A small barrier beach exposed to low-energy waves and a small tidal range (0.7 m) along Nantucket Sound, Mass., has experienced a remarkable growth phase followed by rapid attrition during the past century. In a region of low longshore-transport rates, the barrier spit elongated approximately 1.5 km from 1844 to 1954, developing beyond the baymouth, parallel to the adjacent Nantucket Sound coast. Degradation of the barrier spit was initiated by a succession of hurricanes in 1954 (Carol, Edna and Hazel). A breach opened and stabilized near the bay end of the one kilometer long inlet channel, providing direct access for exchange of baywater with Nantucket Sound, and separating the barrier beach into two nearly equal limbs. The disconnected northeast limb migrated shorewards, beginning near the 1954 inlet and progressing northeastward, filling the relict inlet channel behind it. At present, about ten percent of the northeast limb is subaerial: the rest of the limb has completely filled the former channel and disappeared. The southwest limb of the barrier beach has migrated shoreward, but otherwise has not changed significantly since the breach. -

SUMMARY OF THE 2017 MASSACHUSETTS PIPING PLOVER CENSUS Bill Byrne, MassWildlife SUMMARY OF THE 2017 MASSACHUSETTS PIPING PLOVER CENSUS ABSTRACT This report summarizes data on abundance, distribution, and reproductive success of Piping Plovers (Charadrius melodus) in Massachusetts during the 2017 breeding season. Observers reported breeding pairs of Piping Plovers present at 147 sites; 180 additional sites were surveyed at least once, but no breeding pairs were detected at them. The population increased 1.4% relative to 2016. The Index Count (statewide census conducted 1-9 June) was 633 pairs, and the Adjusted Total Count (estimated total number of breeding pairs statewide for the entire 2017 breeding season) was 650.5 pairs. A total of 688 chicks were reported fledged in 2017, for an overall productivity of 1.07 fledglings per pair, based on data from 98.4% of pairs. The U.S. Atlantic Coast population of Piping Plovers has been federally listed as Threatened, pursuant to the U.S. Endangered Species Act, since 1986. The species is also listed as Threatened by the Massachusetts Division of Fisheries and Wildlife pursuant to Massachusetts’ Endangered Species Act. Population monitoring is an integral part of recovery efforts for Atlantic Coast Piping Plovers (U.S. Fish and Wildlife Service 1996, Hecht and Melvin 2009a, b). It allows wildlife managers to identify limiting factors, assess effects of management actions and regulatory protection, and track progress toward recovery. -

Gontz RISES conducted a shoreline change study in order to accurately map, quantify, and predict trends in shoreline evolution on Rainsford Island occurring from 1890-2008. It employed geographic information systems (GIS) and analytical statistical techniques to identify coastal hazard zones vulnerable to coastal erosion, rising sea-levels, and storm surges. The 11-acre Rainsford Island, located in Boston Harbor, Massachusetts, consists of two eroded drumlins connected by a low-lying spit. -

Terns Nesting in Boston Harbor: The Importance of Artificial Sites Jeremy J. Hatch Terns are familiar coastal birds in Massachusetts, nesting widely, but they are most numerous from Plymouth southwards. Their numbers have fluctuated over the years, and the history of the four principal species was compiled by Nisbet (1973 and in press). Two of these have nested in Boston Harbor: the Common Tern (Sterna hirundo) and the Least Tern (S. albifrons). In the late nineteenth century, the numbers of all terns declined profoundly throughout the Northeast because of intensive shooting of adults for the millinery trade (Doughty 1975), reaching their nadir in the 1890s (Nisbet 1973). Subsequently, numbers rebounded and reached a peak in the 1930s, declined again to the mid-1970s, then increased into the 1990s under vigilant protection (Blodget and Livingston 1996). In contrast, the first terns to nest in Boston Harbor in the twentieth century were not reported until 1968, and there are no records from the 1930s, when the numbers peaked statewide. For much of their subsequent existence the Common Terns have depended upon a sequence of artificial sites. This unusual history is the subject of this article. For successful breeding, terns require both an abimdant food supply and nesting sites safe from predators. Islands in estuaries can be ideal in both respects, and it is likely that terns were numerous in Boston Harbor in early times. There is no direct evidence for — or against — this surmise, but one of the former islands now lying beneath Logan Airport was called Bird Island (Fig. 1) and, like others similarly named, may well have been the site of a tern colony in colonial times. -

AMENDED DECISION OF THE MARTHA'S VINEYARD COMMISSION DESIGNATING THE MEMEMSHA, NASHAQUITSA AND STONEWALL PONDS DISTRICT AS A DISTRICT OF CRITICAL PLANNING CONCERN Section 1.00 General As authorized by Chapter 831 of the Acts of 1977 (“the Act”), as amended, the Martha's Vineyard Commission (“the Commission”) hereby designates as a District of Critical Planning Concern (“a District”), the specific geographical area hereafter described, to be known as the “Menemsha, Nashaquitsa and Stonewall Ponds District”. On April 19, 2001, the Commission received a nomination from the Chilmark Conservation Commission and Planning Board for inclusion of geographic areas into a District. At its April 19, 2001 Regular Meeting, the Martha's Vineyard Commission voted to accept for consideration the nominated area. On June 7, 2001, the Commission held a public hearing at 7:45 P.M., in the Baylies Room (lower level) of the Old Whaling Church, Main Street, Edgartown, Massachusetts, on the proposed Menemsha and Nashaquitsa Ponds District, after notice to the municipality and notice required by the Act and Massachusetts General Laws, Chapter 30A, Section 2. The hearing was held as required by the Act to permit the Commission to receive testimony relating to whether it should designate a specific geographic area on Martha's Vineyard as a District of Critical Planning Concern. On Thursday, June 14, 2001, the Commission voted to designate the nominated area as a District of Critical Planning Concern. Sections 8 through 10 of the Act provide the process for amending the boundaries, adoption of development guidelines, and regulation of the District to which development must conform.
