MAJOR DUTIES AND RESPONSIBILITIES

Responsible for the construction, repair, maintenance, and site development for projects throughout the Pacific theater of operations. Incumbent ensures that construction and cyclic maintenance efforts maintain the quality, stability and longevity of ABMC properties and reduce the need for major capital investments to remediate failing structures or systems. This position is also responsible for supporting the continual growth and education of site staff in the appropriate techniques and methods of facility maintenance and engineering best practices. Incumbent is the ABMC regulatory oversight manager for facilities and will routinely review conditions to ensure compliance with both local nation and U.S. Government rules, policies, codes and regulations. The work includes managing engineering issues/upgrades in multiple engineering disciplines including safety, fire protection, landscape architecture, civil, environmental, mechanical, and electrical. for the Manila American Cemetery, , Manila Visitor Center; and four (4) U.S. Federal Monuments: Cabanatuan American Memorial, Guadalcanal American Memorial, Saipan Bell Tower and Monument.

The incumbent is responsible for coordinating, monitoring and overseeing facility construction and maintenance operations including associated engineering issues/upgrades in multiple engineering disciplines (e.g., safety, fire protection, landscape architecture, civil, environmental, mechanical, and electrical). Oversees construction and repair operations in multiple skilled trades including electrical, plumbing, irrigation, drainage, building construction, masonry, ventilation, painting, carpentry trades and repairs and other related systems.

Develops and oversees a facility master plan for multiple ABMC sites; establishing a comprehensive long-range look at the needs for the care and maintenance of historic properties and complex mechanical systems. Participates with the Superintendent of the Pacific, Deputy Superintendent of the Pacific and Operations & Technical Manager in the development of the facility master plan, developing, estimating and justifying the over-all operational long-range plans. Prepares reports of inspections and labor and material estimates of conditions of property and equipment and materials needed for repairs. Submits request for materials, supplies and tools required for operational needs. The incumbent is responsible for ensuring that cyclic maintenance efforts ensure the quality, stability and longevity of ABMC properties and reduce the need for major capital investments to remediate failing structures or systems. Development of Performance Work Statements and project requirements for assigned projects. Secures the services of architectural and engineering firms to develop designs and secures the services of quality assurance firms to monitor work performed. Develops cost estimates for initial construction and modernization as well as cost estimates for recurring costs for maintenance over the years. Participates in the selection process for contractors and serves as a Contracting Officers Representative. Insures that features and specifications are compatible with host country building practices. Prepares work orders and requisitions for supplies necessary to complete task. Recommends building modifications to improve or alter existing facilities by inspecting and evaluating conditions, recommending appropriate changes and providing the Superintendent of the Pacific with a report of alternatives to meet ABMC standards and building codes.

Provides technical and engineering direction, guidance and instruction to maintenance personnel in the correct operation of equipment and materials used to complete required maintenance activities and correlates these efforts with ongoing and planned operations to maintain and upgrade facilities. Analyzes electrical circuits, wiring diagrams and drawings, and installs, repairs, calibrates, services or replaces electrical devices and systems, and power generation devices to prevent overload using an amp probe, recording meter and various hand, power, and specialty tools. For horticulture and irrigation systems maintenance operations serves in support role to the Operations & Technical Manager for Manila American Cemetery and Clark Veterans Cemetery. Irrigation pumping systems include 3 ea. 50 hp 1 ea. 3hp booster pumps and Variable frequency drive (VFD) which provide a constant pressure to meet the requirement of irrigation supply.

Inspects facilities (e.g. houses, buildings, etc); equipment (e.g. fire safety, generators, compressors, etc.); systems (e.g. electrical, irrigation, plumbing, power sources, etc.); and work of vendors to determine condition of facilities, safe operation of equipment, quality and safety of work, and scheduled maintenance using hand, power and specialty tools.

Serves as Project Manager responsible for the successful completion of assigned projects and components: Establishes schedules and methods for providing facility management and maintenance services. Identifies resource needs and recommends allocations of resources. Determines appropriate products or services with clients or customers to define project scope, requirements, and deliverables. Develops, modifies, or provides input to project plans. Implements project plans to meet objectives. Coordinates and integrates project activities and work processes. Manages, leads, or administers project resources. Monitors project activities and resources. Performs risk analysis and mitigation. Implements or maintains oversight of quality assurance initiatives and execution. Makes improvements, solves problems, or takes corrective action when challenges arise. Gives presentations or briefings on all aspects of projects. Participates in phase, milestone, and final projects reviews. Identifies project documentation requirements or procedures. Ensures compliance with ABMC guidelines for maintenance and preservation of overseas heritage assets.

Supports the continual growth and education of site staff in the appropriate techniques and methods of facility maintenance and engineering best practices. Trains or coordinates training in facility maintenance and safety methods, procedures and techniques.

Serves as regulatory oversight manager for facilities and will routinely review conditions to ensure compliance with both local nation and U.S. Government rules, policies, codes and regulations. Coordinates ABMC activities with host country officials to insure correlation of the various structural systems with electrical mechanical, environmental, architectural, and maintenance requirements.

Performs other duties as assigned.

DESIRED QUALIFICATIONS

Education/Training: Graduate of B.S. Mechanical, Electrical, Civil and/or Architecture Engineering. A Professional License (Passed Board/Bar/Professional License Exam) in the said field is required.

Prior Work Experience: Three years or more of experience in maintenance and building management. Knowledgeable in technical services (UPS, HVAC, electrical) and other building systems.

Post Entry Training: Relevant ABMC or Federal government classroom and on-the-job training will be provided.

Knowledge:

▪ Professional engineering knowledge of principles, concepts, and practices sufficient to serve as a technical expert in the development, analysis, and assessment of construction and facility repair specifications and their technical characteristics. ▪ Professional understanding of engineering methods and techniques used to review, assess, analyze, or formulate the technical specifications and characteristics of projects and their intended uses and applications. ▪ Broad knowledge of the processes, methods and practices of project management and of infrastructure and facility requirements including laws, regulations that apply to cemetery features and standards. ▪ Knowledge of ABMC guidelines for maintenance and preservation of ABMC overseas heritage assets.

Skills and Abilities:

▪ Skill in oral and written communications in order to prepare technical information and to present conditions and alternatives to headquarters and cemetery managers. ▪ Skill in the use of automated data systems that support ABMC processes, activities and programs and the use of software for entering and retrieving data. ▪ Level 4 (fluent) English level skill is required. ▪ Ability to establish and maintain effective working relationships with contractors, suppliers, vendors, host country officials, and interested organizations and groups.
