Alternative 1 represents no change from the current Forest Plan. Alternative 2 is the proposed action for the draft revised Forest Plan and the alternative preferred by the Forest Service. Alternative 3 is a variation of alternative 2. Comments on this draft EIS must be received or postmarked within 90 days of the Environmental Protection Agency’s publication of the notice of availability in the Federal Register. It is important that reviewers provide their comments at such times and in such a way that they are useful to the agency’s preparation of the final Environmental Impact Statement. Therefore, comments should be provided prior to the close of the comment period and should clearly articulate the reviewer’s concerns. Comments received in response to this solicitation, including names and addresses of those who comment, will be part of the public record for this proposed action (40 CFR 1502.10). The decision to approve the revised Forest Plan for the El Yunque National Forest will be subject to the objection process identified in 36 CFR Part 219 Subpart B (219.50 to 219.62). Only those individuals and entities who have submitted timely and substantive formal comments related to the El Yunque National Forest Plan revision will be eligible to file an objection (36 Code of Federal Regulations (CFR) 219.53(a)).
