April 15, 1998 1 Preface The work of the Department of Human Services has a long history in Minnesota, dating back almost to the inception of statehood. From the opening of the State Institute at Faribault in 1863 and St. Peter State Hospital in 1866, to the development and implementation of such programs as MinnesotaCare and the Minnesota Family Investment Program (MFIP), the Department has helped millions of Minnesotans and their families in need. The origins of the Departments programs almost exclusively began with the history of institutions in this State. Over the years, programs have evolved, taking form under the auspices of each successor; the State Board of Correction and Charities in 1883, the State Board of Control in 1901, the Department of Social Security in 1939, the Depart ment of Public Welfare in 1953, and finally under the name of the Department of Human Services, in 1983. Regardless of the title, the charge has remained steadfast, to serve the citizens of this State. This booklet provides a glimpse of our Department and its activities over those many years. -

Office on the Economic Status of Women WOMEN IN MINNESOTA EXECUTIVE OFFICES Fact Sheet 2010 GENERAL ELECTION RESULTS Three of the five* statewide offices are held by women as a result of the 2010 general election. Governor No woman has been elected to the position of Governor in Minnesota. Lieutenant Governor Six women have served in the position of Lieutenant Governor. The office of lieutenant governor in Minnesota has been filled continuously by a woman since 1983. • The first female Lieutenant Governor, Marlene Johnson (DFL), was elected in 1982. Johnson was re-elected in 1986 and served a total of two terms. • The second female Lieutenant Governor, Joanell Dyrstad (IR), was elected in 1990 and served for one term. • Mae Shunk (elected as Independence Party, changed to Reform Party) was elected in 1998 and served for one term as the fourth female lieutenant governor. • Carol Molnau (R), the state’s fifth female lieutenant governor, was elected in the 2002 general election and served for two terms. • Yvonne Prettner Solon, the state’s sixth and current lieutenant governor, was elected with Mark Dayton in the 2010 general election. Attorney General The first female Attorney General in Minnesota, Lori Swanson, was elected in 2006 and re-elected in 2010. Secretary of State Three women have been elected to the position of Secretary of State in Minnesota. • The first female Secretary of State was Mrs. Mike Holm (R). The Governor Genera. and the Head of State Functions THOMAS FRANCK* Lincoln, Nebraska In most, though by no means all democratic states,' the "Head o£ State" is a convenient legal and political fiction the purpose of which is to personify the complex political functions of govern- ment. What distinguishes the operations of this fiction in Canada is the fact that the functions of head of state are not discharged by any one person. Some, by legislative enactment, are vested in the Governor General. Others are delegated to the Governor General by the Crown. Still others are exercised by the Queen in person. A survey of these functions will reveal, however, that many more of the duties of the Canadian head of state are to-day dis- charged by the Governor General than are performed by the Queen. Indeed, it will reveal that some of the functions cannot be dis- charged by anyone else. It is essential that we become aware of this development in Canadian constitutional practice and take legal cognizance of the consequently increasing stature and importance of the Queen's representative in Canada. Formal Vesting of Head of State Functions in Constitutional Governments ofthe Commonnealth Reahns In most of the realms of the Commonwealth, the basic constitut- ional documents formally vest executive power in the Queen. Section 9 of the British North America Act, 1867,2 states: "The Executive Government and authority of and over Canada is hereby declared to continue and be vested in the Queen", while section 17 establishes that "There shall be one Parliament for Canada, consist- ing of the Queen, an Upper House, styled the Senate, and the *Thomas Franck, B.A., LL.B. -

DEEPIKA GAHATRAJ MODULE: XI, GOVERNOR: POWERS, FUNCTIONS AND POSITION Topic: Office of the Governor GOVERNOR The Constitution of India envisages the same pattern of government in the states as that for the Centre, that is, a parliamentary system. Part VI of the Constitution, which deals with the government in the states. Articles 153 to 167 in Part VI of the Constitution deal with the state executive. The state executive consists of the governor, the chief minister, the council of ministers and the advocate general of the state. Thus, there is no office of vice-governor (in the state) like that of Vice-President at the Centre. The governor is the chief executive head of the state. But, like the president, he is a nominal executive head (titular or constitutional head). The governor also acts as an agent of the central government. Therefore, the office of governor has a dual role. Usually, there is a governor for each state, but the 7th Constitutional Amendment Act of 1956 facilitated the appointment of the same person as a governor for two or more states. APPOINTMENT OF GOVERNOR The governor is neither directly elected by the people nor indirectly elected by a specially constituted electoral college as is the case with the president. He is appointed by the president by warrant under his hand and seal. In a way, he is a nominee of the Central government. But, as held by the Supreme Court in 1979, the office of governor of a state is not an employment under the Central government. -

Introduction THE PAPERS AND OFFICIAL RECORDS of Alexander Ramsey are the sixth collection to be microfilmed by the Minnesota Historical Society under a grant of funds from the National Historical Publications Commission. They document the career of a man who may be charac terized as a 19th-century urban pioneer par excellence. Ramsey arrived in May, 1849, at the raw settlement of St. Paul in Minne sota Territory to assume his duties as its first territorial gov ernor. The 33-year-old Pennsylvanian took to the frontier his family, his education, and his political experience and built a good life there. Before he went to Minnesota, Ramsey had attended college for a time, taught school, studied law, and practiced his profession off and on for ten years. His political skills had been acquired in the Pennsylvania legislature and in the U.S. Congress, where he developed a subtlety and sophistication in politics that he used to lead the development of his adopted city and state. During an election year campaign committees of candidates who file for office are required to file three Reports of Receipts and Expenditures: pre-primary, pre-general, and year-end. Campaign committees of candidates whose office is not up for election and candidates who chose not to file for office file one year-end report. Offices open for election in 1998 were: Constitutional, House of Representatives, and certain Judicial seats. Political party units, political committees, and political funds that attempt to influence state elections also filed pre-primary, pre-general, and year-end reports. This summary is based on reports for election year 1998, as filed with the Board by principal campaign committees of candidates for five constitutional offices (36 candidates filed), 134 state representative seats (290 candidates filed), and by 17 candidates for elective judicial seats. Additionally, this summary includes data supplied by 67 senate officeholders; 8 state judicial officeholders, 384 committees of candidates who did not file for election in 1998; 323 political party committees; and 346 political committees and political funds. -

I kept memoranda of my various changes, and many of the events transpiring. Subsequently, not, however, with any intention of publishing them in book form until 1876, when, reflecting that fifty years spent amidst the early and first white settlements, and continuing till the period of civilization and prosperity, itemized by an observer and participant in the stirring scenes and incidents depicted, might furnish material for an interesting volume, valuable to those who should come after me, I concluded to gather up the items and compile them in a convenient form. -
