S. Kalajian & K. Stone /January 2018 Securing the Future of Our Libraries The Facts: Residents Love Our Libraries Sarasota County has an outstanding library system, which is heavily used and widely loved by its patrons. Nearly 78% of the residents of Sarasota County have library cards. More than 10,000 visit our ten libraries in person each day. In the last 10 years, the Sarasota County population increased 11.8% and the County responded by opening two new libraries. In 2012, Sarasota County libraries were named Florida Library of the Year. Today, our libraries are so much more than books and helpful librarians ● They are visited 30,000 times online every day by people seeking free internet access, informative databases, and music, movies and audiobooks to download at no charge.

● They offer free homework help and assistance with electronic devices – and guidance to find reliable online and print sources. ● They engage our children in story hours and summer reading programs; they offer adult literacy and English as a Second Language classes. ● They provide free tax preparation help and are the portal to many government benefit programs.

● They also serve as summer food distribution centers for kids and offer a warm welcome for seniors seeking companionship and a newspaper to read. There’s more Sarasota County libraries are the only free reading resource for people with visual disabilities. They provide large print books, audio books and computers with adjustable font sizes. They deliver books for free to the homebound. They are especially important for our students who no longer have professional librarians in the public schools.

Our libraries are a vital community resource that require adequate and sustained public funding to meet the needs of a wide spectrum of Sarasota County residents. We request Seniors use the library for lifelong learning and keeping up with technology. no further reductions in the libraries’ 2019 proposed budget. The Challenge: Budget Cuts Threaten Our Libraries Sarasota County libraries receive 93% of their annual operating budget from the General Fund of Sarasota County. The balance of library operating funds comes from the State of Florida and private donations made to the County for libraries in the past.

Sarasota County taxpayers also support the library through the capital budget. The new Shannon Staub Library was completed in November and a new library is currently under construction in Venice to replace the original structure.

The annual operating budget for libraries for FY2018, which began October 1, 2017, is $14.7 million. During the 2008-2011 recession, the libraries’ budget was cut dramatically and has never recovered. To achieve the required recession funding cuts, the Library streamlined its operations in the following ways:

● Created a new business model deploying 154 FTE staff at 10 libraries. This is 4 less FTEs than in 2007 when there were 8 buildings. ● Added new technologies to make check-out and check-in of materials more efficient. Today, 70% of library users check out their own materials. ● Centralized operations. ● Implemented a floating collection and added more online resources. ● Ceased interlibrary loan service. ● Reduced hours each week and eliminated all Sunday hours. ● Did not fill staff vacancies and converted some positions to part-time.

The County Commissioners have asked all General Fund agencies to present budget projections that include 11.6% in additional reductions for FY2019. For the current fiscal year, the Commission chose not to increase the millage or public service tax in October. Budget discussions for the next fiscal year (beginning October 1, 2018), will begin on January 30 and will continue until a balanced budget is passed in June. The Impact of Budget Cuts Most of the cuts made during the recession have not been restored. The only place to further reduce the libraries’ budget is through additional reductions in library staff, services and hours.

Although we have not seen the specific areas targeted for reduction, we anticipate that the number of staff will be reduced, hours of operation will be cut back again, and the print and electronic collection will not grow to meet user demand. The long waiting times for best-selling e-books and audiobooks will continue. Security of staff, volunteers and users could be jeopardized. Sunday hours and the return of interlibrary loan services will not be restored.

For some people in Sarasota County, further budget cuts at our libraries may not pose a severe hardship if they have Internet access at their home or office. Most of these individuals can purchase a book when they want one.

A week at our 10 County Libraries: Unfortunately, the most vulnerable will be the most affected by further reductions in the ● 353 people receive new library cards library budget. ● 53,457 items borrowed Currently, nearly 20% of the homes in Sarasota ● 4,655 computer sessions completed County do not have internet service. Thousands of people depend on our libraries every day ● 3,225 people get technology assistance for free internet service to search for jobs and update resumes, to complete homework ● 15,361 web site visits assignments, to access government benefit ● programs and to communicate with family and 5,406 requests for information filled friends. Many use library services and attend ● 1,980 people attend programs programs to start small businesses. On Sundays, when libraries are closed, you can see people ● 1,094 hours donated by volunteers seated outside using the free wifi service.

Hundreds more visit our libraries every day to get information, to learn from a program, to get help with technology or simply to escape the isolation of living alone. These residents will experience fewer hours of service and fewer staff to assist them. The Call to Action In May 2017, the Library Foundation Board of Directors committed to raise $200,000 in new private donations to provide a one-time gift of e-books, audiobooks and databases to our libraries. These new funds will provide approximately 8,000 new digital resources and increase the online collection by 36%.

A new Community Advocacy Team(CAT), comprised of 22 committed citizens and Library Foundation Board members, was launched in November 2017 to keep the County Commissioners and the public informed about the value of our libraries to the community and the critical need to secure their future. We seek to create a partnership with the County and give a voice to the community to secure adequate and sustained public support for our libraries.

We appreciate the challenge that our County Commissioners face in funding vital county services. We understand budget reductions were necessary during the recent recession. Help us by sharing this advocacy agenda with your friends and family. Join us in testifying at County Commission meetings.  Did you know? Historical Resources digitizes collections materials each month, in order to preserve the rich history of Sarasota County! Below is one of their most recently digitized items and some information about it!

Aerial photographs often show us just how much has changed in our County’s history over the years. For those who drive down US-41 today, the view looks quite different from the one capture in this picture. One of the few consistencies, however, is the Municipal Auditorium – a longtime landmark and public building that helps us remember Sarasota County’s past and culture.

 Regarding Osprey Library: 5-Star Rating! “I have always (27 years) enjoyed the excellent services provided by our Sarasota Library System. Most recently I love the little Osprey Library. Pat is so friendly; she calls me by name and has great advice. I have started using “playaway” at her suggestion. I listen to books while walking! So my physical as well as mental health is enhanced. I also enjoy the no time limit book exchange on the beautiful porch! Thank you for all your services! - Rita Callahan

 Regarding 1,000 Books Before Kindergarten at Fruitville: “My daughter was referred to speech therapy due to tongue and lip ties. She was delayed due to surgery for the ties. The 1,000 Books Before Kindergarten has helped her tremendously. She can now speak in complete sentences! Thank-you very much!” - Anonymous

 Regarding Venice: Excellent! “The Venice Library is an excellent library. Its staff is professional, always helpful, and respectful of the patrons. I am a serious patron who has used library services all my adult life to include months and years of studying and research in the Library of Congress in Washington, D.C., and several universities. Little ‘ol Venice Library easily matches the quality of these libraries.” - Stan Smith
