Based on the Act, the Government in G.O. No. 340 Health and Family Welfare Department dated 19.02.1982 constituted the Tamil Nadu Prevention and Control of Water Pollution Board on 27.02.1982. Sankar Tamil University, Thanjavur Tamil University, Thanjavur [email protected] [email protected] Abstract: Groundwater pollution has been reported in many aquifers because of high concentration of nitrate which is the result of excessive use of fertilizers to crop land. Systematic sampling was done, with a view to understand the source of nitrate concentration. 100 sample sites were selected and the samples were taken for a baseline study to understand the geochemistry of the study area and to assess its physicochemical characteristics. The water quality parameters were investigated for pre-monsoon (January 2011) and were compared with the standard values given by ICMR / WHO. The hydro chemical data of 100 samples indicates that the concentration of almost all parameters fall within the permissible limits expert nitrate. Linear Trend Analysis on seasonal basis clearly depicted that nitrate pollution in the study area is increasing significantly. None of the samples during the samples during pre-monsoon season were showing a high concentration of nitrate, exceeding permissible limits of WHO (50 mg /l), which is due to the use of nitrogenous fertilizer in the study area. Appropriate methods for improving the water quality and its management in the affected area have been suggested. The peak production capacity of 2.34 MTPA of ROM for obtaining TOR from MoEF&CC towards getting environmental clearance. M/s. The India Cements Ltd (ICL) was established in 1946 and the first plant was setup at Sankarnagar in Tamilnadu in 1948. Since then it has grown in stature to many plants spread over Tamilnadu, Andhra Pradesh, Telangana, Maharashtra & Rajasthan. The company has existing cement plants / grinding units at Dalavoi-Ariyalur District, Sankarnagar-Tirunelveli District, Sankari- Salem District & Grinding unit at Ponneri, Tiruvallur District in Tamil Nadu. The company has proposed to expand its existing cement plant in Ariyalur district from 2.16 MTPA to 4.71 MTPA of cement capacity and has already obtained Environmental Clearance from MoEF&CC vide F.No.J-11011/79/2012/IA-II(I) dated: 27.09.2013 for Expansion. Chettinad Cement Corporation (P) Limited (CCCPL) was established in the year 1962. M/S. CCCPL is operating three Cement Plants in Tamil Nadu. The present capacity of the Puliyur Cement Plant, Karur Taluk & District is 1.7 million tons per annum and the capacity of the second Cement Plant at Karikali, Vedasandur Taluk, Dindigul District is 4.5 million tons per annum. The Precise Area Communication (Letter of Intent) for grant of Mining Lease over an extent of 32.295 ha of patta lands has been issued vide letter No.7135/MMI/2010 dated 17.07.2012 for Limestone and Marl by the Commissioner of Geology and Mining. The Mining Plan has been approved by IBM vide letter No.TN/ALR/MP/LST/2013.MDS dated 09.01.2017 for Limestone and Marl. Also, the Mining Lease has been granted vide letter RC.No.7135/MM1/2010 dated 09.01.2017 for Limestone and Marl by the Commissioner of Geology and Mining. The mining Lease was executed and registered on 11.01.2017. As per MoEF&CC notification, it is mandatory for any new or expansion and modernization of existing projects or activities to obtain environmental clearance.

The deliberations were specifically centred on understanding the wider ramifications on admissibility of such proposals. 2. As had been noted in previous meeting, the representative official from Ministry of Mines again explained that there is no change in definition of ROM in any of the recently notified statutes by the Ministry of Mines; however, the Committee informed that the very definition of ROM was first introduced in the Mineral Concession Rules, 2016 which is same as being understood in all mining plans and schemes invariably.
