WSlP-AM This letter is written in opposition to the proposed rulemaking for WSlP-FM allowing low power FM (LPFM) radio service. PAINTSVILLE

WTCW-AM The concept in the proposal that somehow it would help minorities is ill WXKQ-FM conceived and without merit. The proposal is to almost exclusively WHITESBURG locate the LPFMs in small communities, with modest concentrations of minority populations. Major markets, with their significant minority populations would not be affected because of the concentration of existing signals in those areas.
