Final-CESS-20Th-Conference-Program Central Eurasian Studies Society 20TtHiAnnual Conference October 10-13, 2019 Central Asia Program, IERES The George Washington University CENTRAL EURASIAN STUDIES SOCIETY The CENTRAL EURASIAN STUDIES SOCIETY (CESS) is a private, non-political, non-profit, North America-based organization of scholars who are interested in the study of Central Eurasia, and its history, languages, cultures, and modern states and societies. We define the Central Eurasian region broadly to include Turkic, Mongolian, Iranian, Caucasian, Tibetan and other peoples. Geographically, Central Eurasia extends from the Black Sea region, the Crimea, and the Caucasus in the west, through the Middle Volga region, Central Asia and Afghanistan, and on to Siberia, Mongolia and Tibet in the east. The CENTRAL EURASIAN STUDIES SOCIETY’s purpose is to promote high standards of research and teaching, and to foster communication among scholars through meetings and publications. The Society works to facilitate interaction among senior, established scholars, junior scholars, graduate students, and independent scholars in North America and throughout the world. The Society’s activities include an Annual Conference, a biennial Regional Conference, and information distribution resources, among others. The CENTRAL EURASIAN STUDIES SOCIETY is a not-for-profit organization incorporated in Massachusetts, USA. Our website is www.centraleurasia.org. Any violation of it will be considered a serious form of professional misconduct. 2 WELCOME NOTE Dear Friends, Welcome to the Central Eurasian Studies Society (CESS) 20th Annual Conference at the George Washington University! We are hosting you at the Central Asia Program (CAP) and the Institute for European, Russian and Eurasian Studies (IERES), part of the George Washington University's Elliott School of International Affairs, one of the world’s leading schools of international affairs and the largest school of international affairs in the United States. Located in the heart of Washington, D.C., its mission is to educate the next generation of international leaders, conduct research that advances understanding of important global issues, and engage the policy community in the United States and around the world. We are grateful for the trust CESS put in George Washington University by giving us the opportunity to host, for the second time, the annual conference after having received the 16th one in 2015. This year we will feature two keynote speakers, Harsha Ram, from the University of California-Berkeley, and Mohira Suyarkulova, from the American University of Central Asia in Bishkek, discussing respectively “The Caucasus: From Geopolitics to Geopoetics,” and “Becoming an Activist Scholar: towards more Politically Engaged and Socially Accountable Research Practices in Central Asian Studies”. In parallel to the conference, we offer you a full festival celebrating Central Asian cultures, comprised of a curated exhibition, lectures on material culture and traditions, music and dance performances, photo exhibition, as well as the sale of exclusive wearable art from the region by local artisans. We hope you stay and mingle with friends and colleagues during our Opening Reception on Friday, October 11 at 5.:30pm in the 2nd floor Hall and enjoy wonderful Central Asian food generously cooked and provided by our colleagues from the Embassies of Kazakhstan, Kyrgyzstan, and Uzbekistan, and Uyghur associations. We hope you will thoroughly enjoy the scholarly presentations, the fellowship of colleagues, and the hospitality which we have prepared for you. Indiana University is a long-time home for the study of this region, and it is very appropriate that we should host here the annual conference of CESS, the largest association of scholars which share an interest in Central Eurasia. The program includes features over 57 panels, 200 presentations, and nearly 250 panelists, as well as films, music and dance in addition to the more scholarly fare. Berkeley: University of California Press, c1998 1998. http://ark.cdlib.org/ark:/13030/ft8g5008rv/ for my parents Preface Whether it is in the obsession with multiculturalism in American academe or in 1 facile visions of an impending, perhaps inevitable "clash of civilizations" in the mainstream public, it is culture that defines the essence of difference in the post-Cold War world. The Muslim world occupies a special place in this cultural geography, more closely identified with culture than any other part of the world. The cultural determinism implicit in such thinking can exist only by leaving unasked the question of the origins of culture. Although a substantial scholarly literature has argued at some length (but perhaps not very successfully, if one were to judge from how little its insights seem to illuminate mainstream debate), cultures are not immutable givens but themselves subject to change and flux. This applies to Muslim culture as much as to any other, although given the place Islam and Muslims occupy in the imagination of the "West," we are left constantly to reaffirm this basic fact. I have tried in this book to argue this basic point: that Islam, and Muslim culture, and the sense of being Muslim are far from immutable characteristics; rather, they change and evolve and do so through debate and the struggles of different groups in Muslim society.

In this study, long-term (1960–2015) river runoff and climate data in the Arys and Keles River watersheds (Kazakhstan) were gathered to analyze the impacts of climate variation and human activity on runoff. The non-parametric Kendall test and the Pettitt test were used to identify trends and change points in the time data series. It was found that both watersheds had significant upward trends in temperature and potential evapotranspiration data, and insignificant upward trends in the runoff. Change points in annual runoff were identified around the year 1973. The hydrological sensitivity method was employed to evaluate the impacts of climate variation and human activity on mean annual runoff based on precipitation and potential evapotranspiration.
