoto Protocol (AWG-KP) The second commitment period of the Kyoto Protocol started on 1 January 2013 and it was agreed that it would terminate on 31 December 2020. The targets of all countries participating in the second period will be revisited by 2014 with a view to considering raising the ambition level. Only countries taking on targets under the second period will have continued access to the Kyoto mechanisms (CDM and JI) from the start of the period. A limit on the purchase of surplus emission budgets ('AAUs') from the first commitment period will apply.

- 7 - On Loss and Damage The Parties agreed to establish institutional arrangements, including an international mechanism, to address loss and damage associated with the impacts of climate change in particularly vulnerable developing countries.

COP 19

It was also agreed that the COP 19 Climate Change Conference, scheduled for November 2013, would be held in Warsaw, Poland.

IV. CONCLUDING COMMENTS

Prior to the Conference, expectations were limited and the main focus was on the streamlining of the negotiations through the closure of the LCA track and closure under the ADP. The Parties also managed to resolve issues under the Kyoto Protocol, including the length of the second commitment period and the carry over and treatment of AAUs into the second period. Concerns remain however, as to the pace of progress under the ADP.

There remains a need furthermore, urgently and before 2020, to address the "gigatonne gap" - between the emissions reduction commitments already made and those needed to limit the global mean temperature rise to less than 2°C.
