EXECUTIVE SUMMARY

This report presents the analysis of the anticipated traffic impacts associated with the proposed 643 Tenth Street development, a proposed approximate 3.5-acre mixed-use development located west of the downtown area of the City of Atlanta, Georgia. This report is being prepared as part of a submittal requesting rezoning from MR-5A-C to PUMD. Because the project will contain over 400,000 square feet of mixed-use floor area, the proposed development is considered a Development of Regional Impact (DRI) and is subject to Georgia Regional Transportation Authority (GRTA) and Atlanta Regional Commission (ARC) review. This document is being submitted under non-expedited review. The proposed development is expected to consist of approximately 300 apartment dwelling units and 24,000 square feet of retail space. The development is scheduled to be completed in one phase by year 2008. The site is zoned MR-5A-C and I-1 and currently consists of a paper and graphics retail establishment (approximately 8,800 square feet), a cell tower, and until recently, several abandoned warehouse buildings (approximately 65,000 square feet), which have since been demolished. Surface parking for all existing uses also exists. The development plan calls for all of the existing surface parking, light industrial, and retail uses to be eliminated before the construction of the development begins. Soil remediation and sewer line reconstruction will also be performed before construction begins. The results of the detailed intersection analysis for the 2008 No-Build Conditions (includes 2% per year background traffic growth, DRI #783 (1033 Jefferson Street), and DRI #1144 (Technology Enterprise Park), but excludes trips generated by the 643 Tenth Street development) and 2008 Build Conditions (including trips generated by the 643 Tenth Street development in addition to No-Build volumes) identify that no offsite geometric improvements are necessary to maintain the Level of Service standard, as defined by GRTA, within the study network. However, it should be noted that the unsignalized intersection of Northside Drive @ Eleventh Street does not meet the GRTA Level of Service standard during the Existing 2006, No-Build 2008, and Build 2008 Conditions, however, because of the relatively low volume of eastbound left-turning vehicles and the intersection’s proximity to the signalized intersection of Northside Drive @ Tenth Street, no geometric improvements or signalization of the intersection is recommended. The 2008 Build Conditions site driveway recommendations are provided below. 2008 Build site driveway recommendations/configuration (includes the 643 Tenth Street DRI project traffic):

Site Driveway #1 @ Tenth Street § Provide one northbound ingress lane and one southbound egress lane onto Tenth Street, side- street stop-controlled. Site Driveway #2 @ Northside Drive (Right-in/Right-out) § Provide one westbound ingress lane and one eastbound exclusive right-turn egress lane onto Northside Drive, side-street stop-controlled. § Provide a center island raised median along Northside Drive. It should also be noted that while the intersection of Northside Drive @ Tenth Street operates at an acceptable Level of Service during Existing 2006, No-Build 2008, and Build 2008 Conditions, operation of the intersection could be improved by making changes to the westbound approach laneage and signal phasing. These additional considerations are described in Section 11.0 Additional Considerations.

1.0 PROJECT DESCRIPTION

1.2 Site Plan Review The development site plan consists of two mid-rise buildings that will surround a seven-story concrete parking structure located interior to the site. The site is bounded by Eleventh Street to the north, Tenth Street to the south, Northside Drive to the east, and Watkins Street/retail parcel to the west. Edgehill Avenue also terminates along the west side of the proposed site, where an easement will be provided for the existing 150 foot cell tower. Entrances to the parking area are proposed along both Tenth Street and Northside Drive. One loading area is proposed to have access along Eleventh Street. Apartments are planned to be located in each of the buildings, while retail is proposed in the lower levels fronting Northside Drive. Figure 3 is a small-scale copy of the site plan. A full-size site plan consistent with GRTA’s Site Plan Guidelines is also being submitted as part of the DRI Review Package.

1.3 Site Access Access to the existing land uses currently exists along Tenth Street, Eleventh Street, and Edgehill Avenue. Several driveways currently exist, however, over years of use and pavement overlaying, they have deteriorated and become near grade with roadway surface. The proposed development will eliminate all existing driveways and reconstruct curb and gutter around the entire site. Vehicular access to the development is proposed at two locations; one full-movement driveway along Tenth Street at Fielder Avenue and one right-in/right-out driveway along Northside Drive. It is anticipated that the full- movement driveway along Tenth Street will provide access to parking for residents only, and the right-in/right-out driveway along Northside Drive will be restricted to patrons of the retail establishments. Additionally, access for one loading area is proposed along Eleventh Street. An easement at the terminus of Edgehill Avenue will be provided along the western side of the proposed site to provide access to the existing 150 foot cell tower.

1.4 Bicycle and Pedestrian Facilities Pedestrian facilities (sidewalks) currently exist along Tenth Street, Northside Drive, and Eleventh Street. The proposed development will connect to the existing sidewalks as well as provide improvements to the existing sidewalks adjacent to the site.

1.5 Transit Facilities The proposed development is located along MARTA bus route 12 – Howell Mill, which has 30 minute headways. Route 12 begins at the N4 Midtown MARTA station, traveling west along Tenth Street and north along Howell Mill Road/Northside Parkway/Cumberland Boulevard, terminating at the Cumberland Transfer Center, near Cumberland Mall. See the attached route map and descriptions for detailed MARTA bus route information. Additionally, the proposed development is along the western boundary of the area served by the Stingerette Shuttle, a free service provided by Georgia Tech to students, faculty, and staff. Patrons can make a transit request to any location within the area bounded by the following roadway facilities: 10th Street, Interstate I75/85, North Avenue, Tech Parkway, and Northside Drive. The shuttle also serves the following points of interest after 11pm: Technology Square, GCATT, Graduate Living Center, NARA and sections of Marietta Street and N4 MARTA Midtown Station after 11:00 PM. Shuttle service is provided between the hours of 6:00 pm and 2:30 am.

2.0 TRAFFIC ANALYSES METHODOLOGY AND ASSUMPTIONS

2.1 Growth Rate Background traffic is defined as expected traffic on the roadway network in future year(s) absent the construction and opening of the proposed project. Historical traffic count data from the Georgia DOT was reviewed for the area surrounding the proposed development, and a growth rate of 2% per year for two years along all adjacent roadways was agreed upon during the methodology meeting with GDOT and City of Atlanta staff. In addition to the 2% per year growth rate, the project trips from the 1033 Jefferson Street DRI #783 (build-out in 2009) and Technology Enterprise Park DRI #1144 (build-out in 2013) were specifically added to the background Conditions. It should be noted that a percentage of the total build-out traffic of both DRI’s were added to background traffic since the build-out of these proposed developments occurs beyond the 643 Tenth Street DRI build-out year.

2.2 Traffic Data Collection Year 2006 weekday peak hour turning movement counts were conducted on Wednesday, November 29, 2006 at two unsignalized intersections and one signalized intersection during the AM and PM peak periods. The morning and afternoon peak hours varied between the three (3) intersections and are listed below: o Tenth Street @ Fielder Avenue (Unsignalized) (AM Peak 8:00-9:00, PM Peak 5:15-6:15) o Northside Drive @ Tenth Street (Signalized) (AM Peak 8:15-9:15, PM Peak 5:00-6:00) o Northside Drive @ Eleventh Street (Unsignalized) (AM Peak 8:15-9:15, PM Peak 5:00-6:00) These study intersections are listed in Section 3.4 Study Network Determination. Existing land uses currently generate very low vehicular and pedestrian traffic; therefore existing driveway volume count reductions were not made. All raw count data is included in the Appendix.

2.3 Detailed Intersection Analysis Level of Service (LOS) is used to describe the operating characteristics of a road segment or intersection in relation to its capacity. LOS is defined as a qualitative measure that describes operational conditions and motorists’perceptions within a traffic stream. The Highway Capacity Manual defines six levels of service, LOS A through LOS F, with A being the best and F being the worst. Level of service analyses were conducted at all intersections within the study network using Synchro Professional, Version 6.0. Levels of service for signalized intersections are reported for the intersection as a whole. One or more movements at an intersection may experience a low Level of service, while the intersection as a whole may operate acceptably. Levels of service for unsignalized intersections, with stop control on the minor street only, are reported for the side street approaches. Low Levels of service for side street approaches are not uncommon, as vehicles may experience delay in turning onto a major roadway.

3.0 STUDY NETWORK

3.1 Gross Trip Generation As stated earlier, the proposed development is expected to consist of approximately 300 apartment dwelling units and 24,000 square feet of retail space. Traffic for these land uses was calculated using equations contained in the Institute of Transportation Engineers’ (ITE) Trip Generation Manual, Seventh Edition, 2003. Average rates were used only when equations were not provided. Gross trips generated are displayed below in Table 2.

3.2 Trip Distribution The directional distribution and assignment of new project trips was based on a review of the land uses in the area (aerial mapping), engineering judgment, and methodology discussions with GRTA, ARC, GDOT, and City of Atlanta staff.

3.3 Level of Service Standards For the purposes of this traffic analysis, a level of service standard of D was assumed for all intersections and segments within the study network. If, however, an intersection or segment currently operates at LOS E or LOS F during an existing peak period, the LOS standard for that peak period becomes LOS E, consistent with GRTA’s Letter of Understanding.

3.4 Study Network Determination A general study area was determined using GRTA’s 7% rule. This rule recommends that all intersections and segments be analyzed which are impacted to the extent that the traffic from the proposed site is 7% or more of the service volume of the facility (at a previously established LOS standard, typically LOS D) be considered for analysis. While only two intersections (Tenth Street @ Fielder Avenue and Northside Drive @ Tenth Street) were identified by the 7% rule, the study area was extended north to the intersection of Northside Drive @ Eleventh Street. The study area was agreed upon during methodology discussions with GRTA, ARC, GDOT, and City of Atlanta staff, and includes the following intersections: o Tenth Street @ Fielder Avenue (Unsignalized) o Northside Drive @ Tenth Street (Signalized) o Northside Drive @ Eleventh Street (Unsignalized) Each of the above listed intersections was analyzed for the Existing 2006 Conditions, the 2008 No-Build Conditions, and the 2008 Build Conditions. The 2008 No-Build Conditions represents the existing traffic volumes grown at 2% per year (includes expected traffic associated with proposed developments and those under construction in the vicinity of the proposed development, specifically, 1033 Jefferson Street DRI #783 and Technology Enterprise Park DRI #1144) for two years. The 2008 Build Conditions adds the projected trips associated with the 643 Tenth Street development to the 2008 No-Build Conditions.

The additional proposed site access points listed below were only analyzed for the 2008 Build Conditions: o Proposed Site Driveway #1 @ Tenth Street o Proposed Site Driveway #2 @ Northside Drive

3.5 Existing Facilities Northside Drive (US 19/41) o Northside Drive is a north-south oriented six-lane roadway in the vicinity of the proposed development that traverses through the metro Atlanta region. Northside Drive is classified as an Urban Principal Arterial with a posted speed limit in the vicinity of the proposed development of 35 MPH. The Northside Drive Corridor Study (published in 2004) and the Upper Westside LCI Study (published in 2005) are two studies performed regarding roadway operations in the vicinity of the proposed development. Recommended future roadway and pedestrian improvements in the immediate vicinity of the proposed development were researched and are included in Section 7.0 Identification of Programmed Projects. Tenth Street o Tenth Street is an east-west oriented roadway which extends from Brady Avenue in northwest Atlanta to Monroe Drive in northeast Atlanta. The facility is an undivided four-lane roadway classified as an Urban Collector Street. There is no posted speed limit along Tenth Street in the vicinity of the proposed development; therefore, a speed limit of 35 MPH was used in the capacity analysis. Eleventh Street o Eleventh Street is an east-west oriented roadway which extends from Brady Avenue to Northside Drive (with a slight jog at Howell Mill Road) in northwest Atlanta. The facility is an undivided two-lane roadway classified as an Urban Local Street. There is no posted speed limit along Eleventh Street in the vicinity of the proposed development; therefore, a speed limit of 30 MPH was used in the capacity analysis. Fielder Avenue o Fielder Avenue is a north-south oriented roadway that extends from Eighth Street to Tenth Street. Fielder Avenue is an undivided two-lane roadway classified as an Urban Local Street. There is no posted speed limit along Fielder Avenue; therefore, a speed limit of 25 MPH was used in the capacity analysis.

Roadway classification descriptions are provided in Table 3.

4.0 TRIP GENERATION

As stated earlier, trips associated with the proposed development were estimated using the Institute of Transportation Engineers’ (ITE) Trip Generation Manual, Seventh Edition, 2003, using equations where available. Mixed-use vehicle trip reductions were taken according to the ITE Trip Generation Handbook, June 2004. Total daily internal capture and vehicle trip reduction between the apartment and retail land uses is expected to be 7.09%, whereas total PM peak hour internal capture is expected to be 6.11%. Alternative transportation mode (walking, bicycle, and transit) reductions were applied at 5% for the residential and non-residential portion of the proposed development, as agreed upon during methodology discussions with GRTA, ARC, GDOT, and City of Atlanta staff. Pass-by vehicle trip reductions were taken for the proposed retail uses at 34% daily and 34% PM peak hour rates following the internal capture and alternative mode reductions. These values are consistent with those recommended in the ITE Trip Generation Handbook, 2004. The total (net) trips generated and analyzed in this report are listed in Table 4.

5.0 TRIP DISTRIBUTION AND ASSIGNMENT

New trips were distributed onto the roadway network using the percentages agreed to during methodology discussions with GRTA, ARC, GDOT, and City of Atlanta staff. Figure 4 and Figure 5 display the expected residential and non-residential trip percentages for the development throughout the roadway network. These percentages were applied to the new trips generated by the development (see Table 3, above), and the volumes were assigned to the roadway network. The expected peak hour turning movements generated by the proposed development are shown in Figure 6.

6.0 TRAFFIC ANALYSIS

6.1 Existing Traffic The observed existing peak hour traffic volumes (as well as pedestrian volumes and heavy vehicle factors) were input in Synchro 6.0, along with the existing traffic signal cycle lengths, splits, and offsets, and an Existing 2006 Conditions analysis was performed. The results are displayed below in Table 5. The existing peak hour traffic volumes are shown in Figure 7.

One intersection currently operates below the acceptable Level of Service standard (LOS D) during the PM Peak Hour. The eastbound approach of the unsignalized Northside Drive @ Eleventh Street intersection currently operates at LOS F during the PM peak hour. The intersection’s No-Build and Build PM Peak Hour LOS standard is therefore lowered to LOS E per GRTA guidelines in the Letter of Understanding (LOU).

6.2 2008 No-Build Traffic To account for growth in the vicinity of the proposed development, the existing traffic volumes were grown at 2.0% per year, for two years, along all roadway links within the study network. Additionally, estimated project trips during year 2008 from DRI #783, 1033 Jefferson Street and DRI #1144, Technology Enterprise Park were included in the 2008 No-Build volumes.

These volumes and the existing signal cycle lengths, splits, and offsets were input into Synchro 6.0 and an analysis of the projected No-Build Conditions was performed. The results are displayed below in Table 6.

Maintaining existing signal timings and roadway geometry, one intersection is projected to operate below the acceptable Level of Service standards for the year 2008 No-Build Conditions during both the AM and PM peak hours. The eastbound approach of the intersection of Northside Drive @ Eleventh Street is projected to operate at an LOS F during both the AM and PM peak hours. It is not uncommon for side street traffic to experience low Levels of Service. Because of the relatively low volume of left-turning vehicles at the intersection in question (Northside Drive @ Eleventh Street), it is unlikely that a signal warrant will be met. Furthermore, the intersection is approximately 480 feet north of the signalized intersection of Northside Drive @ Tenth Street, which is closer than GDOT signal spacing requirements. No geometric improvements or signalization of the intersection of Northside Drive @ Eleventh Street is recommended. The projected intersection laneage and traffic volumes for the year 2008 No-Build Conditions are shown in Figure 8.

6.3 2008 Build Traffic The traffic associated with the proposed development was added to the 2008 No-Build volumes. Existing signal timings and roadway geometry were maintained and these volumes were then input into Synchro 6.0. The results of the analysis are displayed in Table 7. An analysis of the proposed site driveways along Tenth Street and Northside Drive was also performed and results are provided in Table 7.

Since there is an increase in project trips in the Build Conditions (right-turning vehicles only), overall delay decreases. Again, the eastbound approach of the intersection of Northside Drive @ Eleventh Street is projected to operate at LOS F during both the AM and PM peak hours. Because of the reasons stated in Section 6.2 2008 No-Build Traffic, no geometric improvements or signalization of the intersection of Northside Drive @ Eleventh Street is recommended. All other study intersections and driveways operate at or above the acceptable Level of Service standard (LOS D) during both the AM and PM Peak Hours. The projected 2008 Build traffic volumes and recommended driveway configurations are shown in Figure 9, and are listed below. Site Driveway #1 @ Tenth Street § Provide one northbound ingress lane and one southbound egress lane onto Tenth Street, side- street stop-controlled. Site Driveway #2 @ Northside Drive (Right-in/Right-out) § Provide one westbound ingress lane and one eastbound exclusive right-turn egress lane onto Northside Drive, side-street stop-controlled. § Provide center island raised median along Northside Drive.

7.0 IDENTIFICATION OF PROGRAMMED PROJECTS

The TIP, STIP, RTP, and GDOT’s Construction Work Program were searched for currently programmed transportation projects within the vicinity of the proposed development. Research concluded that there are currently no programmed projects located in the immediate vicinity of the proposed development. While no programmed improvements are currently approved in the immediate vicinity of the proposed development, the Northside Drive Corridor Study (2004) and the Upper Westside LCI Study (2005) were researched for recommended future roadway and pedestrian improvements in the immediate vicinity of the proposed development. Several improvements were identified and are listed below:

Northside Drive Corridor Study: o Northside Drive @ Tenth Street o Add eastbound and westbound left-turn lanes o Remove northbound channelized right-turn lane o Improve pedestrian facilities by repairing and adding pedestrian signal heads, push buttons, and crosswalk striping across the south leg of the intersection o Repair the sidewalk along the eastbound approach o Make connections of Ethel Street and Eighth Street on the east side of Northside Drive and signalize both intersections o Construct a center island median along Northside Drive to prohibit left-turn maneuvers at mid-block and provide pedestrian refuge locations at major intersections o Widen all bridges and underpasses to provide six general-use lanes and two transit lanes along entire length of Northside Drive study corridor o Institute some form of transit service along the entire length of the Northside Drive study corridor (bus rapid transit, light rail, etc.) o Reduce the number of curb-cuts along Northside Drive when possible o Provide mid-block on-street parking along Northside Drive at retail locations when possible (parking prohibited during peak hours)

Upper Westside LCI Study: o Northside Drive @ Tenth Street o Improve sight distance (no specifics listed in study) o Provide improved pedestrian crosswalks and refuge areas o Improve sidewalks and street lighting on both sides of the street along Tenth Street from Northside Drive to Brady Avenue o Construct a small park (open space) at Watkins Street @ Ninth Street o Close at Fourteenth Street (creating a dead end), allowing only pedestrians access from Fourteenth onto Hemphill o Improve roadway network (grid) along the west side of Northside Drive by making connections between Howell Mill Road and Northside Drive with extensions of both Ethel Street and Bellingrath Avenue Information on the proposed improvements is included in the Appendix.

8.0 INGRESS/EGRESS ANALYSIS Access is proposed at two driveways; one full-movement driveway along Tenth Street (Site Driveway # 1) and one right-in/right-out driveway along Northside Drive (Site Driveway #2). It is proposed that residents will have exclusive access to the driveway located along Tenth Street and retail patrons exclusive access to the driveway located along Northside Drive. Below is a description of recommended driveway geometries.

Site Driveway # 1 –Tenth Street § The proposed full-movement driveway should consist of one northbound ingress lane and one southbound shared left-turn/through/right-turn egress lane. The driveway should align with the existing Fielder Avenue to form a traditional four-legged intersection and should operate under side-street stop-control conditions, with Tenth Street maintaining free-flow operation. Site Driveway # 2 –Northside Drive § The proposed right-in/right-out driveway should consist of one westbound ingress lane and one eastbound exclusive right-turn egress lane. The driveway should consist of a striped island and operate under side-street stop-control conditions. A center island raised concrete median should be provided along Northside Drive to prevent left-turn maneuvers.

9.0 INTERNAL CIRCULATION ANALYSIS The proposed site plan consists of two vehicular driveways and one service driveway. Consistent with previous approved DRI’s in the area, activities associated with the service driveway was not included in the traffic analysis. Site Driveway #1 is located along Tenth Street and is anticipated to provide exclusive residential access to the development. Site Driveway #2 is located along Northside Drive and is anticipated to be a right-in/right-out driveway with a center island median along Northside Drive. Site Driveway #2 is anticipated to serve as exclusive access for retail patrons of the development. In order to provide secured access for the residential portion of the development, it is anticipated that Site Driveway #1 and Site Driveway #2 will not be internally connected, however, pedestrian access between uses within the development will be provided.

10.0 COMPLIANCE WITH COMPREHENSIVE PLAN ANALYSIS The City of Atlanta NPU-E 2004-2019 Future Land Use Plan designates the project site as Mixed Use, per the NPU E CDP-05-16 Upper Westside LCI amendment, dated 7/26/05, which is consistent with the Comprehensive Plan.

11.0 ADDITIONAL CONSIDERATIONS While no intersection geometry improvements are recommended in order for the study intersections to continue to operate at acceptable levels of service, altering the laneage and phasing of the intersection of Northside Drive @ Tenth Street would be beneficial to its operation during Existing 2006 Conditions and Future 2008 Conditions. The following changes would improve operation of the westbound approach of the Northside Drive @ Tenth Street intersection: § Change westbound approach laneage FROM a shared left-turn/through lane and a shared through/right-turn lane TO an exclusive left-turn lane and a shared through/right-turn lane. § Add a westbound approach exclusive left-turn protected/permissive signal phase and retime signal to provide more time for Tenth Street. An analysis was performed with the inclusion of these Additional Considerations improvements. The results of the analysis are displayed in Table 8 and are shown in Figure 10.

12.0 NON-EXPEDITED CRITERIA

12.1 Quality, Character, Convenience, and Flexibility of Transportation Options The proposed development is located along MARTA bus route 12 – Howell Mill, which has 30 minute headways. Route 12 begins at the N4 Midtown MARTA station, traveling west along Tenth Street and north along Howell Mill Road/Northside Parkway/Cumberland Boulevard, terminating at the Cumberland Transfer Center, near Cumberland Mall. See the attached route map and descriptions for detailed MARTA bus route information. Additionally, the Georgia Tech Stingerette Shuttle is a free service provided by Georgia Tech to students, faculty, and staff. The proposed development is along the western boundary of the area served by the shuttle. Patrons can make a transit request to any location within the area bounded by the following roadway facilities: 10th Street, Interstate I75/85, North Avenue, Tech Parkway, and Northside Drive. The shuttle also serves the following points of interest after 11pm: Technology Square, GCATT, Graduate Living Center, NARA and sections of Marietta Street and N4 MARTA Midtown Station after 11:00 PM. Shuttle service is provided between the hours of 6:00 pm and 2:30 am. In addition to transit options, sidewalks are located within the development and in surrounding areas. Those traveling by vehicle have convenient access to the (I-75/85) via several options, the most direct, being Tenth Street. Northside Drive also provides access to I-75 to the north and I-20 to the south. Additionally, several other major arterials in central Atlanta, including Peachtree Road, are within a couple of miles of the development.

12.3 Relationship Between Location of Proposed DRI and Regional Mobility The proposed development is located along the west side of . Patrons and residents of the development have access to MARTA bus and are provided with an existing pedestrian network. The site is located along Northside Drive, which provides convenient access to many of Atlanta’s major arterials and highways in a mater of a few minutes. Many of the residents of this development will likely work in town, so vehicular commuting trips have the potential to be short (or even a reverse commute).

12.4 Relationship Between Proposed DRI and Existing or Planned Transit Facilities The proposed development is within walking distance to MARTA bus route 12 – Howell Mill and has access to the Georgia Tech Stingerette shuttle service. Additionally, recommendations found in the Northside Drive Corridor Study (2004) and the Upper Westside LCI Study (2005) provide that additional transit service be initiated along the Northside Drive corridor in the vicinity of the proposed development.

12.5 Transportation Management Area Designation The proposed development is located within the Midtown Transportation Solutions Transportation Management Association (MTS) jurisdiction. MTS is an affiliate of the Midtown Community Improvement District (Midtown Alliance) and focuses on promoting a balanced transportation system to improve mobility and is charged with changing commuter habits and providing transportation options that are convenient, safe and cost-effective.

12.6 Offsite Trip Reduction and Trip Reduction Techniques Mixed-use and pass-by trip reductions were taken according to the ITE Trip Generation Handbook, 2003. Approximately 7.09% of the gross daily trips will be internal and approximately 6.11% of the gross PM peak hour trips will be internal. A 5% alternative mode reduction (those using transportation modes such as walking, bicycling, transit, etc.) was taken for all uses. Additionally, for the projected new daily and PM peak hour trips, a 34% daily and PM peak pass-by reduction was used for the proposed retail portion of the development.

12.7 Balance of Land Uses –Jobs/Housing Balance Please refer to the Area of Influence Analysis, located in Section 13.0 of this report.

12.8 Relationship Between Proposed DRI and Existing Development and Infrastructure The development is located in an area where the existing infrastructure is adequate to serve the needs of the development upon build-out (2008). In order to improve service internal to the site, a sewer line replacement will occur within the proposed development’s boundaries.

13.0 AREA OF INFLUENCE This section will describe the Area of Influence (AOI) demographics, AOI average wage levels, expected DRI housing costs, and the availability of jobs within the AOI that would reasonably position employees to purchase housing or rent within the proposed DRI.

13.1 Criteria As part of the non-expedited review process for a DRI, an Area of Influence Analysis must be performed to determine the impact of the proposed development on the balance of housing and jobs within the immediate area surrounding the proposed development. For this proposed development expansion, the non-expedited review criterion is as follows:

The proposed DRI: (c) Is located in an area of influence with employment opportunities which are such that at least twenty-five percent (25%) of the persons that are reasonably anticipated to live in the proposed DRI and are reasonably expected to be employed will have an opportunity to find employment appropriate to such persons’qualifications and experience within the Area of Influence;

13.2 Study Area Determination and Characteristics The Area of Influence is comprised of the area within six road-miles of the proposed development. To determine the AOI, TransCAD was used to measure six road miles from the nearest intersection to the project (Northside Drive @ Tenth Street). The population and housing statistics for the AOI were determined by taking the area outlined in TransCAD, creating a boundary in GIS format, and overlaying the boundary with a GIS layer containing Census tract information. The Area of Influence (located within Fulton, DeKalb, and Cobb Counties) can be seen in Figure 11. Information obtained from the census tracts can be seen in Table 9.

As can be seen from the table above, the total population within the Area of Influence is 275,669, residing within 128,018 households (an average of 2.15 people per household). The AOI area totals 52,304 acres. Using the above calculated average of 2.15 persons per household, it can be anticipated that the proposed DRI will house approximately 645 people (300 proposed dwelling units multiplied by 2.15). Based on information obtained from the Census tracts, it is estimated that approximately 327 of these expected 645 residents would be workers. The remainder of this section will demonstrate the availability of jobs for these expected workers within the development at or above the necessary income level to afford housing within the DRI. The Atlanta Journal-Constitution website was researched to find current listings of condominiums/townhouses for sale and apartments for rent in the vicinity of the proposed development (30318 Zip Code). At the time of this report, approximately 31 rental units were listed in the area, ranging in price from $333 - $1,650 (monthly rental).

13.3 Development Housing Analysis Approximately four different price ranges will be available within the proposed development. Table 10 below displays the number of units for rent, the average cost per month for those units, and the number of workers expected to reside in homes at each price range.

In order to determine the number of jobs available within the AOI that would provide adequate income, information about the types of jobs within the AOI and the average salaries for these positions was collected first. Information about the types of jobs available within the AOI was obtained from Claritas, a data solutions company. A map with the boundary of the AOI was sent to Claritas, and a report containing the types of employment opportunities and number of each type of job was compiled. The Claritas report is included in the Appendix of this report. Next, the Georgia Department of Labor website was researched to obtain average salary information for the positions available within the AOI. Average salary information for jobs in Fulton, DeKalb, and Gwinnett Counties was matched to the jobs existing within the AOI. This information (also available in the Appendix), along with the information provided by Claritas, is included in the Table 11, on the following page.

13.4 Affordable Housing Analysis In order to calculate the number of expected workers likely to find appropriate employment within the AOI, it was necessary to first estimate the yearly cost of each tier. Several online calculators aid in determining affordable housing based on given incomes and income ranges. The monthly rent for the apartments was assumed to be the monthly cost for the calculations. The monthly cost was multiplied by 12 months in a year and was assumed to account for a third of each worker’s income. Because there is an average of 1.09 workers expected per household, the required income for each range was divided by 1.09 to determine the average salary each worker within the development would be expected to earn in order to provide their “fair share” of the housing costs. This methodology assumes an equal burden on all workers within the development, and is considered to be a conservative approach since it eliminates the lower paying positions within the AOI from consideration in the analysis. Table 12 displays the number of workers expected in each price range, as well as the number of jobs available at the necessary average income level to afford housing within that price range. As can be seen in the table, there are more than enough positions available within the AOI for expected workers within the proposed development to find employment at the required minimum income level for both levels of pricing within the development, thus satisfying the GRTA requirement of 25%.

14.0 ARC’S AIR QUALITY BENCHMARK The proposed development is mixed-use, containing 300 apartment units and 24,000 square feet of retail space on approximately 3.5 acres. Because residential is the dominant use and there are greater than 15 dwelling units (apartment) per acre (84 dwelling units/acre), the development meets the ARC criteria for a 6% reduction. One MARTA bus stop is located in the vicinity of the proposed development. Bus route 12 –Howell Mill, which has 30 minute headways, begins at the N4 Midtown MARTA station, traveling along Tenth Street and up Howell Mill Road/Northside Parkway/Cumberland Boulevard. The route terminates at the Cumberland Transfer Center, near Cumberland Mall. The proposed development’s proximity to transit (within ¼ mile of a bus stop and shuttle service) allows for a 3% reduction. The proposed development is located within the Midtown Transportation Solutions Transportation Management Association jurisdiction. The midtown TMA focuses on promoting a balanced transportation system to improve mobility and is charged with changing commuter habits and providing transportation options that are convenient, safe and cost-effective. This allows for a 3% reduction. Additionally, the proposed development will connect with the existing sidewalks along Tenth Street, Eleventh Street, Watkins Street, Edgehill Avenue, and Northside Drive. Pedestrians will also be able to access other uses within the proposed development. This pedestrian network meets the ARC criteria for a 5% reduction. The proposed development meets the ARC criteria for a total 17% VMT reduction. These reductions are displayed below in Table 13.
