CHAPTER – 1

GENERAL

Introduction The marble quarry lease over an area of 4.0469 Hect. in survey No. 88(P) near village - Chikla, Taluka – Danta, District - Banaskantha, State Gujarat has been granted for a period of 18 years w. e. f. 22.10.2002 in favour of M/s Monalisa Marble. The agreement was executed on 22.10.2002.later on. The lease was transfer to present lessee Ambaji Marble through transfer deed agreement on 9.11.06 vide Govt. of Gujarat letter No. CGM/QL/Tran/B.K./172/3970 date 13.10.06 & office order No. AGP/QL/1855/4720/date 06.11.06. Lease period is expire on 21.10.2012 Lessee has submitted lease renewal application on 15.11.2011. Renewal of lease is under progress.

In compliance to Marble Development and Conservation Rule 2002 of mining plan of the Chikla mine has been prepared with due authorization of the lessee for five year period.

Earlier mining plan was approved by Sr. Geologist Comm. Of Geology & Mining Govt. of Gujarat vide there letter no. CGM/MC/61/1350-1355 date 30.03.2010.

The mineral marble will be extracted from the area for trading purpose.

The lease area has been worked by the lessee from last than eleven years by putting shallow working pits. The lessee has more than 30 years of experience in field of mining. The lessee intends to mine & develop the area for mineral marble by scientific method & following all safety methods.

1.4 Review of Compliance Position: - (1) Mining Development and Exploration: - According to the approved mining plan, the lessee should have carried out mining in central part of lease area during the five-year mining plan period producing 1, 21,940 tonnes of marble. Further the proposed mining was confined to central part of lease area. In reality, during the three years of mining plan period the lessee has carried out mining in the proposed mining area. From the above table it is clear that production is about 40% higher than proposed production. The production was increase due to more demand of the material in the market. Lessee has not taken up afforestation work.

Exploration: - No exploration was proposed during four years mining plan period hence no work was carried out.

c) Waste Management: - Marble is exposed over just below a this soil cover, besides this there is no OB in the area. It was proposed that no O.B. will be generated during five years of plan period but in actual about no overburden was generated during this year plan period. Hence no variation in actual O.B. excavation against the planned excavation.

d) Afforestation No plantation programme is proposed in the area in approved mining plan. Lessee has already done plantation work in Vazasana & Navavas village. Lessee has also deposited cost of Afforestation, maintenance & care of plantation to depth of forest, Government of Gujarat.

e) Mine Reclamation and any other significant features: - Mineral marble is available in depth hence no proposed was made for reclamation of mined out area.

1.4 (c) Review of compliance position of condition and stipulation imposed if any while approving the mining plan: - Mining Plan of the Chikla Marble Mine was approved without any condition so question does not arise for their compliance & review.

The mine is operated at small scale mechanized working by using excavators, trippers, cranes, generators & other allied machineries. Ambaji is the important, famous holly place located at a distance of 6 km from area. All the important basis facilities like Thana, Banks, College, Hospital etc. are available at Ambaji. Power & water supply is available at mine area. Nearest airport is Ahmadabad, which is about 200 km from area.

Infrastructure facilities: - As mentioned earlier the lease area is situated at a distance of 6 km from Ambaji. In general all the facilities are available at Ambaji. Railway Station Nearest Railway Station is Abu road about 25 km from mines site. River Head There is no river in the near by area. Air Port The nearest air port is at Ahmadabad, which is about 200 Km. from mine site. Police Station The nearest police station is at Ambaji is about 5 Km. from mine site. Circuit House The nearest guest house is at Ambaji which is about 6 Km. from mines site. Guest house are also available at Abu Road & Mount Abu. Post office The nearest post office is at Ambaji which is about 6 Km. from mines site. Medical facilities Nearest Hospital is at Ambaji about 6 Km from mines site. Water & Electricity The lease area is electrified. Drinking water is supplied from bore well & open well near village Chikla.

CHAPTER – 3

GEOLOGY & EXPLORATION

3.a. Topography Chikla Marble quarry lease area of 4.0469 hectare falls near village Chikla. The lease area consists of a part of hilly terrain. These rocks are spread all over the lease area. Lease area comprises rocks of Kumbhalgarh group of Dehli Super group. The hill ranges are extending is N – S to NW – SE direction dipping due west. The highest RL is 460 which lies in south western part of the lease area, where as the lowest RL is 419 falls within the South – Eastern corner of the lease area. Rain water follow the natural slopes moves down from higher elevated area to low lying area. The lease area is a small & consist of hilly terrain only. No river or nalla exist in the lease area.

The area is free from monuments such as structures of archeological or historic importance. There is no public road or Railway track either inside of in the close vicinity of the lease area that may effect due to mining operation. The lease area is almost devoid of soil cover.

The nearest village is Chikla, which is 6km from Ambaji from the lease area. Ambaji is the nearest place, where all the facilities like education, medical; telephone, post office etc. are available.

Electric line exists in the lease area. Company is having its own generator from which electricity is produced & used in the working.

The climate of the area is semi-arid type. The average rainfall of the region is about 600 mm. The maximum temperature reaches in summer up to 400 C to 440 C where as minimum temperature goes down in winter to 20 C to 50 C. Maize, Wheat, Pulses are the major crops of the region.

The lessee have developed the area completely & taking production from last so many years. However change in market condition, export policy & other factor has effected the production of mineral marble from the lease area. From this lease area mineral marble is produced & dispatched as marble rubbles.

3.b Geology of the area The geology of the area is shown over surface geological plan Plate No. IV on scale 1: 1000 & section over Plate No. V on scale 1: 100. Delhi Super group The Palaeoproterozoic – Mesopraterozoic rocks are represented by the Delhi Super group which is exposed in the main Aravalli Hill ranges extending for over 900 km, from Delhi to Himmatnagar (Gujarat) with a NNE-SSW to NE-SW disposition. The part lying in Gujarat extends over 60km. Southwest of Himmatnagar these rocks are covered by alluvial blanket. The Delhis overlie the Aravalli Super group with a structural discordance and occur in the northeastern part of the State, mainly in the Sabarkantha and Banaskantha districts. The meta-sediments and meta-volcanic of the Delhi Super group, in Gujarat, are intruded by the variants of Erinpura and Sendra-Ambaji Granites, which have been

Gogunda Group The metamorphosed, ferruginous and clastic sequence comprising interlarded quartzite and schist with subordinate impure calcareous rocks, deposited in the shelf zone of the Delhi geosyncline, has been included in the Gogunda Group is exposed in the Sabarkantha district and comprises two formations. The lower Antalia Formation consists of Quartzite, biotite schist, calc-silicate rock and calc-silicate marble, while the upper Kelwara Formation mainly consists of feldspathic mica schist. The group is tentatively correlated with the Alwar Group of north-eastern Rajasthan.

Kumbhalgarh Group In Gujarat, the Kumbhalgarh Group is represented only by Todgarh Formation occurring in Banaskantha and Sabarkantha districts. This Formation extends from three km northwest of Kiriap (in Rajasthan) in the north to Khedbrahma (in Gujarat) in the south and comprises calc-silicate rocks, calc-gneiss, calc-schist, calc-biotite schist, impure dolomite, calcitic marble, para-ambhibolite and thin bands of quartzite.

In Ambaji, the amphibolite, meta-rhyolite and meta-acid tuff occur in association with the schistose rocks and are the result of bimodal volcanism during Delhi rifting (Golani and Bhattacharya, 1988; and Reddy, et al., 1994). The meta-rhyolite and meta- acid tuff are also found around zarivav and Amlimal. This felsic suite occurs within massive to schistose amphibolites, marble, biotite gneiss, and paragneiss. In zarivav Hill, dacitic-rhyolitic rocks show features, such as large and small pillows, pillow breccia, scoriaceous flow layers lapilli, quench fractures and gas escape pipes. 3. b.2 Local Geology:- Geologically the quarry lease area (4.0469 hect.) comprises of rocks of (post Aravalli age) Dehli Super Group only. In the area rocks of Dehli super group is represented by Todgarh formation of Kumbhalgarh group. This group comprises of calc-silicate rocks (Epidoite) dolomite, Marble & calc-biotite schist. In general marble of the area is fractured. Till so far no blockable marble is produced from the area. Below

(MOBILE No. 94142 89507) 12 the fracture & jointed zone, blockable (Marble) may be present. Frequency of fracture & joints decreases with increases in depth. Marble Weathered, fractured marble is exposed below at this layer of soil in the lease area. Marble of the area is white in colour with impurities & blach strips and hard, compact & massive in nature. The marble bed is dipping is western direction at an angle of 70° or so. Some of the marble of the area is one of the best quality marble available in the region & used as dimensional stone, statue, ornamental show piece manufacturing & other purpose. The rock is medium hard & suitable for slab cutting & good polishing. At present only rubbles of the marble are produced from the area.

3.c Exploration already carried out Deptt. of Geology & Mining Gujarat & Geological Survey of India have mapped the area on regional scale & located marble in the region. This lease area is under working from last 11 more than years. Lessee has developed one large size pit & exposed the marble bed. As mentioned earlier the marble bed is exposed over a complete lease area below a these layer of soil. The depth of pit varies from place to place, but the deepest level of exposure of marble be is of 415 RL of so. The pit has been developed by forming few benches both in marble. Marble Rubbles of different size from this area is produced.

3.d Exploration proposed to be carried out As lease area is small. Marble is available in depth also in the area. Looking to this sufficient reserves area available in the lease area hence no exploration is proposed in the area at this stage.

3.e Method of estimation of reserves As already mentioned, except the regional mapping no detail work has been carried out by any Govt. agency hence estimation of reserve is mainly based on the work of mineral marble of the area have been categorized as proved & probable category reserves depending upon the degree of certainty. Based on field visit, study of

(MOBILE No. 94142 89507) 13 lease area, work already carried out & other available information following parameters have been considered for estimation of reserves:

For Proved Category Reserve (Category 111):- i. Economic axis: - The reserves in the area is economic the land of the lease area is Diversified forest land and available for mining. The detailed exploration has been carried out in the area. The cost of production is less than sale value therefore the reserves can be kept 1 of economic axis. ii. Feasibility axis: - The marble mineral of the area have ready market. The lease area has been fully explored. The land is available for mining therefore the reserves can be kept in 1 of feasibility axis. iii. Geology axis: - The lease area has been extensively mined. The area is fully explored. The exploration carried out in the area is sufficient and 10.00m.thick marble bed is available in the area. Therefore the reserves can be kept in 1 of geological axis.

For Probable Category Reserve (category122):- Economic axis: - The marble in the area is economical because the land available for mining. The cost of production is less than sale value therefore the reserves can be kept maximum 1 of economic axis.

Feasibility axis: - For the mining aspect since the deposit of the reserves need further exploration for determining. The exact quality and quantity of mineral. Therefore the feasibility on utility part (use) can be confirmed after only the proposed exploration. Therefore this reserve on feasibility axis is kept in UNFC Code 2.

Geology axis: - Since the deposit of the reserves needs further exploration hence, therefore the reserves is kept UNFC Code 2 of geological axis.

1. Marble is available in complete lease area only. Hence complete lease area is considered for reserve estimation. 2. Reserves have been estimated by sectional area method. The area already excavated has been excluded from estimation of reserves.

3. Marble available upto 405 RL has been considered for prove reserves estimation. 4. Marble available between 405 RL & 399 RL has been taken for probable reserve estimation. 5. Sp. Gr. has been considered as 2.8. 6. A strike influence has been considered as depending upon section interval.(up to mid of nearby section / exposure.

Based on work carried out so far following recovery factors has been considered for marble Blockable & Marble Rubbles. Blockable Marble - Nil of ROM Rubbles Marble - About 85 % of ROM

3.f Geological Reserves estimation Based on various parameters as discussed in above paragraph, geological reserves of marble in the lease area has been estimated. As the estimates are based on limited datas, the reserves may enhance in future when the more area will be developed in southern & western direction. The details of section wise reserves estimation is given at annexure. Details of sectional area: - Geological reserves has been estimated by adopting sectional area method for this based on excavation already carried out, geological features like rock type, marble exposure, dyke etc were mapped. Three sections across the marble zone covering complete lease area has been prepared. Based on various parameters as discuss in Para 3(e) reserves has been calculated for prove & probable category by adopting graphical area method. Which was subsequently multiplied area of influence of sp. gr. as per annexure VI. The summary of the reserves estimated for the area is as under: Reserve = Sectional area x St. Influence x Sp. Gr. 3.g Mineable Reserves About 3164450MT marble has been estimated in the area. It is proposed to produce 2 laces MT Marble/ Year. The life of the mine will be 17 years. The life of the mine may be increased after further exploration.

CHAPTER – 4

MINING

In Chikla Marble quarry of M/s Ambaji Minerals near village Chikla, Distt. Banaskantha small scale surface mining has been carried out by the lessee from time to time since 2002 or so. Marble present in this area as a thick zone running along the area complete lease area is mineralized. Marble is present on surface below a these soil cover.

Although marble is present from surface, but it is highly fracture at top. The intercity of fractures & crakes reduces as depth increase. Overburden is topsoil removed by scraping the same soil will be stacked over statuary barrier and will be used for plantation purpose. Blockable marble may be present below fractured Zone. Till so far no bench of blockable marble has been developed.

As thickness of overburden is less & marble is available in the area just below the topsoil of 1.00m to1.5m thickness, open cast mining method is followed. One large size pit has been developed in the area so far. The general dimension of pit is about 130m in length & width between 80 mt 120m. For systematic development, it is proposed that mining will be undertaken in almost complete lease area. Leaving statuary barrier. During year 2013 – 14, Lessee has produce 14836.650MT marble from the area.

4.a. Proposed Year wise development for the first year As mentioned above open cast mining method will be followed & mining will be carried out in the strike influence area of section. Hence it is proposed that major part of lease area should be developed properly & systematically during one year plan period. For this purpose proper benches will be developed. The maximum height of bench will be kept as 6m. Overburden / topsoil will be removed with the help of JCB/ excavator & dumper, which are mostly belonging to company & on hire basis. After removal of O.B., Marble will be produced with the help of drill machine, wire saw; crane etc. these rubbles will be further dressed & cut to give proper shape & size. The finished rubbles are loaded into trucks for onwards dispatches.

Proposed method of mining Proposed method is mechanized mining with the help of diamond wire cutting & cutting with chain saw. The working is proposed from surface to bottom in descending order. The maximum height of benches will be kept as 6m & the width of bench will also be kept as 6m (minimum). For the same i.e. in simple, the main phase of marble mining can be described as follows: (i) Removal of O.B/ Topsoil with the help of excavator. (ii) Cuts on Quarry front. (iii) Overturning the benches (iv) Sectioning, squaring & dressing of blocks into small transportable rubbles.

These all phases (except one) of working will be done by wire saw cutting machining with the help of rock drill machine & compressor. The loading of marble rubbles & waste will be done by crane & excavators. Transportation of blocks rubbles & waste will be made by dumpers. The waste rock will be proposed to dump site on the location approved by the Govt. It is also proposed to undertake limited drilling & blasting in the area. It is also proposed to produce 2.00 Lac MT. It is also expected that marble blocks may be produced in depth (at deeper level) in future.

The year wise excavation & production of mineral will be undertaken as per the plan & section shown over year wise development plan & section (Plate No VI).

4. a.1 First year (2014 –15) It is proposed to increase annual production to the tune of 200000MT. During first year of mining plan period. The development work will be carried out in both the section line i-e. along D-D’ & E-E’. It is proposed that topsoil will be scraped in stacked over statuary barriers. Marble will be produced from two to three benches in all the section line. The orientation of bench will remain along N-S advancing east & west direction. The area proposed for working during first year is shown over year wise development plan & section. The bench wise, section wise quantum of excavation overburden/ mineral to be carried out is shown over annexure.

4. a.2 Second year (2015 –16) During the second year of mining plan period, it is proposed to work in the influence area of section line E-E’. The face formed at the end of first year shall be further advance in western direction up to the area shown over year wise development plan. As topsoil available in area will be removed during first year, hence no further development is required.

MT/year ROM (Rubbles) marble from the area during mining year plan period. This production target will be achieved by lessee by deploying more machineries.

In all about 3331000 MT of geological reserve of marble ROM of both proved & probable category Reserves have been estimated in the area. Considering 2, 00,000 MT ROM production in one year. The life of mine has been calculated as under: (a) Total geological reserve (Proved + Probable) = 3331000 MT (b) Marble (ROM) production from area during Mining plan period = 998886 MT (c) Balance reserve (a – b) = 2332114 MT (d) Average yearly production after mining plan period = 200000 MT (e) Life of the mine after mining plan period = 12 Years (f) Total life of the mine = 17 Years

4.f. Conceptual Mining Plan: – Exploration: - It is proposed to put one bore hole in the lease area of the deposit to prove depth extension & nature of marble present in the depth, so that future plan can be projected. However these bore hole will be drilled after mining plan period.

Size & Shape of Pit: - It is proposed that by the end of lease renewal period i.e. upto 21.10.2012 the size of pit will be increased & become large pit, the depth of pit will be also increased. The pit will become more systematic in shape.by the end of lease period. The shape of pit will follow shape of lease plan. In general length of pit will be 300m & width will be 130m.

Removal of O.B: - With the proposed production plan, it is expected that about 21710 m3 additional overburden topsoil will be excavated after five years plan period. This overburden will be stacked all along statuary barrier. The length of soil stack will be about 5.00m.

Plantation: - About 4000 Sq. m. area will be covered under plantation programme. Besides the local trees it is proposed to plant Mango, Neem, Kikar & other fruit plants in the area. This plantation will be carried out over lease boundary & out side lease area.

Few trees/ plants are present in the area. Out of these plants most of the trees/ plants belongs to native species naturally grown in the area.

Post Land use pattern: - As mineral is available in depth & it is expected that same will be continued to be available in depth even after expiry of lease period. The area will be used for production of mineral (Rubbles marbles) Hence area will remain under use for mining purpose. Land use pattern at the end of lease period: - Excavated area - 3.4309 Hect. Dumps - Nil Roads & Others Infrastructure - Nil Plantation - Nil Infrastructure - Nil Statutory barrier - 0.6160 Hect. Unmined area - Nil Total - 4.0469 Hect.

4.g. Proposed Method of Mining: - Looking towards the existing pit condition, position of benches, behavior of mineral deposit & production target from the area, open cast mining shall be continued with the removal of O.B/ topsoil by excavator & tippers, production of marble (Rubbles) mineral by use of wire saws & other allied machineries.

As discuss earlier, systematic mining will be carried out by forming 6m x 6m benches & developing the pit in complete area. However the width of benches can be kept more than 6m if needed. The detail of the development of pit has been discussed in earlier paragraphs.

In general three to five benches will be developed. OB will be excavated from top of benches by scraping & production of mineral will be taken from lower benches.

4.h Extent of Mechanization: - As mentioned earlier, this is a highly developed & mechanized mine and producing marble rubbles in good quantity i.e. approx 2.0 Lac M.T per annum. For the

(MOBILE No. 94142 89507) 24 proper development of the lease area, scrapping removal of overburden has been carried out by deploying excavators & dumpers. 1 Nos. of excavator & 3 Nos. of dumpers of different make & capacity is deployed at the side. For drilling work two air compressors & three drill machines are used. For the production of marble rubbles mobile crane, fixed crane chain saw, JCB Hyd. Power jack, Dressing machine etc. are used & available with the lessee.

Electric supply is available near the area. Lessee is also having other machineries required for smooth running & working of the mine.

Overburden/topsoil will transported to statuary barriers in dumpers. The blockable & rubbles marble will be transported to various factories located in nearby industrial areas viz. Abu Road, Ahmadabad & other distance area through hired trucks.

Lessee is following the rule 21 (3) (C) of MDCR – 2002 for deployment for machinery & equipment.

Surface Transport Overburden will be transported to O.B. dump yard in Dumpers. The blockable marble if produced in due course of time will be transported to various factories located in Gujarat & other state by hired trucks. Rubbles will be dispatched to local small cutters (units) in hired trucks.

CHAPTER – 5

BLASTING

Marble of the area is hard & fractured, so limited blasting is carried out for fracture & development of cracks. Opening blasting will be carried with the help of cartridges of special gelatin of 80% strength or any available explosive with ordinary detonators & safety fuse. (a) Blasting Parameters:- Depth - 1.5m. Spacing & burden - vary depending upon existinu of cracks & fractures (b) Type of explosive:- Special gelatin 80% strength or suitable explosive will be used along with ordinary detonative & safety fuse. (c) Powder factors:- As control blasting will be carry out for development of cracks & joints only. Hence a powder factor is more. According to past experience. The powder factor at the mine is expected to be about 15MT/Kg. of explosive used. (d) Secondary blasting:- No secondary blasting will be required. (e) Storage of explosive:- The explosive will be stored in 50KG capacity for which license will be taken from Govt. Authorization. (f) Precautions required for fly of rocks and safety as required under MMR 1961 (i) All the approach roads will be guarded by the trend workers with the flags in their hands. (ii) Siren will be hooted before carrying out blasting operations.

(iii) The person, if, any within the blasting zone of 500m will be taken out of the blasting zone. All the other necessary precautions as required under MMR 1961 will be taken. (iv) Only 10 holes will be blasted at a time with the help of safety fuse as provided for in the MMR 1961.

CHAPTER – 6

MINE DRAINAGE

The lease area from the part of hilly terrain. The water table about 60m below the general ground level in the near by area.

During the five year mining plan period, the proposed mining will reached upto 415 RL, which is about 25m above the general water level.

The proposed mining will be restricted upto 415 RL only, hence ground water will not be intersected & the intake of water will be nil from mining pit. Rainy water may accumulate in the pit, which will be removed by pumping. As rains are not continuous, accumulated water can be dried also. The pump out water will be used for plantation purpose.

The water will be taken from bore well; water will be used for sawing & sprinkling. There will very little wastage of water because in sawing process water will be used by recycle process.

CHAPTER – 7 STACKING OF MINERAL REJECTS & DISPOSAL WASTE

Disposal of waste

7.a Nature & yearly generation of waste:- As the area proposed for mining plan period is generally having these cover of hence very less topsoil will be generate. No overburden in the area is present, hence its generation will be nil. During the production of Rubbles 15% of ROM will be generated as a waste. The year wise generation of waste will depends upon, excavation production of marble.

One retaining wall will be constructed at the OB dump yard as to avoid any side in dump yard/erosions. One waste dumps exist in the south western part of the area. This will also be removed & stacked in other area specify as dumping yard.

Waste generated during one year of mining plan period will be stacked with in the area and on the land approved by competent authority as shown over lay out plan (plate VII). Stacking of OB will be done at statuary barrier & will be used for plantation.

7.b Selection of dumping site: - As mentioned earlier, part of the lease area is mineralized & area is very small, therefore it is not advisable to stack waste material with in lease area permanently. Therefore waste material will be stacked outside the lease area over lease boundary barrier. It is also proposed that lessee will approach to state Govt. for acquiring land

7.c. Maximum height & spread of dumps: - About 10710 sq. mt. area will be required for stacking of waste material likely to be generated during coming five year of mining plan period. The height of overburden will be about 5m also. Stacking of overburden/waste material will be done in such way that proper benches can also be prepared, so as to make stack more stable, to avoid sudden collapse of overburden.

About 85% ROM of Chikla area will be generated as a Rubbles i.e small size marble blocks. The sale of rubbles is not regular however small units purchases these rubbles for their production of small size marble tiles of 1’ X 2’ or even small than these sizes. Besides this rubbles will also be used for production of marble strips etc. The generation of waste material is about 15% of ROM production. The soil generated during the scheme period will be stacked initially in statuary barrier and will be utilized during plantation.

USE OF MINERAL Use of Mineral: - Marble as the name indicate, this mineral is used as a building for manufacturing of stone slabs & tiles which are used for flooring and wall finish purposes, in building constructions. Marble is also used for manufacture of decorative articles like lamps, pillars, jhalis, fountains, temple, monuments, idols etc.

The selling price of marble block depends upon its colour size of slabs, tendency to take polish. Selling price also depends upon size, mixing of other colours in torms of bands of any figures etc. selling price also vary according to presence of fractures, joints etc. The ultimate use of the marble depending upon the quality is given as under: Pattern Type of Marble Producture Traditional Marble Slabs & Tiles Flooring, Cladding of Columns, Building exterior, Staur case, Walls, Grave yard prefabricated units, Kitchen, Counters, Dividers, Sink, and Bath Tubs. Statutory White Soft Marble Making Statures and Monuments etc. Novelty Marble Block & Slabs Table Tops, Name plates, Vases and Candle, Holders. Other Marble Chips Industry and Construction rubbles for road & bridges, preparation of housing site, other construction works mixture paste and detergents.

Use of Rubbles and Chips: - Rubbles are used for manufacturing small tiles. Rubbles are also used for industry construction. Rubbles are used for road and bridges, preparation of housing site other construction works. Chips are used for flooring and powder is used for detergents.

9.a Site Services: In view of limited mechanized mining for production of Rubbles Marble smooth running of machineries all the infrastructure available at site it self. These infrastructures include office, rest house, first aid room, and store. Besides above all the basic facilities are provided at the site.

9.b Employment Potential: Lessee has employed all the statutory, technical & other persons are qualified so as to look after their work systematically. Lessee will appointed first class and second class mines manager and other technical staff. Besides the other administrative, marketing & financial persons, following staff will be employed at the side (including present strength of the staff): No. 1. Mining Engineer One 2. ENVIRONMENTAL MANAGEMENT PLAN

11.0 Base Line Information

11.a.(1) Land Use Pattern :- The lease area for which mining plan has been prepared is a part of hilly terrain. Hill comprises of fractured jointed marble & other rock the maximum height of the hill is 460 RL, which lies in south western part of area. The complete lease area is covered by a thin layer of top soil.

The lease area was a part of forest land, but same has been diverted from forest land by central Govt. copy of diversion of forest land for marble mining is enclosed as annexure VI.

Maize, wheat, pulses etc. are the common crops of the region. Mining operation has been already started in the lease area & depth of working varies with in pit itself.

11.a.(2) Water Regime : - There is no well, or reservoir exists within the lease area. As the area is part of hilly terrain, run off water is very fast. Rain water moves along the natural slope & ultimately goes to small nallah.

Ground water occurs at a shallow depth in a region. It is available at 80 m. below the general ground level in case of normal monsoon.

11.a (3) Flora & Fauna: - Except few bushes & trees planted by lessee no tree exist with in the lease area. Besides this the protected wild life also not present with in lease area.

11.a. (4) Quality of Water: - The quality of water is in the region is potable.

11.a. (5) Quality of Air: - Air in the area is clear with no visible impurities. Movement of automobiles is also less. Hence dust generation due to traffic movement is not detectable.

11. a. (6) Ambient Noise Level:- Like air environment, the ambient noise level is also seems to be below the recommended noise level standard of central pollution control board. No industry or other commercial activity other than mining is under way in the region.

11.a. (7) Climatic Condition: - The climate of the area is semi-arid type. The average rainfall of the region is about 600 mm. The maximum temperature reaches in summer up to 400 C to 440 C where as minimum temperature goes down in winter to 20 C to 50 C. Maize, Wheat, Pulses are the major crops of the region.

11.a (8) Human Settlements: - There is no human settlement within the lease area. Workers are coming from near by village. 11. a (9) Public Building, Place of Worship & Monuments :- There is no public building, place of worship and historic monument with in lease area & 5 Km. radius of lease area except that public buildings in villages. Telephone or power lines are passing nearby lease area. 11. a (10) Does area fall under area under water (overburden & continue of pollution) Act, 1974: - Quarry area does not fall under such notified area. It is also proposed to dump overburden out side the lease area. This area will be acquire by the lessee with due approval of competent authority for the purpose hence area utilized under stacking & OB dump will remain almost same.

11. B. Environmental Impact Assessment: - The environment impact assessment will be made periodically for the land, air quality, noise level, vibration etc and if there will be any major changes that will inform to the proper authority.

11. B. (1) Land Environment: - The major part of area is already covered under working pit about 23129 sq. m. additional area will be covered under mining pit. The O.B. stack will be continue to be stacked within & out side the lease area. The area will be used as a matured mining site. The depth of pit will be increased in part of the lease area only.

The area covered under statutory barrier zone is 0.616 hect. The area is already covered under sub-head dumps, plantation, infrastructure, road & unmined area. Part of overburden & waste will be dump out side the lease area, so that area can be kept as such for future development & to avoid rehandling of waste.

11. b (2) Air Quality :- From Marble mining there would be no significant influence on the ambient air Quality, because in mining operation no such machinery will be used which can generate considerable amount of dust in the surrounding environment. Drilling will also be carried out to a very limited extent, so that it may not pollute air environment.

11. b. (3) Water Quality:- The mining activity during plan period will be restricted to 370 mRL neither water table will be intersected by the mining activity nor the natural water flow and drainage on the surface will be affected. The site of dumping waste rock were also be so chosen that the dump will not disturb or intervene the flow of surface water nor the dump should flow in the agriculture land. All these combine have no effect on water quality of the area.

The drainage system will not be disturbed due to mining activity. To avoid filling of water in working face a channel around the pit will be put in such way that all the water will move through there channels & ultimately goes to main natural stream. 11. b (4) Noise Level :- The noise level generated due to drilling by running of compressor & other machineries would not be any significant as the mine area is far away from local residential areas. Besides this playing of trucks, trippers etc will also not have any significant impact on noise level. During working hours also noise level will be below the permissible limit.

11. b (5) Vibration Level :- No vibration effect is likely to occur because blasting work will not be undertaken in the area.

11. b (6) Socio-Economic Environment :- Since there is no human settlement with in the lease area hence mining will not involve any evacuation of human & human settlement. Major human settlement is far from proposed mining area. Therefore, mining will not have any adverse impact on human settlement. Pink Marble mining is not reported to cause any occupational health hazards. The land of this region is agriculturally poor. There is no industry either of large or small scale. With the enhancement & regularization of production from this area, employment opportunities of the local people will go up. On the whole proposed mining will not have any adverse impact on the socio-economic environment of the area. Besides this it will improve general condition of human being of the region.

11. b (7) Historic Monument :- There will be no effect on historic monument as they do not lies in & round 5 Km. radius of lease area.

11.b (8) Water regime: - No nala/tank/well or any other bodies falls within lease area. Besides this the area does not falls with in watercourses. The area does not have any defined water flew direct. Rainwater fall in the area flew from higher elevation to lower elevation. One water channel will be concentrated all around the pit to avoid any in rush of water in the working area. Some rainwater collected during rains will be pump out & used for plantation & other purpose. 11. (C) Environmental Management Plan 11. C (1) Temporary Storage & Utilization of Top Soil: - The topsoil generated during plan period will be spread on statuary barrier for plantation.

11. C(2) Year wise reclamation proposal: - Mineral Marble will be available at pit bottom & mining will continued in the area, hence it is not possible to reclaim the mined out pit at present. Accordingly no proposal has been prepared for land reclamation.

11. C(3) Programme of Afforestation :- No tree will be destroyed during mining plan period. However looking towards importance of afforestation programme & maintaining ecological balance. It is proposed to undertake plantation work in the area along statuary barrier.

Considering the environment needs of the region, the increase in survival of the plants will be taken care off. For the purpose water tankers will be taken to site and personal care in survival of plants is trust upon.

As all the dumps are active dumps plantation cannot be under taken over active dumps, hence plantation has been done over other part of area.

11. C (4) Stabilization and Vegetation of Dump: - Wastes are being generated due to mining. All the dumps are active dumps hence plantation work cannot be undertaken on these dumps. Measures to control erosion/sedimentation of watercourses. Small water tank/pond will be constructed out side the lease area in the watercourses so that water along with dirt etc. will be first collected in pond/water tank where dirt will still down & clean water will again join regional water courses.

11. C (5) Treatment & Disposal of Water from the Mine: - Water table will not be encountered during the mining operation; therefore treatment & disposal of water from the mine will not be necessary. As a rain in the region is also not continuous, hence rainy water will not be accumulated in the pit.

However if any water is accumulated in the pit it will be percolate into ground through broken area, this will not effect general mine working during rainy period also.

Measures for mining missing adverse effect on water regime etc. As water channel will be excavated all along the pit boundary, so that run of water should not disturb & watercourses can maintained his behavior regionally.

11. C (6) Ground Vibration: - Drilling for production of marble block will create limited ground vibration. Playing of trucks/vehicles & other machineries will also create limited ground vibration but amount of ground vibration will be very less & does not have any impact in & around the surrounding lease areas.

Measures to protect historical monuments etc. There is no historical monuments fall with in/near by lease area, there for no steps/measure required to protect historical monuments. 11. C (7) Environmental Study: - It is proposed to carry out environmental studies monitoring for air, water, noise etc. on quarterly basis.

11. C (8) Socio-Economic Benefit Arising out of Mining: - Mining in the lease area will generate additional employment for working; hence general financial & socio-economic condition of workers will be improved. The employment will be given to local peoples also.

In addition to direct financial & other infrastructure facilities like transport, medical, communication etc are also going to be available due to mining work, which will improve, & upgrade the living standard of local habitants.

12. Any Other Information The lessee will depute security guard around the lease area and on entry gate so no waste marble can be removed by any person. We will take care of it.

PROGRESSIVE MINE CLOSURE PLAN OF CHIKLA MARBLEMINE (S. NO. 88(P)OF M/S AMBAJI MINERALS.

1.0 INTRODUCTION Marble quarry lease over an area of 4.0469 hect. In survey no. 88(P) near village –Chikla, Taluka – Danta, District – Banaskantha, state – Gujarat has been granted for a period of 10 years w.ef. 22.10.2002 in favour of Monalisa Marble.

Later on lease was transfer to present lessee Ambaji Marble through transfer deed agreement on 9.11.06 vide Govt. of Gujaratletter No CGM/QL/Tran/B.K./172/3970date 13.10.06 & office order No. AGP/QL/1855/4720/date 06.11.06.

The agreement was executed on 22.10.2002. Lessee has submitted lease renewal application on 15.11.2011. Renewal is under progress.

Earlier mining plan was approved by Additional Director, Comm. Of Geology & Mining Gandhinagar vide there letter no CGM/ MC/ APP/ B.K/07/388-370 date 01.08.2007.

In Compliance to Marble Development & Conservation rule – 2002, progressive mine closure plan (Amended 2012) of this mine has been prepared with due authorization of the lessee for a five years period.

The lease area has been worked by the lessee from last more than 11 years by putting shallow working pits. Lessee has more than 35 years of experience in the field of marble. The lessee intends to mining & develop the area for mineral marble by scientific method & following all safety methods.

The mineral marble will be extracted from the area for trading & export purpose.

(III) Ownership / Occupancy of the land. The entire area is a piece of forest land but land is converted to mining lease by the forest department & at present is used for excavation of marble mineral.

(IV) Existence of public road/ railway line, if any, nearby and approximate Distance. The lease area is situated near by Ambaji town in village –Chikla, which is situated 6km. from the Ambaji town. The road is tarred or Kachha but motorable throughout the year. The Ambaji town is situated on the southern border of the Rajasthan state & 22 Km. towards NNE from the Danta (Taluka – Headquarters.)

d) The type of lease area (Forest , Non forest etc.) The mining lease for mineral marbles has been granted to the lessee for 4.0469hectares area over survey No.88(P)for a period of ten years near village Chikla. Leasearea is a part forestland which were diversify as per letter no8 – 355 /88- FC. Date 10.05.1991.

e) The present land use pattern: The lease area granted is a Diversified forestland, which is a non-irrigated piece of barren land. The lease area is Diversified forest land. S. As area is very small, temporary, infrastructure etc. will be created &same will be shifted as per need. Hence complete lease area will be used for mining & stacking off topsoil, waste & other purpose. f) The method of mining & mineral processing operations: Marble quarry of M/s Ambaji Minerals near village Chikla, District. Banaskantha small scale surface mining has been carried out by the lessee from time to time since 2002 or so. Marble present in this area as a thick zone running along almost North west – South East dipping 70° due South West. Complete lease area is covered by marble mineralization Marble is present below a this soil cover in part of area only.

Although marble is present from surface, but it is highly fracture at top. The intensity of fractures & crakes reduces as depth increase. Till so far blockable marble is not present. Overburden is removed by excavating the same with the help of heavy earth moving machinery i.e. excavator, dumpers etc. with the formation of benches. Rubbles marble is produced from lease area. Blockable marble may be present at deeper level.

Marble is exposed below a these layer of soil as 1.0m to 1.5m &Rubbles marble is available in the area just below semi mechanized open cast mining method is followed. One of pits has been developed in the area.

Looking towards the existing pit condition, position of benches, behavior of mineral deposit & production target from the area, open cast mining shall be continued with the removal of soil by excavator & tippers, production of marble (Rubbles) mineral by use of wire saws & other allied machineries. Blockable marble may be present in depth.

In general three to five benches will be developed. Top soil will be excavated from top benches & production of mineral will be taken from lower benches. 1.1 Reason for Closure: This is existing mining lease. Mine will be close only due to exhaust of marble mineral. The mine will be closed only after exhaust of marble mineral.

The meta-sediments and meta-volcanic of the Delhi Super group, in Gujarat, are intruded by the variants of Erinpura and Sendra-Ambaji Granites, which have been classified into Gogunda, Kumbhalgarh and Sirohi Groups in ascending order of superposition.

upper Kelwara Formation mainly consists of feldspathic mica schist. The group is tentatively correlated with the Alwar Group of north-eastern Rajasthan. Kumbhalgarh Group In Gujarat, the Kumbhalgarh Group is represented only by Todgarh Formation occurring in Banaskantha and Sabarkantha districts. This Formation extends from three km northwest of Kiriap (in Rajasthan) in the north to Khedbrahma (in Gujarat) in the south and comprises calc-silicate rocks, calc-gneiss, calc-schist, calc-biotite schist, impure dolomite, calcitic marble, para-ambhibolite and thin bands of quartzite.

3. b.2 Local Geology:- Geologically the quarry lease area comprises of rocks of (post Aravalli age) Dehli Super Group only. In the area rocks of Dehli super group is represented by Todgarh formation of Kumbhalgarh group. This group comprises of calc-silicate rocks (Epidoite) dolomite, Marble & calc-biotite schist. Marble of the area is fractured & jointed. Below the fracture & jointed zone, blockable Marble (Marble) may be present. The thickness of fractured Marble zone in thearea is about 20m, its frequency decreases with increases in depth. In general the rocks of the area strike along NW – SE direction dipping 70° due west.

Marble Weathered, fractured marble is exposed just below soil cover in major part of the area. Once this weathered, fractured marble is removed, blockable marble may bepresent. Marble of the area is white in colour with impurities & blach strips and hard, compact & massive in nature. The marble bed is dipping is western direction at an angle of 70° or so. Marble bed, some of the marble of the area is one of the best

quality marble available in the region & used as dimensional stone, statue, ornamental show piece manufacturing & other purpose. The rock is medium hard & suitable for slab cutting & good polishing. Large size blocks of the marble are produced from the area.

2.3 Method of Mining: (a). Describe briefly the mining method of followed to win the mineral: Marble quarry of M/s Ambaji Mineral is under small scale mining since 2002. Marble present in this area is a thick zone running almost along NW – SE. Complete lease area is mineralized. Marble is present with a thin soil cover surface.

Hencesemi mechanized open cast methodis the only suitable method of mining for such type of deposit.

One pit are already developed in the area. Marble will be produced, by developing deposit with proper benches.

Blockable marble can be produced in depth during due coursed line from recovery of rubbles is about 85% of ROM.

2.4 Mineral Beneficiation: No beneficiation for up gradation of mineral is to be carried out at this mine.

3.0 Review of implementation of Mining Plan/Scheme of Mining including four years Progressive Closure Plan upto the final Closure Plan: According approved mining planno plantation was proposed hence plantation was not carried outduring plan period no Backfilling was proposed in approved mining plan. Lessee has not backfilled the mined out area because Marble is present at pit floor.

4.0 CLOSURE PLAN: 4.1 Implementation of reclamation of Mined out land: Mineral marble is available in the area, with top soil hence, waste generation is 15% of ROM. Therefore reclamation of mined out area is not possible. Mined out area will be used as a water reservoir. The programme of green beltevection is under. 20 saplings will be planted every year during five yearsplan period over statuary barriers in the areaas shown in progressive mine closure plan plate no.10. Tree guard will be provided for protection of plants.

4.2 Water Quality Management: a) Surface water bodies available in the lease and measures to be taken to control the erosion, sedimentation, siltation and any other contamination: There is no permanent surface water body. There is nothing like any pond, lakes and Dam etc. exists nearby the area. The area is not erosion prone part because the ground slope is very gentle.

b) Quality and quantity of surface water bodies collected into the pits and corrective measures proposed to meet the water quality confirming the permissible limit: The area is working mining lease hence at the present stage there is no water in the excavated pits. It is expected that some water may be collected during rainy season, which will be percolated in the ground. No remedial measure is required as there is no effect.

c) Ground water bodies and measures to be taken to control erosion, sedimentation, siltation and other contaminations: The water table in the area is 30m below the general ground level during the monsoon as seen in well situated near the area. Ground water in the area is generally saline and salinity increases with passage of time after monsoon. The water table of the area will not be tapped by working so there is no problem of lowering of water table of the region. There is no permanent ground water body like spring band etc. in the lease area.

d) Quality of ground water in the area along with water table: The water table in the area is 60m below the general ground level during the monsoon. Ground water in the area is generally saline. The water table of the area will not be tapped by working so there is no problem of lowering of water table of the

region.

There is no permanent ground water body like spring band etc. in the lease area.

e) Whether hydrological studies are carried out in the area ? If yes, the report should be enclosed. No hydrological studies have been done in the area and it is not required also.

f) Water Balance Chart: As this is mechanized open cast method working mining, at which about 30workers will be employed for production of mineral Marble, hence water requirement will also be less. Drinking water will be bring from Marblevillage. Besides above rainy water will be collected in the working pit. This collected water will be used for plantation purpose.

As water requirement will be very low & water table will not be encountered during mining, hence the proposed mining of Marble mineral does not have any adverse effect on ground water table also.

g)If there is potential of acid mine drainage, the treatment method should be given: This is the case of mining of marble mineral involving no acid generation so no management is called for. h) Water monitoring will be carried out once in a year.

4.3 Air Quality Management: There is not much suspended dust in the air of the area except in summer during the storms. The rocks of the lease area are soft and when blasted may affect the air quality but that has been always in tolerable limits. Thus subsequent quality of the air is hardly affected. Due to simple nature of mining no chemical or toxic effluents are discharged in the area hence question of air pollution does not arise. Air monitoring will be carried out once in a year.

4.4 Sub grade Waste Management: The OB generated during mining plan period will be Nil only. Besides the 15% of ROM as, which is fines & above threshold value will be generated as waste.

4.5 Topsoil Management: Limited quantity topsoil will be generated during plan period& same will be used for plantation work.

4.6 Tailing Dam Management: The marble mining does not involve generation of any sort of tailing so no management is called for. 4.7 Infrastructures: Office and rest shelter has been already constructed in the area. 4.8 Disposal Mining Machinery: This item is not applicable at prevent context.Mining machinery will be used on contract basis. 4.9 Safety & Security: The area is a very remote part of the region and after mining is over in the lease, the legal status of leased land will be same. The leased land will be reclaimed by backfilling and by using the excavated area as water reservoir. All the precautions are to be observed as per Reg. 106 of MMR, 1961 for safety and security.

4.10 Disaster Management Plan and Risk Assessment: Mining is an activity involving land degradation by excavation and dumping the waste. The structure and strength of the rock type involved in mining plays very important role to plan the disaster due to failure resulting from various activities involved in mining. The mine will be developed by open cast method of mining. Mineral transportation will be carried out by trucks / tippers means of working will vary from area to area.Proper benches will be developed.Looking into these no cause of CHIKLA MARBLE MINE (S. disaster has been apprehended during mining activity. To avert any adverse situation all the statuary precautions shall be undertaken into account as per Mines Act, 1952, and other mining rules.

4.11 Care and maintenance during temporary discontinuance: This is the case of Progressive Mine Closure Plan being submitted. However, during temporary discontinuance of the mining operation due to any reason notice shall be send to IBM and mines safety as per the existing rules.

5.0 ECONOMIC REPERCUSSIONS OF CLOSURE OF MINE & MANPOWER RETRENCMENTS: 5.1 Number of local residents employed in the mine, status of the continuation of family occupation and scope of joining the occupation back: In all this is the proposal of Progressive Mine Closure Plan so it is not applicable at this stage. However100 local villagers will be employed in the mine. The villagers are farmers. Due to direct or indirect at the mining the income of local workers will be increased, resulting improvement in living condition.

5.2 Compensation given or to be given to the employees connecting with substance of himself and their family members: This is the proposal Progressive Mine Closure Plan so it is not applicable at this stage. 5.3 Satellite occupation connected to the mining industry – number of persons engaged therein continuance of such business after mine closure: It is proposed to employee30 workers directly at mine. Workers are coming from nearby villages whose main occupation is farming. The additional work generated for them due to mining will be loading of trucks. The mining activity of the area will generate work for the mineral and material transport, canteen etc. Which will ultimate enhance the living condition of the people in the surrounding area.

5.4 Continued engagement of employees in the rehabilitated status of mining lease area and any other remnant activities: Mining is side job for the workers at the mine. Their main occupation is farming; hence there will be no effect on and around workers after closer of mining work. Accordingly rehabilitation does not require for them. After closer of the mine all the worker’s directly

or indirectly with the mine will be diverted to their main occupation that is forming so their improved living condition will be continue as such even after closer of the mine. 5.5 Envisaged repercussions on the expectation of the society around due to closure of the mine: This is the proposal progressive mine closure plan so it is not applicable at this stage mine is side jobs for the worker, this work is an additional sauces of income for them, mining is side job for workers hence it does not have major impact on the society around the area. 6. Time Scheduling for abandonment: This is the proposal Progressive Mine Closure Plan so it is not applicable at this stage. However part of the area will be abandonment during plan period. The complete thickness of Marble will not be mined out and during plan period. About 34,309sq. mt. areas will be worked during mining plan period.

It is mechanized open cast mine and machinery will be used. The one year will be sufficient for abandonment of mine.
