SYOR-SYOR YANG DICADANGKAN BAGI BAHAGIAN-BAHAGIAN PILIHAN RAYA PERSEKUTUAN DAN NEGERI DALAM NEGERI SELANGOR SEBAGAIMANA YANG TELAH DIKAJI SEMULA OLEH SURUHANJAYA PILIHAN RAYA DALAM TAHUN 2018 PROPOSED RECOMMENDATIONS FOR FEDERAL AND STATE CONSTITUENCIES IN THE STATE OF SELANGOR AS REVIEWED BY THE ELECTION COMMISSION IN 2018 PERLEMBAGAAN PERSEKUTUAN SEKSYEN 4(a) BAHAGIAN II JADUAL KETIGA BELAS SYOR-SYOR YANG DICADANGKAN BAGI BAHAGIAN-BAHAGIAN PILIHAN RAYA PERSEKUTUAN DAN NEGERI DALAM NEGERI SELANGOR SEBAGAIMANA YANG TELAH DIKAJI SEMULA OLEH SURUHANJAYA PILIHAN RAYA DALAM TAHUN 2018 Suruhanjaya Pilihan Raya, mengikut kehendak Fasal (2) Perkara 113 Perlembagaan Persekutuan, telah mengkaji semula pembahagian Negeri Selangor kepada bahagian- bahagian pilihan raya Persekutuan dan bahagian-bahagian pilihan raya Negeri setelah menjalankan siasatan tempatan pertama mulai 27 Disember 2017 hingga 9 Januari 2018 di bawah seksyen 5, Bahagian II, Jadual Ketiga Belas, Perlembagaan Persekutuan. 2. Berikutan dengan kajian semula itu, Suruhanjaya Pilihan Raya telah memutuskan di bawah seksyen 7, Bahagian II, Jadual Ketiga Belas, Perlembagaan Persekutuan untuk menyemak semula syor-syor yang dicadangkan dan mengesyorkan dalam laporannya syor-syor yang berikut: (a) tiada perubahan bilangan bahagian-bahagian pilihan raya Persekutuan bagi Negeri Selangor; (b) tiada perubahan bilangan bahagian-bahagian pilihan raya Negeri bagi Negeri Selangor; (c) terdapat pindaan dan perubahan nama kepada bahagian-bahagian pilihan raya Persekutuan yang melibatkan satu (1) bahagian pilihan raya Persekutuan dalam Negeri Selangor; dan (d) terdapat pindaan dan perubahan nama-nama kepada bahagian-bahagian pilihan raya Negeri yang melibatkan empat (4) bahagian-bahagian pilihan raya Negeri dalam Negeri Selangor. 3. Jumlah bilangan pemilih seramai 2,078,311 orang dalam Daftar Pemilih semasa iaitu P.U. (B) 217/2016 yang telah diperakui oleh Suruhanjaya Pilihan Raya dan diwartakan pada 13 Mei 2016 dan dibaca bersama P.U. (B) 399/2016 bertarikh 6 September 2016 telah diguna pakai bagi maksud kajian semula persempadanan bahagian-bahagian pilihan raya Persekutuan dan Negeri di dalam Negeri Selangor. 1 4. Butiran syor-syor yang dicadangkan bagi Negeri Selangor berkenaan dengan bahagian-bahagian pilihan raya Persekutuan dan Negeri yang baharu, pindaan dan perubahan nama-nama sedia ada bagi bahagian-bahagian pilihan raya Persekutuan dan Negeri dan bahagian-bahagian pilihan raya Persekutuan yang terlibat dalam semakan semula dan tersentuh oleh syor-syor tersebut dinyatakan dalam Jadual Pertama. 5. Berikutan kajian semula persempadanan bahagian-bahagian pilihan raya Persekutuan dan Negeri ini, bilangan pemilih bagi bahagian-bahagian pilihan raya Persekutuan dan Negeri dalam Negeri Selangor dinyatakan dalam Jadual Kedua. 6. Satu salinan syor-syor yang dicadangkan itu berserta dengan rang pelan bahagian-bahagian pilihan raya bagi Negeri-Negeri Tanah Melayu dan rang pelan bahagian-bahagian pilihan raya bagi Negeri Selangor boleh diperiksa mulai 15 Januari 2018 hingga dan termasuk 14 Februari 2018 semasa waktu pejabat biasa di tempat-tempat yang dinyatakan dalam Jadual Ketiga. 7. Menurut seksyen 4(b), Bahagian II, Jadual Ketiga Belas, Perlembagaan Persekutuan, representasi mengenai syor-syor yang dicadangkan boleh dibuat kepada Suruhanjaya Pilihan Raya dalam masa satu bulan selepas tarikh penyiaran Notis ini. 8. Selaras dengan seksyen 5, Bahagian II, Jadual Ketiga Belas, Perlembagaan Persekutuan, pihak-pihak yang boleh membuat representasi membantah syor yang dicadangkan itu adalah: (a) Kerajaan Negeri; atau (b) mana-mana pihak berkuasa tempatan yang keseluruhan atau sebahagian kawasannya termasuk di dalam bahagian-bahagian pilihan raya yang tersentuh oleh syor itu; atau (c) sekumpulan orang seramai satu ratus orang atau lebih yang nama mereka ditunjukkan dalam daftar pemilih semasa bagi bahagian-bahagian pilihan raya yang berkenaan. 9. Apa-apa representasi membantah syor yang dicadangkan hendaklah dikemukakan secara bertulis kepada Suruhanjaya Pilihan Raya dan dialamatkan kepada Pegawai Pilihan Raya Negeri Selangor seperti di bawah: 2 Pengarah Pilihan Raya Negeri Selangor Lot 03-11 Tingkat 3 Kompleks PKNS 40690 Shah Alam Selangor. FEDERAL CONSTITUTION SECTION 4(a) PART II THIRTEENTH SCHEDULE PROPOSED RECOMMENDATIONS FOR FEDERAL AND STATE CONSTITUENCIES IN THE STATE OF SELANGOR AS REVIEWED BY THE ELECTION COMMISSION IN 2018 The Election Commission, in accordance with the requirements of Clause (2) of Article 113 of the Federal Constitution, has reviewed the division of the State of Selangor into Federal constituencies and State constituencies after conducting the first local inquiry from 27 December 2017 until 9 January 2018 under section 5 of Part II of the Thirteenth Schedule to the Federal Constitution. 2. Consequent upon the review, the Election Commission has decided under section 7 of Part II of the Thirteenth Schedule to the Federal Constitution to revise the proposed recommendations and proposes to recommend in their report the following recommendations: (a) no alteration in the number of Federal constituencies for the State of Selangor; (b) no alteration in the number of the State constituencies for the State of Selangor; (c) there are amendment and alteration made to the names of the Federal constituencies involving one (1) Federal constituency in the State of Selangor; and 3 (d) there are amendment and alteration made to the names of the State constituencies involving four (4) State constituencies in the State of Selangor. 3. The total number of 2,078,311 electors in the current Electoral Rolls that is P.U. (B) 217/2016 which was endorsed by the Election Commission and gazetted on 13 May 2016 and read together with P.U. (B) 399/2016 dated 6 September 2016 are used for the purpose of the review of the delimitation of the Federal and State constituencies in the State of Selangor. 4. Particulars of the proposed recommendations for the State of Selangor regarding the new Federal and State constituencies, amendment and alteration to the existing names of the Federal and State constituencies and the Federal constituencies involved in the revision and affected by the proposed recommendations are specified in the First Schedule. 5. Due to this review of the delimitation of the Federal and State constituencies, the number of electors for the Federal and State constituencies in the State of Selangor are specified in the Second Schedule. 6. A copy of the proposed recommendations together with the draft constituencies plan for the States of Malaya and draft constituencies plan for the State of Selangor may be inspected from 15 January 2018 up to and including 14 February 2018 during normal office hours at the places specified in the Third Schedule. 7. According to section 4(b) of Part II of the Thirteenth Schedule to the Federal Constitution, representations with respect to the proposed recommendations may be made to the Election Commission within one month after the date of publication of this Notice. 8. In accordance with section 5 of Part II of the Thirteenth Schedule to the Federal Constitution, parties who can make representation objecting to the proposed recommendation are: (a) the State Government; or 4 (b) any local authority whose area is wholly or partly comprised in the constituencies affected by the recommendation; or (c) a body of one hundred or more persons whose names are shown on the current electoral rolls of the constituencies in question. 9.     Volume 1, Issue 1 Business Community Programme The business community is an equally important target group under WATER Project apart from local SUNGAISUNGAI PENCHALAPENCHALA communities and schools. In 2015, the famous “Wai Sek Kai” food court in SS2 which is situated within the Penchala river basin was chosen for the Business Community Programme upon fullflling most of the selection criteria from the consultation with MBPJ. RIVERRIVER EDUCATIONEDUCATION Waste Auditing An initial waste audit was conducted for four days from 30th October to 2nd November 2015 to obtain a PROGRAMMEPROGRAMME (2015(2015--2017)2017) baseline data and a platform for future initiatives. Labeled garbage bags were provided to 18 food operators and were weighed accordingly. Results showed that the highest and lowest total average waste was similar for food and drink stalls; total volume of waste was higher on weekends compared to weekdays and organic waste are the highest among waste composition. Food Operators Training of Trainers (TOT) Training of Trainers (TOT) for food operators was held in the basketball court near the food Court, attended by 7 members from GEC, 6 MBPJ staff and 21 food operators. The event includes the sharing of river and waste management issues plus future projects by GEC and MBPJ followed by the demonstration of waste segregation, composting and grease trap. The TOT served as a follow-up on the NEWSLETTER JANUARY 2016 VOLUME 1, ISSUE 1 waste audit leading up to future initiatives on BMP by committed food operators. Best Management Practices (BMPs) Follow-up with sampled food operators commenced in early December and thus far 6 food operators Saving our rivers through the W.A.T.E.R Project agreed to participate in the BMP initiative which includes waste segregation, composting and selling The W.A.T.E.R (Working Actively Through Education and used cooking oil.

This section also discusses the mitigation measures which can be implemented to ensure the adverse impacts are kept to a minimum. 7.2 SENSITIVE RECEPTORS The receptors of the potential impacts from the Project would include all the various communities and land uses located along the alignment, which have been identified and described in Section 4.4 of this report. 7.3 POTENTIALLY SIGNIFICANT IMPACTS The main potentially significant impacts expected during the operational stage are as follows: Noise – from the operation of the trains, especially for premises located close to the station and at bends Vibration – from the operation of the trains, particularly along the underground section Traffic – the Project is expected to contribute the overall traffic improvement, particularly at Klang areas Visual impacts – the elevated structures may affect the existing landscape along certain stretch of the alignment, particularly at residential areas Air quality – the Project is expected to contribute to overall air quality improvement in the Klang Valley in terms of avoided emissions Social impacts – people in Klang, Shah Alam and Petaling Jaya are expected to benefit in terms of better public transport system as well as enhanced economic activities, especially those located within the certain radius of the stations.
