3 Safeguards While Fuelling Safe Fuelling Tips • ALWAYS turn off vehicle when refuelling, and turn off any pilot lights or open flames . • STAY near vehicle fuelling port to avoid hazardous spills . DO NOT LEAVE NOZZLE UNATTENDED at any time during the refuelling . • NEVER smoke, light matches or use lighters while refuelling or within 7 .5 m of the refuelling area . • Ensure other sources of ignition, such as other running vehicles, are not within 7 .5 m of cardlock dispensing pump . • NEVER prop open the refuelling latch with other items – use only the hold-open latch equipped on the nozzle . • DO NOT get back into your vehicle when refuelling . • DO NOT top off your tank . • If a flash fire occurs, back away, contact attendant, and most importantly: LEAVE NOZZLE IN VEHICLE . • Always be mentally and physically equipped to perform the refuelling task . • Do not allow children to refuel . • Do not boost your vehicle within 7 .5 m of cardlock pump . • Avoid the use of cellular phones or other electronic devices, as they may be a distraction . • Report any spills to the posted Emergency Site Contact . • Locate nearest “Emergency Shut-Off” switch and be familiar with its function .
Static Electricity Safety • Static charges are caused by an imbalance of electrons on the surface of material and can develop by contact and separation of materials, as well as through the transfer of fluids through hoses or pipes . The equalization of the charges can result in a release of a static discharge spark .
4 Static Electricity Safety (continued) • Refuelling fires can occur in these instances: • Static charge picked up when re-entering vehicle • Touching nozzle without discharging static electricity • A static transfer between the fuel nozzle and container • A spark ignites fumes . • Discharge your static electricity before fuelling by touching a metal surface away from the fuel nozzle area . • Do NOT re-enter your vehicle while gasoline is pumping . • If a fire starts, Do NOT remove nozzle – back away immediately . • Do NOT allow children under licencing age to use the pump .
Filling Portable Containers • Use only CSA-approved containers . Barrels, slip tanks, glass jars and other non-approved containers MUST NOT be filled . Where applicable, grounding cables must be used . • Set gasoline containers on the ground; do NOT leave in vehicle – trunk, van or truck bed or any other surface . • Keep the nozzle in contact with the container to prevent the development of static charges . • Fill the container slowly to decrease the chance of static electricity buildup and to minimize spilling or spattering . • Petroleum Products Information on Fire Hazards (flammable and combustible liquids) 1. Gasoline – is a Class 1A flammable liquid with a flashpoint of less than -40° C . 2. Diesel – is a Class 2 combustible liquid with a flashpoint as low as 40° C .
Definitions Flashpoint The lowest temperature at which fuel gives off a vapour that will ignite when a source of ignition (e .g . spark or small flame) is passed over the surface of the fuel .
5 NOTE: Gasoline always gives off vapours that can be ignited under any weather conditions . Flammable and combustible vapours are heavier than air and therefore will settle in low-lying areas close to the ground .
Flammable and Combustible Liquids Both of these terms indicate that the liquid is capable of being ignited and burning with extreme rapidity . The difference is based on the flashpoint of the liquid (e g. . flammable liquids have a lower flashpoint and will ignite more readily than combustible liquids) .
M.S.D.S. – Material Safety Data Sheets Data sheets explaining the hazards of handling gasoline and diesel products are available upon request at CO-OP® and TEMPO® locations, or they can be downloaded at fuel .crs .
Fuel Spill Contingency Plan
In the event of an incident, immediately notify emergency personnel: • Fire Department • Police • Spill Control • Emergency contact for the Site - General Manager or Petroleum Manager All sites that have petroleum products will display the Co-op Oil Spill Contingency Plan . The plan will include the relevant emergency numbers for that location . The following outlines the Oil Spill Contingency Plan information posted at the sites:
Oil Spill Contingency Plan This is the first line of defence in the event of a spill or a leak . All necessary information is on the plan and is an excellent guideline when reacting to an incident .
6 Action Plan The action plan portion of this section is composed of three steps: 1. Immediately 2. Following 3. Report and Cleanup The action plan is a guideline, and not all the steps will be implemented in every spill incident .
Immediately • Stop the flow of product If the flow of product can be stopped by shutting off a valve or turning off a pump, then do so immediately . • Evaluate fire and safety hazard If gasoline is the spilled product, then there is a high risk of fire and explosion . The flashpoint of gasoline is approximately -40° C . Diesel fuel can have a flashpoint of as low as 40° C . • Tend to the injured If there are injured, tend to them . If there are serious injuries, CALL 911, AND GET MEDICAL ASSISTANCE IMMEDIATELY . • Shut off sources of ignition – lights, motors, furnaces. No Smoking Ensure that ALL ignition sources are eliminated: all power supplies and any electrical devices are potential ignition sources . • Warn people of danger Evacuate area if necessary . Do not panic . If you must evacuate your facility, do so in a calm and orderly manner . • Call fire department, police, medical aid – 911, as well as posted Emergency Site Contact Each situation will require a different amount of assistance . Use your best judgement to determine the authorities that are required . • Move vehicles only in case of fire and if safe to do so DO NOT START ANY VEHICLES .
7 Following • Contain the spill – begin immediately. After the situation has been assessed and immediate action has been performed, the product should be contained . • Block off drains, culverts, dykes and ditches. Ensure that the product does not spread into waterways or sewers . • Surround spill using booms – straw bales, peat moss, absorbent materials, sand, gravel, earth. All equipment and materials might not be available in every situation .
Report and Cleanup (to be guided by the Emergency Site Contact) • Report the spill. • Notify the General Manager • Petroleum Department – Federated Co-operatives Limited • Source of spill – product • Approximate amount • Location and movement of spill • Action taken • Department of Environment - Spill Centre • If required, call in spill clean-up equipment assistance • Cleanup – begin immediately • Commence recovery, clean up, restoration • Follow up with Spill Mix Report .
The last area on the action plan does not necessarily mean the steps cannot be done earlier . All incidents regardless of the size MUST, at a minimum, be reported to the Site Emergency Contact .
8 IMPORTANT! - For Retail Cardholders The operation and safeguards outlined in this booklet are provided for the user’s safety . They should have been both verbally explained and visually reviewed with you by a representative from the retail petroleum department .
When you are satisfied that these steps have been adequately provided, then the operating agreement between you and the Co-op must be signed .
In the event a Cardlock user is observed operating equipment in an unsafe manner by a fire inspector, the Cardlock cardMUST be surrendered to the fire inspector upon request . No substitute card can or will be issued to a user who has been prohibited from using an unattended self-serve site because of unsafe operation . The fire inspector shall report any conviction for safety violations to the Fire Commissioner . The Fire Commissioner’s office will compile and provide a list of offenders to retail managers of unattended self-serve locations .

9 Cardlock Operating Instructions
The cardlock equipment at some of the sites in the CO-OP® and TEMPO® network is being upgraded to accept a mag stripe cardlock card in addition to the currently used punched card . Sites that have been updated with this equipment will have two slots to insert cards at the card readers . Please use the appropriate slot for the punched card or the mag stripe card that you have been issued . Note that the Dual Card Reader sites (which accept punched or mag stripe cardlock cards) have slightly different instructions for keying . Watch the prompts, and enter the appropriate information . Summarized below are the instructions for a Single Card Reader and a Dual Card Reader .
Dual Card Reader Follow instructions on display screen . Be sure pump or dispensers and nozzles (and satellite if applicable) that you wish to use are all in the “OFF” position .

11 In case of emergency: • Press EMERGENCY STOP button (could be located on the card reader face, weather booth, building wall, fence, etc .), and pump will stop . • When safe, repeat procedure from beginning . • If you encounter problems or need assistance, please use the telephone located on or near the site .

12 Troubleshooting Problem: Pump requested will not operate . Cardreader states “PUMP HANDLE? RE-ENTER ”. Solution: You may have turned the pump handle on before you requested the pump, or the handle was left on from previous transaction . Turn off pump and start procedure again . Commence fuelling .
Problem: Pump has been selected and turned on, but no fuel is delivered from the nozzle when squeezed . Solution (1): If pump is equipped with a twin hose (large and small nozzle), be sure the 3-port 2-way valve on the pump is turned to select the hose and nozzle you wish to use . Commence fuelling . Solution (2): If the pump is equipped with a satellite dispenser, be sure your main pump is turned on . If the 3 port 2 way valve is on the pump, be sure you have selected the correct hose, if necessary, to direct product flow . Commence fuelling . Solution (3): If the satellite is switched on, the main hose will not work . Turn satellite off; main hose will now work . Commence fuelling .
Problem: Pump is pumping and meter is running but no product is dispensed . Solution: Stop fuelling, and contact your nearest representative with details as soon as possible .
13 Problem: Pump is dispensing product, but meter is not registering anything . Solution: Contact site representative who can arrange service contractor for repairs .
Problem: Fuelling is complete, pump is turned off, but you cannot get a receipt . Solution: Press clear on the receipt printer pad . Insert your card into the card reader . If there is no record of your transaction, try another receipt printer, if available on site . If you do not get a receipt, then contact the site administrator identified on site .
