PROJECT CONSULTATIONS FOR THE MINAGO PROJECT AND THE PROPOSED TWRMF The following section summarizes government, First Nations, Métis and public consultation and community engagement activities undertaken between 2007 and 2012. Consultations and community engagement were conducted for the Minago Project in its entirety. 5.1 Introduction During the past five years (2007-2012), consultation and community engagements have occurred with government agencies, the public, First Nations and Métis on various aspects of the Minago Project. During this period, Victory Nickel has been involved with consultation and community engagement activities. Consultation and community engagement have occurred with government regulators, First Nations, Métis and the general public. Issues raised by each of these groups during this process have been documented and are summarized in the 2010 EIS document, Section 7.14 (Socio- Economic Conditions) (Victory Nickel Inc., 2010). Victory Nickel participated in community engagement in Norway House (Norway House Cree Nation (NHCN) and Norway House Community (NHC), Grand Rapids (Grand Rapids First Nation (GRFN) and Grand Rapids Community (GRC), Cross Lake (Cross Lake Band of Indians (CLBI)) and Cross Lake Community (CLC), Moose Lake First Nation (MLFN) and Moose Lake Community (MLC), Snow Lake (public), and The Pas (Métis). There are no permanent residences near the Minago Project site. The major sectors of activity in the area are forestry, mineral exploration, hunting, fishing and trapping. The proposed TWRMF is located in the Cross Lake Resource Management Area. The entire Minago project is located in the NHCN Resource Management Area and the Cross Lake Band of Indians Resource Management Area. 5.2 Regulatory Agency Consultation and Engagement As part of the exploration and development process for the Minago Project, meetings between Victory Nickel Inc. (VNI) and provincial and federal regulatory agencies focused on environmental protection and wildlife, waste management, vegetation, fisheries, benthos, air and water quality, and permitting and regulatory requirements. Consultation and engagement first began in 2007 by introducing the Minago Project Scoping Study and Definitive Feasibility Study (DFS). As the DFS evolved further, information was presented to the regulatory agencies. The regulatory agencies consulted include Science, Technology, Energy and Mines (STEM); Manitoba Conservation; MINAGO PROJECT 5-1 Environmental Impact Statement VICTORY NICKEL INC. Manitoba Water Stewardship; Environment Canada; and Canadian Environmental Assessment Agency. With regards to the proposed TWRMF, two meetings were held in Winnipeg (February 16, 2012 and April 25, 2013) to present the new facility. The comments made pertaining to the proposed TWRMF were incorporated in the planning and design of the TWRMF. Some of the issues raised by the regulatory agencies pertaining to the current TWRMF also apply to the proposed TWRMF; therefore, VNI’s response still applies to the proposed TWRMF. 5.2.1 Technical Advisory Committee and Government Meetings VNI had technical sessions with the provincial and federal government representatives, including the Provincial/Federal Technical Committee and consultants. The meetings were held in Winnipeg between 2007 and 2010 as given in Table 5.2-1. Wesley, University of Manitoba [email protected] Paper for Presentation at The Annual Meeting of the Canadian Political Science Association Concordia University, Montreal June 2010 Abstract In a delegated convention held in October, 2009, the Manitoba New Democratic Party (NDP) selected former Finance Minister Greg Selinger to replace Canada's longest-serving and most popular premier, Gary Doer. Official appeals filed by the victor’s chief rival, Steve Ashton, and persistent criticism of the process in the media raised significant concerns over the method by which the new premier was selected. These complaints proved a fleeting fixation of the media, and have not harmed the NDP’s popularity or affected the smooth transition of the premiership from Doer to Selinger. Yet, questions persist as to whether the 2009 leadership race marked the last delegated convention in the history of the Manitoba New Democratic Party. This paper examines the 2009 leadership race in the context of contests past, analyzing the list of criticisms directed at the process. Grounding its findings in the comments of delegates to the 2009 Convention, it concludes with a series of probable choices for the party, as it begins the process of considering reforms to its leadership selection process.     Section M: Community Support Page 251 of 653 Community Support Health Canada’s Regional Advisor for Children Special Services has developed the Children’s Services Reference Chart for general information on what types of health services are available in the First Nations’ communities. Colour coding was used to indicate where similar services might be accessible from the various community programs. A legend that explains each of the colours /categories can be found in the centre of chart. By using the chart’s colour coding system, resource teachers may be able to contact the communities’ agencies and begin to open new lines of communication in order to create opportunities for cost sharing for special needs services with the schools. However, it needs to be noted that not all First Nations’ communities offer the depth or variety of the services described due to many factors (i.e., budgets). Unfortunately, there are times when special needs services are required but cannot be accessed for reasons beyond the school and community. It is then that resource teachers should contact Manitoba’s Regional Advisor for Children Special Services to ask for direction and assistance in resolving the issue.     Community Economic Development ~ Indigenous Engagement Strategy for Momentum, Calgary Alberta 2016 1 Research and report prepared for Momentum by Christy Morgan and Monique Fry April 2016 2 Executive Summary ~ Momentum & Indigenous Community Economic Development: Two worldviews yet working together for change Momentum is a Community Economic Development (CED) organization located in Calgary, Alberta. Momentum partners with people living on low income to increase prosperity and support the development of local economies with opportunities for all. Momentum currently operates 18 programs in Financial Literacy, Skills Training and Business Development. Momentum began the development of an Indigenous Engagement Strategy (IES) in the spring of 2016. This process included comparing the cultural elements of the Indigenous community and Momentum’s programing, defining success, and developing a learning strategy for Momentum. Data was collected through interviews, community information sessions, and an online survey. The information collected was incorporated into Momentum’s IES. Commonalities were identified between Momentum’s approach to CED based on poverty reduction and sustainable livelihoods, and an Indigenous CED approach based on cultural caring and sharing for collective wellbeing. Both approaches emphasize changing social conditions which result in a community that is better at meeting the needs of all its members. They share a focus on local, grassroots development, are community orientated, and are holistic strength based approaches. The care taken by Momentum in what they do and how they do it at a personal, program and organizational level has parallels to the shared responsibility held within Indigenous communities. Accountability for their actions before their stakeholders and a deep-rooted concern for the wellbeing of others are keystones in both approaches.

Throughout his life, Phil served as Chief of the Sagkeeng First Nation, as the Manitoba Regional Chief for the Assembly of First Nations and the Grand Chief of the Assembly of Manitoba Chiefs. In 1997, he became the National Chief of the Assembly of First Nations. Then, Phil became Chief Commissioner of the Indian Claims Commission (ICC) in 2001. After this, Phil was re-elected as the National Chief of the Assembly of First Nations in 2003 and 2006, becoming the first person to serve as National Chief for three terms. Phil has received a multitude of awards including the National Aboriginal Achievement Award, numerous honorary doctorates, the Order of Manitoba, and the Order of Canada. After completing his terms as National Chief, Phil has continued to advocate for Indigenous peoples through initiatives such as the Recognition2Action Campaign.

The event was held in Saskatoon, Saskatchewan in the Traditional Territory of the Treaty Six First Nations in March 2008. The National Treaty Elders Gathering was held from March 24-25, 2008 at Wanuskewin Heritage Park and was hosted by the Federation of Saskatchewan Indian Nations and the Saskatchewan Indian Cultural Center. The Treaty Implementation Conference took place from March 26-27, 2008 and was jointly organized by the Assembly of First Nations and Indian and Northern Affairs Canada. This event brought together Elders, First Nations’ Chiefs and political leaders from across the country, federal representatives and various speakers with expertise on Treaties and Treaty implementation issues. The conference delegates discussed Crown-First Nations Treaty implementation issues in all regions of Canada from pre- Confederation Treaties of peace and friendship to the diverse Treaties entered into between the Crown and First Nations from 1867 to the present day. The purpose of the conference was to provide a national forum to share perspectives on options for advancing Treaty implementation in all parts of the country. The conference objective was to start a process for developing a joint First Nations-Crown action plan to address Treaty implementation issues. This conference was borne of the work under the First Nations~Federal Crown Political Accord of May 31, 2005 and a commitment made as part of the specific claims reform process in November 2007 between the Minister of Indian Affairs and Northern Development and the National Chief of the Assembly of First Nations.
