1. OSNOVNI PODACI O OPŠTINI KULA Opština Kula Se Nalazi U 1. OSNOVNI PODACI O OPŠTINI KULA Opština Kula se nalazi u Bačkoj, u zapadno-bačkom okrugu na plodnoj vojvođanskoj ravnici. Pozicionirana je centralno, na raskrsnici između Novog Sada, Sombora i Subotice tj. na veoma važnoj saobraćajnoj liniji koja vezuje Podunavlje sa Potisjem. Granični prelaz sa Mađarskom (Bački Breg) udaljen je 66 km, a reka Dunav je na 38 km, gde je Luka Bogojevo, odnosno granični prelaz sa Hrvatskom. Veliki bački kanal teče kroz naselje pružajući tako izuzetno povoljne uslove za razvoj poljoprivrede, turizma i rečnog saobraćaja. Površina opštine Kula iznosi 481 km2. 91,44% površine predstavlja obradivo zemljište. Prema prvim podacima popisa iz 2011. godine u opštini u 7 naselja živi 44,539 stanovnika. Putni saobraćaj: međunarodni autoput E-75 udaljen je 14 km, a opštinskom teritorijom prolazi državni put prvog reda (M-3). Železnički saobraćaj: međunarodna železnička pruga (Beč- Budimpešta-Beograd) je na udaljenosti od 10 km. Kroz opštinu prolazi lokalna železnička pruga Sombor–Sivac–Crvenka– Kula–Vrbas (dužina pruge 58 km). Vodni saobraćaj: Opštinu Kulu presecaju plovni putevi (osnovni kanali „DTD“: Vrbas-Bezdan, Bečej-Bogojevo i Kosančič-Mali Stapar. Ukupna dužina kanala iznosi 52.070 metara Opština Kula zbog svojih prirodnih karakteristika zemljišta, klime i vodenih resursa ima veliki potencijal u poljoprivrednom sektoru koji nije u potpunosti iskorišćen. U Opštini Kula preovladava umereno-kontinentalna klima sa specifičnostima subhumidne i mikrotermalne klime. Prosečna nadmorska visina je 98 m. Zbog svoje povezanosti i uticaja na ostale sektore poljoprivreda ima izuzetan značaj za razvoj. Pogotovo kada je poznato da se u ovoj oblasti zapošljava direktno ili indirektno veliki broj ljudi. Ukupna površina poljoprivrednog zemljišta na teritoriji opštine Kula je 43.957 ha. Od toga 9.971 ha je u državnoj svojini. Na teritoriji opštine Kula devedesetih godina prošlog veka bile su zastupljene industrijske grane kao što su: metaloprerađivačka industrija, drvna, tekstilna, industrija kože i prehrambena industrija. Metalske industrija, FA Istra Kula, koja se trenutno nalazi u stečaju, zapošljavala je preko 2.000 radnika. Takođe i ostale fabrike (Fabrika kože “Eterna”, Fabrika vunenih tkanina “Sloboda”, Industrija nameštaja “Kramer”), koje su zapošljavale više hiljada radnika se nalaze u stečaju. U opštini Kula postoje stručne srednje škole u oblasti ekonomije, mašinstva, elektrotehnike i poljoprivrede, što predstavlja značajan izvor obrazovanih kadrova. Veliki broj stručno osposobljenog kadra koji je bio zaposlen u pomenutim fabrikama je danas nezaposlen, što na tržištu rada predstavlja potencijalnu stručnu i radnu snagu za investitore. INDUSTRIJSKE ZONE Zbog visoke stope nezaposlenosti opština želi da podstakne razvoj privrede. Opština Kula je spremna da potencijalnim investitorima izađe u susret i da unutar industrijske zone formira parcele površine u zavisnosti od potreba investitora. U okviru industrijske zone dozvoljena je gradnja objekata u kojima se mogu obavljati sve proizvodne delatnosti, skladištiti sirovine i gotovi proizvodi, obavljati uslužne delatnosti i slično. Blok 66 – Kula Industrijska zona u Kuli se planira na izuzetnoj lokaciji između Kule i Vrbasa, na magistralnom putu M-3 na površini od 20 ha. Udaljenost od Vrbasa je 4 km a međunarodni autoput E-75 udaljen je 14 km. Urađen je glavni projekat opremanja industrijske zone Postavljene su dve trafo stanice pojedinačne snage 630 kWh Izrađena je kompletna projektno-tehnička dokumentacija industrijske zone (infrastrukturni objekti, gas, vodovod, kanalizacija, putevi, trafo stanice, priključci na javni put i slično) i to: Blok 66 – Kula 3. POSLOVNI PODSTICAJI ZA INVESTITORE Opština Kula je pripremila i poslovne podsticaje za investitore kojima nudi i do 50% umanjenja naknade za građevinsko zemljište. Lokalna samouprava nudi i oslobađanje od komunalnih taksi za isticanje, naknade za zaštitu i unapređenje životne sredine u naredne dve godine, kao i oslobađanje od troškova za priključenje objekata na vodovodnu i kanalizacionu mrežu. Pored posebnih pogodnosti potencijalni investitori mogu računati i na dobijanje svih potrebnih dozvola i dokumentacije u odgovarajućem roku. Pogodnosti za investitore: 1. Opština Kula će otuđiti ili dati u zakup građevinsko zemljište po ceni, odnosno zakupnini koja je manja od tržišne, ili bez naknade, u skladu sa Zakonom o planiranju i izgradnji: bez naknade, ukoliko investitor zaposli 100 ili više radnika, po ceni manjoj od tržišne sa umanjenjem od 10 do 90% u zavisnosti od broja novozaposlenih radnika. 2. naknadu za uređenje građevinskog zemljišta umanjiti: 50% ukoliko investitor zaposli 100 ili više radnika, od 35 do 45% ukoliko zaposli od 10 do 100 radnika. 3. Osloboditi investitora od komunalne takse za isticanje naziva firme i naknade za zaštitu i unapređenje životne sredine u naredne dve godine. 4. Osloboditi od troškova za priključenje objekata na vodovodnu i kanalizacionu mrežu . 4. VREMENSKI ROKOVI Prosečni vrmeneski rokovi izdavanja dokumentacije koja je u nadležnosti Odeljenja za urbanizam, komunalno-stambene delatnosti i zaštitu životne sredine opštine Kula: Parcelacija - 30 dana Prikupljanje uslova za izdavanje lokacijske dozvole – 30 dana (propisan rok za javna preduzeća) Izdavanje lokacijske dozvole - 15 dana od predaje prikupljenih uslova za izdavanje lokacijske dozvole Izdavanje građevinske dozvole - 8 dana Izdavanje upotrebne dozvole – izrada dokumentacije traje 7 dana, nakon prijema zapisnika komisije za tehnički pregled, a rok je 30 dana od dana prijema zahteva Svi rokovi važe od dana podnošenja urednog zahteva odeljenju za urbanizam, komunalno- stambene delatnosti i zaštitu životne sredine (sa svom zakonski propisanom dokumentacijom koju pribavlja investitor) 5. INVESTITORI KOJI SU ULAGALI U OPŠTINU KULA Najznačajnija investicija u 2011. godini je otvaranje pogona za šivenje sportske odeće, u Sivcu. Investitor je kompanija ANTARES & BDPR d.o.o. Preduzeće zapošljava 70 radnika. Trenutno su u toku pregovori sa četiri potencijalna investitora. 6. INFRASTRUKTURA Nivo komunalne opremljenosti domaćinstava: sanbdevenost vodom: 91% priključak na elektro mrežu 91,8% kanalizacijom pokriveno 87% Telekomunikacija i internet dostupni svim građanima, u toku je realizacija projekta kojim se parkovi pored mesnih zajednica opremaju bežičnim internet predajnicima. Sprovedena gasifikacija u svim naseljenim mestima u opštini Kula. Upotrebnu dozvolu poseduje grad Kula i naseljena mesta Sivac i Crvenka, dok je u Ruskom Krsturu, Kruščiću i Liparu započet proces izdavanja upotrebnih dozvola. Na teritoriji cele opštine postoji organizovano odnošenje otpada iz domaćinstava, u nadležnosti javnih komunalnih preduzeća i mesnih zajednica. 7. SAOBRAĆAJNA POVEZANOST Opština Kula ukupno ima 91 km kategorisanih puteva sa savremenim kolovozom: 18 km magistralnih, 36 km regionalnih i 37 km lokalnih, kao i 12 km nekategorisanog puta koja povezuju naseljena mesta. Opština Kula u saradnji sa opštinama Vrbas i Sombor već duži niz godina pokreće inicijativu za utvrđivanje koridora međunarodnog putnog pravca E-75 Vrbas-Kula-Sombor-granički prelaz Bački Breg, čijom gradnjom bi se znatno skratilo putovanje iz zapadne Evrope prema jugu i unapredio privredni razvoj ovog regiona Vojvodine. Takođe, podnet je i zahtev za prekategorizaciju lokalnog putnog pravca Odžaci - Bački Gračac – Kruščić – Crvenka - Nova Crvenka – Duboka – Bajša - Bačka Topola u regionalni putni pravac, s obzirom da postoje značajni industrijski i ljudski resursi i da svi parametri i kriterijumi sigurno idu u prilog ove prekategorizacije. Prostorom opštine prolazi državni put I reda (M-3) pravcem: granični prelaz Bogojevo - Odžaci - Kula - Vrbas - Srbobran - E75 - Bečej - Kikinda - granica Srbije sa Rumunijom, koji dijametralno preseca teritoriju opštine na pravcu zapad - istok i recipijent je većine integralnih kretanja u okviru opštine. Granični prelazi Srbija – Mađarska: Najprometniji i najbliži prelazi na granici između Srbije i Mađarske su: - Bački Breg (SRB) – Hercegszántó (HUN) 66 km - Horgoš (SRB) – Röszke (HUN) 83 km - Kelebija (SRB) – Tompa (HUN) 68 km Na svim ovim prelazima dozvoljen je saobraćaj putničkih i teretnih vozila.     Water treatment plant in Vrsac A total of 6 million euros will be set aside for the construction of a drinking water treatment plant in Vrsac. An agreement on a loan and the project funding was signed today in Belgrade. The agreement is part of the Program of Water Supply and Sewerage in Medium-sized Municipalities in Serbia, which is being implemented by the Ministry of Economy in association with the Government of Germany and the German DEvelopment Bank (KfW) for the fourth consecutive year. The total value of that program, which covers 16 municipalities in Serbia with a total of over 1.5 million inhabitants, is 89.4 million euros, and the funds are provided from a donation and a loan. Implementation of the first part of the program started in 2008 in Kraljevo, Loznica, Pancevo, Sabac, Smederevo, Sombor, Sremska Mitrovica, and Vrsac. After the agreement was signed, Minister of Economy Nebojsa Ciric said to the press that that document was very significant for Vrsac. – This is a concrete example of assistance provided by the German government and KfW to Serbia, that is, the local self-government – he said and added that 60 percent of the funds were provided from a loan, while the rest came from a donation. He added domestic construction companies would be hired for the construction.     09-15 OCT 2017 UNHCR SERBIA UPDATE HIGHLIGHTS AND STATISTICS . On 15 October, 4,275 new refugees, asylum-seekers and migrants were counted in Serbia, of which 3,855 were housed in 18 governmental centres (below chart as well as our Joint Assessment of Government Centres refer). Authorities made further excellent progress in school-enrolment: Some 85% of 7-14 year old refugee, asylum- seeking and migrant children attended classes, of which 430 attended public primary schools while some 70 were schooled inside the Transit Centres (TCs) of Sombor, Subotica or Kikinda. Some efforts are also being made to enrol children over 14 years of age into secondary schools. During the week, the authorities closed all remaining temporary emergency shelters (rub-halls and tents) in the TCs of Adasevci, Principovac, Sombor and Kikinda, and relocated all men and boys who had been accommodated therein into more solid long-term shelters. Additionally, they transferred some 50 unaccompanied and separated boys, who had been accommodated in Adasevci TC, to Krnjaca Asylum Centre (AC) and 112 men and boys who were camping outside centres near Sid to the Presevo Reception Centre (RC). UNHCR and partners continued assisting high numbers of 244 newly arrived asylum-seekers (compared to 272 last week). Sample profiling of a group of 118 new arrivals in Belgrade, showed that 40% were women and children and 60% men, that most fled Iraq (29%) or Afghanistan (24%) only one-three weeks ago and reached Serbia through Bulgaria (59%) and/or fYR Macedonia (35%). On 10 October, on the occasion of the World Mental Health Day, UNHCR partner Psychosocial Innovation Network (PIN) presented its Study on mental health of refugees in Serbia to partners and the media (for more details please see PIN's FB post.) .

The Law on Regional Development (adopted in July 2009, “Official Gazette of the Republic of Serbia”, No. 51/2009, 30/2010 and 89/2015) defined the competence and area of intervention of regional development agencies for planning of development processes at regional level, applying the principles of broad stakeholder participation, inter-municipal and cross-sector approach in identifying problems and measures to address them. REDASP consistently applies these principles in its work on the one hand and has the ratification of the European Landscape Convention on the other hand. Thus the Republic of Serbia has recognised the landscape as an essential component of the human environment and agreed to 1). establish and implement a set of policies aimed at the protection, management and planning of the area and 2). to establish procedures for involvement of the wider public, local and regional authorities, as well as other landscape policy stakeholders.
