Public Governance in Costa Rica │ 1 PUBLIC GOVERNANCE IN COSTA RICA PUBE © OECD 2021 2 │ FOREWORD This volume consists of two background reports prepared by the OECD Secretariat in the context of Costa Rica’s accession process to the OECD, which was launched in April 2015 by decision of the OECD Council (see the Roadmap for the Accession of Costa Rica to the OECD Convention, [C(2015)93/FINAL]). On 15 May 2020, the OECD Council decided to invite Costa Rica to accede to the OECD Convention and thereby become a Member of the Organisation upon deposit of its instrument of accession to the OECD Convention, which was pending at the time of publication. These reports were prepared to support the evaluation of public governance tools and practices of Costa Rica undertaken by the OECD Public Governance Committee in the context of its accession review. The information presented in the first part of this report was accurate as at April 2017, and covered the following topics: sound structure of government; transparency and accountability; integrity and public procurement; budget performance; public employment and human resourses managemen; digital government; and multilevel governance. The second part provides a shorter update on specific core priority areas, i.e. center of government coordination, budgetary governance and public employment identified by the Public Governance Committee and was accurate as at April 2019. The corresponding assessments refer to the state of affairs at these two respective moments. The Public Governance Committee agreed on 27 July 2020 to declassify the reports in their current versions. They were published in July 2021. In order to win the Cold War, the leading bureaucrats were split over different approaches needed to achieve policy objectives in Latin America within the hierarchically regularized machinery- but it was not necessarily welcomed by every Latin American nation. There were three problems with Eisenhower’s staff structuring arrangement towards Latin America: (a) politicization of U.S.-Latin American relations from 1953 to 1961 by senior U.S. bureaucrats with an anti-communism agenda for Latin American development; (b) neglect of Latin American requests for public funds before 1959; (c) bureaucratic conflicts over different methods to achieve foreign policy objectives, often resulting in tensions between policy and operations.

Turkish public support for EU membership is also divided, with recent surveys showing only 50% of the population views the EU positively. In this paper, we first evaluate the extent of support for European integration among Turkish mainstream and minor parties using Chapel Hill Expert Survey data and case studies. Next, building from the vast literature on public and party support for the EU in western European states, we develop utilitarian and identity hypotheses to explain public support. Using Eurobarometer data, we test these explanations. In this analysis, we compare Turkish parties and public to their counterparts in eastern and western Europe. I. Introduction What explains the levels of mass and elite support toward European integration in Turkey? To what extent do the established theories of public and elite attitudes toward integration explain the Turkish case? Can we integrate our findings to the comparative scope of the literature, or is Turkish exceptionalism a reality? During the era of permissive consensus, European integration was an elite-driven process. But the recent literature on attitudes toward European integration has established that the era of permissive consensus (Lindberg and Scheingold 1970) is over (Carrubba 2001, Hooghe and Marks 2005, De Vries and Edwards 2009); in other words, Euroskepticism should be studied at the mass level along with the elite level.

    The MFEWS Central America Weather Hazards and Benefits Assessment For November 27 – December 3, 2008 1) In the last two weeks, heavy rainfall in Costa Rica and Panama has resulted in flooding and rising river levels for local areas in the Limon province and Bocas del Toro region of Panama. The development of a tropical low in the southern Caribbean is expected to produce significant rainfall across the Atlantic regions of Nicaragua, Costa Rica and Panama over the next seven days. Hazards Assessment Text Explanation: Over the last seven days, little to no rainfall was observed across Guatemala, Honduras and El Salvador with increased precipitation in excess of 50 mm observed, across local areas in Nicaragua, Costa Rica, and Panama. The persistent decrease in weekly rainfall over Guatemala and Honduras continues to provide much needed relief to the flood-affected regions of Guatemala, Honduras and Costa Rica, however anomalously wet conditions in the southern Caribbean have resulted in localized flooding and rising river levels Costa Rica and Panama. Government authorities in Costa Rica have issued an alert for municipalities in Limon province, as roads have been closed and hundreds of residents have been displaced from their homes. Presently, increasing water levels in the Barbilla, Reventazón (Siquirres), Chirripó (Matina) and Parismina Rivers in Costa Rica and Panama continue to be heavily monitored. For the November 27 – December 3 observation period, precipitation models indicate the persistence of a tropical low located in the southern Caribbean. Because this tropical low is forecast to remain quasi-stationary over the next 3-5 days, excessive rainfall totals (> 150 mm) are expected to negatively impact many local areas in the Bocas del Toro, Chiriqui provinces in Panama, the Limon, Puntarenas, Heredia, Alajuela and Cartago provinces of Costa Rica, and Atlantic departments of Nicaragua.
