1. General Information about the City

Lutsk is the administrative center of the Volyn region, an important economic center of the western part of . The current number of population of the Lutsk city territorial community as of 1 January 2020 is 221 274 persons. Population of Lutsk: 217 315 persons, Prylutskyi Starostynskyi district: 3 959 persons. Area of Lutsk city territorial community: 7,205.17 hectares (72,05 km2). Area of Lutsk city: 4 023,17 hectares (40,23 km2). Area of the Prylutskyi Starostynskyi district: 3 170,0 hectares (31,7 km2 ). Geographical coordinates: 50°44′52″ N, 25°19′28″ E. Height above sea level: 181 m. Date of foundation of the city (first chronicle mention): 1085. Telephone code: +380-332. The city is located in the northwestern part of Ukraine and the southeastern part of the Volyn region. Lutsk has a favorable geographical location: the distance to the state border with and does not exceed 85 and 150 km respectively. Distance to the capital of Ukraine - is 398 km. The nearest airports are located in and (65 km and 150 km from Lutsk respectively). Important highways pass through the city: Lutsk--Brest, Lutsk-Kyiv, Lutsk-Lviv, Lutsk-, Lutsk-Yahodyn-Chelm, Lutsk-. Passenger railway routes pass through the Lutsk railway station: Kyiv-, Kovel-, Kovel-, Kovel-, Kovel-Novooleksiivka, Kovel-Chernivtsi, Kovel-Kyiv, -Lviv and others. The Lutsk city territorial community includes the city of Lutsk and the Prylutskyi Starostynskyi district, which in turn includes the villages of Prylutske, Dachne, Zhabka and Sapohove. The city of Lutsk is not divided into districts; there are no district councils and their executive bodies in the city.

The city of Lutsk is one of the most attractive cities in Ukraine for investment, with a developed infrastructure and social sphere, high industrial and scientific potential, favorable business climate and clean environment.

1.1. Symbols of the city: coat of arms, flag Description of the coat of arms of Lutsk In the shield with a rounded bottom (so called Spanish) in the golden field a silver coat of arms of St. is in the full episcopal attire, barefoot. The main episcopal decorations - halo, crutch, epitrachel and the Gospel - are highlighted in gold. In his right hand, St. Nicholas holds a crutch in the form of a six-armed Protective (patriarchal) cross, which symbolizes the victory of Christians over the forces of the east, protection from invasions and plagues, the conquest of the elements. In his left hand he holds an open book, symbolizing the Gospel, the protection of God's powers, and the protection of the sciences. Bare feet symbolize the mythological functions of the ruler of the weather and the water element.

Symbolism of color Red color – courage, bravery and victory, blood shed for faith. Gold – nobility, justice, mercy, meekness, spirituality. Silver – wealth, innocence, beauty, sincerity. Gold with red – will, stability, independence. Silver with red – courage.

Description of the flag of Lutsk Rectangular cloth with an aspect ratio of 1: 1, divided into four equal parts. Upper from the holder and lower from the edge are red. The other two parts are yellow. On the upper part from the holder (red) is a silver (white) Volyn cross. The banner combined the color of the symbols of the coat of arms of the city of Lutsk and Volyn.

1.2. Brief historical background

Lutsk is one of the most ancient cities in Ukraine. The first documentary reference about Lutsk dates back to the Hypatian Codex from 1085, when the city became the center of internecine fight between the heirs of Yaroslav the Wise. However, archaeological research give the ground to believe that the settlement on the territory of modern Lutsk was founded before the XI century. In the period of Kyiv Rus, Lutsk was the capital of a separate principality, which was part of the Volyn, and later Volyn-Galician land. In the XII century Luchesk had strong wooden fortifications that enabled to withstand a six-week siege by regiments of Yuri Dolgorukyi in the spring of 1150. During these events, his son, the young Prince Andrew was close to death. Lutsk witnessed the Tatar-Mongol invasion. The chronicle shows that in 1259 the city withstood the siege of Khan Kuremsa. In 1267 Prince Vasilko, on demand of the Khan's commander Burundai, destroyed fortifications in . In the second half of the 14th century the role of Lutsk as the capital of the Volyn land became more significant due to the reign of Lubart-Demetrius. He replaced wooden fortification constructions with bricks, that changed the external appearance of Lutsk castle. After the death of Lubart, Lutsk continues to be the residence of Lithuanian- Russian princes: (1392-1430) and Svidrigiello (1431-1452). In 1429 a Congress of European Monarchs took place in Lutsk to discuss the issues concerning protection of Europe from Ottoman Empire. On the meeting Lithuanian Prince Vytautas hosted Polish King Wladyslaw II Jagiello, the future emperor, King of Rome, Bohemia, Hungary Sigismund I of Luxembourg, King of England and Sweden Eric VII. In 1432, Lutsk was granted . As a result the citizens of Lutsk received the opportunity to elect bodies of self-government. Since the late XVI century Lutsk Castle lost its significance as a defensive fortress, but the city remains to be the social and spiritual capital of the region. Due to the large number of sacral buildings, contemporaries called it "Rome of Volyn". After the Union of Lublin in 1569, Volyn integrated into the Kingdom of Poland. Lutsk became the capital of the newly formed voivodship. At that time, the city gradually became more and more Polish. In order to prevent the Polish influence and resist consequences of the Brest Church Union (1596) in Lutsk in early XVII century a fraternity was founded. It received the official recognition of the king with the privilege to build a church and shelter. At late of XVII-XVIII centuries. Lutsk is slowly declining. It is devastated by frequent fires, floods and epidemics. Cultural and religious Rus (Ukrainian) life became gradually fading in the city. was replaced by Polish, and Poles become governing officials.

In 1795, after the third partition of Poland, the Volyn region together with Lutsk were annexed by the . became the capital of the newly formed Volhynian , and Lutsk remained the centre of the district (povit). XIX century didn’t lead to the revival of economic and social life of the city. The economic development of Lutsk became only after the construction of the South Eastern Railway line in 1890’s. At that time (1895) the population of Lutsk was 15125 people. In 1915 during the the took place in outskirts of Lutsk. As a result, the Russian Army occupied the territory of , and including Lutsk and tremendously defeated Austro-Hungarian troops and got into the history of the World War I. After the February Revolution in 1917, the blue and yellow flag was hoisted over Lutsk for the first time. In April 1917 it was established the first Ukrainian socio-political association the “Ukrainian Community”. During the Hetmanate government in August 1918, the organization "Prosvita" was formed. On December 20, 1918, troops of the Supreme Commander entered Lutsk. On May 16, 1919, Lutsk was seized by Polish troops, and according to the 1920, western Volhynia was included to the . In March 1921, Lutsk became the capital of the new Volyn Voivodeship and started to develop its infrastructure actively. In the autumn of 1939 the city became part of the USSR, becoming the center of the Volyn region, which formed the western part of the former Volyn region. On June 25, 1941, the city was occupied by German troops. It was preceded by a terrible event - on June 23, NKVD soldiers executed about 3,000 prisoners without trial in the courtyard of the Lutsk prison. In the postwar period, Lutsk was gradually rebuilt. The city developed especially rapidly in the 60's and 70's of the XX century. In 1973, new city borders were approved. At the same time, the construction of powerful enterprises began: a bearing plant, a melange factory and other industrial facilities, which led to a rapid increase in population. Construction of significant housing estates: Zavokzalny and Hnidavsky began. Since Ukraine became the independent state, the city of Lutsk remained the centre of the Volyn region and kept its leading position in the political, economic, cultural and religious life of the region. Currently, Lutsk is actively developing and modernizing. New enterprises, infrastructure and social facilities are being opened, and active housing and commercial construction is underway. On October 25, 2019 the Lutsk city territorial community was formed after the territory of Prylutske village council of Kivertsi district joined the city of Lutsk.

1.3. Natural and geographical characteristics

The city of Lutsk is located in the north-west of Ukraine in the south-eastern part of the Volyn region. Geographical coordinates: 50 ° 44′52 ″ north latitude and 25 ° 19′28 ″ east longitude. The economic and geographical location of the city is very favorable. Distance to the capital of Ukraine- Kyiv is 398 km. Lutsk is located in a short distance from other major cities in and is connected to them by highways. The distance to the city of Rivne is 70 km, Lviv - 178 km, - 176 km. Besides, Lutsk is located at the intersection of roads from Ukraine to the countries of the European Union. Interstate roads connecting Ukraine with Poland and Belarus pass through the city. Distance to the state border with the Republic of Poland (international checkpoint «») is 85 km, with Belarus (international checkpoint «») – 150 km. The area of the city of Lutsk is 4 161 hectares. The area of the Lutsk city territorial community is 7 205.17 hectares. The territory of the community is located within the Volyn Upland and is a part of the morphostructure of the Lutsk-Rivne forest ridge. Lutsk is located in the forest-steppe zone of typical chernozems and gray podzolic soils. Minerals are not found. The climate of Lutsk is temperately continental, with mild winters and warm summers. The average annual air temperature is 7,4 °С, it is the lowest in January (4,9 °С), and the highest— in July (18,0 °С). The relative humidity is on average 78% per year. The hydrographic network of the urban agglomeration belongs to the Styr river basin (a tributary of the Prypyat, the Dnieper basin). Modern Lutsk is located on the first floodplain terrace (right and left) and in the area adjacent to the valley. The main part of the city, including the center, are located on the right bank of the river Styr. There are three small rivers in the city: Sapalaivka (length - 12.4 km) - the right tributary of the Styr; Omelianyk (12.6 km) and Zhyduvka (4 km) are left tributaries of the Styr. Height above sea level is 181 m.

3. Economic development of the city

3.1. Industry and construction In 2019 the city enterprises sold industrial products (goods, services) for 12.6 billion UAH, which was 39.8% of the total regional volume. In the structure of sales 59.0% belonged to products of the processing industry, including mechanical engineering, except for repair and installation of machinery and equipment - 26.1%, production of rubber and plastic products, other non-metallic mineral products - 26.1%, production of rubber and plastic wood products, paper production and printing - 10.2%. Per one person the industrial products have been realized for 54.5 thousand UAH (in the region – 29.8 thousand UAH, in the cities of – 84.0 thousand UAH, of Volodymyr-Volynskyi – 19.7 thousand UAH, of Kovel – 10.8 thousand UAH). Private joint-stock companies made a significant contribution to the city industry, such as «SKF Ukraine», «VHP», «Teremno Hlib», LLC «Tatrafan», LLC «Lutsk Cardboard and Paper Factory», LLC «Terihem Tervakoski», LLC «Lad Beton», LLC «Jasmine Lingerie», LLC «Volyn-Zerno-Prodykt», SC «Lutsk Repair Plant «Motor», SC «Car Assembly Plant №1» PJSC «Automobile company «Bohdan Motors», State enterprise «Lutskteplo», which provided more than half of the citywide volume. The volume of construction products produced (construction works performed) by the city enterprises amounted to 1 684.8 million UAH. New construction, reconstruction and technical re-equipment accounted for 85.4% of the total volume of construction products, capital and current repairs - 12.7% and 1.9%, respectively. Builders of the city of Lutsk provided 72.4% of the total volume of construction products.

City budget income in 2019 amounted to 2 546 454.5 thousand UAH. City budget income per one person in 2019 amounted to 11 717.8 thousand UAH. The income part of the city budget is implemented on 97.7 %.

3.3. Foreign economic activity In 2019 entities of the regional center exported goods worth 163.3 million dollars, which is 15.9% more than in 2018, imported - 11.8 million dollars. (at 1.3%). The negative balance was $ 746.1 million. (in 2018 - also negative 727.1 million dollars). The enterprises of the city formed 23.5% of the total regional volume of goods export and 62.5% - of import. Among the goods exported abroad, the predominant supplies were mechanical devices, products of animal and vegetable origin, wood and wood products, plastics, polymeric materials, paper and cardboard, as well as textile materials. Goods worth $ 113.1 million were exported to the countries of the European Union (EU) (69.3% of the total), which is 16.3% less than in 2018. Other countries to which the supplies of goods dominated were Belarus ($ 15.6 million) and the Russian Federation ($ 4.8 million). In import supplies of mineral fuel, oil and products of its distillation, land vehicles, except rail, machinery, equipment and mechanical devices, electrical equipment, base metals and articles thereof, live animals and products of animal origin, plastics, polymeric materials, rubber dominated. Goods worth $ 452.5 million came from the EU countries (49.8% of the total), which is almost at the level of volumes in 2018.

3.4. Investments The volume of foreign direct investment (share capital) invested in the city economy as of 31 December 2019 amounted to 97.6 million dollars, or 456.2 dollars per person.

Foreign investments were made by partners from 24 countries. The main investors in the city economy were non-residents from Cyprus, Sweden, , , the Virgin Islands (Britain), and Poland. They covered almost 94.0 % of total direct investment. The largest investment was from Cyprus - $ 39.1 million dollars.

Significant amounts of direct investment are concentrated in industrial enterprises - 42.4 million dollars (43.4%). The enterprises of wholesale and trade; $ 29.8 million was invested in the repair of vehicles and motorcycles (30.5%), in organizations engaged in real estate transactions - 9.7 million dollars (9.9%). The amount of loans and borrowings received by enterprises of the city from direct investors, as of 31 December 2019 amounted to 20.5 million dollars. Most of them came from Cyprus, Germany and Sweden. The total amount of direct investments (share capital and debt instruments) as of 31December 2019 amounted to 118.1 million dollars. In 2019 in the development of the economy and social sphere of the city at the expense of all sources of financing 3202.8 million UAH of capital investments were invested, which was 25.5% of the total regional volume. It was invested nearly 14993 UAH per one person (Volyn – 12140 UAH). The main source of investment is the own funds of enterprises and organizations - 67.0% (2,145.0 million UAH) of the total amount. 23.5% (752.2 million UAH) of investments were disbursed at the expense of the state and local budgets. Funds of the population for housing construction amounted to 4.3% (139.1 million UAH). The share of bank loans and other loans was 4.7% (150.6 million UAH).

3.7. Administrative services An important factor that determines the level of provision of proper living conditions for the city by the city authorities is the quality of public services. That is why under the Executive Committee of the Lutsk City Council the «Centre of Administrative Services Delivery in Lutsk» (CASD) was created, working on the principle of "single window" and "transparent office" for 52 reception hours 6 days a week. Currently 448 services (374 in 2018) of 64 entities providing administrative services have been declared in the CASD.

4. Infrastructural development 4.1. Transport and connection In 2019, the city's trucking companies carried 1.9 million tons of cargo, which was 7.8% less than in 2018. Freight turnover increased by 13.7% and amounted to 426.1 million tkm. In 2019, 59.8 million passengers were transported by all categories of carriers (except for railways) and passenger turnover in the amount of 961.8 million passenger- km was performed (that is 9.5% and 7.3% less, respectively, than in 2018). Carriers of the city provided 66.1% of regional passenger transportation. Trucking companies transported 15.3 million people, which is 16.7% less than in 2018. According to estimates, 15.5 million people used individual motor vehicles, which is 2.8% less than in 2018. 29056.9 thousand passengers were transported by city electric transport and 130.8 million passengers per km were transported., which is 8.8% less than in 2018. Bus transportation is provided by 12 carriers on 22 routes by 256 buses. Transportation by electric transport is provided by the Lutsk Enterprise of Electric Transport on 13 routes by 42 trolleybuses.

5. Social sphere 5.1. Demographic situation

The current amount of population in Lutsk, according to estimates on January 1, 2020, was 217.3 thousand people. In 2019, 1989 children were born - 91 less than in 2018. During this period, 2,208 people died, which is 68 people more than in 2018. Among the causes of death of the population the first place was taken by diseases of the circulatory system, the second - tumours, the third - digestive organs. These diseases accounted for 87.9% of the total number of deaths. As a result of migration movements, the number of arrivals to the regional center exceeded the number of departures.

5.3 Subsidies and benefits Subsidies to reimburse the payment of housing and communal services in 2019 are assigned to 47.0 thousand households in the amount of UAH 29.5 million (in 2018 - respectively 39.1 thousand households and UAH 16.7 million). The average amount of the assigned subsidy per household was UAH 628.3 (in 2018 - UAH 428.7). In December 2019, 20.8 thousand households in the city (22.8% of the total regional number) received subsidies for housing and communal services. In 2019, 12 households were granted subsidies for the purchase of liquefied gas, solid and liquid household fuel in the amount of UAH 33.1 thousand. The average size of the assigned subsidy per household was UAH 2,758.3. 2

5.4. Incomes of the population The average month salary in the city of Lutsk in the IV quarter of 2019 was UAH 9,442. The average number of full-time employees during that period was 65,436 people. The amount of arrears of wages during December 2019 decreased by 38.0%, and in 2019 - increased by 56.4% and on January 1, 2020 amounted to 10111.8 thousand UAH. There are no arrears in wages in the budget sphere and in state-owned enterprises.

In the city of Lutsk a lot of hotels formed a large resort network. On 01.01.2020 it is possible to comfortably accommodate more than 1226 guests: 976 persons in 19 modern hotels and 250 persons in 7 modern hostels that meet requirements of low-cost tourists.

International recognition of the city Lutsk received three of the four awards of the Parliamentary Assembly of the Council of Europe, which are awarded to cities for active promotion of the European idea and significant achievements in European integration. In 2010 – Lutsk was honoured to gain the European diploma of the Council of Europe. In 2011 – Lutsk was awarded with the prestigious European Flag of Honour for significant achievements in European integration. In 2017 – Lutsk won the third PACE award "Plague of Honor". The awards recognize the achievements of Lutsk in promoting European idea, establishing international contacts, strengthening twinning with foreign cities, and significant achievements in European integration.
