March 2020 - 18:47 Tail'inn, Stenbock House, March 14, 2020 - the person in charge of the emergency situation, Prime Minister Mr Jüri Ratas introduced movement restrictions for Hiiumaa, Saaremaa, Muhumaa, Vormsi, Kihnu and Ruhnu islands. Additional restrictions are also imposed on spending leisure time. "We are currently facing a situation where the spread of the virus is very rapid. In order to protect the health of people, it is necessary to limit any activity in which there is a high risk of human exposure and the spread of infection," said Prime Minister Jüri Ratas. "therefore, at the request of the islands, we impose restrictions on movement. We are also closing sports halls, water centres and spas, and day centres to minimise contacts." Territories with restriction on movement In order to protect the islands against coronavirus, restrictions on movement on the islands of Hiiumaa, Saaremaa, MUhumaa, Vormsi, Kihnu and Ruhnu have been established. The decision shall apply immediately and the movement restriction shall apply initially for two weeks, after which the person in charge of the emergency situation together with the Government Committee decides whether it is necessary to extend the existing restrictions. Only people who have a permanent residence on the 'islands are allowed to travel to the territories. Other people cannot currently access the region. The people currently on the islands are allowed to return home. Likewise, the residents of islands may not leave their place of residence during a movement restriction, except for the exeptions provided for in the Order. Página 2 de 2 The restriction does not apply to the transport of goods and the provision of vital services. In order to avoid close contact, passengers must remain in their cars or on a bus on the car deck of the ferry. Passenger transport restrictions must be taken into account by TS Laevad OÜ, AS Kihnu Veeteed, JSC aviation company Transaviabaltika and Diamond Sky. More detailed instructions are provided by the Ministry of Economic Affairs and Communications. The residents of the islands receive the necessary information via their local government's information channels. The restriction is valid until the order is amended, the necessity to extend the restrictions is assessed every two weeks. Leisure time At the order of the person in charge of the emergency situation all sports halls, sports clubs, gyms, spas, swimming pools, water centres, day centres, and children' s play rooms must remain closed. Hotels and other accommodation providers must close also their gyms, swimming pools, saunas and spas. The restriction does not apply to the provision of social and health care services such as food aid, social welfare services, medical and rehabilitation services. The government is developing economic measures in order to provide support, among others, to the tourism sector currently in difficulty. The orders include a reference that the failure to comply with the measures of the emergency situation prompt the application of the administrative coercive measures set out in the Law Enforcement Act4, and that the penalty payment is € 2000 pursuant to the Emergency Act.5 1.2 Measures affecting the general population 1.2.1 Social distancing In Estonia, after the declaration of the emergency situation, stay at home orders were imposed on people who arrived in Estonia from abroad.

Väikesaartele toimub reageerimine erinevalt ning sõltuvalt aastaajast on reageerimine raskendatud. Ühtseid põhimõtteid rahvaarvu või sündmuste arvu kohta ei ole. Lõputöö eesmärk on analüüsida päästesündmusi väikesaartel aastatel 2009-2017 ning järeldada, millist päästevõimekust vajavad püsiasutustega väikesaared. Lõputöös antakse saartest ülevaade, mis on valimis välja toodud ning visualiseeritakse joonise abil saartel elavate püsielanike arv. Eesmärgi saavutamiseks kasutati kvantitatiivset uurimismeetodit, kus Häirekeskuselt saadud andmed korrastati ja analüüsiti.     Saare maakonna arengustrateegia 2019-2030 LISA 1 Hetkeolukorra analüüs tegevusvaldkondade lõikes Majanduskeskkond • Eesti majanduse ülevaade Rahandusministeeriumi 2018. aasta kevadise majandusprognoosi kohaselt kasvas Eesti majandus 2017. aasta viimases kvartalis kiiresti ehk 5% aasta ja 2,2% kvartali arvestuses. SKP reaalakasv 2017. aasta kokkuvõttes ületas prognoositut ning ulatus 4,9%-ni ja nominaalne kasv 9%-ni. Majanduskasv põhines peamiselt sisenõudlusel, kuid jätkus ka ekspordi kasv. Tegevusalades toodetud lisandväärtuse kasv kiirenes 2016. aasta 1,5%-lt 5,6%-ni, peamisteks vedajateks olid ehitus ja valdavalt sisetarbimisele suunatud teenindusharud, nagu info ja side ning kutse- ja tehnikalane tegevus, mis tagasid kokku üle poole kogu lisandväärtuse juurdekasvust. OECD ennustab Eesti majandusele aeglast kasvu: 2018. aastal 3,7% ja 2019. aastal 3,2%, kuna tööjõud väheneb. Eratarbimine suureneb tänu üksikisiku tulumaksu vähenemisele ja palgakasvule. Euroala paranenud majanduskasv stimuleerib eksporti ja seda vaatamata tööjõu kallinemisele. Rahandusministeeriumi prognoosi kohaselt jääb majanduskasv ka 2018. aastal tugevaks (4%), kuid 2019–2020 on oodata majanduskasvu aeglustumist. Majanduskasvu peaks nendel aastatel toetama töötlev tööstus ja ekspordile orienteeritud teenindusvaldkonnad. Tugev nõudlus toob kaasa investeerimisaktiivsuse ja tarbimisvõime suuremise, mis avaldub kaubanduse, ehituse ja teiste peamiselt sisenõudlusest sõltuvate valdkondade kasvus. Töötleva tööstuse toodang võib välis- ja sisenõudluse toel suureneda 2018.

The island of Gozo features a wonderful monument – a temple from 3500 BC with walls 3 meters high. According to folklore, the Gghantia temple was built by giants. The present paper gives an overview of giant lore from Estonia (42,000 square km), by the Baltic Sea, bordered by Finland and Sweden in the north, Latvia in the south and Russia in the east. Estonia has about 1000 islands in the Baltic sea, most of the smaller islands uninhabited or habited by a few families only. During the time under the Soviet Union, many of the beautiful islands were closed border region, occupied by army bases or used for bombing practice with local people turned out. The largest western islands are Saaremaa (Ösel), with Hiiumaa (literally Giantland) north of it and Muhumaa forming a triangle, as well as the former coastal Estonian Swedes islands Kihnu, Ruhnu and Vormsi. Saaremaa has glorious ancient and recent history. All the bigger islands have remarkably unique features in their folk culture and lifestyles, with division of labour and social relations until recent times quite different from the mainland. Kihnu and Ruhnu are reservoirs of unique culture, Kihnu is on the UNESCO world heritage list for its folklore We are going to give an overview of one aspect of Saaremaa’s identity – its giant lore, found in folk narratives and contemporary tourism as well as the self- image of island dwellers.
