As, Cyprus continues to recover, with its GDP being projected to grow by 3.1% in 2017 (Economics Research Centre), important challenges still exist in terms of high levels of unemployment, inequality, poverty and social exclusion; all unfortunate by-products of the recession. Upcoming demographic changes are also expected to exert pressure on the economic efficiency of the system. Therefore, mapping social policies in Cyprus is crucial at this point of time. In this spirit, the paper focuses on the following social policy fields: provision of income support to families, minimum income support, employment- related policies, pensions, health care, long-term care, while other policy areas (early education and child care, education and provisions to asylum seekers) are also briefly addressed. -

9 Cyprus: A Divided Civil Society in Stalemate Esra Cuhadar and Andreas Kotelis The conflict on the island of Cyprus is long-standing, intractable, and currently at a stalemate. In this chapter we explore the functions of civil society in the Cypriot conflict, tracing its historical background, providing an overview of the status of civil society on Cyprus, and presenting findings about peacebuilding-oriented civil society. Then, following the theoretical frame- work developed by Thania Paffenholz and Christoph Spurk (see Chapter 4), we elaborate on the peacebuilding functions that are performed by Cypriot civil society. Context Located in the eastern Mediterranean, Cyprus is the third largest island in that sea; it lies south of Turkey and is strategically positioned near the Middle East. Its population is currently slightly more than 1 million, mainly Greek (748,217 concentrated in the South) and Turkish (265,100 concentrated in the North),1 with minorities of Armenians, Maronites, and Latins. The Greek Cypriot and Turkish Cypriot communities are the main adversaries in the conflict, although the conflict cannot be separated from the broader conflict between the coun- tries of Greece and Turkey. It is difficult to summarize the conflict in a few paragraphs, especially when considering the historical narratives adopted by the parties (Dodd 1998; Hannay 2005; Mijftiiler Bag 1999; O’Malley and Craig 1999; Boliikbasl 2001; Anm 2002; Chrysostomides 2000; Papadakis 1998; and Volkan 1979). Below we describe the conflict in the context of peacebuilding and civil society. Even though intercommunal violence became rampant in the 19603, for some scholars the conflict dates to British colonialism, when the seeds of eth- nocentric nationalism were sown (Anastasiou 2006; Hasgijler 2000). -

The health care is provided on the same basis as is provided to a Cypriot national and is available at any of the Government Medical Institutions in Cyprus. To obtain heath care in Cyprus, you must initially be in possession of an appropriate E - Form or a European Health Insurance Card (EHIC) from your own Member State. You are entitled to health care in Cyprus if you fall into one of the categories listed below. You will also see from the table below, which particular E - Form you need. In the report the importance of a gender perspective in relation to the peace process is also emphasized. * The present report was submitted after the deadline in order to reflect the most recent information. SECRET LAIKI POPULAR BANK How a bank’s mismanagement toppled an economy Introduction This study has been carried out following the instructions by the President of the Republic of Cyprus, Nicos Anastasiades with the aim of tracking down the causes which led the Cypriot economy to the brink of collapse. The objective is to draw lessons from the past and take corrective measures so that the country will never find itself in a similar, critical position. The documentation used is based on material from the archives of the Presidential Palace. Moreover, important confidential material of the Central Bank of Cyprus (CBC) has been utilized, which was submitted to the Investigation Committee appointed by the Ministerial Council with the task of looking into the causes which led to the financial crisis. This material has not been adequately utilized by the Committee - for reasons already explained by the Committee itself- and has been delivered to the State archive. The framework of the study’s findings is as follows: Since 2011, when the Cypriot economy was initially downgraded by international rating agencies, the problems were spotted at the banks, as a result of the Greek crisis, and to the Government’s weakness to support them financially should the need arose. Briefly, these problems can be summarized as follows: - The size of the banks was about seven times that of the economy’s GDP. - Private indebtedness (companies and households) without sufficient collateral. 1 - Cypriot banks were exposed to Greece which found itself in a protracted crisis and with a visible risk of exiting the euro area. -
