Brief Summary of Project: to Chumar Road, Jammu and Kashmir

Construction of high altitude hill roads to Indo- China Border under phase-II in the states of Uttarakhand, Himachal Pradesh & Jammu & Kashmir has been entrusted to Central Public Works Department (CPWD) by Ministry of Home Affairs, Department of Border Management, Govt. of . The work is of strategic nature from border security point of view and holds national importance.

The project is located in the high altitude plateau region of close to Indo- China Border in state of Jammu & Kashmir (now UT of Ladakh). The weather is cold and harsh. Oxygen level is low. Proposed road is being constructed at an altitude of approximately 14,000 – 19,000 feet above MSL.

A Detailed Project Report was prepared by CPWD and submitted to MHA for deliberation. The DPR was subsequently approved in 42nd HLEC meeting held on 24.01.2018.

Necessity of Project: The road proposed along the approved alignment is required by ITBP in order to establish connectivity between its Border Outposts at Hanle and Chumar. The military preparedness and security benefits are particularly critical in this region given the long-standing border and territorial issues with India’s eastern neighbour, China which makes road connectivity of paramount importance so as to ensure easy mobilization of troops, artillery etc. as and when required.
