In conjunction with Earth Day on April 22 this year, calls are growing for definitive measures to be put in place at the state and local government levels to resolve such environmental issues. “Local governments can act on offences according to the by-laws but if compared with the DOE (Department of Environment), the DOE penalties are much heavier,” said state executive councillor for local government Ng Sze Han in reference to the by-laws under the provision of the Local Government Act 1976. “Most importantly, we need to identify the culprits for us to take legal action against them,” he said.
