IMMIGRATION Immigrant Policy Project Report on State Immigration Laws, 2020 FEBRUARY | 2021 Report on State Immigration Laws, 2020 BY ANN MORSE The National Conference of State Legislatures is the bipartisan organization dedicated to serving the lawmakers and staffs of the nation’s 50 states, its commonwealths and territories. NCSL provides research, technical assistance and opportunities for policymakers to exchange ideas on the most pressing state issues, and is an effective and respected advocate for the interests of the states in the American federal system. Its objectives are: • Improve the quality and effectiveness of state legislatures. • Promote policy innovation and communication among state legislatures. • Ensure state legislatures a strong, cohesive voice in the federal system. The conference operates from offices in Denver, Colorado and Washington, D.C. NATIONAL CONFERENCE OF STATE LEGISLATURES © 2020 iii NATIONAL CONFERENCE OF STATE LEGISLATURES Many state legislatures took a break from the topic of immigration in 2020 as the pandemic and econom- ic crises created new priorities for legislative action. Exclusion of immigrant families and children from fed- eral COVID-19 and economic stimulus laws, however, led several states to respond with new state funding and community outreach. Examples include health care for immigrant seniors, tenant protections and extension of eligibility for pub- lic benefit during the pandemic. States also continued working on professional licenses for immigrants, re- gardless of immigration status. Virginia, with new Democratic majorities, became the latest state to enact driving privilege cards and in-state tuition rates for unauthorized immigrants and the creation of an Office for New Americans. MALTESE E-NEWSLETTER 272 June 2019 1 MALTESE E-NEWSLETTER 272 June 2019 The theme for 2019: 'A Connected Commonwealth' The Royal Commonwealth Society was founded in 1868. It was given its present name in 1958 and is constituted as a charity. Over the years, the role of the Society has evolved to meet the changing nature of the Commonwealth and the Mrs Libby Ellis OAM needs of its Supporters. Through its educational, youth and outreach programmes, the Royal Commonwealth Society seeks to encourage young people to develop their skills and, with an increased understanding of their role as global citizens, to engage with challenges facing the international community. It aims to bring alive the fundamental principles of the modern Commonwealth-–tolerance, diversity, freedom, justice, democracy, human rights and sustainable development-–to a generation living in an increasingly interconnected world. RCS projects seek to enable young people to engage with their counterparts across the Commonwealth in youth leadership programmes, creative writing such as the Commonwealth Essay Competition.
