Luge Canada: Internal Nomination Process 2022 Beijing Olympic Winter Games 1. General This Internal Nomination Process (INP) document contains all information needed to understand the Beijing 2022 Olympic Winter Games team selection process for the sport of Luge. It is the responsibility of all Luge Canada athletes to read this document in its entirety, formulate any questions, seek out answers to those questions, and completely understand the process' ramifications well in advance of the various athlete selection opportunities, and the associated deadlines in relation to the Beijing 2022 Olympic Winter Games. The XXIII Olympic Winter Games (OWG) will take place in Beijing, China from February 4th to the 20th, 2022. A competition schedule will be attached in the appendices of this document. This schedule is based on the latest draft given to us by the Beijing Olympic Organizing Committee at the time of the writing of this document. While it may or may not change, please be aware that the schedule is ultimately controlled by the FIL, the IOC and Beijing Organizing committee, and we must conform to any variations they may make. This cover page will act as the acknowledgement to Luge Canada that the individual has received this document, read it in its entirety and agrees to address all questions, clarifications, or unclear elements to Luge Canada. Introduction a. Purpose i. The purpose of this document is to outline the qualification process and selection procedures of Luge Canada for determining those athletes who will be selected to represent Canada at the Beijing 2022 Olympic Winter Games (Beijing 2022 OWG) as members of the Canadian Beijing Olympic Team. ii. The objective of the Internal Nomination Procedures (INP) is to outline a clear and fair process that describes how athletes are identified and selected to the national team competing at the Beijing 2022 OWG. b. Performance Objectives i. The primary objective of the selection policy and procedures is to select the maximum number of medal potential athletes for the Beijing 2022 OWG. ii. The secondary objective is to provide highest-level international competition experience opportunities for the Luge Canada high-performance program. c. Team Size i. Nation specific allocated quota spots for the Beijing 2022 OWG will be determined by the International Luge Federation (FIL) qualification process, as outlined in the FIL 2022 Winter Olympic Games Qualification System https://www.fil-luge.org/cdn/uploads/beijing-2022- qualification-system-luge-v2-1.pdf ii. Subject to obtaining the maximum available quota spots in each discipline, Luge Canada may nominate up to a maximum total of 10 athletes to the Beijing 2022 OWG team. Maximum quota spots per discipline as follows: o 3 women’s singles o 3 men’s singles o 2 doubles teams (total of 4 athletes) iii. The Team Relay competitors (1 woman, 1 man, 1 doubles team) are chosen from the group of already qualified athletes 3. Decision Making Authority a. Pre-Games Decision MaKing Authority i. The authority for decisions and verification of nomination to the Beijing 2022 OWG team resides with Luge Canada’s High-Performance Selection Committee (HPSC). The HPSC will confirm the proper processes and procedures outlined in this INP document have been followed. ii. High-Performance Selection Committee members are: o VP Sport, Luge Canada Board Member o Executive Director, Luge Canada o High Performance Director and/or Manager, Luge Canada o Olympic Team Head Coach, Luge Canada o Olympic Team Coaching Staff, Luge Canada o Athlete Representative, Luge Canada Board Member ** Luge Canada IST Staff (Sport Science, Para Medical, Team Doctor, etc) may be consulted when their experience and knowledge is required iii. On-Site Decision MaKing Authority i. During the on-site competition period onsite at the Beijing 2022 OWG, all decision-making authority will reside with the “at Games” leadership group, comprised of the head coach, technical coaching staff, and team leader. Any and all decisions must be communicated to the Executive Director in writing prior to publishing and circulating. 4. International Federation (IF) Criteria i. In order to be selected to the Beijing 2022 OWGs, Luge Canada athletes must achieve the Minimum Qualification Standards (MQS) set forth by the International Luge Federation (FIL). ii. The FIL Qualification System for Beijing 2022 OWG (MQS) can be found at https://www.fil- luge.org/cdn/uploads/beijing-2022-qualification-system-luge-v2-1.pdf in the event of a discrepancy, the recent FIL version will prevail. In the event of changes by the FIL to the selection and eligibility criteria, Luge Canada is bound by these changes and will inform impacted individuals as soon as possible. iii. Appendix A: FIL Beijing 2022 OWG Qualification System of this document also contains the most current copy of the FIL Qualification System for Beijing 2022 5. Athlete EligiBility In order to be eligible for nomination to the Canadian Olympic Committee for Olympic Team selection, all Luge Canada Athletes must: 1. Be a Canadian citizen (this refers to Rule 41 of the Olympic Charter) 2. Have a Canadian passport that does not expire on or before August 20, 2022 3. Be in compliance with all relevant IF, IOC, and WADA Anti-Doping requirements for eligibility 4. Sign, submit, and comply with the COC Athlete Agreement and Organising Committee (OCOG) Conditions of Participation form no later than January 19, 2022. Where the athlete is under the age of 18 years, the parent or legal guardian must also sign these agreements 5. Be a member in good standing with Luge Canada, through active membership through your Provincial membership 6. Sign and submit, and comply to both Luge Canada 2021-2022 National Team Athletes Agreement and Luge Canada Internal Nominations Procedure Beijing 2022 OWG document 6. National Sport Organization Athlete Selection Criteria & Process Once a Luge Canada athlete has met the FIL QS for the Beijing 2022 OWG, the following Luge Canada Athlete selection criteria and process will be used as the guiding tool to nominate and select the Beijing 2022 OWG Luge Team. The Luge Canada selection criteria and process is achieved through two possible pathways. The first pathway of selection is by achieving an Olympic Season Qualification period “tiered results” during the 2021-2022 FIL General Class Fall World Cup racing season. The secondary pathway to being selected is through the Pre-Qualification & Verification process that occurs at specific identified events during the 2020-2021 FIL Racing Calendar (see Section 6.a). In either case, all Luge Canada athletes must first satisfy the FIL Qualification System requirements for Luge Canada to be allocated Beijing 2022 specific NSO quota spots per discipline, prior to the internal selection criteria and process. 250, 149 Canada Olympic Road SW Calgary Alberta Canada T3B 6B7 (403) 202 6581 | [email protected] | www.luge.ca a. Period of Qualification i. The Luge Canada Beijing 2022 OWG Olympic Season qualification period extends from November 1, 2021 through to January 10, 2022 inclusive. ii. To be noted: The Luge Canada Beijing 2022 OWG Pre-Selection & Verification qualification period was removed due to COVID-19 event window disruptions. All athletes must meet the FIL QS during an FIL World Cup (WC) event within the qualifying period at one of the seven (7) following qualifying level competition: a. Yanqing CHN WC (Nov 19-21, 2021) b. Whistler CAN WC (Nov 24-28, 2021) c. TBD USA WC (Dec 01-05, 2021) d. Altenberg GER WC (Dec 08-12, 2021) e. Innsbruck AUT WC (Dec 14-19, 2021) f. Konigssee GER WC (Dec 28, 2021-Jan 2, 2022) g. Sigulda LAT WC (Jan 05-09, 2022) b. Process & Established Selection Criteria i. Results from the FIL WC events listed above (see 6.a.iii) will be ranked using the following tiered structure: a. PRIORITY 1: Tier A (result must be achieved minimum of 1 time) § Men’s Singles Top 10 § Women’s Singles Top 7 § Doubles Top 5 b. PRIORITY 2: Tier B (result must be achieved minimum two times) § Men’s Singles Top 14 § Women’s Singles Top 12 § Doubles Top 9 c. PRIORITY 3: Tier C (result must be achieved minimum of two times) § Men’s Singles Top 18 § Women’s Singles Top 14 § Doubles Top 11 ALL RESULTS MODIFIED TO OLYMPIC ENTRY REGULATIONS d. PRIORITY 4: Tier D (only to be used if NSO Quota spots are available and a full team in Men’s (3 athletes), Women’s (3 athletes), or Doubles (2 teams) has not been filled using Tier A, B, C results) § The athlete or doubles team with the most World Cup qualifiers* in the fall of 2021 will be nominated to the Olympic Team * World Cup Qualifiers are defined as; achieving the minimum standards required to start in a World Cup per discipline.
