The decision is that: 1) the boundary of the existing parish of Acton Bridge be redrawn to the north at Pickering’s Cut to transfer the land between the Dutton Viaduct and The Bungalow from Dutton parish to Acton Bridge parish; 2) the boundary of the existing parish of Acton Bridge be redrawn to the east, south of Acton Swing Bridge to transfer the island of the Weaver Navigation Canal from Little Leigh parish to Acton Bridge parish; 3) the boundary of the existing parish of Acton Bridge be redrawn to the south-east at the A49 / Sandy Lane to transfer the property of Kinsale from Acton Bridge parish to Weaverham parish; 4) the boundary of the existing parish of Acton Bridge be redrawn to the south at Grange Brook to transfer the property of Grange Brook Farm from Weaverham parish to Acton Bridge parish; 5) the boundary of the existing parish of Acton Bridge be redrawn to the west at Acton Mill to transfer the property of The Grange from Acton Bridge parish to Crowton parish; 6) the parish of Acton Bridge should not be abolished; 7) the name of the parish of Acton Bridge should not be altered; 8) the parish should continue to have a parish council; 9) no changes be made to the electoral arrangements that apply to the parish council; and 10) a Cheshire West and Chester Borough Council (Reorganisation of Community Governance) Order be prepared in accordance with the above recommendations and that the Order be effective from 1 April 2015. 9 Reasons for the decision The Council has made this decision in order to determine more appropriate parish boundaries which better reflect the identities and interests of local residents and accessibility to properties and are more closely tied to visible and firm ground detail. The current community governance arrangements are effective, based on the consultation responses received during the review process and comparison with similar governance arrangements across the borough. Next steps The outcomes of this review will come into effect from 1 April 2015 through a Cheshire West and Chester Borough Council (Reorganisation of Community Governance) Order. The decision is that: 1) the parish of Agden should not be abolished and that its area should not be altered; 2) the name of the parish should not be altered; 3) the parish should not have a parish council; 4) no new parish should be constituted through the aggregation of part of Agden parish with another or amalgamation of the whole of Agden parish with another; and 5) no grouping provision be made in relation to Agden parish. Reasons for the decision The Council has made this decision as it believes that the current community governance arrangements are effective, based on the consultation responses received during the review process and comparison with similar governance arrangements across the borough.     Minutes of the Meeting of ALLOSTOCK PARISH COUNCIL held on Wednesday 27th November 2019 at 7.30pm in the Village Hall. Present: In the Chair. Cllr. Mrs J Wilson. Cllr. Mrs J Gibbison, Cllr Mrs A.Owens, Cllr. Mrs P. Adlington, Cllr. F.Still, Cllr. J.Roberts. Clerk- Mrs Hazel West. Two residents came to the meeting to update the Parish Council regarding their concerns about a retrospective planning application by their neighbours. They addressed the Council and then left before the meeting started. 1. Apologies were received from Cllrs. P. Moseley, A. Healey . 2. Declarations of interest. Nil 3. Minutes of the last meeting-accepted. Proposed Cllr. Mrs P.Adlington, Seconded Cllr.J.Roberts 4. Matters arising • Website has been updated on News section with information about defibrillator that was donated by CRJ Services, this information has also been sent to Knutsford Guardian. • A course for training residents in first aid and use of defibrillator. This will be conducted by Knutsford Community First Responders and will take place in May. Places can be booked by contacting Clerk. • Cllr. Mrs Adlington will ask at next Sibelco Liaison meeting if they are willing for minutes of that meeting being uploaded to Parish Council web-site. 5. Parish Field. Quote from Ashbrook’s for Grasscrete was in the region of £10,000 including VAT. This is similar to previous quote. Social committee will discuss this further.     Vale Royal Borough Council BOSTOCK CONSERVATION AREA APPRAISAL Conservation Areas were introduced by the Civic Amenities Act of 1967, and are now an accepted part of Town and Country Planning legislation and practice. Local Authorities are required to identify “areas of special architectural or historic interest, the character of which it is desirable to preserve or enhance”. They are also under a duty to review existing designations from time to time. It has been recognised that if the special interest, character and appearance of a conservation area is to be retained, it must be managed. The first task in this process is to define and analyse the special characteristics that justify the designation of the conservation area. This is achieved by carrying out a Conservation Area Appraisal. The character of an area depends upon its historic background, the architectural quality and interest of its buildings, their materials and detailing, the way they relate to each other, the line of the highway, the quality of the landscape, trees and open spaces and a variety of unique features. A Conservation Area Appraisal provides a description of those elements that contribute to and define the character of the conservation area. It also provides the basis for development plan policies and development control decisions, both within and adjacent to the Conservation Area boundary. Subsequently the appraisal will provide the background for proposals to preserve or enhance the area. It may also identify development opportunities. Therefore the Government has stated that appraisals are considered to be essential for all existing and proposed conservation areas. Vale Royal Borough Council understands the importance of involving the local community in the appraisal process.
