Hovelsrud PREFACE NAMMCO - the North Atlantic Marine Mammal Commission - is an international body for cooperation on conservation, management and study of marine mammals in the North Atlantic. The NAMMCO Agreement focuses on contemporary approaches to the study of the marine ecosystem as a whole, and to understanding better the role of marine mammals in this system. Through regional cooperation, the member countries of NAMMCO aim to strengthen and further develop effective conservation and man- agement measures for marine mammals. Such measures are based on the best available scientific evidence, and taking into account both the complexity and vulnerability of the marine ecosystem, and the rights and needs of coastal communities to make a sustainable living from what the sea can provide. In January 2003, NAMMCO convened the conference on “User Knowledge and Scien- tific Knowledge in Management Decision-Making”. More than 120 participants from eleven countries participated, among them hunters, fishermen, scientists, and resource managers. The aim of the conference was to find ways to incorporate user knowledge into the management decision-making process in parallel with science. The background for the conference was the apparent differences of opinion between the users (whalers, sealers and fishermen) on the one hand, and scientists on the other with respect to the informa- tion and data that are the basis for resource management such as the actual numbers of animals found in an area, their migratory routes, feeding habits and biology. -

INTRODUCTION - The North Sea Conferences In the early 1980s some countries were dissatisfied with the lack of progress achieved in the protection of the marine environment. In part this was due to the wider geographical coverage of the bodies concerned and the lack of focus on the North Sea. It was in this climate that the Government of the Federal Republic of Germany in 1983 took the initiative of inviting the North Sea coastal states to an International Conference on the Protection of the North Sea at ministerial level. It was not the aim of the conference to create a new set of international agreements, but rather to ensure more effective implementation of the existing international mies in all the North Sea states. -

P.O.Box 2511, N-9002 Troms0, Norway ABSTRACT In order to evaluate the feeding ecology and importance of minke whales Balaenoptera acutorostrata in Norwegian waters, a scientific whaling programme addressing particularly the following points is proposed: i An analysis of the stomach contents of a random sampie of whales to quantify the various types of prey consumed by minke whales in the northeastern Atlantic area. ii A correlation of the type and quantity of prey in the stomachs of the random sampie of whales with the estimated availability of the various types of prey in the area and period, to enable the estimation of food preferences of • minke whales. The search operation preceeding the catch is to be scientifically controlled to ensure random sampling and maximum coordination with trawling and other sampling methods used to determine the abundance of potential prey species. The scientific catch of minke whales will also make possible estimates of various other biological parameters such as age and growth, sexual maturity, pregnancy rates, sex proportion, stock identity, pollution etc. -

OPENING REMARKS Chairman Lars Walløe welcomed the members (Appendix 1) to the Workshop, and summarised the background to the present Workshop. A 1996 Working Group (NAMMCO 1998) looked at the feeding ecology of minke whales, harp and hooded seals and found that there were many uncertainties involved in estimating consumption by these species. It also considered the use of multi-species models to assess species interactions in the Barents Sea and Central North Atlantic. The Scientific Committee, based on the results from the Working Group, concluded that minke whales, harp seals and hooded seals in the North Atlantic might have substantial direct and/or indirect effects on commercial fish stocks. In 1997, the Council requested the Scientific Committee to pay special attention to studies related to competition and the economic aspects of marine mammal-fisheries interactions. The Scientific Committee, in response, convened a Working Group on the Economic Aspects of Marine Mammal - Fisheries Interactions (NAMMCO 1999). This Working Group considered bio-economic models of varying complexity and associated ecosystem models, and concluded that "many of the analyses were in a preliminary stage and should only be taken as first indications”. They further concluded that, despite the preliminary nature of the results, the emerging cost-benefit figures warranted serious consideration, as the overall costs to the fishing, whaling and sealing industries incurred by not whaling and/or not sealing could be quite considerable, and that the effects due to predation could be an important part of the overall picture. -
