As such, sport has passed on to the EU’s institutional agenda through the regulatory venue, the prevailing definition stressing sports commercial sig- nificance over and above its social, cultural and educational dimensions. The second major influence on Commission jurisprudence in the sports sector is administrative. Although primary and secondary legislation has equipped the Commission with the necessary legal powers to execute this commitment, it lacks the necessary administrative means to carry out formal investigations into abuses in all sectors of the economy. In the face of a large and growing caseload, the Commission has had to adopt creative means in order to turn over cases. In particular, the Commission has resorted to the use of informal procedures to settle cases rather than adopting formal deci- sions. This methodology has proved to be useful in measuring the economic value of intangible talent in professional sport and in other entertainment industries. In our estimations – and in the elaboration of the rankings – two elements are taken into consideration: popularity (degree of interest aroused between the fans and the general public) and media value (the level of attention that the mass media pays). The calculations may be made at specific points in time during a season, or accumulating the news generated during a particular period: weeks, months, years, etc. Additionally, the homogeneity amongst the measurements allows for a comparison of the media value status of individuals, teams, institutions, etc. Together with the measurements and rankings, our database allows us to conduct analyses on a wide variety of economic and business problems: estimates of the market value (or “fair value”) of players’ transfer fees; calculation of the brand value of individuals, teams and leagues; valuation of the economic return from alliances between sponsors; image rights contracts of athletes and teams; and a great deal more.

European sports policies of the past decade are characterised by numerous activities and by on-going differentiation. Against this backdrop, the study presents policy options in four key areas: the first covers the need for stronger coordination; the second aims at the setting of thematic priorities; the third addresses the reinforcement of the role of the EP in sport and the fourth stipulates enhanced monitoring.
