Sawmill Road Flagstaff, AZ 86001 Re: Travel Management Planning Dear Sheriff Pribil: I'm appalled by your recent attempt to get the Arizona state government to undermine more than six years of public input in the travel-management planning process. Unmanaged ORV use has degraded Arizona's watersheds and pushed already-threatened and endangered wildlife closer to extinction. Forest visitors who try to find quiet places to camp or picnic have been overrun for decades. I support the implementation of the travel- management rule that finally gives the Forest Service a way to protect wild and quiet places while still leaving thousands of miles and millions of acres of public lands available for public use. Financial data from the Forest Service show the agency can't afford to maintain the existing 51,000 miles of existing roads in Arizona and New Mexico forests (Region 3). Most forests are capable of taking care of just 10 percent of their roads each year. There is also a road maintenance backlog of more than $430 million in Region 3, and nearly $7 million of that backlog is for critical health and safety needs. When roads are not properly maintained they deteriorate, cutting off access to hiking and camping. Poorly maintained roads also result in increased risks for public safety because fire and other emergency personnel have difficulty accessing people who need help. Your letter to the Arizona speaker of the House demonstrates your lack of understanding of how the people feel about our wild lands. It also demonstrates your lack of respect for nature and the public will. Your statement that the Forest Service is making "criminals out of families" and "converting hundreds of square miles of forest land to wilderness by fiat" is inaccurate, irresponsible and inflammatory. There are tens of thousands of miles of roads for the public to drive on and millions of acres to camp and picnic on. You're clearly out of touch with this process and with your constituents. National forests across the country have been developing these plans since 2005 to protect the wildlife, clean water and clean air we all need. If you had concerns about the travel-management planning process, you and your staff should have been involved for the past six years. Firing off misinformed comments to the Arizona Legislature now, hoping to overturn so much public input, is simply unacceptable.
