F ifteen Poli ce pensioners died in 189G, who had Leen in receipt of pensions amounting in the aggregate to £1,588 per annum. Thirteen members of the Eorce were superannuated during the year, nine receiving pensions at rates m ryiog f rom £ 136 17~, (i'd . to £:325 per l1nnum, a,nd amounting in all to £ 1,64G 15s. per ;Lnnum, :LJ)d four were granted gratuities upon their discharge, which entailed a further charge of £582 upon the F und. Seven wi dows of members oE the Force were awarded gratuities from the P olice Reward Fund, amounting in all to £ 1,506 His. ~d. A temporary p:msion of £i5 per annum to a widow lapsed during the year, l1nd a gratuity of £ 100 was awarded as a fi nal p:tym ent in lieu thereof. The following figures tnken from the station watch-house records in the Metropolitan District show au increase for the year of 103 apprehensiom as compared with 1 9-1:- Total Dumber of arresb during 189-1 22,755 Do do 1895 22,858 Th ere was an in crease of 331 apprehensions for drunkenness, simple or acco mpanied by disOJ.:derly conduct. As regards the Colony generally, there has been some in crease in homicide and other serious offences [lgainst the person during the year. Other offences maintain about the usual a.Yerage. The following statement will serve to show the extent of the licensing business transacted in the Metropolitan District during the year :-

At the close of the yem' t hero were f01I1' le~R publican's licenses in existE'Dce than t\\'elve months back, the numbers being 797 in 1 9-1, and 798 in l R95. There wero 279 colonial \Vin e li cen. es in existence in l RD5, an increase of 48 during the year; llG 'pi rit merchants' li censes, an increase of 10; 170 billiard license', an increase of 9 ; and 19 packet licenses, the Mme as in 1894. The Superintendent of Police in charge of the Metropoli tan Distri ct reports:- "From the scarci ty of employment, and the co nsequ ent impoveri shment of the people, I had hoped that there would have boen a co nsiderable decrea. e ill the number of arrests for drunkenness, but lregl'et to have to return an increase of slightly o\' er 300. '.I'h ere is, however, I am glad to say, a very gratifying decrease in the Dumber of cases of seri ous crime, and in no previous year have the Polico more satisfactorily ac co untocl for the crimo ot my di strict, boih in tIle city and sllburbs. "Oonsiderable difficulty continues to bo experienced in tho 1J1'oper enforcemen t of tho Sunday­ closing clause of tho Licensing Act, and probably it is not strictly observed by one in twenty of the licensee'. 1'he ovidence necessary to \\' arrant a prosec ution is so di6icult to obtain that I have little hopo of an y im prove01 ent, unless an am ending .A ct is passed. rendering perso ns found on licen ed prem isos without lawful excuse liable to a serere penalty. A provision of this nature exists in the English J\ cf', and I [1m informed the res ult of its operation has been fairly Ratisfacto l'y. 'l'he trade, as a whole, is certainly not now remuneratiye. The transfers of liconses were less than ill the provious year, but this is probably more largely attribllb hh'\ to 1;hfl di1ll.cultyof obtaining suitable customers than to the desire of licensees to remain in the irade. " Although over 800 prc,secutions \\'e1'O instituted bf'tween the years 1890 and 1895 fur offences against the various gamblin g laws,in which pecuniary penaltios were, with but few exc eptions, imposed, t hey fail ed to have the sligfll.est deterrent eITed, and the ' tote-shop' evil would have continued unabated bad not the Magistrates judiciously intimated to h epers of these establishments, through the Police, that after a certain date (1st October In.st) they intended to sentence all offe nders to imprisollment without the option of a fine. The effect of this not:ce was the immediate clo in g of neltrly the whole of t he gamblin g-dens, both in the city and suburbs, thus substantiating the correctness of t he opinion I had frequentl.v expressed in my reports, that if the severel' penalties provided by law were imposed the gambling nuisance "'ould very speedily be sensibly abated. If the Magistrates adhere to tlleir expressed intention to punish with im pTisonment, I have no ap prehension of a revival of the m'il. " I should perhaps mention that sin co ille 'tote-shops' ,rere cl osed it largf' r number of persons of gambling propensiti es resort the various r:lceco unes than fo rmerly, and that perhaps the most distressing feature in l'U econree gatherings is the number of )romen "'ho participate in the gambling evil. There are still various forms of gambling carried on in t be city whi ch it is very desirable. in the interests of public morality should be mppressed, but unless the law is amended tlley cannot be dealt with rffectivcly." During the year, 1,150 inquests were held on the bodi es of deceased persons, being 40 more than during 1 94. I n 96 cases death was found to be the res ul t of intemperance. One hundred and six ty-one inquests on fires were held, in which G2 were retUl'l1ed as "wilful," 52 as " accidental," and 47 no t specified. Five hundred and twenty-seven cases of inquiry for missing persons, made from the Australian Colonies, Great Britain, and other countries, h.we been instituted, many involving considerable correspondence, and in 279 inst anc es the persons inquired for hay e bf'en traced. Proceedings have been tak en by the P olice on behalf of the Public Instruction Depa:::tm ent in ] ,881 cases under the co mpulso ry c laLl ~es of t he Educati.on Act, and cautions iss ued by them in :2 1;~ caFes . The co ndition of the Police Reward and Superannuation Funds continues each yeltr to b com more unsatisfactory. After debiting the pensions to the 31st December last, there remain.' a balance to the credit of the combined funds of only £ 11,9,1,4 7s. 3d. In conclusion, I am happy to be able to refer to the prompt ancl able a sistalJce I have reccived at all times from the Superintendents and the other officers in carrying out the orclinary luties of the Department, and also iu acting upon special instructions from the Chief Secrehtry Oll varioll s matters affecting the public interests. One Superintendent, Mr. J. D. Meares, has retired at 67 years of age, after 33 years service, ltnd several other officers have reached an age when they are entitled to claim full-pay pOll ions, and alLhollgh still activ e and assiduous in the discharge of their duties, the time cannot be di 'tant when tl.l ey III ll,·t seek superannuation on the terms provided by the Act. I desire, also, to take advantage of this opportunity to aclmowledge the very cordial and prompt, assistance the l'olice of this Colony have received £I'om the Department in other Co lonies. 1'he mcans of inter-communication being now so constant, ancl the cost of passages so low, criminals are ever r eady to take advantage of a change of scene for their operations, and without constant assi stancc will ingly rendered throughout the Colonies, the task of the Police in cop ing with cr ime ftnd criminal 1I' 0uid b almost hopeless. The condnct of the members of the Police Force, as a whole, has been exemphry during t he past year. They have been extremely successful in the arl'est of offenders and detection of crim e, and th il' services have been constantly the su bj ect oE commendation by Judges, Magistrates, and the com muni ty generally.
