Prepared for: State of New Jersey Department of Treasury, Division of Property Management and Construction AECOM Intensive-Level Architectural Survey of the Project number: DPMC Contract #: P1187-00 Hoboken Historic District Management Summary AECOM Technical Services, Inc. completed this Intensive-Level Architectural Survey of the Hoboken Historic District in the City of Hoboken, Hudson County, New Jersey for the State of New Jersey Department of Environmental Protection and State Historic Preservation Office (NJ HPO). This project was made possible through US Housing and Urban Development (HUD) Community Development Block Grant Disaster Recovery Program (CDBG-DR) funding. The purpose of the project was to provide the State of New Jersey and the City of Hoboken with expert analysis and recommendations regarding New Jersey and National Register eligibility for resources in and adjacent to the National Register (NR) eligible Hoboken Historic District (SHPO Opinion 12/23/2016; COE 1/26/2017), with additional emphasis on the impact of visible flood mitigation measures. The project was undertaken over the course of seven months, resulting in a historic overview; production of HPO survey forms; two public meetings; and an Intensive-Level Survey Report. AECOM recorded character-defining features and made SURVEY AT A GLANCE status recommendations for 1,602 properties both within and outside of the Hoboken Historic District between Project Area October and November 2018. Of the 1,602 properties, 1,602 Properties surveyed 1,290 were recommended as contributing and 242 were recommended as non-contributing. A total of 109 were 980 Properties in the Flood located outside the current boundaries of the Hoboken Hazard Area (FEMA) Historic District; of those, 62 properties were Hoboken HD recommended for inclusion as part of a proposed boundary expansion. Common character-defining 1,565 Properties within the features noted throughout the district are original current boundaries of the Hoboken Historic garden-level basements with areaways; original stoops; District original cast and wrought iron railings and newel posts; original openings with intact surrounds and 1,290 Recommended enframements; and original cornices. The survey Contributing revealed the Neo-Grec rowhouse as the predominant 33 Recommended Key- residential building style within the district. Contributing Approximately 73 pre-1860 buildings and 41 early wood frame buildings were also surveyed. 242 Recommended Non- Contributing The scope of the project also included intensive-level SR/NR Eligible assessment for individual inclusion on the New Jersey 2 Recommended Eligible and National Registers of Historic Places (SR/NR) for a Historic Districts total of 25 historic resources. Based on the properties included in Project Area, AECOM evaluated four historic 1 Recommended districts – three previously unevaluated and a boundary Boundary Increase increase for the NR-eligible Hoboken Historic District – 7 Recommended and 21 individual resources. Based on field investigation Individually Eligible and archival research, two historic districts were Resources recommended SR/NR eligible; a boundary increase is recommended for the NR-eligible Hoboken Historic Prepared for: State of New Jersey Department of Treasury, Division of Property Management and Construction AECOM Intensive-Level Architectural Survey of the Project number: DPMC Contract #: P1187-00 Hoboken Historic District District; and seven properties are recommended both as individually eligible for listing on the SR/NR and as Key Contributing resources to the Hoboken Historic District. A total of 980 properties in the Project Area (or 61%) are located in a flood hazard area – including 27 Key Contributing resources. Field results indicated that 95 properties have a visible intervention that appears to serve a flood mitigation or resiliency purpose. The least obtrusive interventions include those limited to the façade’s basement or ground level, such as basement window infill and the addition of pervious groundcover at the areaway. While less common, the most intrusive interventions to the district are rooftop additions, elevated primary entrances, and abandonment of basement and ground floor space on both historic and new construction. In terms of overall impacts to the historic district, insensitive mitigation measures are not resulting in widespread diminishment of integrity at this time. However, when coupled with the deleterious effect of demolition and incompatibly scaled and massed infill development – impacts to the district’s historic character and setting can indeed be felt in certain areas. Coastal storms combining with sea level rise have increased the risk of flooding and storm surge damage in coastal communities. The communities of the City of Hoboken and Jersey City are low-lying areas along the Hudson River waterfront and the Newark Bay/Hackensack River with little or no relief. Flooding in these areas is a result of intense precipitation and runoff, tides and/or storm surges, or a combination of all of them. During Super-storm Sandy these communities experienced severe flooding and flood-related damage as a result of the storm surge. ii Following the damage that was created on these communities by flooding from Sandy, this research was initiated in order to develop comprehensive strategies to make Hoboken and Jersey City more resilient to flooding. Commonly used flood measures like storage, surge barrier, conveyance, diversion, pumping, rainfall interception, etc. are examined, and the research is focused on their different combination to address different levels of flood risk at different scales.

Joseph Svehlak was born in Sunset Park, Brooklyn––or Old Bay Ridge––to immigrant parents of Moravian-Czech descent, who initially resided on the Lower West Side of Manhattan before relocating to Brooklyn. Svehlak is a founding member of the Friends of the Lower West Side, and has worked to bring recognition to the diverse history of the neighborhood and to secure Landmark status for the area’s three remaining buildings. Purchasing his “first old house” in Sunset Park in 1970, Svehlak became involved with community activism to address a lack of city services and languishing of community activities the neighborhood. With a few neighbors, he established a block association in 1971, and was a founding member in the mid-‘70s of the neighborhood-wide Sunset Park Restoration Committee, which organized house tours and coordinated resources for homeowners to restore their old homes, among other community activities. He eventually got his real estate license to help recruit homebuyers to Sunset Park, and started doing walking tours of the neighborhood––in part because he didn’t own a car.
