International recognition 31 2 1. General Information about the City Lutsk is the administrative center of the Volyn region, an important economic center of the western part of Ukraine. The current number of population of the Lutsk city territorial community as of 1 January 2020 is 221 274 persons. Population of Lutsk: 217 315 persons, Prylutskyi Starostynskyi district: 3 959 persons. Area of Lutsk city territorial community: 7,205.17 hectares (72,05 km2). Area of Lutsk city: 4 023,17 hectares (40,23 km2). Area of the Prylutskyi Starostynskyi district: 3 170,0 hectares (31,7 km2 ). Geographical coordinates: 50°44′52″ N, 25°19′28″ E. Height above sea level: 181 m. Date of foundation of the city (first chronicle mention): 1085. Telephone code: +380-332. The city is located in the northwestern part of Ukraine and the southeastern part of the Volyn region. Lutsk has a favorable geographical location: the distance to the state border with Poland and Belarus does not exceed 85 and 150 km respectively. Distance to the capital of Ukraine - Kyiv is 398 km. The nearest airports are located in Rivne and Lviv (65 km and 150 km from Lutsk respectively). Important highways pass through the city: Lutsk-Kovel-Brest, Lutsk-Kyiv, Lutsk-Lviv, Lutsk-Chernivtsi, Lutsk-Yahodyn-Chelm, Lutsk-Lublin. Passenger railway routes pass through the Lutsk railway station: Kyiv-Warsaw, Kovel-Moscow, Kovel-Odessa, Kovel-Kharkiv, Kovel-Novooleksiivka, Kovel-Chernivtsi, Kovel-Kyiv, Kivertsi-Lviv and others. The navigable river Styr, which is a tributary of the Prypyat and has a connection with the Dnieper, flows through the city. The Lutsk city territorial community includes the city of Lutsk and the Prylutskyi Starostynskyi district, which in turn includes the villages of Prylutske, Dachne, Zhabka and Sapohove. Symbols of the city: coat of arms, flag Description of the coat of arms of Lutsk In the shield with a rounded bottom (so called Spanish) in the golden field a silver coat of arms of St. Nicholas is in the full episcopal attire, barefoot. The main episcopal decorations - halo, crutch, epitrachel and the Gospel - are highlighted in gold. In his right hand, St. Nicholas holds a crutch in the form of a six-armed Protective (patriarchal) cross, which symbolizes the victory of Christians over the forces of the east, protection from invasions and plagues, the conquest of the elements. In his left hand he holds an open book, symbolizing the Gospel, the protection of God's powers, and the protection of the sciences. Bare feet symbolize the mythological functions of the ruler of the weather and the water element. Symbolism of color Red color – courage, bravery and victory, blood shed for faith. Gold – nobility, justice, mercy, meekness, spirituality. Silver – wealth, innocence, beauty, sincerity. Gold with red – will, stability, independence. Silver with red – courage. Description of the flag of Lutsk Rectangular cloth with an aspect ratio of 1: 1, divided into four equal parts. Upper from the holder and lower from the edge are red. The other two parts are yellow. On the upper part from the holder (red) is a silver (white) Volyn cross. The banner combined the color of the symbols of the coat of arms of the city of Lutsk and Volyn. 5 1.2. Brief historical background Lutsk is one of the most ancient cities in Ukraine. The first documentary reference about Lutsk dates back to the Hypatian Codex from 1085, when the city became the center of internecine fight between the heirs of Yaroslav the Wise. However, archaeological research give the ground to believe that the settlement on the territory of modern Lutsk was founded before the XI century. In the period of Kyiv Rus, Lutsk was the capital of a separate principality, which was part of the Volyn, and later Volyn-Galician land. In the XII century Luchesk had strong wooden fortifications that enabled to withstand a six-week siege by regiments of Yuri Dolgorukyi in the spring of 1150. During these events, his son, the young Prince Andrew was close to death. Lutsk witnessed the Tatar-Mongol invasion. The chronicle shows that in 1259 the city withstood the siege of Khan Kuremsa. In 1267 Prince Vasilko, on demand of the Khan's commander Burundai, destroyed fortifications in Brody. In the second half of the 14th century the role of Lutsk as the capital of the Volyn land became more significant due to the reign of Lubart-Demetrius. He replaced wooden fortification constructions with bricks, that changed the external appearance of Lutsk castle. After the death of Lubart, Lutsk continues to be the residence of Lithuanian- Russian princes: Vytautas (1392-1430) and Svidrigiello (1431-1452). In 1429 a Congress of European Monarchs took place in Lutsk to discuss the issues concerning protection of Europe from Ottoman Empire. On the meeting Lithuanian Prince Vytautas hosted Polish King Wladyslaw II Jagiello, the future emperor, King of Rome, Bohemia, Hungary Sigismund I of Luxembourg, King of England and Sweden Eric VII. In 1432, Lutsk was granted Magdeburg rights. As a result the citizens of Lutsk received the opportunity to elect bodies of self-government. Since the late XVI century Lutsk Castle lost its significance as a defensive fortress, but the city remains to be the social and spiritual capital of the region. Due to the large number of sacral buildings, contemporaries called it "Rome of Volyn". After the Union of Lublin in 1569, Volyn integrated into the Kingdom of Poland. Lutsk became the capital of the newly formed voivodship. At that time, the city gradually became more and more Polish. In order to prevent the Polish influence and resist consequences of the Brest Church Union (1596) in Lutsk in early XVII century a fraternity was founded. It received the official recognition of the king with the privilege to build a church and shelter. At late of XVII-XVIII centuries.
