Additional restrictions due to the emergency situation for the islands and coverin ,g leisure time

Tail'inn, Stenbock House, March 14, 2020 - the person in charge of the emergency situation, Prime Minister Mr Jüri Ratas introduced movement restrictions for , , Muhumaa, , and islands. Additional restrictions are also imposed on spending leisure time.

"We are currently facing a situation where the spread of the virus is very rapid. In order to protect the health of people, it is necessary to limit any activity in which there is a high risk of human exposure and the spread of infection," said Prime Minister Jüri Ratas. "therefore, at the request of the islands, we impose restrictions on movement. We are also closing sports halls, water centres and spas, and day centres to minimise contacts."

Territories with restriction on movement

In order to protect the islands against coronavirus, restrictions on movement on the islands of Hiiumaa, Saaremaa, MUhumaa, Vormsi, Kihnu and Ruhnu have been established. The decision shall apply immediately and the movement restriction shall apply initially for two weeks, after which the person in charge of the emergency situation together with the Government Committee decides whether it is necessary to extend the existing restrictions.

Only people who have a permanent residence on the 'islands are allowed to travel to the territories. Other people cannot currently access the region. The people currently on the islands are allowed to return home. Likewise, the residents of islands may not leave their place of residence during a movement restriction, except for the exeptions provided for in the Order.

Regarding the movement restriction on the islands, the person in charge of the emergency situation refers to the wish of the local authorities.

The restriction does not apply to the transport of goods and the provision of vital services.

In order to avoid close contact, passengers must remain in their cars or on a bus on the car deck of the ferry. Passenger transport restrictions must be taken into account by TS Laevad OÜ, AS , JSC aviation company Transaviabaltika and Diamond Sky. More detailed instructions are provided by the Ministry of Economic Affairs and Communications.

The residents of the islands receive the necessary information via their local government's information channels. The restriction is valid until the order is amended, the necessity to extend the restrictions is assessed every two weeks.

Leisure time

At the order of the person in charge of the emergency situation all sports halls, sports clubs, gyms, spas, swimming pools, water centres, day centres, and children' s play rooms must remain closed.

Hotels and other accommodation providers must close also their gyms, swimming pools, saunas and spas. The restriction does not apply to the provision of social and health care services such as food aid, social welfare services, medical and rehabilitation services.

The government is developing economic measures in order to provide support, among others, to the tourism sector currently in difficulty. The Government Committee will discuss these measures next week.
