Salinity Mapping for Resource Management within the County of Newell, Alberta Prepared by J. Kwiatkowski C.R. King Conservation and Development Branch Alberta Agriculture, Food and Rural Development 1998 Abstract This report presents a methodology to map salinity at a municipal scale and applies this procedure to the County of Newell, a municipality in southern Alberta. The methodology was developed for the County of Vulcan (Kwiatkowski et al. 1994) and is being applied to other Alberta municipalities which have identified soil salinity as a concern. Soil salinity is a major land degradation issue in the County of Newell. The information on salinity location, extent, type and control measures presented in this report will help municipal planners to target salinity control and resource management programs. The methodology has five steps: 1. The location and extent of saline areas are mapped based on existing information including aerial photographs, maps, satellite imagery, and information from local personnel and field inspections. 2. Saline areas are classified on the basis of the mechanism causing salinity. The mechanism is important because it determines which control measures are appropriate. Eight salinity types are recognized within Alberta. 3. Cost-effective, practical control measures are identified for each salinity type. 4. A digital data base is created in ArcInfo format with geographically referenced information on salinity location, type and extent. This data base can be easily managed and transformed into ArcView format. It can be used to create maps and calculate statistics. Additional text and graphic information can be added to the data base as the data become available. -

It lies within the Alberta Plains physiographic region . Surface landform features are mainly those of an undulating till plain interrupted by areas of smoother topography indicative of water-laid deposits . Underlying soft rock formations of Upper Cretaceous age occur at relatively shallow depths, particularly on the eastern side of the county . Spectacular views of hoodoo formations on exposed soft rock materials can be seen along Red Deer River, especially in Dinosaur Provincial Park . A continental type of climate prevails, with semiarid conditions, which results in native vegetative cover characteristic of the shortgrass prairie ecological region . -

Rural Multi-jurisdictional Intermunicipal Development Plan Project In 2012, Vulcan County and seven other rural municipalities initiated a process to create a series of 11 rural-to-rural intermunicipal development plans. The impetus of the project is to improve consultation between rural municipalities in Southern Alberta, who in many cases share expansive borders. Although the border areas are primarily used for agricultural purposes, in many cases significant ecological, mineral and hydrogeological resources exist, as well as important infrastructure including transportation and utilities. -

Lethbridge County and Municipal District of Willow Creek Intermunicipal Development Plan Lethbridge County Bylaw 19-014 MD of Willow Creek Bylaw 1831 May 2019 LETHBRIDGE COUNTY IN THE PROVINCE OF ALBERTA BYLAW 19.014 BEING a bylaw of Lethbridge County in the Province of Alberta, to adopt an lntermunicipal Development Plan between Lethbridge County and the Municipal District of Willow Creek pursuant to Sections 631 and 692 of the Municipal Government Act, Revised Statutes of Alberta 2000, Chapter M-26, as amended; WHEREAS municipalities are required by the Province to expand intermunicipal planning efforts to address planning matters that transcend municipal boundaries through an intermunicipal development plan; AND WHEREAS both the Councils of Lethbridge County and the Municipal District of Willow Creek agree that it is to their mutual benefit to establish joint planning policies and this negotiation and agreement reflects a continuing cooperative approach between the two municipalities and the desire to see well- planned, orderly, and managed growth. AND WHEREAS the municipality must prepare a corresponding bylaw and provide for its consideration at a public hearing. NOW THEREFORE, under the authority and subject to the provisions of the Municipal Government Act, Revised Statutes of Alberta 2000, Chapter M-26 as amended, the Council of Lethbridge County duly assembled hereby enacts the following: 1. That the Lethbridge County and Municipal District of Willow Creek lntermunicipal Development Plan, attached hereto, be adopted. 2. This plan, upon adoption, shall be cited as the Lethbridge County and Municipal District of Willow Creek lntermunicipal Development Plan Bylaw No. 1831 and Bylaw No. 19-014.
