This template also includes a number of questions regarding implementation of Section 49A of the DDO from the 1 April 2012 to 31 March 2013 (Part B).

Executive Summary  What were the key policy / service developments made by the authority during this reporting period to better promote equality of opportunity and good relations and what outcomes were achieved?

The Northern Ireland Assembly Commission (the Commission) continues to progress the equality agenda through all areas of its business with Assembly staff, visitors to Parliament Buildings and building users. This annual report records the activities and actions undertaken by the Commission in furtherance of its statutory obligations. It covers the period 1 April 2012 to 31 March 2013. Below is a ‘snapshot’ of developments during this reporting period.

6. Parliament Buildings was the first public building in the UK to achieve formal accreditation through the National Autistic Association for its autism Initiative. 9. Education E-Learning Age Award – Biz Media E-Learning Gold Award achieved in partnership with CCEA for our interactive and learning website.

10. A motion on the flying of the Union flag was agreed “That the Assembly Commission tasks officers to bring back a report, within 3 months, following consultation with Assembly Parties, reviewing the number of days upon which the Union Flag flies from Parliament Buildings and detailing a range of options and how a process of public consultation could be carried out and arrangements for carrying out an EQIA.”

14. Continued policy development and revision to include consultation with staff and the public.

15. Proposals for a Youth Assembly were developed and the Commission endorsed the approach to seek funding partners and ask OFMDFM to make a bid to the Executive on their behalf.

16. A ‘Youth Work is Political’ Conference was held in conjunction with Youth Action, Public Achievement (WIMPS) and Save the Children NI.

17. A quiet room was established and a braille self-guided tour map developed.

18. Equality training for staff continued in the reporting period.

19. A good relations cross directorate panel was established to take forward the Good Relations Strategy equality screening.

20. The Speakers Art Group 2012 -2013 exhibitions schedule was agreed and included the Ulster Academy of Female Artists to celebrate International Women’s Day, an exhibition of school presentations on suffrage http://education.niassembly.gov.uk/node/220, an exhibition by people recovering from mental health, produced in association with the NI Arts Council and UK City of Culture exhibition. 22. The Education Programme was delivered in Irish. From April 2012, the NI Assembly Education Service delivered the education programme to 6 groups of students from 4 different Irish-medium schools. A full breakdown of school trends from 1 April 2012 – 31 March 2013 can be found at Appendix 4.

23. The Speaker’s Christmas Event was held and recognized the contribution to society of those people with a neurological condition or those people who are actively involved in supporting those who have neurological conditions. 25. Parliament Buildings hosted 79,081 visitors during 2012.

26. A ‘Guide for Witnesses’ was updated to include a guide for a person with autism attending a Committee Meeting.

27. A range of Committees, supported by the Assembly Secretariat, received briefings and took evidence from a number of organisations from Section 75 groups. Examples can be found at Appendix 5.

35. ‘Let’s Talk’ events were held with schools on a cross community basis. Five events were held

Knowledge seminars (Series 1) were completed in reporting period and are on-going in 2013. ‘Promoting evidence-led policy and law-making within Northern Ireland’ – that is the underlying aim of the Knowledge Exchange Seminar Series, collectively sponsored by the Queen’s University of Belfast, University of Ulster and the Assembly’s Research and Information Service (RaISe). In an attempt to encourage debate and improve understanding, the Series will provide an opportunity for the presentation of local research findings about diverse social issues faced in various sectors, such as health, social development, education, children/young people and older people http://www.niassembly.gov.uk/Assembly-Business/Research-and-Information-Service- RaISe/Knowledge-Exchange-Seminars-Series-1/

37. The annual staff disability audit was completed.

38. Approval was gained from NI Fire Service on the revised Generic Emergency Evacuation Plans (GEEPs) and Personal Emergency Evacuation Plans (PEEPs).

39. In March 2013 the revised Dignity at Work Policy resulted in a revised pilot training programme which was trialed with staff covering the new policy, grievance, discipline and conduct.

41. Staff Attitudes Survey was completed.

42. The Assembly Secretariat developed an Employer Supported Volunteering (ESV) Policy in consultation with NIPSA, Staff and external organisations. The ESV policy was approved by the Secretariat Management Group in June 2012 and it provides a framework to support staff members who wish to take part in volunteering activities which benefit the community. A cross directorate volunteering working group was established to co-ordinate and raise awareness of volunteering opportunities to staff. To date 70 staff members have taken part in volunteering activities for Marie Curie Cancer, Belfast Central Mission, St Vincent De Paul, Business in the Community, Growing Connections Farm, 2013 World Police and Fire games and various environmental days.

 What are the main initiatives planned in the coming year to ensure the authority improves outcomes in terms of equality of opportunity and good relations for individuals from the nine categories covered by Section 75?

Main planned Initiatives for the period April 2013-March 2014

1 Age At its February 2013 meeting the Commission confirmed its commitment to the establishment of a Youth Assembly for Northern Ireland. The Commission endorsed the approach to seek funding partners and ask OFMDFM to make a bid to the Executive on their behalf. The Commission further agreed to seek a youth sector partner to recruit and deliver the pilot Youth Assembly and committed to publishing the report on consultation, outlining the model for a future Youth Assembly.

2 Good At the Commission meeting held on 5 February 2013 the motion/proposal set out Relations below was agreed. “That the Assembly Commission tasks officers to bring back a report, within 3 months, following consultation with Assembly Parties, reviewing the number of days upon which the Union Flag flies from Parliament Buildings and detailing a range of options and how a process of public consultation could be carried out and arrangements for carrying out an EQIA.” This issue will be looked at apart from, and in addition to, the current Good Relations Screening.

3 Good To hold a ‘Good Relations’ day with Commission Members in May 2013 to Relations discuss the Good Relations Strategy, Language Policy and other good relations issues.

4 Good To present a paper to the Senior Management Group (SMG) detailing proposals Relations for the collection of visitor data relating to Good Relations.

5 Disability/ To hold a formal opening of the new front access to Parliament Buildings. The Dependents Assembly Commission has recently completed a range of physical works aimed at improving access via the front door of Parliament Buildings. The work included new access ramps to each side of the front portico, raising the portico floor level to eliminate the step at the threshold, replacement of the existing front steps and handrails, automation of the double entrance doors and the replacement of areas of cobble stone paving with smooth granite walkways. All of the work was designed to complement the existing façade of the listed building and to comply with all relevant legislation.

The purpose of ‘Politics Plus’ is to develop a Opinion and positive future for politics in order to strengthen democracy and to create a better Men and future for all. ‘Politics Plus’ vision is to enhance the capacity and credibility of Women political institutions by providing independent, effective and creative programmes Generally for those involved in politics and public service. To fulfil our purpose and achieve our vision, over the next four years ‘Politics Plus’ will:

a) Provide the highest quality professional development opportunities for elected representatives, party support staff and public officials, b) Promote engagement between elected representatives and public officials at all levels of government, c) Strengthen the role of women in political and public life, d) Deliver international development and exchange programmes for elected representatives and public officials in states affected by conflict and instability.

23 All The Community Development and Health Network (CDHN) is a regional Categories organisation working towards ending health inequalities using a community development approach. CDHN has requested a training session as part of their “Pathways to Health” programme. CDHN has identified an opening within the Level 2 programme for an educative session on how the Assembly works, followed by opportunity to raise issues with MLAs on a topic like the public health strategy, Local Commissioning Groups or the Compton Review. Learning Focus  To increase knowledge of the Northern Ireland Assembly, its structures and processes  To develop skills and confidence in engaging with elected representatives, specifically on issues relating to health inequalities The Community Outreach team has already delivered a session on ‘How the Assembly Works’ at an event in in 2012 which also featured round table sessions with MLAs. 24 Racial NICEM are holding a series of town hall sessions to increase participation by Groups those from ethnic minority groups in the political life of Northern Ireland. Organised and hosted by NICEM, the Community Outreach team will provide a session on ‘How the Assembly Works’ and a short workshop in shaping relevant questions for an evening session which features a panel of MLAs for Q&A. 25 All Participation, Engagement and Skills Project – Foyle. PESP provides support for Categories communities, community groups and individuals in the North West so that they can become better informed and therefore more closely involved with the wide range of decisions that have a real impact on everyday life. 9  Tour 26 All Irish Congress of Trade Unions. The Irish Congress of Trade Unions (ICTU) is Categories the single umbrella organisation for trade unions on the island of Ireland. Congress is the largest civil society organisation on the island. It is the apex body representing 832,000 workers affiliated through 64 trade unions in Northern Ireland and the Republic of Ireland. The organisation is required, through its mission statement, to strive to achieve economic development, social cohesion and justice by upholding the values of solidarity, fairness and equality.

The Northern Ireland Committee (NIC) of the ICTU is the representative body for 34 trade unions with over 215,000 members across Northern Ireland. In membership terms, it is the largest civil society organisation in Northern Ireland. A training session which features input from the Bill office, the research team and a committee clerk.

As Equality has become more mainstreamed across directorates, Section 75 obligations are being considered from the outset when developing policies, and so issues are often resolved before screening is commenced. a) Procurement Strategy . The Implementation Date has been revised due to pressure on professional resources and possible changes to the procurement environment. All of the available procurement resources have been fully utilised in delivery of core procurement services. In addition, the recently completed review of contract creation and contract management could lead to significant changes to procurement processes and practices. Therefore, the revised process for equality screening Secretariat procurement will be;

 Development of the agreed policy which results from the procurement review.  Screening of the new policy.  If EQIA is not required this will be communicated to both internal audit and the Equality Commission.  If an EQIA is required then this will be conducted in line with the Secretariat’s policies.

b) Engagement Strategy EQIA commenced in 2012. Following meetings with the Equality Manager it was evident that the EQIA would be based on a strategy which was out of date and in some areas not deliverable due to many changes that had taken place since the strategy was introduced in 2009. A new approach was approved by the Director of Information and Outreach and the Engagement Strategy was removed from the Assembly website. The Equality Manager met with the Equality Commission and asked if this EQIA could be suspended and the approach changed which would mean an Equality Screening and possible EQIA would take place on an updated strategy. The Equality Commission was content with this approach and confirmed this in writing. The strategy is being reviewed through the preparation of the Information and Outreach Directorate Business Plan 2013-14. Following preparation of the Business Plan, the Director will inform SMG (April 2013 meeting) if a new Engagement Strategy is required.

22. The Communications team continues to improve the way social media is being used; this has included using a more targeted approach for disseminating audiobooks and video packages, closer working with other business areas to publicise events.

23. In the reporting period, no requests have been received by the Publications Office to produce any of the NI Assembly’s material in alternative formats.

Section 7: Data Collection & Analysis  Please outline any systems that were established during the year to supplement available statistical and qualitative research or any research undertaken / commissioned to obtain information on the needs and experiences of individuals from the nine categories covered by Section 75, including the needs and experiences of people with multiple identities.

A paper proposing the implementation of a visitor survey and centralized research proforma will be tabled at the April 2013 SMG meeting in order to address identified data deficits as detected through the Good Relations Screening process. The visitor survey and research pro forma has been designed and validated by the Assembly’s Research Service, RaISE and in conjunction with the Commission and Corporate Support Unit.

A range of methods have been used during screening processes and consultations to obtain information. Staff surveys have also provided supplementary information.

Section 8: Information Provision, Access to Information and Services  Please provide details of any initiatives / steps taken during the year, including take up, to improve access to services; including provision of information in accessible formats.

1. Education E-Learning Age Award – Biz Media E-Learning Gold Award was achieved in partnership with CCEA for our interactive and learning website. See point 8 under ‘Consultation and Engagement’ section.

2. In the 2011-2012 annual report the Education Service committed to continue to develop the education programme with education visits to Parliament Buildings and an outreach programme with schools and colleges across Northern Ireland to improve access. This has continued and figures are attached at appendix 4. These are broken down by constituency and school type.

3. The Education Service attends the NICCY Participation Forum meetings (with Departmental Children’s Champions and representatives of various youth sector groups) in order to exchange ideas with respect to the development of the Assembly’s Youth Panel. NICCY were also consulted in relation to the development of Education Service resources with a view to promoting participation in the work of the Assembly.

4. A paper has been tabled to the Senior Management Group on data collection within the area of good relations. This paper relates to proposing the implementation of a visitor survey and a centralized research proforma

26 Section 10: Consultation and Engagement  Please provide details of the measures taken to enhance the level of engagement with individuals and representative groups during the year.  Please outline any use of the Commission's guidance on consulting with and involving children and young people.

1. The Education Service organised a video conference with 2 MLAs (Chris Hazzard MLA, John McCallister MLA) and 3 school councils from primary schools in South Down – Cumran Primary School, St Macartan’s in Downpatrick and St Malachy’s in Castlewellen. The pupils engaged with MLAs and had the opportunity to ask questions about the role of an MLA.

2. The Education and Learning Committee had a huge response to a survey on career guidance education. One of the Secretariats Education Officers worked with Committee staff on the organisation of the survey.

3. Young people from the YMCA ‘Youth in Government’ Programme participated in a debate held in the Senate Chamber on Friday 22 March 2013 – this event was facilitated by the Education Service and chaired by an Assembly Clerk. The young participants came from schools across the community in the Belfast area and benefited from the experience of a formal debate in the Senate.

4. The Education Service worked with the Marine Task Force to facilitate the engagement of young people from schools across the community regarding the Assembly’s consideration of the Marine Bill. The young people participated in an education programme covering the legislative process and they presented evidence to Environment Committee. The group lobbied hard for amendments to the Bill, particularly in relation to the creation of an independent Marine Management Organisation. An amendment to this effect has been tabled for consideration by the Assembly.

5. Public and internal consultations took place during the reporting period on policy screening.

8. Engagement with young people and young adults was recognized through the Education Service winning the E-Learning Age Award – Biz Media E-Learning Gold Award in partnership with CCEA for our interactive and learning website.

27 The Education Service scored a major accolade in 2012. Working in partnership with the Council for Curriculum, Examinations and Assessment (CCEA), it developed a new interactive website which was awarded a gold medal in the E- Learning Age Awards. This international competition recognises high quality e- learning packages. The site, designed to provide a gateway into the work of the Assembly, is subdivided into age appropriate sections featuring interactive activities. It also includes a teacher section containing ideas for integrating the site into classroom activities. Students can make their own law, explore an interactive timeline, discover what it would be like to be an MLA for a week and navigate their way around a 3D model of Parliament Buildings.

9. Consultation and engagement continued with Parties and the Commission on the Flying of the Union Flag. A motion was agreed which stated that “That the Assembly Commission tasks officers to bring back a report, within 3 months, following consultation with Assembly Parties, reviewing the number of days upon which the Union Flag flies from Parliament Buildings and detailing a range of options and how a process of public consultation could be carried out and arrangements for carrying out an EQIA.”

13. ‘Youth Work is Political’ Conference was held in conjunction with Youth Action, Public Achievement (WIMPS) and Save the Children NI. This was the second annual conference organised by the Participative Democracy Partnership (PDP). The PDP is a joint initiative between the Assembly Education Service, Youth Action, Public Achievement (WIMPS) and Save the Children NI to encourage youth workers to engage the young people they work in politics/democracy. The theme of the conference was “Developing Political Habits in Youth Work” and its purpose was to inspire youth workers to embrace participative democracy as a catalyst for young people affecting social change. The inspirational keynote speaker was Mike Baiserman from the University of Minnesota and a workshop- based format aimed to develop practical civic youth work skills. The conference was attended by youth workers from all over Northern Ireland. The Education

28 Service organised a follow-up Youth Worker Training Day in Parliament Buildings, with MLA participation, to raise awareness of the work of the Assembly and give practical advice on ways of getting involved.

14. The Education Service worked in partnership with the Geological Survey Northern Ireland and Queen’s University Belfast to deliver an event that examined the link between science and policy. The event was planned as a cross-community exercise and involved Methodist College Belfast, Rathmore Grammar School and Sacred Heart Grammar School.

15. Education Service ‘Learning Together Group’:  Cross community ‘Learning Together’ groups – outreach and inward education visits by groups of schools on a cross community basis - usually 5 visits per school year with Year 10 pupils.  ‘Learning Together Communities’ school groups – which include cross- community groups of A-Level Politics students.  Roe Valley Learning Community –May 2012.  Limavady High School, Limavady Grammar School, St Mary’s High School & St Patrick’s High School held a joint school council meeting and debate facilitated by Education Service. This involved 70 Key stage 3 Pupils.

16. A quiet room was established and braille self-guided tour map developed following consultation and engagement with a range of Section 75 groups.

17. 20. Through consultation a ‘Guide for Witnesses’ was updated to include a guide for persons with autism attending a Committee Meeting.

21. Continued events were hosted at Parliament Buildings covering issues affecting a range of Section 75 categories. See appendix 8.

22. ‘Let’s Talk’ events were held with schools on a cross community basis. Five events were held during 2012-2013.

From April 2012, the NI Assembly Education Service delivered the education programme to 6 groups of students from 4 different Irish-medium schools: Coláiste Cois Life (Dublin, ROI) took part in an education programme on 8 May 2012 Coláiste Feirste (west Belfast) took part in 4 education programmes (May 2012, 13 Nov 2012, 28 Nov 2012, Dec 2012), Gaelcholáiste na Mara (Wicklow, ROI) took part in an education programme on 18 April 2012 and Gaelscoil na Speiríní (Mid Ulster) took part in an education programme in April 2012. Students got the opportunity to experience some of the programme delivered through the medium of the Irish language and a number of Irish speaking MLAs met with the Gaelscoileanna groups for a Question & Answer session.
