Welcome to Belmont 16's Club and the fabulous sailing waters of Lake Macquarie for the 2016 Laser Australian Championship.

I hope all the Australian and international Laser sailors will enjoy strong and fair competition at this great venue for this regatta.

We should see some of the finest exponents of Laser sailing in action here over the coming week.

I would like to thank the Belmont 16's Sailing Club for their hosting of this event and their provision of such first rate sailing facilities for us to enjoy.

Thanks also to the many volunteers who will willing give their time to ensure that this regatta runs smoothly. Without these folk we would not be able to stage this event.

To all our officials, coaches, parents and supporters - greetings and thank you for your time and effort in supporting this event.

Belmont 16ft Sailing Club is proud to host the 41st Australian Laser Championship.

For this event we warmly welcome all competitors, coaches, their families and friends to the Belmont 16ft Sailing Club on the shores of beautiful Lake Macquarie.

We have been racing here under the B16ftSC burgee for over 90 years and we hope you enjoy both the Club’s facilities and the fine sailing waters we have to offer.

Thank you to all the volunteers many of who have travelled from interstate and all who give their time freely so that competitors can enjoy our fabulous sport of sailing.

Belmont 16ft Sailing Club Club Information

We are a little different to most sailing clubs you may have visited as we are a registered club and as such our main club house facilities are strictly governed by the Registered Clubs Act and NSW liquor and gaming laws. Detailed following is information about the club and the specific requirements relating to compliance with these laws. We ask that you respect these requirements and make every effort to comply.

Should you have any questions, our friendly team members at the front desk will be willing to assist.

Entry for Members & Visitors

Members are required to show their current membership card each time upon entry. All visitors over the age of 18 years are required to sign the entry registers (each day) and retain the entry receipt at all times whilst on Club premises. The visitor entry receipt must be shown each time upon entry for that day.

Entry to the Club is through the main front foyer with entry available on scheduled race days through the eastern deck entrance. Please do not attempt to enter the Club via the western deck entrance – this is an emergency exit only.

Membership

Children / Minors

A person under the age of 18 years may only enter the Club when accompanied by a responsible adult and must remain in the immediate company of the responsible adult at all times whilst they are in the Club. There are certain areas within the Club were minors are not permitted and these areas have signage indicating such. Minors are not permitted to remain in the Club after 10pm unless attending an approved private function (such as welcome functions and presentation nights).

Dress Requirements

Neat, casual dress and footwear is to be worn in all areas of the Club. Men are not permitted to wear tank tops or sleeveless shirts. Hats on males (except for medical or religious reasons) are not permitted within the Club. Please note that sailing attire (wetsuits, wet clothing) is not permitted to be worn anywhere inside the Club.

Race Headquarters

In the eastern most waterfront corner of the Brian Ellis Boat Shed is where we have set up the Race Office and Jury headquarters for this regatta. The official notice board is located here as well as the electronic sign-on/sign-off facilities. There is free Wi-Fi in this area. This is where regatta registration takes place so will be your "first port of call" when visiting our Club!

Change Room Facilities

Male, female and disabled toilets, showers and change room facilities are available and are located on the northern end of the Support Boat Shed in the centre of the rigging area. Please do not leave bags, gear & valuables in the change rooms as these facilities are accessible by the general public.

Lockers / Security of Valuables

Please DO NOT leave gear and items of value in the rigging area, in change rooms or in the boat shed. The whole area is accessible by the general public and we cannot control this access. The Club provides storage lockers inside the eastern end of the Brian Ellis Boat Shed for car keys & valuables. A $2 coin is required to access the locker and this is returned once the key is returned. The Club does not accept responsibility for any items of value lost or stolen whilst on club property.

Lost & Found Property

Lost or found property is generally handed in and logged by the front desk of the Club. Alternatively you may contact the Sailing Office.

Boat Trailer Storage

The Belmont 16ft Sailing Club is an active social club with over 26,000 members who regularly use the Club’s facilities.

In order to ensure our members may continue to use their Club (and park their car!) during the busy time of sailing regattas, we MUST ensure that the car park is free of boat trailers.

It would be appreciated if sailors would remove trailers from the car park once boats have been off loaded and store the trailer at their accommodation.

For large scale events like the Laser Nationals, the Lake Macquarie City Council has kindly consented to the storage of boat trailers in a specific cordoned area of Laughlin Park (across the road from the Club).

The area allocated for boat storage is the north eastern corner of the park, bounded by Ross, Evans & Tudor Streets and the concrete pedestrian pathway (refer to image). Trailers must only be stored in the cordoned area. When storing trailers within the area, please ensure it is done efficiently so the maximum number of trailers may be stored.

The Club must ensure that all trailers are stored in the designated area, that pathways are kept clear and that there

8 is minimal disruption to the local community’s use of the park. Consideration of others is important.

Rigging Area, Boat Launching & Wash Down

We offer two main rigging areas – the larger area to the east of the main club house and also the area in front of the Brian Ellis Boat Shed. Boats are also permitted to rig & launch on the Council land on the western side of the main club house. It is very important that boats are not rigged on the paved driveway next to the main club house - this thoroughfare is constantly used for food & beverage deliveries to the club. Your cooperation is appreciated.

Please do not rig on or block the launching ramp in front of the Support Boat Shed. This is a water access point for boats on trolleys.

We would appreciate you assisting us in keeping our rigging area green by draining the saltwater from your boats on the concrete ramp and not on the grass. Hoses are available on either side of the Support Boat Shed and in front of the Brian Ellis Boat Shed.

Safety Launching/Retrieval of Support Boats

Please do not pass through the area used to launch and retrieve support boats when the metal safety rails are in place. These rails indicate that the area is not safe to pass through so please do not move through this area at this time. Access is still available around the northern end of the Support Boat Shed. Also, please do not come into the ramp area from the water if the safety rails are in place.

Catering Flavours On The Go (outside canteen) An outside snack bar located at Race HQ in the Brian 9.00am to 2.00pm Ellis Boat Shed is open on regatta race days offering Regatta race days sandwiches, pies, drinks & coffee. Flavours Coffee Shop Offering a variety of sandwiches, wraps, toasted 9.00am to Late focaccias, gourmet coffees and a wide selection of Seven days a week cakes, tarts and slices as well as pizzas and ice-cream! Sails Eatery Lunch Noon to 2pm A huge range of meals to choose from including grills, Dinner 5pm to 8pm Sun to Thur warm salads, seafood, roasts, pastas and ever 5pm to 9pm Fri & Sat changing daily special. Entertainment

The Club showcases a wide variety of entertainment options. Details of the current schedule are available from the Club’s website www.16s.com.au or through the What’s On Guide available in the foyer.

Tickets for social function can be purchased at the regatta office at ground level on the western side of the clubhouse. Competitor entry for these functions is free but supporters will have to purchase tickets at the regatta office, preferably on registration. Numbers for all functions will be limited and you may not be able to purchase additional tickets at the door.

GRSC is running a fancy dress Blues Brothers Show starting at 8:00pm on New Years Eve. Competitors and friends are welcome but this is not an official regatta function.

ALCA AGM

The AGM will be held at 9:00am on Tuesday 28 December. All competitors are encouraged to attend although votes are limited to one per ALCA District. Registration, Measurement and Parts

All measurement must be completed by 12 noon on Monday 28 th December. Any measurement after that time will have to be arranged at the Regatta Office and may incur a fee.

Spare Laser parts will be available from PSA and NB Sailsports vans at the Belmont 16ft Sailing Club.

1 RULES 1.1 The event will be governed by the rules as defined in The Racing Rules of Sailing. 1.2 The prescriptions of Yachting Australia and YA Special Regulations Part 2 for Off the Beach Boats will apply.

2 NOTICES TO COMPETITORS Notices to competitors will be posted on the notice board in the Race Office located at the eastern waterfront corner of the Brian Ellis Boat Shed of the Belmont 16ft Sailing Club.

3 ADDITIONAL IDENTIFICATION 3.1 Competitors are required to display event sponsor's signage. If needed this signage will be supplied by the Organising Authority at registration. They are to be installed as follows: a) The stickers shall not be reduced in size. b) The stickers shall be parallel to the deck. c) The forward edge of the stickers shall be approximately 450mm from the bow of the boat. d) The top edge of the stickers shall be lower than the bottom of the gunwale and no further than 75mm from the deck. 4 CHANGES TO THE SAILING INSTRUCTIONS Any change to the sailing instructions will be posted on the official notice board at least 1 hour before the scheduled start of the first race of a session, except that any change in the Schedule of Races will be posted by 1800 on the day before it will take effect.

5 SIGNALS MADE ASHORE 5.1 Signals made ashore will be displayed from the official signal mast located on the southern end of the rescue boat boatshed at the Belmont 16ft Sailing Club. 5.2 When flag AP is displayed ashore, '1 minute' is replaced with 'not less than 30 minutes' in the race signal AP.

6.2 Additional races may be sailed in any session provided that no fleet becomes more than one race ahead of schedule. 6.3 Subject to fleet numbers the race committee may combine starts for any or all fleets; multiple class flags will be displayed accordingly.

7 CLASS FLAGS 7.1 - Red Laser insignia on a white background. 7.2 Laser Radial - Red Laser insignia on a green background. 7.3 Laser 4.7 - Red Laser insignia on yellow background. 7.4 When a class is divided into fleets, a flag of the respective fleet colour will be displayed beneath the class flag for each fleet.

8 FLEET IDENTIFICATION 8.1 When a class sails a qualifying/final series format, boats shall display identification as follows: 8.2 While racing each boat shall display a coloured band corresponding to the fleet to which she has been assigned. 8.3 The band shall be placed around the bottom of the mast between the boom vang fitting and the boom attachment. 8.4 The blue and yellow coloured bands will be issued at sign on before each session.

9 RACING AREA, RIGGING & LAUNCH AREA Attachment A shows the approximate location of the primary racing area. Information on rigging area and trailer parking are on the Belmont 16ft Sailing Club web site www.sail16s.com.au

10 COURSES 10.1 The diagrams in attachment B show the course configurations, including the approximate angles between the legs, the order in which marks are to be passed and the side on which each mark is to be left. 10.2 No later than the warning signal, the race committee may display the approximate compass bearing of the first leg. 10.3 Courses for each fleet will be designated at the warning signal on a board facing aft on the Race Committee Boat at the starboard end of the start line. Course signals are as per Attachment B and may be different for each fleet. 10.4 A change of course as per rule 33 will be achieved by relocating an original mark.

11 MARKS 11.1 Marks 1, 2, 3s and 3p will be yellow inflatable buoys. 11.2 Marks A, B, 4s and 4p will be orange inflatable buoys. 11.3 Mark 5 will be a green inflatable buoy. 11.4 The starting and finishing marks will be Race Committee Vessels identified by Burgee of Belmont Sailing Club 11.5 The starting PIN mark will be an orange flagged stick buoy or Race Committee Vessel. 11.6 The finishing PIN mark will be a pink flagged stick buoy or Race Committee Vessel.

12 OBSTRUCTIONS Boats are not required to comply with navigation marks when racing.

13 THE START 13.1 Races will be started using rule 26. 13.2 At the start of a session or after a long postponement, to alert boats that a race or sequence of races will begin soon, an orange flag with a blacks “S” will be displayed with one sound signal for at least Five minutes before a warning signal is displayed. 13.3 The starting line will be between the staff displaying the orange flag with a black “S” on the race committee boat at the starboard end and a staff displaying an orange flag with a black “S” on a race committee boat at the port end or an orange flagged stick buoy at the port end. 13.4 A boat starting later than 4 minutes after her starting signal will be scored Did Not Start without a hearing. This changes rules A4. 13.5 A boat who's Warning Signal has not been given shall keep clear of the starting line.

13.6 If Flag U has been displayed as the Preparatory signal, no part of a boat's hull, crew or equipment shall be in the triangle formed by the ends of the starting line and the first mark during the last minute before her starting signal. If a boat breaks this rule and is identified, she shall be disqualified without a hearing but not if the race is restarted or resailed or postponed or abandoned. This changes RRS 26. RRS 29.1 does not apply if Flag U is used as a preparatory signal.

14 THE FINISH 14.1 The finishing line will be between the staff displaying the orange flag on a race committee boat at the starboard end and a staff displaying an orange f lag on a race committee boat at the port end or a pink flagged stick buoy at the port end. 14.2 After finishing, boats shall keep clear of the finishing line.

15 PENALTY SYSTEM 15.1 Appendix P will apply. On water jury boats will display a white flag with blue or black letter J.

16 TIME LIMITS Boats failing to finish within twenty minutes after the first boat in the fleet sails the course and finishes will be scored Did Not Finish without a hearing. This changes rules 35 and A4 and A5.

17 PROTESTS AND REQUESTS FOR REDRESS 17.1 Protests forms are available at the race office. Protests and requests for redress or reopening shall be delivered to the Race Office of the Belmont 16ft Sailing Club within the protest time limit. 17.2 For each fleet, the protest time limit is 80 minutes after the first boat of that fleet finishes the last race of each session. 17.3 Jury notices will be posted within 30 minutes after the protest time limit to inform competitors of the time and location of a hearing to which they are a party. 17.4 On the last day of racing, a request to reopen a hearing shall be delivered: a) within the protest time limit if the party requesting the reopening was informed of the decision on the previous day; b) no later than 30 minutes after the party requesting reopening was informed of the decision on that day. This changes rule 66.

17.5 On the last scheduled day of racing a request for redress based on a National Jury decision shall be delivered no later than 30 minutes after the decision was posted. This changes rule 62.2. 17.6 A list of boats that have been penalised for breaking rule 42 will be posted within the protest time limit. 17.7 Breaches of sailing instructions, 13.5 (keep clear of starting line unless starting), 14.2 (keep clear of finishing line after finishing), 26 (radio communications) and 28 (insurance), shall not be grounds for a protest by a boat. This changes rule 60.1(a). Penalties for these breaches may be less than disqualification if the National Jury so decides. 17.8 Decisions of the National Jury will be final as provided in the prescription to rule 70.5.

18 ARBITRATION 18.1 Rule 44.1 is changed to permit a boat that has broken a rule of Part 2, Part 4 or rule 31 to take a penalty after racing but prior to any protest hearing. Her penalty shall be a scoring penalty equal to a finishing place mid-way between the boat's actual finishing place and the score for a disqualification. Half points shall be disregarded and the points of other boats shall not be adjusted. Rule 63 is changed such that an arbitrator may allow a protest to be withdrawn. 18.2 An arbitration hearing will be conducted for all protests lodged in accordance with rule 61 which allege an infringement of a rule of Part 2, Part 4 or rule 31. Such hearings will be held subsequent to the protest being lodged and prior to the protest hearing. 18.3 The time and place of the arbitration hearing will be decided by the arbitrator and such advice may be given verbally. One representative of each boat will attend the arbitration hearing and no witnesses will be allowed. The arbitrator will decide the manner in which testimony is given. 18.4 After taking testimony, the arbitrator will make one of the following conclusions: a) The protest does not comply with rule 61 and the protestor should withdraw the protest. b) The matter shall proceed to a protest hearing. This may be because rules not suited to arbitration may be involved or because evidence is too complex or divergent or because

injury, serious damage or a significant advantage may have occurred or because of the apparent severity of the alleged infringement or for any other reason decided by the arbitrator. c) No rule was broken and the protestor should withdraw the protest. d) A rule was broken by one or more of the boats involved, the infringing boat(s) may accept a scoring penalty as detailed in SI 18.1 and if so accepted, the protestor should withdraw the protest. 18.5 An arbitration hearing shall not be re-opened. No conclusion of an arbitrator shall be subject to appeal or be grounds for redress. 18.6 Should the protest proceed to a protest hearing then the arbitrator may be a member of the National Jury. Any evidence given by an arbitrator during a protest hearing shall be given only in the presence of the parties to the hearing.

19 SCORING 19.1 Normal Series Format 19.1.1 The Low Point scoring system (RRS Appendix A) shall apply. 19.1.2 Six races are required to constitute a series with the following discard provisions:

19.2 Qualifying and Final Series Format 19.2.1 The Low Point scoring system (RRS Appendix A) shall apply. 19.2.2 Twelve races are scheduled. Six races are required to constitute a series with the following discard provisions:

Qualifying Series Races (1-6)

Boats failing to start, finish or who are penalised shall be scored one more point than the number of boats in the largest fleet of that class.

Final Series Races (7 – 12)

Boats failing to start, finish or who are penalised shall be scored one more point than the number of boats in their fleet.

19.2.3 A competitors’ final score will be the addition of the Qualifying and Final Series scores with all Gold Fleet competitors scored ahead of Silver Fleet competitors. Discards for each series will be considered independently of the other and will only apply to that series. 19.3 All Division prizes will be awarded based on the ranking of competitors in the overall results of the applicable Class.

19.4 For the purposes of Appendix A4.2 "scoring", the number of boats entered into a qualifying series race will be the number of boats assigned to the largest qualifying fleet.

20 SAFETY REGULATIONS - SIGN ON/OFF 20.1 All skippers shall sign on prior to going afloat for racing in any session. 20.2 All skippers shall sign off within the protest time limit. 20.3 Boats failing to comply with Clauses 20.1, 20.2 and 20.4 shall receive a 5 point penalty (but no boat to be scored worse than DSQ in the race held closest to the indiscretion without a hearing. This changes Appendix A 4.2 20.4 An electronic sign on and off system will be used. Wristbands will be issued to competitors at registration. A registered sailor is responsible for their wristband during the regatta and shall relinquish and return their wristband to the Race Office after the final race session is completed. Failing to return the wristband will be penalised according to SI 20.3. 20.5 A skipper who retires from a race shall notify a race committee, safety/patrol or jury boat as soon as possible and the race office immediately after returning to the shore.

21 REPLACEMENT OF CREW OR EQUIPMENT 21.1 Substitution of competitors will not be allowed. 21.2 Substitution of damaged or lost equipment will not be allowed unless authorized in writing by the race committee. Requests for substitution shall be made to the race committee in writing at the first reasonable opportunity and the damaged equipment and its replacement shall be submitted for inspection. 21.3 Where equipment is to be replaced between racing sessions, requests shall be submitted at least 50 minutes prior to the start time of the next scheduled racing session. 21.4 Where equipment is to be replaced between races within a session, requests shall be submitted before the end of protest time for the races in which the replacement equipment was used.

22 EQUIPMENT AND MEASUREMENT CHECKS 22.1 Competitors shall use only one (and the same) hull, mast (upper and lower sections), boom, centreboard and rudder throughout the championships. 22.2 A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions.

23 FEMALE COMPETITORS Female competitors shall display a red rhombus above the top batten pocket on both sides of their sails, as per ILCA by-law 1.4(g).

24 ADVERTISING Boats shall display advertising when supplied by the organizing authority.

25 OFFICIAL BOATS The start and finish boats shall display a Belmont 16ft Sailing Club burgee. Other official boats will display a green and white flag.

26 SUPPORT BOATS 26.1 Support vessels/boats carrying team leaders, coaches and other support personnel shall register with the Organising Authority and shall not be within 50m of the Racing Area from the time of the preparatory signal for the first fleet to start until all boats have finished or until the race committee signals a postponement, general recall, or abandonment, unless prior approval has been given by the race officer. 26.2 Support vessels should be registered in the same time schedule as competitors. At registration skippers of support vessels will be required to pay a $50 fee and be issued with a numbered identification flag. The fee will be refunded on return of the flag at the conclusion of the regatta. The penalty for failure to register may, at the discretion of the National Jury, include disqualification of all competitors associated with the infringing vessel. This changes rule 64.1 26.3 No support vessel shall be in the vicinity of the course area at any time unless clearly identified by flying the issued numbered flag.

26.4 While racing, no support vessel shall be within 50m of a course mark or any competitor unless instructed by the Race Committee in an emergency situation or otherwise.

27 RADIO COMMUNICATIONS A competitor shall neither make nor receive radio transmissions, including mobile phone calls, while racing.

28 PRIZES 28.1 Fleet and division prizes will be calculated on overall results. All competitors will be eligible for all cubes, perpetual trophies and prizes. 28.2 Cubes and Perpetual trophies shall be awarded in accordance with ILCA guidelines, and ALA policy for all Laser classes and all divisions with sufficient entrants. 28.3 Subject to entry numbers prizes for place getters will be awarded to all classes and divisions as the Race Committee determines. 28.4 Other prizes and trophies may be awarded at the discretion of the Race Committee/OA.

29 INSURANCE It is the competitor's responsibility to have current Third Party Liability and Public Liability Insurance of not less than AUS $10,000,000 valid for the period of the Regatta. The competitor's signature on the Entry Form or by clicking the Acceptance box on the online registration confirms the boat has such cover. Evidence of currency of insurance shall be produced if requested by the Race Committee.

30 DISCLAIMER 30.1 All those taking part in races conducted by the NSW/ACT District Laser Association and the Belmont 16ft Sailing Club do so at their own risk and responsibility. 30.2 The NSW/ACT District Laser Association and the Belmont 16ft Sailing Club, any sponsor or partner or any party involved in the organisation of any event disclaims any and every responsibility for any loss, damage, injury to persons and things, both ashore and at sea, as a consequence of participation in any way in the races covered by these sailing instructions. 30.3 Attention is drawn to the fundamental rule 4 of the RRS, which states: "The responsibility of a boat's decision to participate in a race or to continue racing is hers alone".

31 RISK AND RESPONSIBILITY Sailing and activities associated with it involve risks of personal injury, loss and damage and even death. The risks include but are not limited to the risk of injury from collision, capsizing, falling overboard, being trapped under the sail or boat after capsize and impact with equipment. Any of these events can also result in death.

The risks involved in this activity are heightened by:

• Adverse weather conditions • Inadequate training • Fatigue • Inexperience • Failure to maintain the boat • Failure to supply and use the recommended safety equipment • Failure to observe the RRS or the Sailing Instructions. This warning is given as a risk warning pursuant to Section 51 of the Civil Liability Act 2002 (as amended). Having given this risk warning, competitors take part in the event entirely at their own risk.

The NSW/ACT District Laser Association, the Belmont 16ft Sailing Club, its members or representatives will not be held liable for damage or loss of equipment, personal injury or loss of life, however it may occur.
