Business Bulletin: Tuesday 15 May 2012 Section F – Motions and Amendments

Motions and amendments are normally printed the day after they are lodged. If an amendment is lodged to a motion then the original motion will appear alongside the amendment, along with any support lodged that day, in this section.

Each Monday, this section also contains all motions and amendments lodged the previous week that are still live and any motions and amendments that have been lodged for debate in the coming week. A motion or amendment is live if it has not been debated, withdrawn or otherwise deleted from the list.

Where a motion or amendment has been withdrawn, it is indicated in this section the day after it has been withdrawn. Support for motions and amendments received after they are lodged is shown at the end of this section the day after such support is received.

Motions and amendments can be published with various symbols:

 Asterisks before the motion or amendment number indicate a motion or amendment published for the first time;

 Asterisks also identify alterations to the text of a motion or amendment made since it was first published;

 A hash symbol identifies motions eligible for debate at Members’ Business;

 A diamond symbol identifies motions lodged for Members’ Business that have not yet attracted the required cross-party support;

 An “R”, identifies motions or amendments in which the Member who lodged it has a registrable interest.

The Parliamentary Bureau periodically deletes motions or amendments not scheduled for debate and which are over six weeks old.

A search facility is also available on the Scottish Parliament web site at http://www.scottish.parliament.uk/parliamentarybusiness/28877.aspx.

Any questions in relation to this section should be directed to the Chamber Desk, for which contact details are provided at the end of the Bulletin.

New and altered motions and amendments

*S4M-02888 Aileen Campbell: National Parenting Strategy for Scotland—That the Parliament supports the Scottish Government’s aspiration to making Scotland the best place in the world for children to grow up; acknowledges that the vast majority of parents in Scotland already provide excellent support for their children; recognises the vital role that parents and carers play, not only in improving outcomes for children and young people in their care, but also in creating stronger communities and a more positive future for all; agrees that all parents need support at times and that parents and carers bringing up children in difficult circumstances may need additional support; welcomes the development of a national parenting strategy as a way of driving forward the shared ambition for improving outcomes for children and young people across Scotland; supports the approach taken to gathering the views of a diverse range of 1,500 parents whose voices are not normally heard and using this as a foundation for the national parenting strategy; thanks the many organisations that have hosted discussion groups with parents on the Scottish Government’s behalf, and welcomes the Scottish Government’s commitment to continued working in partnership with parents and a wide range of partner agencies to develop the detail of the work.

Supported by: Michael Russell*

*S4M-02887 Hugh Henry: Usdaw Best Practice for Retailers—That the Parliament welcomes the recent publication by the British Retail Consortium (BRC) of its best practice guidelines for retailers, Tackling Violence Against Staff; notes that the guidelines are intended to increase awareness of the impact that violence against staff has on shopworkers and to challenge the perception that abuse is acceptable; hopes that the guidelines will encourage greater reporting of violence and abuse by promoting good practice examples of the support provided to shopworkers who may face this in the workplace; supports the contribution of the Union of Shop Distributive and Allied Workers (Usdaw) in the preparation of the guidelines; understands that Usdaw, through its Freedom from Fear Campaign, has been tackling the issue of violence and abuse in relation to shopworkers for over 10 years; further understands that, while progress has been made in getting retailers and the police to take action to deal with the problem, concerns still remain about the increasing incidence; notes that the BRC’s annual crime survey highlighted that, in 2010-11, workplace abuse of shopworkers had risen by 31% on the previous year, and calls on the Scottish Government to address the concerns of Usdaw and the BRC through greater legislative protection because it believes that taking abuse should not be part of any shopworker’s job.

*S4M-02886 Gordon MacDonald: 2012 Waterways Renaissance Awards—That the Parliament congratulates the City of Edinburgh Council and its partner, Scottish Canals, on being shortlisted for the Strategy and Master Planning category of the 2012 Waterways Renaissance Awards; understands that the Edinburgh Canal Strategy sets an exciting, imaginative and deliverable plan to create a vibrant new community space and tourist destination for the capital, and believes that communities around Ratho, Wester Hailes, Meggetland, Harrison Park and the

20

Lochrin Basin will benefit from encouraging recreational, business and community uses of the Union Canal as well as improved lighting, moorings and public art.

*S4M-02885 Patricia Ferguson: Maryhill Man Helps Welcome the Olympics to Glasgow—That the Parliament notes that Bobby Pollock, Community Development Officer at Maryhill Housing Association, has been appointed a Glasgow Ambassador for some Olympic events being held in the city this summer; understands that this role involves welcoming thousands of visitors and spectators expected when the Olympic torch relay event takes place on 8 and 9 June 2012, for football fixtures at Hampden Stadium and for other Olympic-related events; considers that this is a vital role in ensuring the success of the events in Glasgow by providing directions to key city centre attractions and Olympic events and welcoming people at transport interchanges; acknowledges that organisers of the ambassador programme sought people with a ―passion for Glasgow‖ to fulfil these roles; believes that Bobby will be an excellent ambassador for the city given his impressive track record of voluntary work, including 17 years on the Glasgow Children’s Panel and many years’ service to the Citizens’ Advice Bureau, and, wishes him and all the Glasgow Ambassadors every success in welcoming the Olympics to Glasgow.

*S4M-02883 Stewart Maxwell: Adult Learners’ Week 2012—That the Parliament welcomes Adult Learners’ Week 2012, which runs from 12 to 18 May 2012 and aims to celebrate, inspire and engage adult learners; notes that events are taking place across the country to promote what it sees as the positive impact that adult learning can bring; notes that, in East Renfrewshire, the EngAGE Festival will offer opportunities for people aged 50 and over to participate in a programme of learning activities such as photography, computer skills and cooking classes, and encourages people across Scotland to try something new and take advantage of adult learning events in their local communities.

*S4M-02881 : Local Authority Administrations—That the Parliament notes the wide range of coalitions and alliances that have been formed across local authorities; notes, in particular, the Conservative and SNP alliance in Perth and Kinross, the SNP, Labour and Liberal Democrat coalition in Highland, the

*S4M-02880 : Human Rights Concerns in the Ukraine—That the Parliament notes with concern the apparent abuse of former Ukrainian Prime Minister, Yulia Tymoshenko, at the hands of the Ukrainian prison authorities; notes that the Ukrainian authorities deny any allegations of Ms Tymoshenko’s abuse in prison, which Ms Tymoshenko considers to be revenge by the state for her involvement in the 2004 Orange Revolution; understands that Ms Tymoshenko was imprisoned in October 2011 for seven years for abuse of office while she was Prime Minister and is currently awaiting trial for tax-evasion charges, which she denies; further understands that Ms Tymoshenko is reluctant to go to trial owing to chronic back pain and that her recent hunger strike was a protest against her violent assault by guards; notes the refusal of German President, Joachim Gauck, to accept an invitation to visit the Ukraine because of, it believes, his concerns over the treatment of Ms Tymoshenko in prison, as well as calls from the Russian foreign office for the Ukrainian authorities to ―show a human approach‖; notes the decision by many high- profile leaders, including the President of the European Commission, to boycott the Euro 2012 Football Championships while, it believes, Yulia Tymoshenko continues to endure a serious breach of human rights in custody, and calls on the Ukrainian Government to immediately exercise its duty to protect the basic human rights of all its citizens.

*S4M-02876 Kenneth Gibson: St Bride’s in Lochranza Celebrates its 300th Anniversary—That the Parliament congratulates St Bride’s Church in Lochranza on celebrating its 300th anniversary; notes that, while the present building dates from 1712, a church has existed on the present site for five centuries; is aware that, as part of a long summer of celebration, there will be a floral festival in the church and a display of 19th and 20th century wedding dresses; notes that there will also be an arts and crafts exhibition, which will be in Lochranza and Catacol Village Hall on 26 and 27 May 2012, and understands that further tercentenary celebration events will be held throughout the year.

*S4M-02875 Marco Biagi: The One Million Climate Jobs Campaign—That the Parliament supports the Climate Jobs Caravan launched on 12 May 2012 by the Campaign Against Climate Change Trade Union Group, which will tour the country to promote a vision of low-carbon economic recovery; recognises what it considers the importance of investment in low-carbon industries like renewables, energy efficiency and public transport to job creation and sustainable and equitable economic growth, instead of ideologically motivated and unsuccessful austerity programmes; reiterates its support for a reduction in Scottish greenhouse gas emissions of 42% by 2020; praises the contribution that it believes low-carbon industries are already making to Scotland’s action on both employment and the environment, and considers that there is a tremendous potential for further growth in Scotland’s low-carbon industries in the years to come.

*S4M-02874 Kenneth Gibson: Congratulations to SSE on the Opening of its Barkip Anaerobic Digestion Plant—That the Parliament congratulates Scottish and Southern Energy on its investment of £22 million in an anaerobic digestion (AD) plant at Barkip near Dalry, North Ayrshire; notes that this follows the plant’s official opening on 11 May 2012 by HRH Prince Charles, The Duke of Rothesay; understands that the plant will provide 10 full-time permanent jobs and is the most technologically- advanced AD plant in Europe; notes that it will break down food waste and other organic matter into the biogases, methane and CO2; understands that, in the absence of oxygen that is created by the micro-organisms called methanogens, this will involve breaking down biodegradable material; notes that it is expected that the plant will generate up to 2.2 MW of renewable energy annually and that this is enough to fuel 5,500 homes and produce up to 40,000 tonnes of digestate, a nutrient-rich and inexpensive liquid biofertiliser; understands that capturing biogas from one tonne of food waste that is anaerobically digested rather than sent to landfill will avoid emissions of between half and one tonne of methane, which, it understands is 22 times more climate-damaging than CO2, and believes that, by processing up to 75,000 tonnes of organic waste in a 100% sustainable way, the Barkip plant will save

23

up to 37,000 tonnes of waste from going into landfill each year and help Scotland reach its target of 70% of waste recycled by 2025 under the Zero Waste Plan.

*S4M-02873 Patrick Harvie: Bus Passenger Survey—That the Parliament acknowledges the frustration of bus passengers when services do not run to time; understands that the Scottish Government neither gathers information relating to bus punctuality nor data that differentiate between different operators; notes that Passenger Focus has both a statutory remit for bus users in England outside London and provides what it considers quality research data on buses by city, region and operator; understands that, although Passenger Focus has no statutory remit in Wales, it has carried out a bus survey for the Welsh Assembly Government using the same methodology as in England, and calls on the Scottish Government to commission and fully fund a Scotland-wide bus survey using the Passenger Focus methodology to enable passengers to compare the performance of their bus operators with those in other places and to act as a benchmark from which improvements can be measured.

*S4M-02872 : Live Below the Line—That the Parliament congratulates the Global Poverty Project on what it considers its pioneering Live Below the Line initiative; considers that it is a challenging and innovative awareness campaign that aims to fight extreme poverty and economic injustice; further considers that the challenge of living on £1 a day for five days changes the way that people think about poverty and mobilises people to help eradicate poverty and hunger; understands that 1.4 billion people are forced to live on this budget, which must cover everything, including food, water, travel, education and healthcare; believes that global efforts are required to break the cycle of extreme poverty and achieve the aims of the Millennium Development Goals, which were agreed by world leaders in 2000, and further congratulates the Live Below the Line campaign, the Global Poverty Project and its charity partners in their work to raise awareness of global poverty.

Business Bulletin: Tuesday 15 May 2012 Section J – Progress of Legislation

For further information on the progress of Bills and subordinate legislation, contact either the relevant clerk or webpage (see end of Bulletin for details).

Bills in Progress A list of all bills in progress can be accessed by the Scottish Parliament website at: http://www.scottish.parliament.uk/parliamentarybusiness/Bills/576.aspx

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics.

As soon as a Public Bill (i.e. an Executive, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.

Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.

(Ex) = Executive Bill; (M) = Member’s Bill; (C) = Committee Bill; (P) = Private Bill; (H) = Hybrid Bill.
