Penguatan Lembaga Ekonomi Desa Dalam Mendorong Pariwisata Di Daerah 63 Jurnal Kajian Pariwisata Volume 1 No 1 September 2019 E-ISSN: 2686-2522 Penguatan Lembaga Ekonomi Desa dalam Mendorong Pariwisata di Daerah Khaidarmansyah1, Ridwan Saifuddin2 1IBI Darmajaya Bandar Lampung, [email protected] 2)Balitbangda Provinsi Lampung, [email protected] ABSTRAK Penelitian ini bertujuan untuk melihat faktor apa saja yang memengaruhi kinerja unit usaha pariwisata Badan Usaha Milik Desa (BUM Desa), dengan mengambil lokus pada BUM Desa Mandiri Bersatu, Gisting, Kabupaten Tanggamus, Provinsi Lampung. Secara teoritis faktor yang mempengaruhi kinerja unit usaha pariwisata dapat dikelompokkan berdasarkan “Model 5M” (man, money, materials, machine, method). Penelitian ini menggunakan metode kualitatif dengan alat analisis diagram sebab-akibat atau diagram tulang ikan (Fishbone Diagram). Berdasarkan identifikasi terhadap lokus penelitan, empat faktor yang berpengaruh adalah man (people), money, infrastruktur, dan management. Dari empat katagori tersebut, faktor SDM (people) menjadi persoalan paling krusial dalam operasional unit usaha pariwisata BUM Desa, terkait masih lemahnya pendidikan, keterampilan, kemampuan manajerial, serta komitmennya dalam memajukan lembaga ekonomi desa. Keterbatasan infrastruktur pendukung pariwisata juga menjadi kendala pengembangan usaha pariwisata di daerah. Manajemen yang dijalankan pada BUM Desa tidak focus pada unit usaha pariwisata semata, melainkan tersebar dalam unit-unit usaha yang lain dan belum terintegrasi. Pengembangan usaha pariwisata melalui lembaga ekonomi desa BUM Desa Mandiri Bersatu membutuhkan intervensi SDM dengan kompetensi mumpuni untuk mengelola dan mengembangkan bisnis pariwisata, sehingga pemanfaatan teknologi informasi dan media online dapat diwujudkan. ABSTRACT This study aims to look at what factors affect the performance of The Village-Owned Tourism Business Unit (BUM Desa), became the objective of this study, by taking the locus at BUM Desa Mandiri Bersatu, Gisting, Tanggamus Regency, Lampung Province. Based on identification of the research locus, four influential factors are man (people), money, infrastructure, and management. From all four factors, people factor is the most crucial issue in the operation of the BUM Desa tourism business unit, due to the lack of education, skills, managerial abilities, and commitment in advancing village economic institutions. The limited supporting infrastructure for tourism has also become an obstacle to the development of tourism businesses in the region. The management carried out at BUM Desa is not focused on one business unit (tourism), but is spread over other business units and is not yet integrated. The development of tourism businesses through the village economic institutions BUM Desa Mandiri Bersatu requires HR intervention with competent competence to manage and develop the tourism business, so that the use of information technology and online media can be realized. They play a vital role in the lives of the poor, in the provision of ecosystem services and in sustaining biodiversity. However, deforestation is currently continuing and damaging 42% of the country’s forest area. The continuation of deforestation, especially in Conservation Forest, the last fortress of the country forest areas, strongly indicates an institutional problem of the failure of government to enforce formal laws on forest conservation. This study aims to identify the sources and impacts of this government failure in enforcing forest conservation laws. In order to achieve the research purposes and benefits, the authors employed a singe-case study methodology to an extreme case of the establishment of a village by a local government. Since the village is located inside a National Park, a kind of Conservation Forest controlled and managed by the central government, the establishment of the village triggered conflict between central and local government. For data collection, we conducted field work and used multiple sources of evidence, namely documentations, archival records, direct and participant observation, and open-ended interviews with relevant respondents from central and local government and non-governmental organizations. This study focuses on institutions and institutional changes which are reflected in the history of the forest area and people at the case study site, the conflict process in regard to the establishment of the village inside the park, and the perception of the parties involved in the conflict.

In Lampung Province, eight (8) regional heads did corruption; four (4) of them caught red-handed with hand-catching operations (OTT) by the Corruption Eradication Commission (KPK). The purpose of this study is to analyze the phenomenon of corruption in regional elections in Lampung Province. This research uses qualitative methods with a descriptive approach. There are three (3) main factors influence corruption: first, anthropological factor, namely strong desire to rule; second, economic factor, namely the desire to obtain financial benefits from the results of power; third, sociological factors, such as the influence of family environment, social and political position status. The dominant factor is the economic factor due to the high political costs and large number of regulatory “loopholes” that can be manipulated for corruption. It is located between Eastern Lampung and Central Lampung Districs and becomes a junction of two regional highway, i.e. Central Sumatera Highway and Sumatera Eastern Coast Highway. This position produces high traffic flow on route assignment in Metro City. This study aims to observe the impact of trough on road network performance in Metro City. TRANPLAN is used to model the performance of the network and the result is be compared with the field condition. The results indicate that the potency of daily trough traffic load in Metro City is about 24,99% from the whole interzones movement. The research also indicate that there is no problem with the performance of traffic network in Metro City for time being (with error margin less than 20%). The problem of traffic jamp is predicted happens in 2013 where V/C ratio of several main roads in Metro City are more than 0,8. Trought traffic load contributes about 21% of V/C ratio of traffic network in Metro City. This is indicated by the positive value of net present value (NPV) of Rp 186,568,517, revenue ratio (RCR) 1.59, internal rate of return (IRR) of 135.82%, return on investment (ROI) of 43%, and the value of payback period (PP) of 0.50. The road passes through the central mountain ranges and through major cities like Padang in the center and Medan in the north.     ANALISIS AKUNTABILITAS PENGELOLAAN DANA DESA DI DESA TAMAN ASRI KECAMATAN PURBOLINGGO KABUPATEN LAMPUNG TIMUR Edy Jasmanto Universitas Muhammadiyah Metro [email protected] ABSTRAK Tujuan penelitian ini adalah mengetahui sejauh mana akuntabilitas pengelolaan dana desa di Desa Taman Asri Kecamatan Purbolinggo Kabupaten Lampung Timur, dengan menganalisis pengelolaannya dari tahun 2016 sampai dengan tahun 2018.Jenis penelitian ini adalah deskriptif kualitatif. Penelitian ini dilakukan di Desa Taman Asri Kecamatan Purbolinggo Kabupaten Lampung Timur. Objek dalam penelitian ini adalah pengelolaan dana desa di desa tersebut. Hasil penelitian menunjukkan bahwa perencanaan, pelaksanaan, penatausahaan, pelaporan dan pertanggungjawaban anggaran dana desa di desa Taman Asri Kecamatan Purbolinggo Kabupaten Lampung Timur belum dapat dikatakan akuntabel, karena masih terdapat indikator akuntabilitas yang tidak terpenuhi selama pengelolaan dari tahun 2016 hingga tahun 2018. Hal tersebut terkendala oleh kurangnnya sarana prasarana dan sumber daya manusia yang belum memadai. ABSTRACT The purpose of this research is to know how for the accaountability of the village fund management in the village of Taman Asri Subdistrice Purbolinggo, East Lampung Regency by analizing its management in the year of 2016 until 2018.The kind of this research is the Descriptive Qualitative. The research was conducted in The Village Of Taman Asri Subdistrict Purbolinggo East Lampung Regency. The object of this research is The Village Fund Management in that village.The result of the research shows that planning, carrying out (doing), filling, reporting, and find accountability in the village of Taman Asri Subdistrict Purbolinggo East Lampung Regency has not been able to said accountable, was because there were accauntabilty indicator wich were not fullfiled in the management in the year of 2016 until 2018.

Natural and cultural riches are an important component of tourism in Indonesia. Lampung Province which is located at the tip of the island of Sumatra has several islands around it that make Lampung province become one of the few provinces in Indonesia that have the beauty of the sea. Kiluan Bay is a tourist attraction in Lampung Province which is quite famous for its natural potential that is not owned by other marine tourism in Lampung Province like a dolphin. Kiluan Bay has several islands with beautiful beaches around it, the beauty of corals that make up a pond (Wisata Laguna), the beauty of the marine biota that can be used as a snorkeling. It should be an attraction for local tourists and foreign tourists. In order to optimize development in Kiluan Bay is expected all actors who participate in development can work together in the management of the potential owned by Kiluan Bay. So that can support the development planning for sustainable. The problem in this research is "How the Effort of Lampung Province Regional Government to increase the attraction of foreign tourists to visit Kiluan Bay Tourism Area Lampung? The problem approach is done by juridical normative and empirical by using primary data and secondary data as well as qualitative data analysis.Based on the above, it can be concluded that Kiluan Bay as the Superior Tourism Area of Lampung Province has considerable potential to be developed.

To obtain recommendation for priority for marine tourism development, this research focuses on three marine tourism destinations that managed by Tourism Awareness Group (Pokdarwis) together with Tanggamus Government, namely Kiluan Bay, Karang Putih Beach, and Muara Indah Tourism Park. Focus Group Discussions (FGD) as well as questionnaire were conducted with informants from Tourism, Culture, Youth and Sports Agency of Tanggamus Regency, and Pokdarwis representatives from management of the research location. This research uses Analytical Hierarchy Process (AHP) method, and the priority preferences for the development of marine tourism are assessed from the aspects of connectivity (C1), governments program support (C2), potential problems (C3), and potential value-added locations (C4). The results show indicators in each data cluster prioritize Kiluan Bay as the first priority to be developed. The results also recommend to increase tourism promotions in the airport area and optimizing the constructions of access roads (C1), synchronizing tourism development plans in the Regional Spatial Plan to the Lampung Province Medium-Long Term Development Plan and facilitating investors in the tourism sectors (C2), educating the public regarded the potential dangers of disasters (C3), supporting for accommodations, local communities attractions and culinary centers (C4).
