From that date onwards, nu- merous texts and documents would gradually build a «European educational space». The Lisbon Strategy of 2000 is an important milestone in this process. The main reference point of the 21st century is the Education & Training 2010 Work Program, which sets a clear framework at the European level for education and training. Re- cently, there was a new turning point of great significance, with the approval of Europe 2020 and especially with the launching of the Rethinking Education strategy. We are facing continuities and changes that need to be analyzed carefully. That is what I intend to do in this article entitled «The Blindness of Europe: New Fabrica- tions in the European Educational Space». In the first section, I will recall the major turning points in educational policies in the last two decades.

IP/09/1867 Brussels, 2 December 2009 Copenhagen conference must produce global, ambitious and comprehensive agreement to avert dangerous climate change The European Commission today underlined the crucial importance of reaching a global, ambitious and comprehensive climate agreement at the UN climate change conference in Copenhagen on 7-18 December. The European Union will be working to achieve maximum progress towards finalisation of an ambitious and legally binding global climate treaty to succeed the Kyoto Protocol in 2013. The conference must settle the key political elements of the treaty and set up a process and mid-2010 deadline for completing the full text. The Copenhagen agreement must also incorporate a 'fast start' deal allowing for immediate implementation or preparation of certain actions, including financial assistance to least developed countries. Commission President José Manuel Barroso and Environment Commissioner Stavros Dimas will both participate in the conference, as will some 90 other world leaders. President Barroso said: "In Copenhagen world leaders must take the bold decisions needed to stop climate change from reaching the dangerous and potentially catastrophic levels projected by the scientific community. We must seize this chance to keep global warming below 2°C before it is too late. But Copenhagen is also an historic opportunity to draw the roadmap to a global low-carbon society, and in so doing unleash a wave of innovation that can revitalise our economies through the creation of new, sustainable growth sectors and "green collar" jobs. The European Union has set the pace with our unilateral commitment to cut emissions 20% by 2020 and our climate financing proposals for developing countries.

  • A Radical Greek Evolution Within the Eurozone
A radical Greek evolution within the eurozone For John Milios, seen as the most hardline of Alexis Tsipras’s advisers, the country’s humanitarian crisis is the top priority John Milios’s phone rings a lot these days. There are hedge funds and financial institutions and investors, all curious to know what the German-trained professor thinks. As chief economist of Syriza, the far-left party that has sent markets into a tailspin as it edges ever closer to power in Greece, the academic has had a prominent role in devising the group’s financial manifesto. He is the first to concede the programme is radical. “I am a Marxist,” he says. “The majority [in Syriza] are.” Sipping green tea in his favourite Athens cafe, he explains: “Alternative approaches to the economy and society have been excluded by the dominant narrative of neoliberalism.” Milios, who attended Athens College, the country’s most prestigious private school – graduating in the same class as the former prime minister George Papandreou –is part of an eclectic group of experts advising Syriza’s leader, Alexis Tsipras, on the economy. Others include the Oxford-educated Euclid Tsakalotos, the political economist and shipping family heir Giorgos Stathakis, the leftwing veteran Giannis Dragasakis and the Texas-based academic Yanis Varoufakis. If the Athenian parliament fails to elect a new head of state by 29 December, the Greek constitution demands that snap polls are called. The ruling coalition’s narrow majority has made it unlikely that the government’s candidate, Stavros Dimas, will get the presidency. With the radicals in the ascent, Milios and his fellow Marxists are likely to take the reins of the EU’s weakest economy.

  • Message of European Commissioner Ms Androulla Vassiliou Responsible for Education, Culture, Multilingualism and Youth
Message of European Commissioner Ms Androulla Vassiliou responsible for Education, Culture, Multilingualism and Youth I would like to thank the Ministry of Education and Culture of the Republic of Cyprus for inviting me to the Conference on “Quality Assurance and Recognition in Higher Education: Challenges and Prospects”. Unfortunately because of other obligations, I am not able to be present at the Conference; however I send my warmest greetings to all participants. It is a great satisfaction to see my country Cyprus, to be leading such initiatives in order to promote quality in higher education. The Conference is expected to enhance the dialogue between Europe and Asia, a valuable partner in higher education, on issues regarding quality assurance and recognition. Moreover, the Conference will give the opportunity to Senior Officials and Experts to exchange experiences, expertise and good practices. As governments in most parts of the world have considered their agenda for higher education over the last few decades, issues of quality assurance and quality enhancement have been a major focus of attention. Quality assurance is a key priority and it can be achieved by keeping in mind the issues of relevance, costs, equity and international standards. Quality assurance systems have to meet the challenges created through the rapid development of the knowledge and information based society. They can best do so by facilitating institutions to evolve towards a culture of quality. Quality assurance is vital for making higher education attractive and trustworthy, in line with the objectives of the EU modernization agenda for higher education and the Bologna Process. Globalization, economic integration and increased academic and professional mobility are making mutual recognition and cross-border quality assurance increasingly important.

  • Election and Aftermath
Order Code RS20575 Updated June 9, 2000 CRS Report for Congress Received through the CRS Web Greece: Election and Aftermath (name redacted) Specialist in Middle Eastern Affairs Foreign Affairs, Defense, and Trade Division Summary Prime Minister Simitis of Greece called an early election for April 9, 2000 because he believed that his government’s achievement in meeting the criteria for entry into the European Monetary Union (EMU) would return his PanHellenic Socialist Movement (PASOK) party to power. PASOK’s narrow victory endorsed Simitis’s decision, but the opposition New Democracy’s (ND) strong showing also validated Costas Karamanlis’s leadership of that party. The election continued a trend toward bipolarism, as votes for smaller parties, except for the Communists, declined appreciably. Simitis reappointed most key members of his previous government, and brought in close allies and technocrats to carry out a revitalized domestic agenda. In foreign policy, the government will try to continue the Greek-Turkish rapprochement, to help stabilize the Balkans, and to move closer to Europe through the EMU and the European Security and Defense Policy. Greek-U.S. relations are warm, but intermittently troubled by differences over the future of the former Yugoslavia, terrorism and counterterrorism in Greece, and minor issues. This report will be updated if developments warrant. Introduction1 On February 4, 2000, Prime Minister Costas Simitis called an early election for April 9, six months before his government’s term was to expire. On March 9, parliament reelected President Costas Stephanopoulos and Greece applied for membership in the European Monetary Union (EMU) single currency zone.
