PRESIDENTIAL MONTHLY REPORT August/September 2013 PRESIDENTIAL MONTHLY REPORT August/September 2013 Paolo Barelli President LEN Activity speeds up as the new season approaches and further LEN Events are always around the corner. The European open water swimmers, divers, synchronised swimmers and water polo players have competed with distinction at the highest level in all the events in Barcelona from 19th July to August 4th. We will continue to work hard for our athletes who demonstrate their passion and dedication for the sport and achieve excellent results following years of hard work. They are our role models and we thank them for taking European Aquatics to new heights. Our Member Federations’ dedicated contribution to our progress is fundamental to our success. Thank you all on behalf of LEN. OPEN WATER SWIMMING • The 4th leg of the Open Water Swimming Cup in Hoorn (NED) on 3rd August, the 5th Leg in Navia (ESP) on 10th August and the Cup Final in Hamburg (GER) on the 17th and 18th of August showed the strong Open Water Swimming tradition of Germany with many of their athletes ranked in the top 5. Andreas Waschburger (GER) won the men’s trophy and Anna Olasz (HUN) won women’s trophy. WATER POLO • The Draw for the qualification round of the new Champions League 2013-2014 was held at the LEN Office in Luxembourg on August 22nd and the draw for the preliminary round of the Women’s Euro League was held at the same venue on September 16th. The Champions League commences with two qualification rounds in Italy and Serbia in September (27th to 29th) and the Women’s Euro League will commence in November. PRESIDENTIAL MONTHLY REPORT August/September 2013 The Euro Cup will begin in October following the completion of the first two rounds of the Champions League. We look forward to a new exciting club water polo season. • A meeting was held in Rome on August 28th with the representatives of the 8 clubs who received a wild card for the new Champions League competition. A new marketing strategy, TV rights and organisational issues were discussed. • From September 1st to 8th the junior water polo women battled it out in the Turkish city of Istanbul for the title of European Junior Champion. All thirteen teams offered their best performance with the Greek team proving to be a step above the rest, confirming the Greek senior team will soon be reinforced by a strong new group of players. • The Men’s European Junior Water Polo Championship in Malta (MLT) was held from September 8th to 15th. The Maltese Swimming Association delivered an excellent event as always. The event was a great success and the Montenegrin team came through the final with Serbia to win the title for the first time in this age category. MASTERS • The European Masters Championships in Swimming, Diving, Synchronised Swimming and Open Water Swimming were held in Eindhoven (NED) from the 31st August to the 7th of September. The Royal Dutch Swimming Federation and the Organising Committee delivered an excellent event for over 5,000 passionate competitors which made this event the biggest in Europe in 2013. We congratulate the organisers, all participants for their superb performances, and the Masters Committee for their dedication and hard work. LEN General Secretary, David Sparkes attended the 125th Anniversary of the Royal Dutch Swimming Federation on Sunday 8th September. It was a great pleasure that LEN could be part of the celebration of an important National Federation who has been extremely active in the organisation of LEN events over the past decades. 2 PRESIDENTIAL MONTHLY REPORT August/September 2013 MEETINGS • There were several meetings regarding European activity during the FINA World Championships in Barcelona. • The LEN President met a representative of the Swiss Federation on 1st August to discuss a potential bid for the European Short Course Championships in either 2017 or 2018. During the meeting we also confirmed the allocation of the Junior Open Water Championships in 2015 to the Swiss Federation. • A meeting was held with Omega on 2nd August to try to reach an agreement for the Short Course and Long Course Swimming Championships. • A site visit to Herning to check the event organization was held on 4th and 5th September. Marco Birri, David Rouger and Sören Korbo met the OC representatives to review the technical and organisational aspects of the event. In the report they confirmed their entire satisfaction with the outstanding venue, the high level TV production and the overall organisation. • During the IOC Session in Buenos Aires on 6th-10th September, LEN President met the Minister of Youth and Sport of the Republic of Azerbaijan, Mr Azad Rahimov along with many other EOC representatives, to finalise a number of important details. The Euro Games Organising Committee is providing significant economic support to the 51 LEN affiliated Federations by offering free accommodation for up to 1200 European athletes for the duration of the event plus their travel expenses. In addition LEN will receive an outstanding financial contribution. Paulo Frischknecht and Marco Birri had a very positive site visit to Baku on 13th September. During the meeting with the OC representatives a first draft of the competition programme (using 4 swimming pools) was finalised. Many other technical and organisational aspects were dealt with in detail, including a site visit to the event village. • On August 31st Carlos Ramos, LEN Assistant Director, left the organisation after 7 years of work and commitment. LEN recognizes and pays tribute to his dedication during this period. 3 PRESIDENTIAL MONTHLY REPORT August/September 2013 To conclude our activities, during September, LEN came together at our Congress and Calendar Conference in Edinburgh (GBR) on September 27th and 28th. The Calendar Conference and the Bureau Meeting were held on the first day during which it was announced that the organiser of the European Junior Swimming Championships 2017 would be Netanya (ISR). During the Congress, the President expressed his pleasure of being in Edinburgh, the birthplace of Water Polo. He outlined the challenges that he and the officers had faced during a very busy year since taking up the leadership in LEN in Cascais (POR) 12 months ago. This was followed by a detailed presentation addressing how he has led LEN through many challenges in what is still a difficult economic period for Europe. He reaffirmed to delegates that he remains optimistic for the future for LEN and with its new partnership with FINA. “LEN is now working in total harmony with FINA, and I am keen to continue this fruitful cooperation, ensuring the success of all aquatic disciplines and I would wish to record particularly my appreciation of President Julio Maglione’s leadership and the excellent collaboration we have with the FINA Office, conducted with professionalism by the Executive Director Cornel Marculescu. LEN is now in a new and stronger partnership with FINA,” the President said. 4 PRESIDENTIAL MONTHLY REPORT August/September 2013 The President informed the Congress of the Bureau’s decision to appoint Paulo Frischknecht as the next LEN Executive Director with effect from the 1st October 2013 who would step down as a LEN Bureau member following Congress. Paulo gave a brief address to Congress setting out his wish to serve LEN fully and to work with the Bureau to further develop LEN’s activities. LEN’s latest activity report was presented and approved by those in attendance, and LEN Treasurer, Tamas Gyarfas presented the financial report which was also approved. We were among many friends and guests in Edinburgh and we had the opportunity to hear Dr Margo Mountjoy, FINA Bureau Member from Canada, as she offered us an interesting lecture and insight into the very important and complex subject of medical services to our athletes to support their competitive activities. It was a pleasure to be hosted by Edinburgh and British Swimming, and on behalf of us all, I thank all those who worked so well to make the Congress a success. Paolo Barelli President 5 .

In May 2013, the International Olympic Committee promoted FINA to the top tier of Summer Olympic Sports. In June 2017, the International Olympic Committee reinforced this reward, confirming aquatics will have the highest number of medals (49) of any sport at the Tokyo 2020 Summer Olympic Games. We have experienced 3 successful editions of the FINA World Championships – in Barcelona (2013), Kazan (2015) and Budapest (2017) – and our top-level annual events for each discipline have grown. Success at the top end of our sport has enabled FINA to invest at record levels in aquatic sports worldwide. In 2018, we have an excellent starting point to build on recent successes: to pursue our mission of increasing participation in aquatic sports and our vision to enable everyone in the world to swim. This Strategic Plan sets the framework as to how FINA will accomplish this. The FINA Strategic Plan 2018 – 2021 will be underpinned by 4 pillars: 1. Raising Standards 2. Accelerating Potential 3. Uniting Passions 4. Sustaining Growth Everything FINA does between 2018 and 2021 will be focused on strengthening one of these pillars.     Nick Thierry Recipient of the 2013 R. Max Ritter Award Presented by United States Aquatic Sports Nick Thierry is the 2013 recipient of the R. Max Ritter Award presented posthumously and in recognition of his life-long affair with swimming. United States Aquatic Sports honors the memory of a man whose unselfish contributions including keeping the history book of swimming straight, simple and true for the benefit of athletes, coaches and also for national federations as well as the international body FINA. "Before his passing on October 2, 2012 Nick invested in the development of a database that contains 40 years of swimming rankings and statistics. That immense work is part of his legacy. When swimmers swim head to head in elite international competition, their foremost goal is to beat the opposition. Once the race is over and they glance up to the scoreboard to see their finish place, their next thought is, "My time, did I do a personal best? Was it a record?" Moments after swimmers hit the finish wall, Nick Thierry took over. Nick Thierry kept the record of the sport alive for more than four decades as the keeper of the world rankings. He was the bastion of swimming statistics and a pioneer in the art of swimming news. His guardianship of the record of athletes performances has been treasured by swimmers, coaches, sports scientists, journalists, sports institutions and swimming federations since he first started to register and chronicle all meets that produced performances worthy of a place in the top 300 across all events. Born in Hungary on December 2, 1938, Nick spent the first eight years of his life in Budapest.

    Congratulations to Eldon Godfrey Recipient of the 2011 R. Max Ritter Award Presented by United States Aquatic Sports Eldon Godfrey has been a prolific leader in aquatic sports for over 35 years. He has dedicated himself to the sport of diving as a manager, official and program developer. Eldon was instrumental in organizing the University of Calgary Diving Club in 1973, along with his wife Carlie Jean. He has served as a diving official and referee at the National and International level and has served at every Olympic Games since 1984. He was elected as a member of the FINA Bureau in 1996 and served through 2009; he is now an Honorary Member of the FINA Bureau. Eldon was elected President of UNION AMERICANA DE NATACION in Rio de Janeiro, Brazil during the UANA Congress held in conjunction with 2007 Pan American Games. During the four years prior to his election he served as its Secretary-Treasurer. He has served as President of the University of Calgary Diving Club, President of the Canadian Amateur Diving Association, President of the Aquatic Federation of Canada, and as a Director of the International Swimming Hall of Fame. Eldon Godfrey has received numerous awards and honors including a recipient of the FINA Gold Pin in 1996 and was inducted into Canada’s Olympic Hall of Fame in 2003. In addition to receiving the 2011 Max Ritter Award, he will be inducted into the International Swimming Hall of Fame as an Honor Contributor on May 12, 2012, in Fort Lauderdale. The R. TREASURER’S REPORT: Treasurer Tom Boak distributed a Balance Sheet and USAS Consolidated Financial Statement, both as of December 31, 2016. Year-end 2016 had a $133,000 net excess which, following some additional outstanding expenses, will probably end near a $92,000 gain. Financially, USAS is in a good financial position. Tom completed a review of Convention revenue and created a better reporting format for future years. Earlier conversations had been held discussing the distribution of USAS funds – when is enough enough? Discussion centered on distributing funds back to NGBs, set money aside for UANA development or athlete development or other activities. A review will be completed after the World Championships and suggestions will be presented in September. Roughly $100K is needed to support the World Championships in any given year.

    60 Years Ago In Swimming History Prepared by the International Swimming Hall of Fame for the UANA Congress at the XVI Pan American Games Origin of the First Pan American Games The 1st Pan American Games were held in Buenos Aires, Argentina, 25 February-9 March 1951. The Pan American Games' origins were at the Games of the X Olympiad in Los Angeles, United States, where officials representing the National Olympic Committees of the Americas discussed the staging of an Olympic-style regional athletic competition for the athletes of the Americas. At the Pan American Sports Conference held in 1940, it was decided to hold the 1st Pan American Games in Buenos Aires, Argentina, in 1942 and a Pan American Sports Committee was formed to govern the Games. Avery Brundage, President of the USOC and Vice-President of the IOC, was elected as the first President. However, the Japanese attack on Pearl Harbor brought much of the Americas into World War II, thus forcing the cancellation of the 1942 games. A second conference was held in 1948 at the London Olympic Games. Avery Brundage was re-elected as the President of the PASC. It was decided that Buenos Aires would still host the 1st Pan American Games, this time in 1951. Argentine President Juan Peron and his co-leader, Madam Eva Peron (addressing the Opening Ceremonies, above) were the honorary Presidents and were given a special exhibition of synchronized swimming, while Mario Negri, FINA Bureau Vice President and UANA President presided over the aquatic events, which were held at the Institute of Technical Research, Ministry of Public Works.

    Asia Swimming Federation Annual Report 2015 INTRODUCTION By completion of 2015, we are pleased to say that AASF achieved goals and took one more step ahead. The Meetings, programmes and events were organized perfectly and the highlight of this year was the 8th Asian Age Group Championships in Bangkok, Thailand. The quality of the competitions, the hospitality of the host and the presence of Federations (more than 30 countries) were remarkable and magnificent. Khalid B. Al Sabah President At the beginning of the year, the Executive Board Members gathered in Kuwait to consider the events and discuss about the important issues The year was also marked by conducting other competitions: 6th Asian Diving Cup and Asian Water Polo Championship. The level of professionalism of these events has completely improved and we observed great competitions in Malaysia and China. One of the other important meetings was the General Assembly which conducted in Kazan and on the sideline of FINA World Championships where 36 National Federations attended the meeting. These successes could not have been possible without the commitment and support from our National Federations around the Asia.
